Crossing the Color Lines, Crossing the Continents: Comparing the Racial Politics of the IWW in South Africa and the United States, 1905–1925

In two of the planet’s most highly racialized countries, South Africa and the United States, the Industrial Workers of the World (IWW, or “Wobblies”), were remarkable for their commitment to anti-racism. The broad anarchist tradition, including syndicalism, thus played an important role in struggles for national liberation and racial equality.

Now that the comparative and transnational turns are well under way, it seems high time to apply these methods to one of the modern era’s most internationalist movements, the syndicalist Industrial Workers of the World (the IWW or Wobblies). While framing histories within national boundaries is understandable and useful, many subjects benefit from repositioning them comparatively as well as transnationally. Reframing labor history within a global, comparative, and transnational framework directs attention to cross-border linkages, activities, and processes that a ‘‘methodological nationalism’’ obscures.

For far too long, labor historians—even of the obviously internationalist Wobblies—have straitjacketed the history of the IWW into a series of separate national stories, rather than one global history. Yet the Wobblies were overtly internationalist, their movement operated across borders, and their traditions spread globally, across the Americas and into Africa, Asia, and Europe. The IWW was a radical current in the globalized world of the early twentieth century, part of an international upsurge of anarchism and syndicalism that challenged Marxism for leadership of the revolutionary left into the late 1920s, ‘‘the dominant element in the self-consciously internationalist radical Left’’ from the 1870s and ‘‘the main vehicle of global opposition to industrial capitalism, autocracy, latifundism, and imperialism.’’

There is much more to be learnt from studying the Wobblies using both comparative and transnational approaches; this essay will largely utilize comparative methods. There is very little work along either of these lines, but what exists demonstrates the utility of such analysis in examining how IWW politics played out in different contexts. The IWW can be seen as a precursor of some of today’s social justice movements, whose affinity with the anarchism and syndicalism that inspired the Wobblies—and their commitment to participatory democracy, direct action, and prefigurative organizing–is striking.

While the small body of comparative literature on the IWW has raised some questions about its gender politics, it has not examined race matters. How did the IWW evolve in highly racialized societies? Moreover, to what extent might the IWW tradition have differed in colonial and imperial countries? This article develops an innovative comparative analysis of IWW racial politics in the United States (US) and South Africa (SA), with particular attention to activities among workers of color.

New Perspectives on Anarchism, Labour and Syndicalism (David Berry and Constance Bantman)

Recent years have seen an upsurge of interest in the history of European anarchist and syndicalist movements. The rise of alter-globalisation protest borrowing many of its direct-action tactics from pre-World War I anarchism and syndicalism has been important in bringing it on over the last ten years or so. As the anthropologist and anarchist activist David Graeber has commented: “most of the creative energy for radical politics is now coming from anarchism,” and horizontal, acephalous organisation, networks, prefigurative politics and consensus decision-making have all become major themes for debate. The necessity to control international terrorist networks has also rekindled public interest in the anarchist diaspora of the late-nineteenth century, the golden age of “propaganda by the deed”, sparking many debates about the relevance of such comparisons. Within the academy, the study of anarchist and syndicalist movements and their functioning has been greatly spurred by new methodological developments opening up new perspectives. As a result, three essential trends have been developed in this field of study: the move towards transnational or global history; a renewed interest in historical biography and the mapping out of personal networks, and, as a result, new approaches to comparativism.

The current shift towards transnationalism in labour history can be taken to have started in 1990, with the publication of Marcel van der Linden and Wayne Thorpe’s landmark study Revolutionary Syndicalism in International Perspective. Transnational historyʊa term still competing with “new global history”, “connected histories”, or “entangled histories” ʊhas recently been defined as the study of “links and flow...people, ideas, products, processes and patterns that operate over, across, through, beyond, above, under, or in-between polities and societies”. Most areas of the humanities and social sciences have responded to this dramatic change of focus, which is based on the awareness of the entangled and interconnected nature of societies, not only as a result of the most recent period of economic globalisation, but also over the past centuries, and in their very essence. This drive towards transnational revisionism has stemmed from the acknowledgment that historiography has been overwhelmingly written within a national framework and needs to be reconsidered with greater attention for the international context which constitutes, explains, determines or contradicts national developments. This approach is also necessary to provide a much-needed history of globalisation.

Anarchism, syndicalism and more generally labour history provide a case in point for the pertinence of this angle of study, especially as a way of expanding research on working-class internationalism. Internationalism as an ideal and a practical organisational goal has been at the centre of labour activism since at least the universalist proclamations of the French Revolution, and became a prime endeavour after the International Working Men’s Association was set up in 1864. Labour internationalism, in its traditional and most widely accepted basic definition, is the ideology promoting universal brotherhood and solidarity among workers, and the setting up of organisations in order to achieve these aspirations.

The Politics of Climate Change

In recent years climate change has loomed large in the public imagination. Scientifically, there is little doubt that it is a real threat to the future of human civilisation. The greenhouse effect has been known about since the early 19th century — gases in the atmosphere such as carbon dioxide, methane and water vapour trap heat from the sun, causing the climate of the planet to heat up over time. Probably the most spectacular known example of this effect in action is on Venus.

As recently as the 1960s it was thought that Venus might have a climate that could support life. However, in 1962, a US space probe measured its surface temperature at 425°C. Billions of years ago, it had a climate similar to that of earth today — but a runaway greenhouse effect turned it into a ball of fire.

The existence of the greenhouse effect is beyond doubt, as is the fact that humans have been busily pumping large volumes of greenhouse gases, particularly carbon dioxide, into the atmosphere. The only matter for scientific debate concerns exactly what effect the greenhouse gases are having on our climate. As scientists have come up with new and better ways of measuring climate changes, an alarming consensus has emerged.

The global climate has been heating up significantly due to human activity and during the course of the 21st century temperatures will rise at least 1°C more and perhaps as much as 6.5°C. This is likely to have a cataclysmic effect on human civilisation.

Most alarmingly, the melting of ice sheets will see rises in sea levels that will threaten coastal settlements, but that is not the only risk. Any increased volatility in our climate is almost certain to leave it in a state where it is much less capable of sustaining billions of people.

In many ways, the identification in advance of the great risks that human society faces from greenhouse gases is a triumph of modern science. Climatic patterns are immensely complex and to arrive at the current scientific consensus on climate change has required a vast range of sophisticated experiments, new means of measurement and exceedingly elaborate computer models.

Were it not for the powerful tools of modern science, humanity would have walked blindly into an environmental catastrophe that might have wiped it out. However, there is a big gap between understanding the problem and coming up with a way of addressing it.

Introducing Anarcho Syndicalism

Anarchism is the theory and practice of individuals living without the interference of human authorities: without being bossed around by a church, government, military, or even a business boss. Syndicalism is the theory and practice of people working together as a union, most typically a labor union (syndicate is the French word for labor union). What does anarchosyndicalism mean? Can these two seemingly opposite concepts, people acting without bosses and people acting as a group, be combined? Could it mean a group of people working to create anarchy, or individuals working to create a union of individuals? Or is it just a muddle, an attempt to mix oil and water, that goes against the nature of things?

Of course words mean what people want them to mean. Anarcho-syndicalism, in the 19th century, came to mean both a method of people organizing themselves and a type of society they hoped to create. The society they desired was anarchist. In an anarchist society people voluntarily cooperate to work together for their own good and the community. Each individual remains free from coercion by bosses. The way they hoped to get to this society was through gaining workers’ control of production, of industry, agriculture, and trade. The way they could gain control of production was by organizing anarchist labor unions.

Anarchist labor unions have only a shell of resemblance to the type of labor unions that existed in the 19th and 20th centuries in the United States. In an anarchist labor union decisions are made democratically. There are few paid union officials and they are paid ordinary wages. There is no top-down hierarchy that orders around local affiliates. The union may appoint a committee to negotiate with an employer or to do other tasks, but the committee is of volunteers who have no permanent power or position in the union. The union is not usually organized according to craft, so that the workers at a given business belong to a variety of unions. Rather, all the workers at a workplace belong to the same union. Finally, the goals are different. Anarchist labor unions believe that capitalists should not run society, should not even run businesses. The businesses should be owned, controlled, and managed by the workers themselves. The practice of wage slavery should be abolished. Anarcho-syndicalism is about more than just how labor unions should function: it is about how society is organized and our relationship with nature.

Technology, Workers' Control, and the Environmental Crisis

Alien Nation's brief note raises a number of tough questions. Questions which cannot be answered very briefly, alas. The following remarks are my own, but I believe the views set forth here are similar to those of others in Workers Solidarity Alliance.

Contrary to what Alien Nation seem to suggest, we certainly do not have the position that "technology is a neutral tool," independent of the social structure In which It develops. As we said in our leaflet "Bhopal and workers rights"· (Ideas & Action #6):

We should question the assumption that technology is neutral or value-free in its moral or political content. The high-risk technology that went wrong at Bhopal did not spring from nowhere. It has a history a history inseparable from the emergence and development of the large, bureaucratic corporation, the central institution of big business.

"Technology" is know-how based on systematic bodies of knowledge. The available technology refines the limits of what is feasible at a given point in time in the modification of natural materials to make things useful to people. Note that "technology," in this sense, is not identical with the actual techniques that are implemented at a given time. That's because there may be alternative methods that are each "technically possible" at that time. The path of technical development that actually takes place is not determined by "technology" alone, but by the human priorities and social structures that govern technical decision-making.

The General Strike (Ralph Chaplin)

Introduction - (from the 1985 republication of this pamphlet):

Thousands of thoughtful and class-conscious workers in years past have looked to the General Strike for deliverance from wage slavery. Today their hopes are stronger than ever. Their number has been increased with additional thousands who are confident that the General Strike, and the General Strike alone, can save Humanity from the torture and degradation of the continuation of capitalism and the misery and privation of its recurrent wars and depressions.

The General Strike is the child of the Labor Movement. It is Labor's natural reaction to a system of society based upon the private ownership of the machinery of production. It is Labor's ultimate attitude in the class struggle. It is Labor's answer to the problem of economic disorganization.

Logically enough the General Strike has become the rallying-cry of millions of persons the world over who favor it simply because they do not wish to see the highly industrialized modern world sink into chaos, and human society sink to the level of savage survival.

The idea of the General Strike is here to stay. It came into being with the perfection of the machine process and the centralization of control which made it possible. And it will remain as a constant challenge to capitalism as long as the machinery of production is operated for profit instead of for use.

What is the General Strike?

When Ralph Chaplin wrote this pamphlet in 1933, fascism was on the march in Europe and America. He saw the general strike not just as a broad work stoppage, but rather as the occupation of industry by the workers themselves. It was his belief then that only worker control of industry could combat fascist repression and insure world peace.

 This conception of the general strike influenced the stay-in strikes of the '30s here and was modified by Japanese workers after World War II when they occupied the industries to make sure they were kept running. More recently, in the 1980s, workers in Bolivia, the Phillipines, Poland and South Africa have militantly taken up the tactic. It remains to be applied on a mass level once and for all to do away with the dangerous foolishness of private or State ownership of production. It is an idea both revolutionary and constructive, with a tremendous future.

Current IWW literature urges that workers the world over need to reach an understanding among ourselves as to what we will make, where we will ship it, and how we will distribute it in order to make optimal use of our skills and Earth's productive resources without either raping the Earth or making slaves of her people.

Coal-Mine Workers and Their Industry (IWW)

THIS HANDBOOK for the coal-mining industry is issued by the Industrial Workers of the World for the Coal-Mine Workers' Industrial Union No. 220, of the I. W. W.

It is the opinion of the above organization that the main thing which separates the workers from control over and possession of the industries is their industrial ignorance. They may be mechanics and experts in their particular lines, but very few of them have that general grasp of all the facts pertaining to their industry which is indispensable in an age when the burning question is the taking over and the running of the industries by the organized workers. The first actual attempts in this line in Russia in the early stages of the revolution collapsed, mainly for lack of the necessary knowledge by the workers. We ought to learn from the mistakes made by others.

This handbook is the first book to be issued by the I. W. W. for the coal-mining industry. For that reason it is in the nature of a general introduction to the industry. The object of it is to arouse the interest of the coal-miners in the idea of taking over the mines and their operation through the unions, in accordance with the general program of the I. W. W., and to make them join Coal-Mine Workers' Industrial Union No. 220 of the I. W. W.

We have tried to make each chapter a more or less independent link in the chain of 18 chapters, in order to make them suitable for reprinting in periodicals without any considerable changes. This accounts for the repetitions that occur now and then.

In due time this general introduction to the various phases of the coal-mining industry should be supplemented with one work after another, written with a view to teaching the workers to manage the industry on a world basis, in such a manner that there will be no risk of industrial collapse with subsequent reaction.

We hope the coal-miners reading this book will help us in circulating it to the limit of their possibilities.

The Lumber Industry and Its Workers (James Kennedy)

This lengthy text was published by the Industrial Workers of the World in 1922. While by now some of the information is considerably dated, this study is still thoroughly exhaustive for its time. The breadth of knowledge possessed by the workers in the Lumber Industry is demonstrated here, and it shows that, even in 1922, control of the industry by the workers was entirely possible. So while technology and conditions have changed, the song remains the same. The working class and the employing class have nothing in common.
