IPCC Report: First Thoughts on Next Steps

The Intergovernmental Panel on Climate Change (IPCC) released an ominous report this week driving home an urgent and serious reality:without immediate action to transform society, climate catastrophe will not only be our children’s future, but our own.

The key takeaway from the IPCC report is this: if we do not radically transform every aspect of society starting NOW, we are facing ecological collapse and mass death in the short term. The report does not deeply analyse the geopolitical implications of such widespread environmental upheaval. Since human societies are inseparable from the environment, we know that the precarity resulting from collapsed ecological systems could lead to catastrophic and violent political outcomes as well.

The report has generated a shock through the consciousness of many people- mostly for what is unsaid. The foundation upon which we have built our lives is quickly crumbling. The American Dream, the white picket fence, and retirement will never be ours. It will never be our children’s. It will never be our children’s children’s. We are entering a time of uncertainty and pain that the hustle-and-bustle of everyday life hasn’t left much room to consider. This is a critical turning point, a challenge we must meet head on if we are to survive.

We cannot pretend that climate change does not mean that EVERYTHING we are accustomed to must change in response. Change is inevitable. Pain is inevitable. Uncertainty is inevitable. The outcome is unknown. The only variable that can be manipulated to change outright planetary collapse is our own agency in the situation.

Whether the shock of the report leads us to retreat inward or rise to the challenge will be determined by our capacity to locate meaning in the future and perceive a way toward it. Determining a direction forward is the difference between shock exhausting us or serving as fuel for the long journey ahead.

I hope these tactics can offer a light to draw us from the darkness.

Radical Realism for Climate Justice

Limiting global warming to 1.5°C above pre-industrial is feasible, and it is our best hope of achieving environmental and social justice, of containing the impacts of a global crisis that was born out of historical injustice and highly unequal responsibility.

To do so will require a radical shift away from resource-intensive and wasteful production and consumption patterns and a deep transformation towards ecological sustainability and social justice. Demanding this transformation is not ‘naïve’ or ‘politically unfeasible’, it is radically realistic.

This publication is a civil society response to the challenge of limiting global warming to 1.5°C while also paving the way for climate justice. It brings together the knowledge and experience of a range of international groups, networks and organisations the Heinrich Böll Foundation has worked with over the past years, who in their political work, research and practice have developed the radical, social and environmental justice-based agendas political change we need across various sectors.

Concrete Examples of Non-Labor Board Organizing

Nick Walter describes several examples of concessions-winning labor organizing that does not rely on the labor relations board model of filing for an election and bargaining a contract. The examples span transportation, logistics, food service and retail, in Canada and the U.S. The author is candid about both successes and failures.

Yellow Cab in Edmonton

Taxi drivers in Edmonton, largely an immigrant workforce, had an association for a number of years that would make demands on the City of Edmonton, various hotels, and their own company. They would back up these demands with direct action. Their main tactic was car pickets. They would circle around a hotel where there was a grievance, or City Hall. In at least one instance, they blocked the on-ramp to the airport.

Advantages: They had a very high level of member engagement and a capacity to take action that could achieve some pretty big wins and take on large institutions.

Disadvantages: They didn’t seem to have a method for clearing out small grievances: little issues that didn’t require hundreds of cars in an auto picket.

What happened? They were eventually certified under the Teamsters, who made some big promises. The Teamsters failed to get a first contract and called a strike. The strike collapsed because a number of cabbies scabbed and didn’t honor it. This was in stark contrast to the auto pickets, which had had a high level of participation and almost no scabbing. Many workers were afraid of losing pay or felt they couldn’t afford the Teamsters’ full-on strike. Some of this is probably bad or sloppy organising on the part of the Teamsters. But also, unlike the Teamsters, the advantage of the old association was they could also engage in job action while at work without being threatened with Alberta Labour Relations Board fines for not having followed the legal process for a strike authorization. This let them collect fares and take action in the same day. Ultimately, the Teamsters failed to secure a contract and Yellow Cab promptly decertified.

In Defense Of A/S: Is Anarcho-syndicalism Outdated?

This article will be the first in a consistent series on this blog that will be updated as ideas come to the author. It’s title is “In Defense Of A/S”. The aim will be to evaluate counter-arguments to Anarcho-syndicalism and sufficiently defend Anarcho-syndicalism against these arguments. One can think of it as a sort of frequently asked questions pertaining specifically to criticisms of Anarcho-syndicalism. In this vein some criticisms addressed in this series will be commonly made criticisms of Anarcho-syndicalism. Some criticisms will be less commonly made and may only come from a specific individual, or group of individuals. The ambition is to provide a hefty counter-weight to theories and practices opposed to Anarcho-syndicalism that acts as a resource which Anarcho-syndicalists can draw from in making convincing arguments for our cause. The argument addressed in this addition of In Defense is the argument that Anarcho-syndicalism is outdated.

This was all prompted by a comment that was left on my recent article about Noam Chomsky. I will quote the comment in full:

“As much as I agree with the author here, isn’t calling someone or oneself nowadays an ‘Anarcho-syndicalist’ somewhat like wearing a bowler hat? Just like ‘capitalism’ is so dramatically changed from that era that one really should use a different word (though we keep using the same one). Syndicalism is highly relevant historically, but today consider the diminution of actual (human) production jobs, rise in bullshit jobs, along with the exponential debt enslavement, acute wealth extraction, and annihilation of the planet – problems that were slight back then. The article author keeps rolling back to reference the 1930s as if it is the handbook for 2018. I get it, but I also feel like it is spinning the tires a bit. Perhaps the idea of scaling down productivity and abandoning it altogether is a strategy for saving the earth. Maybe this would mean less emphasis on traditional unionization and syndicalism and more on general assemblies based around job obsolescence, debt, and climate crises.”

This is a common criticism made of Anarcho-syndicalism. Since traditional Marxism and Anarcho-syndicalism first developed at a relatively early stage of capitalism’s existence which is depending on how you chart the development of these ideas, between one and two centuries ago, both are viewed as fossils of bygone leftist politics. When comrades from my organization, Workers’ Solidarity Alliance, published a critique of Center For A Stateless Society one of it’s major figures, Kevin Carson, argued in turn that Anarcho-syndicalism is a “dinosaur”. To quote Corson; “It’s ironic that they describe my practical vision as “far removed from reality” — and use the term “fantasy” in their title — because those are exactly the terms I’d use for the anarcho-syndicalist model they advocate. This is a heroic Old Left fantasy based on an obsolete mass-production technological model that resembles the real world less and less every day. And the authors ignore left-wing currents around the world that have developed specifically in response to the obsolescence of their model.” Ecologist Murray Bookchin made very similar arguments in 1992. According to Bookchin Anarchist proximity to Marxists in the first International Workingmen’s Association lead Anarcho-syndicalism to develop out of Marx’s preoccupation with an industrial proletariat concentrated in European factories in the 19th century. “Marx and Engels personally eschewed terms like “workers,” “toilers,” and “laborers,” although they were quite prepared to use these words in their popular works. They preferred to characterize industrial workers by the “scientifically” precise name of “proletarians” — that is, people who had nothing to sell but their labor power, and even more, who were the authentic producers of surplus value on production lines (an attribute that even Marxists tend to ignore these days). Insofar as the European proletariat as a class evolved from displaced preindustrial strata like landless peasants who had drifted toward the cities, the factory system became their economic home, a place that — presumably unlike the dispersed farmsteads and villages of agrarian folk — “organized” them into a cohesive whole. Driven to immiseration by capitalist accumulation and competition, this increasingly (and hopefully) class-conscious proletariat would be inexorably forced to lock horns with the capitalist order as a “hegemonic” revolutionary class and eventually overthrow bourgeois society, laying the foundations for socialism and ultimately communism. However compelling this Marxian analysis seemed from the 1840s onward, its attempt to reason out the proletariat’s “hegemonic” role in a future revolution by analogy with the seemingly revolutionary role of the bourgeoisie in feudal society was as specious as the latter was itself historically erroneous (see Bookchin, 1971, pp. 181–92). It is not my intention here to critically examine this fallacious historical scenario, which carries considerable weight among many historians to this very day. Suffice it to say that it was a very catchy thesis — and attracted not only a great variety of socialists but also many anarchists. For anarchists, Marx’s analysis provided a precise argument for why they should focus their attention on industrial workers, adopt a largely economistic approach to social development, and single out the factory as a model for a future society, more recently in particular, based on some form of “workers’ control” and “federal” form of industrial organization.”

No, Capitalism Will Not Save the Climate

We are facing deep-rooted climate, social, and environmental crises. The current dominant economic system cannot provide solutions. It is time for system change.

For Friends of the Earth International this means creating societies based on peoples’ sovereignty and environmental, social, economic, and gender justice. We must question and deconstruct the capitalist logic of accumulation.

The climate catastrophe is interwoven with many social and environmental crises, including oppression, corporate power, hunger, water depletion, biodiversity loss and deforestation.

Equality and reciprocity

At its heart sits an unsustainable economic system, the sole aim of which is endless growth and profit. This system concentrates wealth, power, and obscene privilege with the few.

Corporations and national elites are empowered by that very system to exploit people and their livelihoods with impunity.

We must tackle climate change and the associated social and environmental crises by taking rapid and bold action to address the common root causes; privatization, financialization and commodification of nature and societies, and unsustainable production and consumption systems.

The magnitude of the crises we face demands system change.

That system change will result in the creation of sustainable societies and new relations between human beings, and between human beings and nature, based on equality and reciprocity.

We Can Beat the Climate Destroyers

Humanity faces a multi-faceted crisis. Endless wars of imperial aggression, both overt and covert—from Iraq, Syria, Libya, and Afghanistan to Yemen, Palestine, and Central and South America. These conflagrations compel those at the bottom of the economic pyramid to fight and die to protect the wealth and privileges of those at the top. These wars destroy human beings and our natural environment, but also opportunities and resources that could be allocated to human betterment.

Nuclear arsenals remain on hair-triggeralert, with fearsome destructive potential, one accident or a single myopic policy decision away from wiping out the entire human race. Economic inequality, having already reached obscene proportions, is showing no sign of slowing down or reversing course.

Racism, xenophobia, sexism, and other forms of hate-filled discrimination are used to distract and divide those victimized by the current state of affairs and to hinder a united fight by all of the oppressed against our common oppressors.

And then there’s the matter of climate Armageddon. The world is heating up as a result of economic and energy policy choices. These choices have maximized profits for the super-rich 1% while threatening the very biosphere we all depend on for life, liberty, and the pursuit of happiness.

We know that the burning of fossil fuels and the resulting additional carbon in our atmosphere are driving rapid planetary warming. We know this, not because a majority of climate scientists believe it to be true—that’s not how science works; after all, majorities of scientists have been wrong on occasion. We know this crisis is real because a substantial amount of data has been collected that corroborates the climate change hypothesis, and because key scientific predictions based on the theory of human-accelerated climate change have been born out by evidence and experience.

The commons, the state and the public: A Latin American perspective

What are the commons and what is their political, social and economic relevance?

In recent years, many researchers and social activists from very different countries, like myself, have rediscovered the notion of the commons as a key idea to deepen social and environmental justice and democratise both politics and the economy. This reappropriation has meant questioning the vanguardist and hierarchical visions, structures and practices that for too long have characterised much of the left. This concept has resurfaced in parallel with the growing distrust in the market and the state as the main suppliers or guarantors of access to essential goods and services. The combined pressures of climate change and the crisis of capitalism that exploded in 2008 (a permanent and global crisis, which is no longer a series of conjunctural or cyclical recessions) force us to reconsider old paradigms, tactics and strategies. This means discarding both the obsolete models of planning and centralised production at the core of the so-called ‘real socialism’ of the last century and the state capitalism that we see today in China and a few other supposedly socialist countries, as well as the equally old and failed structures of present-day deregulated capitalist economies.

At first, the concept of the commons was disseminated by progressive intellectuals inspired by the work of Elinor Ostrom, the first woman to win the Nobel Prize in Economics, in 2009. Ostrom, an American political scientist, was a progressive academic, but could hardly be classified as a radical thinker or as a leftist activist. In the last decade, academics and activists from very diverse ideological families of the left have reviewed her contributions and have engaged in intense theoretical debates about the potential of the commons, based on the analysis of many inspiring prefigurative experiences currently underway.

Ostrom’s main contribution was to demonstrate that many self-organised local communities around the world successfully managed a variety of natural resources without relying on market mechanisms or state institutions. Currently, it is possible to identify various perspectives in the theoretical debates around the commons, but in general they all converge on the importance of a third space between the state and the market (which should not be confused with the Third Way outlined by Anthony Giddens and adopted by politicians as dissimilar as Tony Blair in Britain, Bill Clinton in the United States, or Fernando Henrique Cardoso in Brazil as a hypothetical social democratic alternative to socialism and neoliberalism).

Nowadays, a quick search in Google about the commons results in millions of references. Most definitions tend to characterise commons as spaces for collective management of resources that are co-produced and managed by a community according to their own rules and norms. We (TNI) have recently published a report on the commons in partnership with the P2P Foundation, in which we refer to this concept as the combination of four basic elements: (1) material or immaterial resources managed collectively and democratically; (2) social processes that foster and deepen cooperative relationships; (3) a new logic of production and a new set of productive processes; and (4) a paradigm shift, which conceives the commons as an advance beyond the classical market/state or public/private binary oppositions.

(TUED Bulletin #76) New Unions and Regional Advances: A Mid-Year Report

The first part of the report covers organizational developments. The second part addresses our research and analysis, highlighting how major reports from both the International Energy Agency (IEA) and BP have corroborated the main conclusions of recent TUED working papers. We believe this is a very significant development that confirms both the legitimacy and the importance of TUED’s approach.

Main Developments

  • TUED continues to grow. Unions representing 560,000 members have joined so far this year, with others actively deliberating. Today the project consists of 64 union bodies from 24 countries.
  • Regional and national expressions of TUED are taking shape in the Asia-Pacific region, Europe, South Africa and Latin America.
  • TUED’s research and analysis continues to have an impact on trade union debates and policy. Earlier this year, TUED’s Working Paper #11, Trade Unions and Just Transition: The Search for a Transformative Politics, became available in English and will soon be available in Spanish.
  • Partnerships and collaborations with policy allies and movement-based NGOs are moving forward. TUED is playing an increasingly significant role in building a global energy democracy movement.

The Ecological Footprint of Work

In the summer of 1930, the British economist John Maynard Keynes gave a lecture in Madrid entitled “Economic Possibilities for Our Grandchildren” in which he predicted that humans, a century later, would undertake a fifteen-hour work week.  

Today, the reality of work sharing is far from a reality, as is the  shorter work week. But there are many reasons we should set our sights on working fewer hours, not least of which is the environment. 

According to the McKinsey Global Institute, it is estimated that by 2030, as many as 800 million jobs worldwide could be lost to automation. The fallout from this will have a drastic effect on humans, comparable to the shift away from agricultural societies during the Industrial Revolution.

Environmental impact

In the US it is estimated that between 39 and 73 million jobs will  be automated. Computers and robots would comprise one-third of the total workforce. As other jobs stand to be created from AI, it's likely that only five percent of current occupations stand to be eliminated. 

If you are part of the one percent, the owner of these machines, you are in a great position economically. But if you are not, there could be a crisis looming that reaches far beyond the economy, and permeates the communal, the psychological, and the physical. 

The ecological impacts of labour are part of the larger equation here that must be taken into account. For instance, the commute of Americans to and from work is on average 52 minutes each day with over 80 percent of Americans commuting by automobile.

David Rosnick from the Center for Economic and Policy Research in Washington DC has devoted much of his career to the relationship between the work week and its ecological impact.

In 2006, along with Mark Weisbrot, Rosnick studied the effects of a shorter work week on the environment and the myths surrounding the economic potential for the American work week as opposed to the European work week. Their conclusion was that climate change can be mitigated through reduced work hours.
