Localism in the Age of Trump

2016 will be remembered as the year Donald Trump—a wealthy, narcissistic political novice with a strong authoritarian bent—was elected president of the United States after campaigning against economic globalization. The events are fresh enough in many people’s minds that feelings are still raw and the implications are both unclear and, for many, terrifying. For those who have spent years, in some cases decades, denouncing globalization and seeking to build a localist alternative, this is surely a vexing and confusing moment.

When the World Trade Organization’s ministerial conference in 1999 erupted into “the Battle of Seattle,” demonstrators voiced arguments that might resonate with the average Trump voter. They asserted that, for the United States, globalization was resulting in the offshoring of manufacturing that would otherwise have occurred domestically; that while American consumers were gaining access to cheaper consumer products, the hourly wages of workers were stagnating or falling in real terms due to competition with foreign labor; and that the investor class was benefitting significantly while the wage class was losing ground. All of these points were more recently driven home, to great effect, by The Donald.

However, the localist critique of globalization went much further than anything Trump himself has articulated. Anti-globalization activists decried a “race to the bottom” in environmental protections with each new trade deal, as well as the global loss of thousands of indigenous languages and locally-adapted forms of architecture, art, agriculture, and music in favor of a uniform global commercial culture dominated by corporate advertising and centralized industrial production methods. Further, teach-ins organized by International Forum on Globalization (IFG) beginning in the 1990s; books by the movement’s intellectual leaders (John Cavanagh’s and Jerry Mander’s Alternatives to Economic Globalization; Kirkpatrick Sale’s Dwellers in the Land and Human Scale; Michael Shuman’s Small-Mart Revolution and The Local Economy Solution; Helena Norberg Hodge’s Ancient Futures); and thousands of on-the-ground locally rooted cooperative efforts scattered worldwide promoted a vision of a green, sustainable, equitable bioregionalism.

Throughout the last couple of decades, some on the political left argued against localism and for globalism. Returning to a politics and economics centered in the community, it was said, would undermine the grand liberal vision of a borderless world with protections for human rights and the environment. Liberal globalists argued that climate change can only be fought with international treaties. It is by becoming global citizens, they intoned, that we can overcome ancient prejudices and fulfill humanity’s evolutionary destiny. Localists responded that, in practice, economic globalization has nothing to do with moral elevation or with worker and environmental protections, but everything to do with maximizing short-term profit for the few at the expense of long-term sustainability for people and planet.

That philosophical dispute may continue, but the context has shifted dramatically: the commanding new fact-on-the-ground is that the American electorate has for now sided with the anti-globalist argument, and we face the imminent presidency of Donald Trump as a result. Should localists declare victory? As we’re about to see, the situation is complicated and holds some opportunities along with plenty of perils.

True, voters rejected a predatory trade system that, in Helena Norberg Hodges’s words, “put ordinary people in permanent competition with each other.” However, Trump is not a one-man government; nor does he stand at the head of an organization of people with a coherent critique of globalism and a well thought-out alternative program. His administration will reflect the ideas and ideals of hundreds of high-placed officials, and Trump’s key appointees so far consist of business leaders, Republican insiders, and former lobbyists. They also stand to be the wealthiest cabinet in the history of the U.S. government. Crucially, not even Donald Trump himself has a clear idea of how to actually implement his stated intention of bringing back jobs for American workers. His first stab at the task, persuading the Carrier company not to move its air conditioner manufacturing operations to Mexico (actually, fewer than half the jeopardized jobs were saved), entailed doling out huge tax breaks—a tactic that Bernie Sanders rightly points out will simply lead to other companies announcing outsourcing plans so they can win similar concessions.

Let’s be clear: Trump’s ascendancy probably represents not a victory for localism or even populism, but merely a co-optation of legitimate popular frustrations by a corporatist huckster who intends to lead his merry band of cronies and sycophants in looting what’s left of America’s natural and cultural resources. This would be the antithesis of green localism. Indeed, we may see an activist federal government attempt to trample local efforts to protect the environment, workers’ rights, or anything else that gets in the way of authoritarian corporatism. Congress may train its gun sights on local ordinances to ban fracking and GMOs, and on firearm regulations in states with the temerity to stand up to the NRA. Trump’s message appeals as much to tribalism as to anti-globalization sentiments—and only to members of certain tribes.

A blueprint for a party of an old type

A Blueprint for a New Party recently published in Jacobin Magazine is more of a strategy for campaigning for Democrats than a path to strengthening social movements.

These are desperate times. The victory of Donald Trump promises a rightward turn in US policy as well as an emboldened far-Right in the streets. Immigrants will be among the first attacked by Trump’s promise to expel them en masse, but they and others will also continue to see an increase in daily harassment, racist attacks and organized vigilante violence.

In response to these horrors, Jacobin Magazine, which enthusiastically promoted Bernie Sanders as a route to rebuilding the Left, has published an article by Seth Ackerman which provides what he calls “A Blueprint for a New Party.” Having put all their eggs in the Sanders basket for the past year, Jacobin and Ackerman now lay out the possible next steps for what the Sanders campaign supposedly promised all along–a newly formed independent third party to the left of the Democrats. Ackerman describes this, at the end of the article, as a Party of a New Type.

What Ackerman provides is a lengthy history and analysis of attempts to build third parties, in particular the US Labor Party, and challenges to attaining and keeping access to the ballot. What he does not provide is much a of a picture of how this Party of a New Type is going to be built, or by whom, or why anybody would want anything to do with it. It is not even clear what sort of politics it would have or what–if anything–it would do besides run candidates, although it may not even run candidates, apparently. How it would even build the membership and resources to eventually run candidates is left as an exercise for the reader, as they say in a graduate seminar.

Before we proceed, imagine for a moment that instead of the Left enthusing over Bernie Sanders for the past year they had focused on organizing among working people and oppressed people in defending themselves from the daily onslaught of capitalism. Imagine what a stronger position we would all be in now, as the newly empowered far-Right seeks to assault the lives and dignities of immigrants, women, African-Americans, the LGBTQ community, and others. Instead of talking abstractly about the possibilities of a New Party, we would be talking about how to stop deportations, racist attacks and sexual assaults. There are people around the US who have been doing just that, who do not call themselves Leftists or read socialist periodicals, who have been working on protecting their family members and neighbors from being deported or being beaten by the police.

Ackerman’s proposal seems less interested in these problems and instead focuses on the question of whether or not an electoral party should seek its own ballot line, to which he boldly answers: “Sometimes.”

The Great Deceleration

In 2015, a major study of 24 indicators of human activity and environmental decline titled ‘The Great Acceleration’ concluded that, “The last 60 years have without doubt seen the most profound transformation of the human relationship with the natural world in the history of humankind”.[1] We have all seen aspects of these trends, but to look at the study’s 24 graphs together is to apprehend, at a glance, the totality of the monstrous scale and speed of modern economic activity. According to lead author W. Steffen, “It is difficult to overestimate the scale and speed of change. In a single lifetime humanity has become a planetary-scale geological force.”[2]

Every indicator of intensity and scale of economic activity — from global trade and investment to water and fertilizer use, from pollution of every sort to destruction of environments and biodiversity — has shot up, precipitously, beginning around 1950. The graphs for every such trend point skyward still.

The Great Acceleration is manifest everywhere, including many areas not covered in the study. It is impossible to directly, humanly appreciate the ghastly scale of change. Only statistics can do that. For example:

  • Humans now extract and move more physical material than all natural processes combined. Global material extraction has grown by more than 90 percent over the past 30 years, reaching almost 70 billion tons today.[3]
  • In this century “global economic output expanded roughly 20-fold, resulting in a jump in demand for different resources of anywhere between 600 and 2,000 percent”.[4]
  • For more than 50 years, global production of plastic has continued to rise.[5] Today, around 300 million tons of plastic are produced globally each year. “About two thirds of this is for packaging; globally, this translates to 170 million tons of plastic largely created to be disposed of after one use.”[6]
  • The global sale of packaged foods has jumped more than 90 percent over the last decade, with 2012 sales topping $2.2 trillion.[7]
  • “In the last 50 years, a staggering 140 million hectares… has been taken over by four industrial crops: soya bean, oil palm, rapeseed and sugar cane. These crops don’t feed people. They are grown to feed the agro-industrial complex.”[8]

Not only are the scale and speed of materials extraction, production, consumption and waste ballooning, but so too the scale and pace of the movement of materials through global trade. For instance, trade volumes in physical terms have increased by a factor of 2.5 over the past 30 years. In 2009, 2.3 billion tons of raw materials and products were traded around the globe.[9] Maritime traffic on the world’s oceans has increased four-fold over the past 20 years, causing more water, air and noise pollution on the open seas.[10]

Shock doctrine of the left: a strategy for building socialist counterpower

2016 has been a chaotic year. Twice in the space of 6 months, we have been left reeling by a political event of global significance, with both the Brexit vote in June and the election of Trump in November. In both cases, we knew of the dates in advance, and the possibility of the outcome. And yet in neither case has the left been fully prepared for these moments. We are, as always, on the back foot.

In the weeks following Trump's victory, many arguments have broken out over what is the best way for the left to move forward. Do we put all our energies into supporting radical electoral candidates like Jeremy Corbyn, or is the rise of fascism the final nail in the social democratic coffin? Do we focus on building egalitarian economic alternatives in the cracks, or smashing the state head-on? Or maybe we just ride it out, just try our best to build a culture of care for each other, to help us survive in this terrifying world before a better one comes along.

These various ways of approaching social change tend to correspond to broad divisions on the left. For some, like certain revolutionary socialists, direct action to disrupt or destroy systems is the way. Others stay away from the state, creating their own economic alternatives which aim to take over in the future – in workers cooperatives, Transition towns, or creating the 'digital commons'. A more interpersonal approach is taken in the formation of communities of care, such as among LGBT people, disabled people and people of colour, to try to create spaces and practices which enable marginalised people to survive in the here and now. And of course there's the electoral route, currently en vogue among the radical left in Britain, aiming to support a social democratic candidate to take power through mainstream electoral means and reform its way to socialism. Drawing on and altering Erik Olin Wright's typology of strategic logics, we might refer to these as Smashing, Building, Healing and Taming. Whilst these rarely occur in complete isolation from each other, the categories are useful for focusing our minds on the pros and cons of different approaches.

Taken alone, all of these strategies have failed. But all of them have also had their successes. An alternative is to combine their strengths and weaknesses into a coherent meta-strategy, aiming to unify the left around a common strategic framework whilst maintaining the autonomy of groups within it. This is not simply a vague 'diversity of tactics', but an analysis of how those different tactics and broader strategies can feed into one another. What follows is a proposal for such a framework; not a blueprint to be dogmatically followed, but an initial idea to be tried, tested, and adapted.

The vehicle for this meta-strategy is an ‘ecology of organisations’.

One Million Climate Jobs: Moving South Africa Forward on a Low-Carbon, Wage-Led, and Sustainable Path

The One Million Climate Jobs Campaign is an alliance of labour, social movements and popular organisations in South Africa that is campaigning for the creation of a million climate jobs as part of a collective approach to the crisis of unemployment and climate change. The Campaign was launched in 2011 and since then has been mobilising thousands of South Africans around real solutions to slowing down climate change, protecting the natural environment, improving the quality of life for all and moving towards a sustainable development path. Climate change will exacerbate inequality and poverty because it reduces access to food, water, energy and housing. Thus it is vital that social justice struggles around these issues incorporate struggles around climate change.

This booklet is a follow-up, six years later, to the first booklet that was produced in 2011. It is based on well- researched solutions for how South Africa can immediately begin a just transition, away from the Minerals-Energy Complex that continues to dominate the South African capitalist economy, to a low carbon economy in which the basic needs of communities are met in an equitable, sustainable and affordable way.

It recognizes that in these six years there have been many developments – for instance, renewable energy is now firmly established as part of the energy mix (although still a minor part); retrofitting buildings, and the development of environmentally friendly construction methods, is being developed, and the Rapid Bus Transit system is being slowly implemented in some municipalities.

But most of these solutions are being pursued within the logic of the market. It is not possible, we would argue, within these market parameters, to respond adequately to the enormous challenges facing us – what is needed is a publicly-driven solution for the shift to a sustainable, low-carbon future. The research that this booklet is based on begins to set out what such a transition could look like. We hope that it will be an important contribution to the ongoing work of building a political movement to struggle around these issues.

Metabolic Rift and Ecological Value: the Ecosocialist Challenge

In this short paper I am taking as a starting point the ecological rift, or metabolic rift in Marx’s own phrase, at the heart of the way in which capitalism appropriates the natural world and alienates humanity from its species being and from nature in the process. This is elaborated at considerable length by John Bellamy Foster and Brent Clark (but not exclusively by them) and what I hope to do here is while accepting their recovery of ecological balance and its disturbance in Marx, give an overview of an ecological praxis related to that theorization. What does restoring ecological value look like?

In their article in Monthly Review, Bellamy Foster and Clark mention—although they do not explore—two useful concepts to challenge the metabolic rift and the separation of humanity from nature, accelerating as it is with capital accumulation and reproduction.[1]  One is metabolic restoration and the other is sustainable co-evolutionary ecology. I think it is worth exploring the social and political interventions which are called for by these concepts. To do so we need to see clearly what is happening, what processes are taking place, what is irreversible, what can be refused, what can be overcome.

I want to look at four important tendencies in modern capitalism and what can constitute ecological challenges which are not themselves already determined by capitalist relations, or are likely to be re-shaped in managing capitalism to maintain its power or hold.  These are:

  1. Automation and precarity
  2. Despoliation and species reduction
  3. Commodification and fetishism –reification
  4. Ecological debt and unequal exchange

They are discussed only in broad outline as there is vast empirical evidence now in many places, and the point here is to orientate a praxis.

Nationalize the energy industry!

On Nov. 18, the Obama administration banned oil and gas drilling in the Arctic and Atlantic oceans for the next five years, while allowing drilling projects to go forward in the Cook Inlet (southwest of Anchorage, Alaska) and in the Gulf of Mexico. The media have noted the strong possibility that when Donald Trump assumes office, his administration would try to rewrite this blueprint in order to ramp up off-shore oil drilling even more.

The environmental movement points out that if the worst effects of climate change are to be avoided, the world’s remaining oil and gas deposits must remain in the ground. Yet the U.S. government, under Republican and Democratic administrations alike, has ignored these warnings and continues to feed the oil companies’ hunger for profits. In this article, Bruce Lesnick outlines why and how these companies should be taken out of the hands of the billionaire tycoons and nationalized to be run by working people.

We know that human activities are adversely affecting Earth’s climate. Scientists began to draw our attention to the link between fossil fuels, greenhouse gases, and climate in the 1980s. Since then, the evidence for anthropogenic climate change has become overwhelming. All that’s left to debate is what to do about it.

Under the current setup, energy conglomerates that owe their fortunes to fossil fuels have every incentive to dismiss global warming and to cast aspersions on climate change research. The top five oil companies (BP, Chevron, ConocoPhillips, Exxon Mobil, and Shell) reported combined profits of $93 billion for 2013. That’s more than the U.S. budget that year for Education ($71.9 billion) or Housing ($46.3 billion.) It’s more than 10 times the federal budget for environmental protection ($8.9 billion). The more coal, oil, and natural gas that get burned, the more the climate is thrown out of whack, and the more these companies are rewarded financially.

If we’re serious about addressing climate change, nationalization of the energy industry must become a central organizing demand. Nationalizing the big energy companies would make all the difference to the fight to curb greenhouse gas emissions. Right from the start, it would eliminate profit from the energy calculus and remove a large pool of money that’s used to manipulate government policy. It would make it possible to embark on a plan for a sustainable energy future, which would focus on the needs of the population and the planet as a whole, rather than on the reckless aggrandizement of a few.

But the issue of nationalization does raise many important questions: Is it moral? Is it legal? How would it work? Is it practical? Should the owners of nationalized industries be compensated?

The centre-left’s narrative on climate change has convinced no one

The election of Donald Trump reflects the unraveling of the centre-left across the West, and with it a fragile consensus on climate change. For two decades parties of the centre-left have created narratives about climate change that they do not really believe. They have done this to try and convince their fragile coalition of supporters and to try to bring they’re political opponents on the right into the fold. These attempts have failed.

The centre-left long ago abandoned ‘typical' green messaging in the way it talks about climate change. You don’t hear Obama, Clinton or Justin Trudeau talking about polar bears, sinking Pacific Islands or even climate change as a human rights issue. The go-to arguments of the centre-left (and to some extent centre-right politicians like Germany’s Angela Merkel) are these:

  • Climate change will create war, terrorism and migration—it’s a national security issue
  • The solutions to climate change could create millions of jobs in manufacturing and industry—in areas hit most by industrial decline
  • Tackling climate change is an opportunity for economic growth—there is money to be made by entrepreneurs

How did the centre-left end up making these arguments? And why does no one believe them?

Committing Geocide: Climate Change and Corporate Capture

Distinguished Guests, Ladies and Gentlemen,

The International Centre for the Promotion of Human Rights has given me the honour of closing this seminar and I’m extremely grateful to the CIPDH for including me in this important event. We could compare this seminar to one part of the long road on a kind of modern pilgrimage; one stage of a difficult but infinitely rewarding journey. We’ve shared part of this road towards what we all hope will be a stable, sustainable world, fit for human habitation.

We hope this pilgrimage will lead to the success of the COP22 in Marrakech and then continue well beyond, until we reach that far-off goal of halting, then reversing climate change.

We know that the earth and all the myriad forms of life living on its land and under its seas are unlikely to withstand an increase in temperatures beyond 2 degrees. We have already reached more than one degree above the historical average and have been dangerously slow to take this road. Now it is crucial that we continue.

It strikes me that all religions have their pilgrimages, whether to Mecca, Saint Jacques de Compostelle, the place in India of the Buddha’s Enlightenment, the holy Hindu cities of India or the sacred sites of Jerusalem. The people who set out on these pilgrimages of faith are usually seeking forgiveness or salvation, enlightenment, healing or perhaps the granting of a special wish.

Our common pilgrimage is of a different nature. We do not seek personal blessings but salvation and hope for all peoples and for our home, the earth. All are under tremendous threat. We have embarked on this journey because we recognise that humanity has never been in greater danger than at this moment.

I try not to speak of “saving the planet”. Whatever human beings may do, the planet will continue to rotate on its axis and to orbit the sun as it has done for some four and a half billion years. Planet earth, which we think of as “ours”, is not really “ours” at all. It could perfectly well continue, utterly changed, to move along its prescribed path without us. Indeed, one could easily argue, as the so-called “deep ecologists” do, that the planet would be far better off without us, since they stress that we humans are the most predatory, wasteful and destructive species ever to have lived on earth in those four and a half billion years.

I am not here to promote the deep ecology view. I am here rather to introduce and define what I see as a new phenomenon in the history of humankind. I call it Geocide. Geocide is the collective action of a single species among millions of other species which is changing planet Earth to the point that it can become unrecognisable and unfit for life. This species is committing geocide against all components of nature, whether microscopic organisms, plants, animals or against itself, homo sapiens, humankind.

Homo sapiens has only existed for roughly 200,000 years. The time we’ve spent one this planet compared to its total age is infinitesimally short, just the tiniest sliver of geological time. It amounts to a mere 0.00004 percent of earth’s existence. And although any given species of plant or animal–vertebrate or invertebrate– tends to last on average about ten million years, our species seems determined to cause its own extinction, along with the rest of creation, long before it allotted time.

The death of an entire species is, geologically speaking, a common occurrence. Some extinctions are spectacular—think of the dinosaurs—most are quiet disappearances that leave few traces. Several species will have disappeared forever between the time we arrived and the time we leave this seminar. Scientists tell us that the “background rate” of extinction is approximately a thousand times greater than average and some have begun to call our era the “sixth great extinction.” The previous one, the Permian extinction, occurred about 250 million years ago. Some 95 percent of all species then on earth were wiped out, probably because of volcanic activity and warming causing huge releases of methane from the oceans.

Species disappear massively because they cannot adapt fast enough to rapidly changing conditions. Some, humans included, can adapt to a broad set of environments and wide divergence of temperature, from Siberia or Greenland to Pakistan or the Sahel, but no species is infinitely adaptable and all have their limits.

Ours is the only species among millions that has been gifted with language, tool-making skills, and above all consciousness, the capacity for imagination, thought and spirituality. And yet, the end of our own existence seems beyond our collective comprehension: too terrible and too definitive to contemplate. Extinction can’t possibly happen to us—we humans are too technologically brilliant, we can find the solution to any problem, we are the lords of creation and we cannot fail, much less disappear.

No one except a few eccentrics now denies that humans are capable of committing genocide; we have witnessed horrible episodes of mass murder in our own lifetimes and, because we have recognised this horror, we are able to name it. All languages have been obliged to add this terrible word, genocide, to their vocabularies.

Are we even capable of imagining, much less recognising that we are also capable of committing geocide? In my mind, this term goes beyond “ecocide” which so far seems limited to specific environments or geographic locations such as the razing of a forest or the massive pollution of, say, the Gulf of Mexico. Geocide is alas more general: it is a massive assault against nature of which we are only a part, against all earthly life and against Creation as well as the complete denial of human rights; I submit that this ultimate act of destruction is underway and that we need a name for it. Without a name, we have no concept and without a concept we cannot combat it. This is why I searched for a new word.

Trump Vows to Disrupt Trade; Progressives Need to Push Him in the Right Direction

The one election issue tying together populist voices on the right and left was trade—or so it seemed. Donald Trump’s upset win, fueled in part by Rust Belt rage against free trade deals and globalization, could hand liberals an unexpected opportunity to push a fairer set of trade rules, if they can shift the debate away from Trump's reactionary “bull in a China shop” spectacle and toward a concrete movement to advance a people-centered alternative, based on social-justice principles not return-on-investment.

A group of human rights organizations, including the Business & Human Rights Resource Centre and Institute for Policy Studies (IPS), has framed a human rights-based trade agenda requiring signatories to “understand, assess, and address their full effects on human rights, with a particular focus on vulnerable and marginalized groups,” such as women and migrants. Core provisions would include the right to a safe and healthy environment, fair access to medicines and respect for labor and indigenous rights.

The group contends that pending trade deals fail on these basic human rights standards. Such deals include the Trans-Pacific Partnership (TPP), which would link 12 Pacific Rim nations and was panned by both Trump and Bernie Sanders during the campaign, and the Trans-Atlantic Trade and Investment Partnership (TTIP), which would connect Europe and the United States.

One of Trump's first policy announcements was that he would immediately kill the already-stalled TPP negotiations and, instead, seek to negotiate bilateral trade agreements supposedly more beneficial to the United States. But progressive internationalists, who note that the TPP was likely moribund anyway due to widespread public backlash, warn that Trump’s rhetoric is equally short-sighted.

In a broadly-worded memorandum on a 200-day trade agenda, Trump's camp has laid out a program of deregulation and corporate tax breaks as a way to preserve domestic manufacturing jobs. The president-elect plans to sanction China for violating trade rules and promote “America First” by privileging the enrichment of U.S. corporations and workers above those of Mexico.

Despite its populist spin, Trump’s plan centers on growing multinational monopolies, and by extension, aggravating global inequality, critics say.

“This is a guy who has said U.S. workers are overpaid, that climate change is a hoax and that has no problem buddying up with authoritarian regimes,” says Arthur Stamoulis, executive director of the fair-trade coalition Citizens Trade Campaign.

Advocates like Stamoulis see Trump as a continuation of previous administrations' neoliberal agendas. Even if he scraps the TPP and similar deals, his whole business persona embodies the predatory multinational investment that underlies free-trade market liberalism. According to IPS associate fellow Manuel Perez-Rocha, despite his populist veneer, the president-elect will likely “expand free trade and corporate-friendly policies but just with other names.”

A structural challenge to the neoliberal order would involve tackling not only trade policy, but also, for example, labor exploitation and dominance of international financial institutions over Global South economies. Rather than Trump's “'them against us approach,” a left trade analysis should, in Perez-Rocha's view, show “all these problems … are interconnected.”
