Food, Labour and Ecology

Separating food production from the global commodities market is a key component of, and a crucial first step towards achieving both social and of course ecological sustainability. Prior to the collapse of the Soviet Union, Cuba had been relying on sugar cane as a cash crop which they used for trade with Soviet bloc (and a few other) countries in return for food and consumer goods. After the collapse of the USSR, Cubans had to radically reimagine their food production strategies which in the end resulted in possibly the most sustainable food production systems on earth – all this without relying on global trade networks and the flawed logic of comparative advantage and structural adjustment which plagued so many of Cuba’s neighbours during the 80’s and 90’s.

From a western, urban perspective however, this means establishing an inclusive and secure culture of urban agriculture and perhaps most importantly, a culture of local eating. Beyond the obvious (hello, climate crises!) steps in this direction help to A) resolve what Marx described as the town/country antithesis and B) develop a sense of social capital among workers who can reconstruct themselves as something like urban farmers (key links in the food and sustainability chain), rather than underutilized wage labourers – alienated from both the process and product of their labour.  

For some perspective on this issue, we need to take a step back into the 19th century, where Marx observed that cities and rural communities had between them a kind of metabolism – wherein cities consumed food and other raw materials produced in towns and villages (which despite their importance in the creation of wealth, remain much poorer than cities) and indeed consumed people insofar as peasants were being separated from their means of subsistence by the enclosure movement and advances in agricultural technology etc. and forced to find work in the growing industrial centers of England. While this metabolism is less stark now than it might have been in Marx’s day, it still very much exists: much of the food that is consumed in our cities comes from abroad, and agricultural regions remain an important source of immigration into Canadian cities (e.g. the Punjab and other Asian agricultural regions).  

As it stands, the relationships many people have to food production is often mediated through the lens of the McJob which thrive on alienating workers from the process of production through an at times breathtakingly sophisticated division of labour. Equally breathtaking, is of course the veritable omnipresence of fast food advertising and the ubiquitous presence of many of these bands in our collective cultural psyche. All this together goes a long way in terms of deepening unhealthy misconceptions commonly held around food (misconceptions which are of course very profitable!); and indeed the immediate relationships between food, ecology and the environment. Establishing at least some measure of local (and ideally) worker control over what we eat is important and will require the cooperating and coordination of workers at every level of the supply chain – from farms (urban or otherwise) to the grocery store stock room right to the restaurant floor.

More Farmers, Better Food: A framework for British Agricultural Policy

The UK’s small-scale, ecological and family farms are at the heart of our rural culture and communities; they create employment, protect cherished landscapes and provide a huge amount of the food we eat. However, in the past, the UK’s farming strategies have undermined domestic production of healthy, affordable food and left many small farms unfairly disadvantaged in the market place.

The task of creating a post-Brexit ‘British Agricultural Policy’ that support producers, protects the environment and prioritizes access to healthy, nutritious food for all is a complex but essential one. It represents a great opportunity if the Government is ready to listen to the needs of all stakeholders and put in place a truly long-term plan for environmental, social and economic resilience.

In order to contribute to this debate, The Landworkers’ Alliance proposes 8 points that we believe must be integral to forthcoming policy. Over the next 6 months we will carry out an in-depth consultation among our members to draw up a more comprehensive policy proposal that addresses the needs of food producers in the UK. We will also work with other organizations to draw up a framework for a ‘Peoples’ Food Policy’ that can address the systemic inequalities and misguided policies currently afflicting the food and farming sectors.

No Coal in Oakland: a Report on the Campaign

Many activists have expressed interest in an account of how the No Coal in Oakland campaign was organized.  This article is a response, but is not a history.  It is structured thematically rather than chronologically, and the many amazing activists and organizers are not identified by name.  Some of our initiatives came from organizations and some came from individual activists, but this account does not attempt to credit them, as every idea became a shared project.  Unlike just about every document during the campaign, this is not a collectively written piece.  It was significantly improved by careful readings by several people, for which I am very grateful, but I am responsible for all errors and omissions.  I expect—and hope–others will be writing their own accounts from a variety of perspectives.

I have included many links for documents referred to in this account.  For general background about the campaign, go to NoCoalinOakland.info.  A guide to acronyms is at the end of the article.

Strategy

No Coal in Oakland’s campaign was focused on persuading the members of the Oakland City Council to ban storage and handling of coal at a bulk export marine terminal to be built on City-owned land.  This would effectively prevent the transport of coal through Oakland and other cities along the rail lines as well as the shipment of coal overseas.

  • Our campaign to get the council members to vote for the ban had several components.  The primary ones were:
  • Direct lobbying with council members.
  • Outreach to Oakland residents, including particularly West Oakland residents and participants in community groups.  This was intended both to influence elected officials through popular opposition, and because we saw our campaign as part of building the larger movement for environmental justice and to contain climate disruption.
  • Insuring that evidence of the dangers of coal was adequately documented and presented to the council, including rebutting misleading claims by the developers.
  • Exploring other routes that might also lead to keeping coal out of Oakland.

This article focuses primarily on the first two aspects of our campaign. 

NO! Single Employee Train Crews

Good Morning,

My name is Fritz Edler. I recently retired after more than 37 years working for railroads, the last 25 years on the engine. I’m here for the literally millions of passengers who entrusted their safety to me and the other members of my train crews. I’m also here as a Special Representative for Railroad Workers United, an international cross-craft solidarity and advocacy organization. Our membership extends over most major and many lessor railroad systems in North America, passenger and freight. Nobody cares more about train safety than the men and women who work on the railroad.

I feel obliged to mention a third group as well. I just returned from the small town of Lac-Mégantic, Quebec. I was one of the speakers at the 3rd anniversary commemoration of the rail tragedy. Three years ago this month, 47 people died when a runaway oil train crashed and burned. I can’t presume to speak for them, or for the 27 Lac-Mégantic orphans.

But the truth is, this hearing is happening because of that train tragedy. The Lac-Mégantic wreck was the biggest international exposé of the dangers of single crew operations, although there was a long history leading to that incident. Lac-Mégantic is why there is FRA consideration of a Train Crew Staffing rule. The evidence is now clear from multiple investigations that single crew operation at Mégantic was a proximal cause of that wreck.

Safety rules are sadly often forged in fire. Fire safety rules in tall buildings came after 146 garment workers perished in the 1911 Triangle Shirtwaist Fire in New York City. Now new Train Crew Rules will come from 47 graves in Lac-Mégantic in 2013.

I have appended the full statement submitted by Railroad Workers United to my remarks here. Let me summarize. One-person train operations are NOT safe.

The FRA should not be in the business of making rules for the unsafe operation of trains. The FRA should not be telling carriers that there might be some circumstances that would allow more risky operation of trains. The FRA should not be producing a roadmap or a manual on how to get “special” approval to run unsafe trains. That is a specific lesson of Lac-Mégantic.

No carrier promises or new operating rules and procedures change the basic fact that one-person trains are LESS SAFE. The FRA should not be working with the carriers to make them just a little bit less unsafe. The record is clear. The rail industry is incapable of self-regulating to eliminate the real risk of death from single crew operation. There are no credible authorities that support single crewmember operations as being as safe as multiple crewmember operations over time. Every time a one-person train goes out it is a high-risk gamble.

Former FRA Director Szabo was right when he said, “… safety dictates you never allow a single point of failure.” Not rarely allow, NEVER.

The FRA already has all the evidence demonstrating beyond any reasonable doubt that one-person trains are more unsafe. All railroaders know it. The airlines use co-pilots. Nobody would fly on a 777 that had a one-person crew. Freight trains are twenty times longer than the biggest 777. They are often longer than the airport runway and there is no autopilot for trains.

Even the carriers will say they don’t plan to run many one-person crew trains, but they want the flexibility, just in case. Just in case of what? A tight deadline? A drop in stock prices? Upcoming negotiations with the unions? Failure to fill vacant jobs?

There are already too many commonplace problems in regular rail operations that require more than one crewmember. At Lac-Mégantic single crew operations were accompanied by a simultaneous reduction of qualified backup crewmembers available for safety assurance. Carrier cost cutting and lax regulatory enforcement are a recipe for disaster

I wish I could have told the Lac-Mégantic survivors that the United States government has commemorated this tragedy by making sure no one-person train runs on any US railroad. We could even call it the “Lac-Mégantic Rule.”

It is not too late. The final FRA rule should not be a yellow light with an arrow saying, This Way To 1-Person Crew Trains. It should be a bright red light, a Stop Signal. If sometime in the future there is some new development in train operation that meets a strong scientific standard for train safety, the FRA should convene a new hearing and develop new rules. But today there is no safe way to operate trains with one-person crews. So the only rule called for is no one-person trains.

If the FRA fails, as did their Canadian counterparts, to guarantee minimum crew standards that prohibit single crew operations, it is absolutely certain that more people will die. In Canada in the aftermath of the disaster, the Trudeau government is scrambling to try to make up for the industry self-regulation that led to an industry that has reported more runaway trains each year since 2013, the year of the wreck. Communities and rail workers across the continent are watching and expecting the FRA to act to prevent even more deaths from such risky operations.

From the Tar Sands to ‘Green Jobs’? Work and Ecological Justice

The ecological and social implications of climate change have – or should – become a central parameter for all discussions of work and capitalism. It is generally agreed that reliance on the burning of fossil fuels as the pre-eminent energy source for production and consumption over the history of capitalism is the critical factor in the ruinous greenhouse gas emissions triggering global warming, which would become irreversible if the earth's atmosphere were brought to a ‘tipping-point’. The leading scientific estimates project that a rise in average global temperatures of 2°C (and now often just 1.5°C) is the threshold for irreversible climate change; that this can be expected from an accumulation of 1 trillion metric tonnes of carbon in the atmosphere; that we are approaching 600 million tonnes; and that the carbon ‘tipping-point’ may well be reached in 30 years unless carbon emissions can be reduced by 2-5% per year (and now often even more severe reductions).[1] The unrelenting build-up of greenhouse gases has led to the jarring conclusion, drawn by climatologists, ecological militants and union activists, that an exit from reliance on fossil fuels for energy needs to occur with some urgency.

In Canada, the hyper-development of the Alberta tar sands, as well as the intensifying exploitation of both conventional and unconventional fossil fuel deposits across the country, has opened a major political divide over climate change strategies and their implications for work.[2] On the one side, the oil industry, governments and many workers in the oil and gas sectors have sought to lock-in the further tar sands development. They have argued that this could be done through a strategy of carbon intensity (more output per unit of carbon emitted from fossil fuels burned) by ‘green growth’ and a range of ‘market ecology’ measures to shift consumer behaviour toward energy saving. On the other side, many Aboriginal nations and ecological and labour organizations have pushed for a transition to an ‘ecologically-sustainable’ economy built around ‘green’ technologies, a renewable energy regime and ‘green jobs’ that would ‘de-carbonize’ production processes. (For the Aboriginal nations, this also could involve reclamation, if on an entirely different foundation, of traditional territories and economies.) This could be accomplished, it is argued, through ‘Keynesian-style’ public policies that build non-market institutions that embed and guide capitalist markets along a more sustainable and equitable growth path – in effect an ‘institutional ecology’.[3]

For reasons of both theoretical clarity and the political injunction to address climate change, the varied strategies for ‘greening work’ need dissection. If the levels of carbon emissions are to be stabilized, it will be necessary to not be limited by plans acceptable to the capitalist classes and their interest in endless accumulation. An ambitious vision of possible eco-socialist alternatives for Canada needs, we argue, to connect the restructuring of work to wider transformations in the socio-ecological system. This is a key task of the growing movement, in Canada and globally, to stop the tar sands and stand for climate justice.

Inside The Green Economy: Promises And Pitfalls In 9 Theses

In their new book Inside the Green Economy–Promises and PitfallsThomas Fatheuer, Lili Fuhr, and Barbara Unmüßig of the Heinrich Böll Foundation set out to explore the underlying assumptions, hypotheses, and propositions of the green economy and to spell out their consequences in the real world. The authors call for radical realism and the courage to recognize the complexity of the global crises. They assert that the great task will be to continue the project of modernity, embracing the latest knowledge about planetary boundaries as well as the old vision of broad democratic participation and an end to poverty and injustice.

1. The green economy is an optimistic vision of fossil-fuel phase-out in an economy assumed to become greener via technology and efficiency

In the mainstream imagination, the green economy wants to break away from our fossil-fueled business-as-usual. It’s a nice, optimistic message: the economy can continue to grow, and growth can be green. The green economy even hopes to become a driver of more growth. Yet reconciling climate change mitigation and resource conservation with economic growth in a finite and unjust world remains an illusion. With its positive associations, the term “green economy” suggests that the world as we know it can continue much as before thanks to a green growth paradigm of greater efficiency and lower resource consumption.

However, anyone making such a promise must deliberately downplay complexity and have powerful faith in hoped-for miracles of the market economy and technological innovation, while at the same time ignoring social inequality and not wanting to tackle existing economic and political power structures. The green economy is thus a matter of faith and selective blind spots.

It can only be a realistic option for the future if it recognizes planetary boundaries, overcomes social and political injustice and ensures the radical reduction and fair distribution of emissions and resource consumption.

2. Fixing the failure of the market by enlarging it: instead of rethinking business, the green economy wants to redefine nature

The green economy redefines the idea of the primacy of economics as the conclusive answer to current crises. It responds to the multiple crises with more economics. Economics has become the currency of politics, say its advocates. Consequently, they intend to correct the failure of the market economy by enlarging the market. The green economy thus wants the market to encompass things that have previously been beyond its scope by redefining the relationship between nature and economy.

The result is a new version of the concept of nature as natural capital and the economic services of ecosystems – and not a transformation of our way of doing business. Instead of rethinking business, the green economy wants to redefine nature by measuring and recording it, assigning it a value and putting it on the balance sheet – based on a global, abstract currency of carbon metrics.

This hides the many structural causes of the environmental and climate crisis from view and no longer fully takes them into account in the search for real solutions and viable pathways. The consequences of such an approach are also reflected in new market mechanisms for trading biodiversity credits. In many cases, they do not prevent the destruction of nature but merely organize it along market lines.

The green economy reduces the needed fundamental transformation to a question of economics and gives the impression that it can be implemented without major upheaval and conflict.

A Just Transition for U.S. Fossil Fuel Industry Workers

According to the U.S. National Oceanic and Atmospheric Administration, 2015 was the globe’s warmest year since at least 1880, when such figures were first recorded. 2014 was the next warmest, and the hottest five years also include 2013, 2010, and 2005. Can it be any more obvious that we absolutely must stop playing Russian roulette with the global climate?

The two most important things we need to do to stabilize the climate are straightforward. First, the world must dramatically cut its reliance on oil, coal, and natural gas in energy production. This is because carbon dioxide (CO2) emissions generated through burning fossil fuels, along with methane emissions released during fossil fuel extraction processes, are responsible for about 75 percent of all greenhouse gas emissions causing climate change. Second, as the alternative to fossil fuel consumption, again on a global scale, we must massively expand investments in energy efficiency and clean renewable energy sources—solar, wind, geothermal, low-emissions bioenergy, and small-scale hydropower.

Both parts of this climate stabilization program will produce large-scale impacts on the employment opportunities for working people as well as on the communities in which they live. The investments in efficiency and clean renewables will generate millions of new jobs. But workers and communities whose livelihoods depend on the fossil fuel industry will unavoidably lose out in the clean energy transition. Unless strong policies are advanced to support these workers, they will face layoffs, falling incomes, and declining public-sector budgets to support schools, health clinics, and public safety. This in turn will increase political resistance to any effective climate stabilization program.

It follows that the global climate stabilization project must unequivocally commit to providing generous transitional support for workers and communities tied to the fossil fuel industry. The late U.S. labor leader and environmental visionary Tony Mazzocchi pioneered thinking on what is now termed a “Just Transition” for these workers and communities. As Mazzocchi wrote as early as 1993, “Paying people to make the transition from one kind of economy to another is not welfare. Those who work with toxic materials on a daily basis … in order to provide the world with the energy and the materials it needs deserve a helping hand to make a new start in life.”

In this article, we propose a Just Transition framework for U.S. workers. Our rough high-end estimate for such a program is a relatively modest $600 million per year. This is about 1 percent of the annual level of public investment that will be needed to advance a successful overall U.S. climate stabilization program. As we show, this level of funding would pay for income and pension-fund support for workers facing retrenchments as well as effective transition programs for what are now fossil fuel–dependent communities.

News: Air District Commits to Studying Refinery Pollution Caps

The community-worker coalition that’s been fighting for years to limit pollution from Bay Area refineries won a significant victory June 15. The Air District board told the staff to evaluate our proposal for immediate, numerical caps on refinery emissions, along with three other proposals. This move came despite strong opposition from Air District staff, who argued that numerical caps on greenhouse gases are pointless and that numerical limits on all forms of pollution are legally questionable.

The next challenge for the coalition will be getting the Air District to move fast enough to prevent the refineries from bringing in a major influx of extra-polluting crude oil from Canadian tar sands.

In the June 15 board meeting of the Bay Area Air Quality Management District, staff presented four proposals for controlling refinery emissions:

  • Analyze each refinery’s total energy efficiency as a way of reducing greenhouse gases
  • Continue the current program of making rules for reducing greenhouse gas and toxic emissions by separately analyzing each process in the refinery.
  • Place an immediate overall cap on greenhouse gas and toxic emissions from each refinery
  • Develop a Bay-Area-wide program for reducing emissions of methane (a powerful greenhouse gas)

The staff recommended that the board authorize further analysis of three of these proposals. It recommended dropping the community-worker proposal, using the same arguments offered before: that emissions caps may not be legally defensible and could conflict with the state’s cap-and-trade process for greenhouse gas emissions.

After strong arguments from the community-worker coalition and allies on the board, however, the board directed the staff to prepare an official Environmental Impact Review of each of the proposals. In more than two years since the coalition has been advocating these caps, the staff has failed to produce a detailed analysis of this proposal, despite numerous board requests. So this clear board direction represents a major advance for the environmental, community, and labor groups.

Board members John Avalos of San Francisco, Rebecca Kaplan of Oakland, and John Gioia, the Contra Costa County supervisor whose district includes four oil refineries, joined the community-worker coalition in insisting on a full review of all four proposals.

It should be possible to produce the Environmental Impact Reviews, provide a period for the public to comment, and produce revised reviews before the BAAQMD’s next board meeting in September. But given the slow pace of work on refinery emissions rules in the past, the community-worker coalition intends to keep pushing for a September report, so it will be possible to adopt final rules before the end of the year.

There’s also the question of what topics the Environmental Impact Review will include. In the June 15 meeting, Board member Kaplan insisted that the EIR must include an estimate of the health impacts of the emissions increases that would occur if caps are not adopted.

Background

The Bay Area Air Quality Management District (BAAQMD) has been discussing methods for limiting refinery pollution for more than three years. More than two years ago the community-worker coalition submitted its proposal: Tell refineries they’re not allowed to increase the levels of pollution they emit, starting now.

In addition to limiting harm to health and the climate, this proposal is critical for stopping Bay Area refineries from bringing in large amounts of crude oil from Canadian tar sands. Because tar sands oil takes so much energy to process, and because it spews out such large amounts of pollution that’s harmful to health, a cap on refinery emissions would effectively prevent an increase in tar sands refining. Scientists have stated that to prevent runaway climate disaster, the tar sands oil has to stay in the ground.

Bay Area refineries are turning to tar sands crude because their traditional sources of crude oil – in California and Alaska – are drying up. Tar sands oil producers, for their part, are increasingly looking to the Bay Area as an outlet for their product, since the Keystone XL pipeline was defeated, and Canadian First Nations are strongly resisting the shipment of tar sands oil through their territories. And Bay Area refineries, already equipped to handle “heavy” crude oil, are closer to being ready to refine tar sands than most others.

The Western States Petroleum Association, representing the oil companies, has been fighting regulation every step of the way. Recently they’ve sent mailers opposing regulation to residents in the districts of selected BAAQMD board members. It is reported that they are hoping to get a California legislator to introduce a bill banning local caps on greenhouse gas emissions.

Alameda County Central Labor Council Climate and Environmental Justice Caucus Mission Statement

Resolution Adopted June 13, 2016

Due to the alarming advance of scientifically-confirmed, human-caused climate change, the Alameda Labor Council's historical support of strong economic, environmental and health protections for working families and their communities, and the urgency to take action to transition to a more sustainable, just and clean economy now, this Council affirms that:

  • The labor movement plays a major role as a force for progressive change and for social and economic justice,
  • Labor has a vested interest in addressing the challenge of climate change, and
  • We are stronger when we act together as Labor, and with frontline communities, environmental organizations and community allies.

This Council recognizes the impact that historical discriminatory industrial and housing development policies and resulting environmental degradation have had on the lives and health of workers and their families, noting that these negative effects disproportionally impact those communities with the least power.

We believe that the reliance on market-based solutions to the current climate crisis will only deepen social, racial, environmental and economic inequities, and is a central obstacle to achieving a sustainable and just economy. We know from experience that the labor movement must help shape the conversation if we are to affect positive change for working people.

The Alameda Labor Council rejects the myth that we must choose between good jobs and a clean environment, and is committed to vigorously promoting a just transition to a sustainable energy economy, steadily diminishing our reliance on fossil fuels as we support smart, inclusive and just development that provides opportunities for family-sustaining jobs to all workers. We will also promote equitable mitigation of the impacts of climate change, for example, flooding caused by sea level rise that will flood low-lying working-class residential areas, e.g., "the flats".

Therefore, the Alameda Labor Council hereby establishes a Climate and Environmental Justice Caucus to:

  • Educate and engage our members and communities about the urgency of this crisis and our role in tangible solutions to avoid dire consequences for our children, grandchildren and future generations
  • Provide political advocacy to support the creation and protection of good local jobs related to reducing greenhouse gases and mitigating the impacts of climate change in the building maintenance and operations of renewable energy, water, public transit, transportation, healthcare, and other sectors 
  • Demand that workers who might be displaced be retrained for the new economy jobs, offered early retirement without loss of benefits, and otherwise protected from having to bear the social cost of making this essential transition 
  • Advocate that a just transition not only protect those whose present employment is affected but must also open opportunities for those who have historically been denied those opportunities as a consequence of racial, ethnic, gender and other barriers to entry and ensure that the clean economy is creating local union career opportunities for all working people 
  • Encourage Labor to examine our own practices, such as how pension funds could be better invested to promote the transition to clean energy while ensuring retirement security 
  • Actively build working partnerships with local environmental and social justice groups

With these commitments, it is incumbent on the caucus to serve as a policy advisory body to the Council to assure that Labor's agenda consistently includes a mindful climate and environmental justice focus. Labor's concerns must also be present in larger community and regional discussions of environmental and climate issues.

Edinburgh IWW statement on Scotrail/RMT railworkers strikes

The Edinburgh Branch of the IWW extends our solidarity to Scotrail workers and RMT members across Britain over the issue of Driver Only Operated (DOO) trains . We support this strike on the principle of an Injury to One is an Injury to All.

The move to DOO trains will mean  that without conductors, drivers cannot ensure the safety of passengers(especially the disabled) and further , drivers are put in a more risky and dangerous position themselves. Clearly Scotrail and other train companies across Britain are putting profit before safety, describing this move as  “competitive” and “modernisation” and looking behind the rhetoric we  can see that this is an attempt to open the way to future attacks on  jobs and conditions.

This attack, this putting profit before people is  in essence no different from the 19th century workhouse-like  conditions of Sports Direct warehouses or the recent cuts in hours and pay for retail workers with the increased Minimum Wage.All we can  learn from these instances is what should be by now plainly obvious- that the working class and the employing class have nothing in common. Our interests are not just different but opposing factors within  society.
