Building Workers’ Power in the United Kingdom

A few months ago New Syndicalist (a group of Wobblies from the United Kingdom writing about worker-led, anti-capitalist theory and strategy) was approached by the Workers’ Power column with a request to write a reflective piece on the recent growth of the IWW in the United Kingdom. People who have been following our online media presence will know that the U.K. IWW hit an important milestone this year—exceeding 1,000 members. This was celebrated recently at our annual conference in Bradford, England. An older member recalled attending the 2005 conference in the same city that had just seven members in attendance. In 2015 most branch delegations were larger.

We have seen fantastic growth over the past decade, particularly in the case of some of our larger branches that now have between 100 to 300 members. What is it like to have branches of this size and how did they get built? These were the key questions posed to us. These are obviously very big questions and have by no means simple answers, particularly in terms of attempting to represent the dedicated and patient work of IWW organizers across the United Kingdom over the past 10 years. Nonetheless, we did put our heads together at New Syndicalist and decided to focus on what we thought were the five most important factors in helping to grow our branches in the North (where we are based), some of which have doubled in size over the last year.

The list is by no means exhaustive, and some more experienced Wobs may feel we may be trying to teach them to “suck eggs” here as they will recognize many fundamental concepts within our existing organizer training program. We nonetheless present them in the hope of solidarity, shared dialogue and spirited debate.

Worker Management of the Barcelona Public Transit System, 1936-1939

In the years leading up to the revolution in Spain in 1936 there had been bitter struggles of the workers...such as the long but defeated streetcar strike in 1935. A number of leading activists in that strike were sent to prison. With the victory of the liberals and social-democrats in Spain's national elections in February 1936, imprisoned unionists were freed, and the workers on the Barcelona transit system began rebuilding their union, which was to play an important role in the city during the revolutionary events of 1936.

In Barcelona in 1936 the main part of the transit system was a large streetcar system, operated by Barcelona Tramways (Tranvias de Barcelona), a company owned mainly by Belgian investors. The streetcar company operated 60 routes that criss-crossed the city and ran into the nearby suburbs. Of the 7,000 workers for this company in 1936, 6,500 belonged to the Transport Union of the National Confederation of Labor, known by its Spanish initials as the CNT. The CNT was a libertarian syndicalist labor organization. The Transport Union was a highly democratic organization, run through worker assemblies (general meetings) and councils of elected shop stewards (delegados). Being syndicalist means that the union was part of a revolutionary social movement that aimed to have the workers take over direct, collective management of the industries, replacing the bosses and the capitalist investors, and creating an economy based on ownership of industry by the whole society.

In response to the mass mobilization and strikes of the Spanish workers, the heads of Spain's army, with direct support of the country's capitalist elite, attempted to overthrow the liberal government, beginning July 19 1936, so as to crush the country's radical labor movement. Union defense groups fought back with the support of much of the rank and file of the police, defeating the army in two thirds of the country initially. The worker unions then formed their own "People's Army" to fight the fascist Spanish army. In the days following the defeat of the army in Barcelona, the unions moved to expropriate most of the country's industry and new organizations of direct worker management were created.

Dismantling Our Divisions: Craft, Industry, and A New Society

That debate has fallen by the wayside after the 1930s when industrial unions rose on a mass scale. Today’s article comes from healthcare worker Nappalos, where he explores division between trades, professions, and industry in today’s health care. Looking at a world wide debate between revolutionary unionists in the IWW’s heyday, he offers a critique of both craft and industrial unionism and suggestions to reform the IWW’s vision in light of this.

Healthcare today is built around key divisions of labor between craft specialities. It is highly regulated and the state plays a strong role in determining who can do what work, for how much money, and under who’s authority. There are strong differences across borders and within, but within the US the schema is roughly like this. To keep it simple, we’ll ignore all the crucial technical crafts for the sake of argument. The main players are doctors, nurses, and pharmacists. Doctors diagnose and prescribe treatments. Pharmacists check and dispense the treatments (when they’re medications). Nurses administer the treatments prescribed and monitor/assess the patients course of illness. This is a gross simplification, but it’s instructive.

Where did these divisions come from? Healthcare is not only divided by crafts, but other social factors divide the workforce. For instance we need to add to this the highly gendered nature of the work. Male nurses still represent only around 10% of the US workforce and nurses are the largest trade in the entire country. Florence Nightingale herself reinforced the patriarchal thinking of her day, either unknowingly or exploitively, in helping form nursing under the strict control of physicians giving nurses only a subservient role due to the prejudices of her time. Physicians are becoming more diverse, the rigid hierarchies between doctor and nurse themselves have proven difficult to break with nurses on the bottom in terms of power, respect, and working conditions.

It’s worth questioning the divisions all together. In frontier medicine in the US nurses often played the role of doctor, nurse, and pharmacist. The history of midwifery is riddled with other ideas about performing medical servies than the model of physician-nurse-techs we have today. Pharmacists used to prescribe medications and still do in some countries. Much of what doctors did 30 years ago is now done by nurses. The divisions between the trades are fluid and constantly changing, and are far from any natural division. An even deeper question we should ask is are these divisions of labor the best for society and individuals, or could we do better by transforming how health care is done?

I have been closely following the debate between various members of the International Socialist Organization (ISO) and Tom Wetzel (a syndicalist based in the San Francisco Bay Area) which began with Tim Goulet's review of Ralph Darlington's Radical Unionism: The Rise and Fall of Revolutionary Syndicalism on April 22, 2015 and has bounced back and forth since then [See: Misunderstanding syndicalism, by Tom Wetzel, April 29, 2015; Contradictions of syndicalism, by Tim Goulet, May 21, 2015; Syndicalism and taking power, by Brian Kelly, May 26, 2015; and Confusion about political power, by Tom Wetzel, May 28, 2015].

I want to say, before I go any further, that I consider myself a syndicalist, specifically a green syndicalist (the very first IWW member I met was Judi Bari, in 1995, and it was through her that I found my way to the Wobblies). I have been a dues paying IWW members since 1995, and I have a fairly deep knowledge of IWW history, as well as contemporary discussions on matters of strategy and tactics within the IWW.  Two years ago, I cofounded the IWW's Environmental Unionism Caucus with two other IWW members. I am also a member of System Change not Climate Change, and I work fairly closely with a handful of ISO members that also belong to SCnCC. I think there is little to be gained by engaging in sectarian squabbles when our very existence is threatened by the capitalist economic system which all of us, syndicalists and socialists alike agree, must be overthrown and replaced by something different, and I suspect that we'd find much agreement on what that different system would look like and how it would function.

However, I also recognize the need to debate strategy, tactics, theory and praxis if we're to be effective as revolutionaries and devise a winning strategy to successfully combat capitalism. This debate on syndicalism to some extent qualifies, but I've also noticed a good deal of sectarianism from some of the ISO folks in this discussion, not to mention some rather glaring omissions and inaccuracies. The most recent entry, from comrades Joe Richard and Ty Carroll (The Wrong Place at the Right Time), represents for me a particularly egregious example.

Durruti was a revolutionary unionist (and don’t you forget it!)

Recently, I came across something that mentioned an article I wrote for the Industrial Worker back in April 2012 titled ‘Some objections to Occupy May 1st‘. At the time, I was deeply involved in Occupy Minnesota’s May 1st committee, and wanted to push back on some stuff coming from other radicals and lefties in the labor movement. Looking back, I mostly still agree with what I wrote, although with some regret of possibly contributing to the redefinition of ‘strike’ that has allowed some of the Fight For 15 ‘actions’ to be passed off as ‘strikes’….but that’s a different conversation.

 Anyway, my article’s mentioning was part of a larger ‘Criticism of the Industrial Workers of the World‘ made from someone who seemingly was a part of the Autonomy Alliance, a synthesis anarchist group based in St. Louis (although I’m told it is now dissolved).

The perspective is mostly familiar. The author disagrees with revolutionary unionism in favor of participating in the AFL-CIO unions. Ironically named after one of the most well-known revolutionary unionists in history, Buenaventura Durruti, the blog offers a confused mixture of politics in its critiques of the IWW, but can be boiled down to being against anarcho-syndicalism or the revolutionary unionism of the IWW.

“If It Isn’t Rank and File, It Isn’t Anarchist”

In order for the Anarchist movement to mature in this country, we must address a particularly troubling dilemma.  Are we to continue our historical struggle within the working class or do we evolve into a professional class of labor organizers and bureaucrats?? Addressing this question isn’t only about disagreements in methods but in affirming an anarchist conception of organization from the base.  Whether in garment factories and ports or in hotels and retail, our focus on the rank and file has always been obvious–without the revolutionary self organization of the workers, we will never overthrow this unjust system of economic and political domination.

Unfortunately there exists a layer of self proclaimed anarchists as well as other leftists today who have not only chosen to separate themselves from the rank and file, but to defend their activity as a strategic form of social insertion.  Such a view is heavily deluded and guided in no small part by years of NGO influence on social movements.  In the current political environment, there are anarchist staffers in every union imaginable from the SEIU and UFCW to the UAW and UNITE HERE.

Students interested in labor are directly recruited out of universities into internships with Jobs with Justice and other business unions, while militant rank and file workers are tempted off the shop floor with higher pay and benefits.

Though this sad state of affairs shows a severe weakness of the left in offering alternatives, it is also a deliberate tactic of the union leadership.  By placating agitated workers with radical staff who “get it”, the union leadership is able to control mobilization and to later use their staffers to push through harmful cuts and “reforms.”

Contemporary Crisis and Workers Control

During the first decade of the current century, factory occupations and production under workers’ control seemed to be limited mainly to South America, with a few exceptions in Asia. It was beyond the imagination of most workers and scholars in industrialized countries that workers would or could occupy their companies and run them on their own. Nevertheless, the crisis that started in 2008 put workers’ control back on the agenda in the northern hemisphere. In the course of the current crisis, factory occupations occurred throughout Europe, especially in France, Italy and Spain, but also in other countries, including Switzerland and Germany, and in the US and Canada. Nevertheless, in most cases the occupation was a means of struggle and not a step toward workers’ control. In some better organized cases workers achieved their demands, in others the occupations were a result of spontaneous indignation over factory closure or mass dismissals and the struggles fell apart without any concrete results.

Compared to other historical moments when factory takeovers and workers’ control were part of offensive struggles, the new occupations and recuperations develop out of defensive situations. However, this has been true since the neoliberal attack on workers in the early 1980s, with very few exceptions like the recent struggles for worker control in Venezuela. As consequence of the crisis, occupations and recuperations are accomplished by workers in reaction to closure of their production site or company, or relocation of production to a different country. Workers try to defend their workplaces because they have little reason to hope for a new job. In this defensive situation, the workers not only protest or resign; they take the initiative and become protagonists. In the struggle and on the production site they build horizontal social relations and adopt mechanisms of direct democracy and collective decision-making. The recuperated workplaces often reinvent themselves. The workplaces also build ties with nearby communities and other movements.

This description already includes certain criteria not necessarily shared by all workers’ takeover of companies. While in fact it is fundamental to recognize the diversity of situations, contexts and modalities of workers’ controlled companies, it is nevertheless important to understand workers’ control or recuperation of workplaces as a socio-political operation and not as a mere economic procedure. Therefore, it is necessary to have some basic criteria when discussing recuperated companies. Some well-intentioned authors calculate 150 recuperated workplaces under worker control in Europe (Troisi 2013). A closer look shows that very few of these can really be considered “recuperated” and under worker control. That count includes all workers’ buyouts of which most at best adopted the structure and functioning of traditional cooperatives. Many, if not most, have internal hierarchies and individual property shares. In the worst cases we find unequal share distribution according to the company’s social hierarchy (and therefore economic power) or even external investors and shareholders (individuals and major companies). Such reckoning reduces the concept of recuperation to the continued existence of a company originally destined to close and merely changing ownership from one to many owners, some of whom work in the company. Companies following these schemes can hardly be considered “recuperated” in that they do not provide a different perspective on how society and production should be organized.

That contemporary worker-controlled companies almost always have the legal form of cooperatives is because the cooperative form is the only existing legal form of collective ownership and collective administration of workplaces. Usually, however, these are based on collective ownership, without any option of individual property; all workers have equal shares and equal voice. It is an important and distinctive characteristic that they question private ownership of means of production. They provide an alternative to capitalism based essentially on the idea of a collective or social form of ownership. Enterprises are seen not as privately owned (belonging to individuals or groups of shareholders), but as social property or “common property” managed directly and democratically by those most affected by them. Under different circumstances, this might include, along with workers, participation by communities, consumers, other workplaces, or even some instance of the state (for example in countries like Venezuela or Cuba). That workers’ control the production process and are decisive in decision-making, usually also turns them into social and political agents beyond the production process and the company (Malabarba 2013, 147).

All following examples of factories recuperated during the crisis correspond to these modalities.

Ready to Fight: Developing a 21st Century Community Syndicalism

Consistent with the ‘strategy’ theme of the current issue of Perspectives on Anarchist Theory (No. 27), Shane Burley lays out what the anarcho-syndicalist tradition offers movements outside the workplace.

There has been an effort by scholars and organizers alike over the last forty years to segregate anarcho-syndicalism from the rest of the broad anarchist movement. The labor movement dominated social struggles in the first half of the twentieth century, but as large business union bureaucracies were formed and new shop organizing began to diminish, the participation of anarchists in labor began to wane as community struggles around environmental issues, LGBT and women’s struggles, and housing justice took precedence. The syndicalist strategies that defined the earlier successes of anarchism internationally diminished to only the most hardcore adherents of a labor strategy, though these ideas have had spikes during periods of economic crisis. This shift away from syndicalism as a strategic foundation has robbed movements of some of their tactical inspirations, and organizers from the New Left forward attempt to reinvent the wheel every time, completely reimagining every struggle as though it was disconnected from the entire history of libertarian social movements. This is a loss as these developing community struggles can still look towards these syndicalist battles in the workplace as a model for how to democratically structure movements.

The idea of community syndicalism, bringing the syndicalist organizing strategy out of the workplace and into other aspects of life, can be a way to intentionally create a specific set of tactics. These tactical choices could take the form of solidarity structures that form as a union, which mean that they unite a set of interests against an adversary that is in control of a particular sector of society, such as labor, housing, or healthcare. These different sectors are the different puzzle pieces of social life that are all intimately affected by access to resources, and one in which a real element of class is present at all times. Since syndicalism in the workplace does not rely on simply one tactic, but instead on the use of solidarity, trying to utilize community syndicalism could simply mean a whole range of strategic points all building on some of the basic ideas of anarcho-syndicalism. The question then arises: what are the core elements of anarcho-syndicalism that can be boiled down and moved from the shop floor to the neighborhood, from workers issues to healthcare and environmentalism, and to all the sectors where class struggle takes place?

Syndicalism: An International and Historical Perspective (Dek Keenan)

This paper will introduce syndicalism both as an historical international phenomenon and as a contemporary international model and movement. It presupposes very little knowledge of, but hopefully some substantial interest in, the subject on the part of the reader.

What does Syndicalism mean to us as labour movement activists? It may mean the million workers in the Spanish CNT fighting with a new world in their hearts during the Spanish Civil War. It may mean the legendary Industrial Workers of the World organising the One Big Union across craft and trade, race and gender lines. It may mean a vast movement of workers across Latin America during the first half of the 20th Century. It may mean Starbucks baristas fighting today to build unions in coffee houses in New York and Santiago. But it very possibly means none of these things.

Because syndicalism constitutes one of the least understood currents in the workers movement. And yet syndicalism was the driving force of immense and powerful labour movements across the globe in the first decades of the 20th Century; from Argentina to Japan and from Australia to Portugal workers gathered under its flag. And today it represents a small, but growing, part of the international labour movement; albeit one that remains unduly obscure and marginal.

Of course, for speakers of a Romance language syndicalism will be recognised as simply the word for ‘unionism’. So, when we talk of syndicalism in the context of this paper we are actually talking about revolutionary syndicalism and, later on, anarcho-syndicalism. Revolutionary syndicalism or revolutionary unionism (I will for brevity use the term syndicalism to indicate revolutionary syndicalism throughout this paper) emerged in the latter part of the 19th century as an alternative vision to the dominant unionism which had developed and which were aligned with social democratic political parties or which simply followed a class collaborationist line. Syndicalists, aware of the failure of this form of unionism to defend the interests of workers and generally informed by socialist ideas, of both anarchist and Marxist origin (Darlington, 2013), looked to establishing workers’ organisations that would provide both day to day resistance to the bosses and a structure able to establish a new society based on a collectivised system of worker-managed production and distribution. In the United States and Canada this vision tended to be described as Revolutionary Industrial Unionism rather than syndicalism, but this can be understood as a ‘local’ variant of syndicalism re-named to reflect a notion of advanced industrial development (Dubofsky, 1969).

Syndicalists took diverse routes in building such organisations, sometimes based upon federations of small trade and even craft unions, sometimes upon national industry-wide unions and sometimes co-ordinated in one big union (e.g. Industrial Workers of the World (IWW) in the United States and globally). What they shared, however, were the following common characteristics.
