The high health costs of climate change in Canada, focused on heat stress and air pollution

The Health Costs of Climate Change was released in June by the Institute for Climate Choices, the second in their series on the costs of climate change. This report attempts to quantify how air quality, increased cases of Lyme disease, and heat will impact people’s health, using two different GHG scenarios until the year 2100. The report also discusses broader issues such as the socio-economic factors which determine unequal health results, mental health impacts, impacts on Indigenous culture and food security, and the impacts on health infrastructure. Results show that Lyme disease will be the least costly of the projected impacts, but air pollution and heat threats will increase dramatically – even under the low-emissions scenario, heat-related hospitalization rates will increase by 21 per cent by mid-century and will double by the end of the century. The labour productivity impact of higher temperatures is projected as “a loss of 128 million work hours annually by the end of century—the equivalent of 62,000 full-time equivalent workers, at a cost of almost $15 billion.” Unlike most reports which focus on the impacts of heat on outdoor workers only, the report acknowledges the impact on indoor space too, and offers some analysis and cost analysis of the installation of green roofs and shading on manufacturing facilities. It concludes with recommendations for government policy, and includes a 10-page bibliography of Canadian health research. “Climate change is set to cost Canada’s health system billions”  (The National Observer, June 3) summarizes the report.

Working on a warmer planet: The effect of heat stress on productivity and decent work

The phenomenon of heat stress refers to heat received in excess of that which the body can tolerate without physiological impairment. It is one of the major consequences of global warming. By 2030, the equivalent of more than 2 per cent of total working hours worldwide is projected to be lost every year, either because it is too hot to work or because workers have to work at a slower pace. This report shows the impact of heat stress on productivity and decent work for virtually all countries in the world. It presents innovative solutions based on social dialogue to promote occupational safety and health for the most vulnerable groups of workers.

Night Work: A Growing Trend in Western Agriculture?

Farming doesn’t stop just because the sun sets. Across the West, a variety of crops are harvested at night, such as wine grapes, tomatoes, onions, garlic, and corn. Harvest, equipment transportation, set up, and maintenance as well as field prep and repairs, irrigation work, and pesticide application are other activities done at night.

Night Work is Increasing

The general, unofficial consensus among a number of professionals involved in agriculture is that night work is increasing. Possible reasons include rising temperatures and heat illness prevention regulations, increasing labor shortages, product quality and taste preferences, time-sensitive harvests, and avoidance of pests.

“The area’s cool nights create better working conditions—not only is the temperature more tolerable, but bees and rattlesnakes stay away at night” explains Lino Bozzano, VP of Vineyard Operation, in the Laetitia Vineyard and Winery blog, “Why We Harvest Fruit At Night.” Head Winemaker, Eric Hickey adds that “grapes are firmer, making them easier to work with.”

Standard databases provide limited information. For example, the Bureau of Labor Statistics public records report the time of non-fatal injury by fixed time frames that cross day- and nighttime hours (e.g., 4 pm to 8 pm), making it difficult to determine how many accidents occur in the dark or how many accidents occurred from actual farm work versus transportation to and from the work site.

Heat Stress and Adaptation Strategies of Outdoors Workers in the City of Bulawayo, Zimbabwe

Extreme temperatures due to global warming are impacting negatively on the general population in many regions of the world, yet heat-related illnesses remain largely overlooked. Heat-related morbidity and mortality is predicted to increase because of climate change. Environmental heat is emerging as a key public health issue, particularly amongst poor and vulnerable sectors of society in developing countries. This study assessed the exposure of outdoor street vendors in Bulawayo, Zimbabwe, to extreme heat whilst working between seven-and thirteen-hour shifts per day and mostly in direct sunlight during summer months. This group of workers is particularly vulnerable to heat-related and other health problems as they are deemed to be illegal traders and operate without the support of a legislative framework to monitor their health and well-being. With the current political upheaval in Zimbabwe there is an urgent need for government to develop heat prevention policies, heat prevention guidance measures and extensive programs for outdoor workers to increase their knowledge and awareness of the issue. It is also necessary to develop adaptation and coping mechanisms amongst this vulnerable sector of society, while also exploring other preventive measures that could reduce heat exposure more broadly.

Prisoners and Climate Injustice

Recent headlines are full of dire warnings about heat-related deaths. Just the other day a headline in the Washington Post stated that a third of the world’s people already face deadly heat waves. And it could be nearly three-quarters by 2100.

Recently I came across disturbing footage from a St. Louis jail showing inmates without air conditioning calling for help from inside the stiflingly hot facility. This is not the first time these type of headlines have showed up in the news this summer.

In June of this year, deadly heat waves in the Southwestern United States also led to prisoners facing inhumane conditions due to extreme heat. In Arizona, while the weather channel warned that locals should stay indoors and temperatures climbed upwards of 120 degrees Fahrenheit, 380 prisoners were left living in tents in unbearable heat.

The impacts of climate change add to the layers of injustice prisoners already face. The U.S. holds the largest number of prisoners per capita in the world. Since the 1970’s the U.S. has seen a 700% increase in the growth of prisons. Prisons are already at the frontline of injustice, because of the criminalization of people of color through failed policies like the “war on drugs”. Not only that, holding large numbers of people in enclosed facilities leads to health hazards and human rights violations. Prisons and prisoners also find themselves on the frontlines of environmental injustice. The toxic impact of prisons extends far beyond any individual prison.

Thousands of prisoners strike ‘to end slavery’ across the United States

Sept. 9 saw thousands of incarcerated men and women go on strike to take a stand against civil and environmental injustice in their respective prisons. The multi-state strike was organized both inside and outside of the prisons.

Some unions have begun addressing the twin issues of racial justice and economic justice with all their members. These discussions have moved from mere individual solutions to the need to end “institutional racism.” There is no clearer example of institutional racism than the prison system.

Michelle Alexander, in her book “The New Jim Crow,” wrote, “I came to see that mass incarceration in the United States had emerged as a stunningly comprehensive and well-disguised system of racialized social control that functions in a manner strikingly similar to Jim Crow. No other country in the world imprisons so many of its racial or ethnic minorities as the U.S.” Since the beginning of the so-called drug war in 1982, the U.S. penal population exploded from 300,000 to more than two million in less than 30 years.

The National Prison Strike calls attention to the 13th Amendment of the Constitution—generally believed to have ended slavery in 1865. But there was a loophole, which says, “except as a punishment for crime whereof the party shall have been duly convicted.” It was a common practice in 1865 for plantation owners to lease Black convicts out of the prisons to work their fields, and today prisons are a multi-billion-dollar industry.

Inmates in federal and state prisons run recycling plants, fight fires in California and Georgia, and run call centers for state agencies. They make uniforms for McDonalds, prepare artisanal cheeses for Whole Foods, run call centers for AT&T. Think of a major corporation, and they are getting free labor from prisoners. That is why the National Prisoner Strike was a “Call To End Slavery In America.”

Why work and workers matter in the environmental debate

It is not hard to imagine that the world of work is a place of deep ecological impact that will be fundamentally changed by endeavours to green the economy. The implications of climate change for all workers and employers are enormous: the International Labour Organisation (ILO) suggests that 80 per cent of Europe’s CO2 emissions come from industrial production. Thus, the world of work is a critical site of ecological harm and therefore needs to be a site of deep environmentally focused transformation. The interconnection between work and climate change has lead Professor Lipsig-Mumme to conclude, ‘[g]lobal warming is likely to be the most important force transforming work and restructuring jobs in the first half of the twenty-first century’.1 The reality is all work and industries must fundamentally change, and will be changed by the climate we are creating as we enter a new geological epoch – the Anthropocene2 Climate change is challenging the future of work in highly polluting industries, such as coal, and climate change related events are already impacting workers. For example, a 2015 heat wave in India resulted in taxi unions in Kolkata urging drivers to avoid working between 11am and 4pm to reduce the risk of heat exhaustion.

The question of how work-related environmental impacts could be reduced is urgent. It is clear that all jobs and all workplaces will need to be significantly greener to preserve a liveable planet. I am not suggesting that jobs in highly polluting fossil fuel industries can be greened, greening work will require industry restructuring and transformation, but it will demand the closing down of some industries in the medium to longer term. Thus, the transition I am referring to here, the “greening” of our economy, is a societal transformation whereby economic, social and political processes are shifted away from an economic growth imperative to an ecological feasibility focus that demands work, and all that this encompasses, is both environmentally and socially defensible.

Unfortunately, the complexity around transitioning the Australian economy and work to a greener future is currently skirted over in political discussions, and tends to be presented as a straightforward transition via environmental efficiency, greener consumer lifestyles and technologies, or overlaying broad environmental aims onto existing industries and jobs. More particularly, the challenges for workers in this transition are rarely dealt with adequately. In what follows I argue that continuing to leave workers’ concerns aside is an unacceptable option for workers, the environment, the environment movement and government.

Labor Day 2050: Global Warming And The Coming Collapse Of Labor Productivity

Global warming is projected to have a serious negative impact on labor productivity this century. Here is a look at what we know.

In 2013, a NOAA study projected that “heat-stress related labor capacity losses will double globally by 2050 with a warming climate.” If we stay near our current greenhouse gas emissions pathway, then we face a potential 50 percent drop in labor capacity in peak months by century’s end.

Many recent studies project a collapse in labor productivity from business-as-usual carbon emissions and warming, with a cost to society that may well exceed that of all other costs of climate change combined. And, as one expert reviewing recent studies put it, “national output in several [non-agricultural] industries seemed to decline with temperature in a nonlinear way, declining more rapidly at very high daily temperatures.”
