General Strike: How the Working Class Takes Control

Since the Women’s March brought millions into the streets the Saturday after inauguration, there has been a rising clamor on social media for a ‘general strike’ against the Trump administration. The call to stop work was picked up by the U.K. Guardian, Washington Post and now by Cosmopolitan magazine. And the discussion took off so quickly, it gave us multiple proposals for when the strike should happen: February 17 (to counter President’s day), March 8 (International Women’s Day), May 1 (the international workers’ holiday and anniversary of the huge immigrant-led protests of 2006). And the proposals emphasize different kinds of demands, from general resistance to Trump, to defending the rights of women, Black Lives Matter, and immigrants through mutual action to enforce those rights.

But numerous leftists also came forward to announce concerns about the feasibility of a general strike, especially if labor unions are not involved in organizing it. Among the first was Alex Gourevitch, writing in Jacobin, who gives an informative history of militant strikes in the U.S. that faced repression by the state and (sometimes) won. The implication of this and similar pieces is that a general strike call is irresponsible for this spring because organized labor is simply not in a position to carry out the work stoppage and protect striking workers:

If you’re going to ask people not just to risk losing their jobs but potentially face the armed apparatus of the state, there had better be preparation, leadership, and some evident readiness for mass labor actions… It would be reasonable for workers to dismiss the call for a general strike. It looks like they are being asked to be actors in someone else’s drama, by people who just cottoned on to the fact that things are shitty out there.

Let’s Get to Work

The Left has a long tradition of asking ourselves, “What is to be done?” Ever since Lenin posed this rhetorical question, it has served as the hook for an ever-expanding genre of think pieces and calls to action on every imaginable social-movement dilemma.

“What is to be done?” bounces from movement to movement, crisis to crisis, and occasionally illuminates more foundational existential problems of the Left. In that spirit, Jacobin’s recent “Rank and File” issue examined one of our more urgent contemporary questions: what is to be done to revitalize the labor movement?

Contributors offered up numerous diagnoses and prescriptions. Charlie Post pointed out the crucial role the militant minority played in labor’s twentieth-century successes; Jane McAlevey called for “whole worker organizing,” Joe McCartin urged unions not to squander the brief window between the Friedrichs decision and the next attack on collective bargaining rights; and Sam Gindin proposed the “class-based left” as an alternative to social movement unionism.

Since publication of these articles, labor’s crisis has deepened. The right wing now controls all three branches of the federal government and the majority of states. The sequel to Friedrichs, Janus v. AFSCME, is headed for the Supreme Court, threatening to decimate public-sector unions nationwide. Talk of a national right-to-work law is spreading.

Figuring out “what is to be done” has only become more urgent. But there’s a problem with this question, evident first at the level of grammar. “What is to be done?” commits every writing teacher’s cardinal sin: the passive voice. Who is the subject here? Who is going to do what needs to be done?

The absence of an active subject is more than a grammatical problem — it represents the problem of the labor left. The militant minority is small to nonexistent, and it’s not even clear who is going to do the work to rebuild it. There is a large gap between the intellectual left and the working class it discusses.

Working-class voices are rare among the talking heads who dominate left discourse. Most theorists on the Left write of labor from the perspective of intellectuals who stand above the class struggle, rather than workers in the thick of it.

The decision-makers for labor are often literal miles away from their own rank and file. As a result, we more often talk about unions organizing workers than workers organizing unions. Workers are positioned as the objects rather than the subjects of their own organizations.

This alienation manifests in a variety of ways: members don’t participate in meetings, are unready or unwilling to strike, accept concessionary bargaining, and as the recent election made clear, express alarming levels of support for right-wing candidates.

Labor liberals believe these problems can be corrected with small-picture fixes: social media, paper coalitions with community groups, narrow campaigns against this or that particular right-wing legislation, and other tactical shifts that leave the structure of the union unchanged. The present moment shows that this band-aid approach has failed to reverse labor’s decline.

And even if they could, they would not go far enough. The labor left must seek not just to salvage labor’s existing institutions but to transform them and build new ones. Our goal should be to make workers the subjects rather than the objects of their own organizations — and of history.

Our prescription for the labor movement’s renewal needs a new grammar. Instead of asking “What is to be done?”, we could start with a different question: “What should I do?”

As it turns out, the right-wing hecklers we’ve all encountered are half right: we should get jobs. And then we should do what we tell workers to do all the time: organize our workplaces.

This tactic has a name and a history. It’s called “salting,” and it was foundational to the development of the American labor movement.

Democratize the union: let the rank-and-file decide!

According to exit poll data, Donald Trump won Ohio union households 54 percent to 41 percent against Hillary Clinton. At the national level, Clinton achieved a narrow victory, winning 51 percent, to Trump’s 42 percent. This despite the fact that labor unions spent more than $100 million in support of Clinton. Of course, factors relating to race, gender and class are at play. Nonetheless, the right-wing slant of union households should also be cause for concern.

Unionization of US workers has declined both under Democratic and Republican administrations and congresses. In the 1950s, approximately 35 percent of US workers were in unions. Today, this number has dropped to a mere 11 percent. Unless organized labor finds solutions to problems pervasive within its own organizations and structures, union membership numbers will continue to shrink, and remaining members will be too cornered to mobilize effectively.

To tackle longstanding administrative and organizational problems endemic to labor unions, we must start with how we approach union dues. That is, creating member-focused and driven mechanisms which endow the rank-and-file with direct control over dues allocation a fiscal base amounting to $8.6 billion in the United States.

Fortunately, such mechanisms of direct control like participatory budgeting  have been tried and tested in other areas of social life. Participatory budgeting has revitalized social life and empowered people through its implementation in municipalities, in schools and colleges, in public housing and now even at the national level. What problems could participatory budgeting address in labor unions? And how can it provide a socialist thrust to one of the bulwarks of the American left?

Labor under Trump part 3: death of the labor movement?

For years now commentators have predicted the collapse of the unions. This has not happened. There has been a long slow decline with areas of victories as well. Following the Trump victory speculation has been rampant and has led to various proclamations yet again of the death of labor. It is clear that Republican domination of all branches of government poses a real threat to the Democratic-party aligned unions, particularly public sector unions, and that we are entering a new era both for the working class and the vestiges of their historic organizations. Our third piece exploring the potentials for labor under trump comes from one of our editors S Nicholas Nappalos. He argues that while these dangers are real, they also come with new possibilities for a militant participatory workers movement. Moreover it is not apolitical unions that can address the weaknesses of the labor movement heading into a collision with this government, but an active politicized union movement marking its opposition to both capital and the state. 

Labor’s death under trump? the potential for a renewed workers movement in an era of dangers

It’s no secret that the labor movement of the United States is in serious danger. Every year union membership continues to shrink. This happens despite large scale organizing attempts by the minority of unions willing to do something about it. Having put all their eggs in the basket of the Democrats, AFL-CIO and Change To Win unions were handed a spectacular failure with the election of a Republican sweep of all branches of government. All this comes on the heels of a broad decay of living conditions amongst the working class in general, but disproportionately concentrated upon women, blacks, latinos, and indigenous communities in particular. The Democrats kept their loyalty to business interests at all costs and the unions largely didn’t flinch.

Today the vast majority of union members are public employees, and attacks on their ability to bargain and sustain union membership are all but certain by the incoming Congress. If something significant doesn’t change we can anticipate nation-wide union membership in the single digits, whole regions virtually union free in some areas (many states in the South presently sit at less than 3-5% unionization rates), and a calling of the question on the labor movement’s ability to defend the workers. 2016 is set to close with ominous tones as the second largest union in the US, SEIU, plans to cut their budget by 30% as revealed in a leaked internal memo with clear implications for organizing in the coming days.[1]

The solidarity ecosystems of occupied factories

At first glance it is a factory: heavy machinery, crates, palettes, industrial barrels and men doing manual labor. Little catches the eye, except maybe the homemade banners hanging up around the warehouse. They’re in Greek, so you might not be able to read them, but you can tell these are not the stock decorations from the ‘IKEA industrial chic’ catalog.

Over a couple of days, you might also notice that you’re unlikely to see those men doing the same specific jobs, day after day, as you would in most factories. They seem to rotate their roles, mixing up batches of soap, pouring them into frames and cutting it into bars, but also cleaning toilets, taking product orders and coordinating distribution.

However, overall, when you walk into VIO.ME, it mostly looks like countless other industrial workplaces in the north of Greece and beyond. At least, until you come back on a Wednesday or a Thursday and find part of the administrative office converted into a free health clinic for workers and the wider community.

… or when you arrive first thing any day of the week and see all the workers gathered together, sharing updates on the work and making sure they are all in the know around the pertinent aspects of the business for the day ahead.

… or if you go into one of the store rooms and discover members of different migrant solidarity groups sorting through donations that are stored at the factory, for ongoing distribution around Thessaloniki’s many migrant squats, camps and occupations.

Over time, you notice that beneath VIO.ME’s sometimes mundane veneer, a series of radical changes are taking place. These are changes that offer alternatives to how we organize work, community and society at large. While VIO.ME has become a hallmark of these shifts in Europe, what those who work and support the factory are discovering is not unique. It is spreading, offering an alternative vision of how radical changes might occur in the ways we work, live and relate to the planet as a whole.

RMT union puts anarchist in charge of London

Freedom has received the following, written by an anonymous railway worker with the RMT union

At the beginning of this year the RMT elected Andy Littlechild (pictured right), a longstanding anarchist and member of the Solidarity Federation (Solfed), to the RMT union’s National Executive Council as its London transport representative.

The role, which lasts for three years, takes responsibility for the entire battlezone of London Underground including trains, stations, engineers, all ancillary staff and contracted companies, along with Transport for London, Docklands Light Railway, Black Cabs and even Boris Bikes.

Andy, who’s worked for many years as a Tube track worker and union rep, stood unopposed for the position and was duly elected after receiving nominations from every RMT branch in the constituency. His unopposed win was generally linked to Andy’s perceived militancy and non-sectarian approach to organising, which endeared him to RMT’s London activist base and gave him a clear run.

Being elected in this way is not without its downside as it meant there was no election involving the members; and is equally controversial given a general trend of anarchist disdain for full-time union positions, not least within SolFed itself, which bars full-time union officers from membership.

Ed’s note: SolFed, and other anarchist groups, see trade union bureaucracy as taking agency out of the hands of workers and transferring it to people who are not at the site of, or affected by, the struggle taking place. The full-timer’s wages and community ties are linked to a national-level body removed from direct struggle, and their role is therefore based on what’s best for the institution, rather than the workers.

Whether Andy’s decision to engage with the RMT’s executive will be productive or not is yet to be seen. The test will be in how and whether he manages to preserve his class-based anarchist politics in practice against the relentless industrial and political warfare in London, especially on the Tube where he has walked straight into the bitter, escalating dispute and strike activity around staffing stations, as well as several smaller skirmishes which are developing there as I write — and how Andy preserves his politics likewise in his dealings within the hierarchy of the RMT.

One thing we can say is only the RMT would put a known anarchist in charge of London.

Edit: There is one other union which has elected an openly anarchist member to a major position in recent times — Donnacha DeLong was president of the National Union of Journalists from 2011-12 and still sits on its NEC.

Trump, Sunk Cost Fallacies, and the Next Labor Movement

If one were able to magically scrub the embedded racism, misogyny and xenophobia from Donald Trump’s slogan “Make America Great Again,” one might conjure up an image of unionized America circa 1946-1976: high wages, high employment, stable jobs, good benefits; expanding investments in infrastructure, education, and home ownership; a growing economy that lifted all boats and created more middle class wealth than in any era before or since. “Solidarity Forever,” we would sing, to the tune of the Battle Hymn of the Republic, “for the Union makes us strong.”

But although Donald Trump spent precious few words on labor law and labor policy during his campaign, it’s fair to expect that single-party Republican control of all three branches of the federal government will bring only bad news for America’s already-fading unions.

Between now and at least 2021, the best scenario that union leaders can reasonably hope for from the Federal government includes hostile appointments to the NLRB, the DOL, and the judiciary; a rolling-back of progressive Obama-era efforts to modernize both NLRB election procedure and DOL overtime rules; the use of regulation, budget-writing, procurement, and other government powers to chip away around the edges of prevailing wages, wage and hour protections, workplace safety, and nondiscrimination; total or partial repeal of Obamacare; and some short-term job creation if the President-elect is successful in passing an infrastructure package and renegotiating trade agreements on more favorable terms (and assuming he is simultaneously unsuccessful in deporting 11 million wage-earners and triggering a depression by doing so).

A worse but equally likely scenario is a continued and concerted national campaign to weaken and shrink unions themselves. More right to work laws. The return of Friedrichs and its ilk. Continued assaults on public employee unions in the two-thirds of state houses controlled by conservatives. And legal challenges to the notion of exclusive representation itself, brought by adherents of previously obscure and cultish legal theories.

A handful of union leaders in the construction, carbon emissions, and law enforcement sectors may choose to align themselves with the incoming administration in hopes of harvesting a few favors or a few jobs for union members.

A far greater number of union leaders will justifiably and eloquently rail against the new order and pledge renewed collaboration with progressive allies, but with increasingly small and besieged audiences of union members left to listen. Wagons will be circled. Drawbridges will be raised. Poorly thought out union mergers will be negotiated and inked, primarily to protect union staff and officers from declining budgets. We will once again be called to stand with mainly uninspiring Democrats (and a few inspiring ones) in the 2018 and 2020 elections, each of which we will call “the most important election of our lifetime.” Meanwhile our numbers will continue to shrink and our power continue to wane.

Collapsing the levels, Consolidating Our efforts

Recomposition Introduction: Approximately 5 years ago work began on something called the intermediate analysis. A few members of the Recomposition editorial group contributed pieces, worked in groups, and tried to shape their work around the issues raised in the analysis. Between 2010 and today stand a lot of changes and a different landscape for radical action. The maturing of the world financial crisis, series of popular protest movements, and conservative responses have shifted the field from where we stood just a short time ago. Today we present a piece by Scott Nicholas Nappalos exploring what was useful and harmful in the intermediate analysis, and what lessons can be drawn for revolutionary unionists in North America specifically and for the libertarian left more generally. 

The intermediate level first confronted me after the 2004 bicoastal wildcat strike where the Industrial Workers of the World (IWW) had attempted to organize a national coordination of the various autonomous local groups of truckers who have come together. That followed a series of debates within the Portland IWW branch, where I was a member, over the role of revolutionaries in building a union. I began a draft on the intermediate analysis during the period of 2004-2006, but returned to it more seriously a few years later in Miami when things had calmed down and in dialogue with other comrades there. In 2010-2011, I contributed to a series of pieces on the intermediate level as part of group discussions within Miami Autonomy & Solidarity, an anarchist communist political organization I was a member of. These reflections came out of years of rumblings, discussions, and experiments by anarchists trying to find ways to apply their ideas to workplace and community organizing in the North American . Nearly as soon as the words hit the page a series of struggles began to test our ideas; first the Madison protests, then Occupy, and later others.

The three or so years that followed the publishing of pieces on the intermediate level led to more discussion and distribution than anyone likely imagined. In a couple cases other groups consciously adopted the terminology and the debate spread outside North American circles through libertarian networks. In today’s environment of unstable quietness, many are looking around, taking stock, and picking up old debates to help sort out the events of the past years beginning with the crisis in 2008. It’s obvious that there’s been a spate of protests that set the decade apart from the past 30 years, though they’ve remained short-lived and largely localized so far. Vast changes are afoot with sections of the public more open to our politics than any time in recent history, though that hasn’t yet translated into any real sustained advances. Some years and modest experiments behind us, it is a good opportunity to re-evaluate the strategy and analysis.

There is no need to beat the drum and reiterate the arguments bit by bit here, but instead interested folks can look to pieces I wrote: Defining Practice: the intermediate level of organization and struggle[1], the three-part piece called Towards a Theory of Political Organization for our Time[2], and also somewhat related the co-authored article with Adam Weaver Fighting for the Future: The necessity and possibility of national political organization for our time.[3] The quick summary is that there are two frames to the analysis. The first, the intermediate level, is a tool for looking at the social world and categorizing different types of activity to understand them better. The mass level is an idealized space where all the struggles of all the social actors take place like giant unions or community organizations that encompass entire classes. The political level takes place where specific ideologies, strategies, and politics are coordinated in that larger field. The intermediate level is where people come together based on shared strategy and experiences to coordinate their activity within struggles; more broad than the ideological unity of the political level, and more narrow than the mass level it is working within.

The second framing of the analysis deals specifically with intermediate organizations, which is to say organizations that occupied the space roughly between unions and political parties/organizations. Intermediate organizations are ones constructed with distinct tasks from mass or political ones, and unlike the first aspect of the analysis are physically and actively separate. In the first we are talking about activities that can co-exist alongside others in a variety of formats, the second is specific organizations that imperfectly reflect those activities.

The simplest examples of intermediate organizations are tendencies within social movements. These groups organize militants around a shared platform of various sorts to take action within an organization such as a union or community group. This spans from relatively ideologically broad such as Soldiers of Solidarity[4] in the UAW, to groups for action with broader political orientation such as the communist party’s Trade Union Education League and later Trade Union Unity League’s unions[5] or the Unemployed Councils of the Great Depression[6], and overtly political tendencies such as the Federacion Estudiantil Libertaria[7] in Chile today which organizes anarchists on specific proposals for action and demands within the student unions. Many organizing projects however tend to act as intermediate organizations of militants without having another overarching social organization they work within.

Controversially I’d argue that projects of the anarcho-syndicalist variety in fact act like intermediate organizations. Really there’s two ways to look at it: our concept of unions is too narrow, or revolutionary unions/projects represent something altogether different from parties and unions. One way to come at the intermediate level is to question all of this, and say the idea of non-political mass organizations is utopian, they’re inherently involving all levels of activity: political, mass, and intermediate. In one sense the dominant idea of what unions and organizing projects are (for left thinkers anyway) has become incredibly narrow; essentially apolitical groups that try to win demands for the whole of the class or some section of the class.

This scenario is far from universal in fact, because historically it was rarely if ever the case. It has been common for unions to fight around a range of issues from housing, immigration, and the oppression of ethnicities and women with examples in the IWW, FORA, CNT, and FAU but also reformist unions.[8] The meaning of union is interpreted as about the workplace narrowly defined. However in South America, to take an example, unions came out of resistance societies which were unions of workers and proletarians organized around a variety of different collective needs and projects. Resistance societies were a militant off shoot of mutual aid networks that included things like women’s issues, housing, workplace, and political issues that affected the class like militarism, anti-clericalism, immigration, and health. [9][10] This was perhaps always the norm for revolutionary unions, but not unheard of for reformist unions growing out of the environment of working class communities of past generations. Lately SEIU and other recuperative unions have started funding non-workplace organizing with non-members often with the goal of electoral victories, begging the question.

The focus of unions only narrowed in the US with their institutionalization after the NLRA when they became more fully integrated into capitalism. Political and social struggles overlapped with workplace activities, and unions were often grouped around political outlook. Outside the US, most of the world has a parliamentary system for unions where workers choose between them based on their political ideology. Moreover American unions and non-profits are largely ideological organs of the Democratic Party in terms of their activity, funding, and vision. So even today the idea of neutral mass organizations is a bit utopian.

Another way to think about these projects is that certain groups play a special role. They are different from run-of-the-mill unions, community groups, etc. While it’s true all groups are political in some sense, anarcho-syndicalist unions, revolutionary community groups, and solidarity networks have a unique relationship between their ideas and practices. They all use activity to build movement and have a connection between their goals, ideals, and actions in a way that political organizations and more broad unions don’t. In this way maybe they don’t fit neatly into any of the levels and occupy space between them all. Whether we widen the concept of mass organization, or we alter how we understand groups like the IWW, CNT, Solidarity Networks, or other such projects, the outcome is the same in practice. Intermediate organization tried to capture some of that nuance.

“Anarcho-capitalism,” “Free Markets,” Jumbo Shrimp, and Other Oxymorons

Lately, I have been having endlessly frustrating debates with people who call themselves “anarcho-capitalists” or “ancaps” and who seem to be stuck in the McCarthy Era as they still view socialism as some kind of “Red Terror.” Ironically, these people are about as fervent in their support of capitalism and their hatred of socialism as the very government they supposedly want to destroy. These debates generally devolve into ad hominem attacks as the people arguing for capitalism tend to lose their cool rather quickly, and like most people they do not want to hear opposing opinions, especially ones supported by facts. I strongly believe in anarchism and autonomy as I believe they are the only foundations for a truly free society, so I have joined many anarchist groups, but it seems like many of the them (in America anyway) are overrun by so-called “ancaps,” which is why I end up having these silly arguments, and it is sad because they don’t understand “anarcho-capitalism” is an oxymoron or a contradiction of terms that are diametrically opposed. People who believe in this contradiction of terms do not understand what anarchism or capitalism is, and so I hope they read this explanation and do their own research, (and read authors that do not just reinforce their own opinions) instead of reacting defensively or reflexively.

Anarchy means a system without rulers. The etymology of the word demonstrates that as its root Greek words are “an” and “arkhos”, which together mean “without ruler.” Yet capitalism inherently has rulers. It puts people with massive capital and monopolies on resources at a much greater advantage over people who don’t have such capital or resources. The super rich also rely on state thugs and governments and their monopoly on violence and force to protect them. In a world without violent governments or police without the ability to use force, there would be no billionaires. Without police and governments that protect the rich and powerful, there is no way common people would allow a handful of incredibly greedy, misanthropic individuals to hoard billions while 80% of the world lives on less than $10 a day. Capitalist managers rely on cops to break worker strikes and quell worker dissent, they rely on state armies to secure resources, and they rely on government subsidies, tax breaks, bailouts, and bribes to politicians and judges for legislation that favors them.

“Ancaps” remind me of these Ron Paul “libertarians” who misunderstand libertarianism and anarchy as meaning a system with no rules where they think their freedom is defined by how much they can hoard and how much they can disregard other people’s rights and freedoms. But our freedom is not defined by how much we can take away the freedom of others. That is a zero sum equation (as is capitalism) and not true freedom. In this system, one person’s loss is always another person’s gain. For example, the loss of someone’s house due to foreclosure is a gain for the bank that lent the homeowner money, and it is also a gain for the person who buys the property from the bank because banks generally sell foreclosed homes for less than they are worth. We are not truly free unless everyone is free. As Martin Luther King said, “An injustice anywhere is a threat to justice everywhere.”
