COP30 Press Release: Stop the Farce!

As delegations of numerous State representatives gather in Belém, Brazil, for the Thirtieth Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), known as COP30, the Industrial Workers of the World Environmental Union Caucus (IWW EUC) would like to pause and reflect on this critical moment. After three decades of annual meetings, the COP and UNFCCC have utterly failed in their objective of reducing the grave risks posed by global warming to humanity and the rest of nature. Such failures are clear: carbon-dioxide emissions are now at an all-time high, and 2023, 2024, and 2025 have been the hottest on record… so far.

Ahead of the COP30 meeting, UN Secretary General António Guterres conceded that the world has officially missed the +1.5°C target in increased average global temperatures (relative to pre-industrial levels) that the 2015 Paris Climate Agreement had identified as the goal for controlling global warming.

The Trump regime—in line with its atrocious authorization of oil and gas extraction in the Arctic National Wildlife Refuge, gutting of the Environmental Protection Agency, mandating the violation of the Endangered Species Act via the clear-cutting of vast old-growth forests, withdrawing yet again from the Paris Agreement, resurrecting coal energy, and wrecking numerous renewable-energy projects—isn’t even bothering to send a delegation to COP30, although it still remains a COP member.

In parallel to the climate-denialist U.S. government and armies of fossil-fuel lobbyists that have stymied action to curb global warming for three decades, petro-despotic States like Russia and such OPEC members as Saudi Arabia and the United Arab Emirates will presumably continue to block any and all international agreements that might mandate meaningful reductions in worldwide carbon emissions at COP30, even without the U.S. officially present.

The IWW EUC emphasizes that the entire COP process is a farce, and that capitalism—together with all other authoritarian economic and governmental systems—must be dismantled to protect humanity and planet Earth against the climate and environmental crises. This is so, given that capitalism mandates the subordination of the working classes to the whims of the managers and owners, who are committed above all to maximizing profit and increasing market share, even and especially when their directives degrade and destroy the environment and the possibility of a livable future. (Consider the classic example of the oil executive who imperils the health and safety of his offspring by ordering the expansion of fossil-fuel production.) As a caucus, we assert that only a post-capitalist future based on ecologically sustainable worker- and community-controlled alternatives will allow for real mitigation of global warming and restoration of ecological balance.

We applaud the front-line community-led non-governmental organizations (NGO’s), Indigenous groups, unions, and nation-States that demand accountability from COP member states, especially those of the Global North. That being said, we certainly do challenge the mistreatment of workers, front-line communities, and Indigenous peoples at the hands of all States, whether they be more or less powerful.

Collectively, we support the statement and call to action in “Weaving Paths from Colonial Apocalypse to Ecological Revolution.”

Overview

The Appalachian Regional Clean Hydrogen Hub (ARCH2) project is a major initiative of the U.S. Department of Energy aimed at developing a hydrogen economy in the Appalachian region. However, despite promises of significant advancement in clean energy and economic growth, the project presents substantial risks to the environment and human health and safety.

This article is based on comments submitted to the Department of Energy (DOE) by FracTracker Alliance regarding the hub’s potential environmental, health, and economic impacts on local communities, including the lack of transparency from the DOE, the dangers associated with hydrogen blending, underground gas migration risks, and the impacts of continued reliance on fossil fuel extraction.

Groups call for freeze on hydrogen hub talks over lack of transparency

A coalition of community and environmental groups is calling on the Department of Energy to suspend talks with a hydrogen hub in Appalachia and disclose more information about the project.

The Appalachian Regional Clean Hydrogen Hub, or ARCH2, was one of seven “clean hydrogen hubs” awarded by the Department of Energy last year. 

“Very little information has been shared, and the concerns have only continued to be raised by the public,” says Tom Torres, hydrogen campaign coordinator for the Ohio River Valley Institute, which wrote a letter to the agency outlining its complaints.

The hub is a consortium of companies, governments and nonprofits that will produce hydrogen from natural gas. The DOE awarded the hub up to $925 million to produce “low-carbon” hydrogen. 

But how it will do this, and where companies will build these projects, remains unclear, Torres said. 

The groups are asking the hub to disclose information like site locations for the hydrogen projects involved in ARCH 2, as well as track records of developers associated with them. They also want community groups to be involved in negotiations, planning, construction and operation of the hub. 

“[T]he Department has done little to establish the necessary conditions for ‘deep, deep partnership,’” according to the letter, which was signed by the Ohio River Valley Institute and 54 other groups. (Ohio River Valley Institute is supported by The Heinz Endowments, which also funds The Allegheny Front.)

The letter adds that the agency has offered “scant” public information about the project: “[L]ittle more than four approximate, selectively designed, preliminary maps…and project descriptions as short as three words — and no substantive opportunity to shape this proposal while negotiations continue behind closed doors,”

Jill Hunkler, executive director of Ohio Valley Allies, a community group, said in a statement that “even the most basic details” of the project are lacking. 

“Impacted communities deserve to be informed and have their voices included in the negotiation phase,” Hunkler said. “How can we take this process seriously when the DOE has yet to answer the questions presented to them by concerned citizens in our region?”

Announced last year, the hydrogen hubs were meant to kick start a low-carbon hydrogen network around the country. When used for energy, hydrogen emits no carbon dioxide. But making hydrogen from natural gas – the most common way it is manufactured – produces carbon dioxide emissions. ARCH2 developers have said they may use carbon capture technology to store those emissions and, in the process, create 21,000 jobs.

Green hydrogen: A climate change solution or fossil fuel bait and switch?

On the campus of a former DuPont facility in Newark, Delaware, a group of researchers are working to create what they say is key to solving the world’s climate crisis — an affordable way to make hydrogen using renewable energy.

“It’s not a question of technical feasibility. It is a question of figuring out what is the lowest cost to produce that hydrogen,” said Balsu Lakshmanan, chief technology officer for the start-up Versogen. “We are displacing bad hydrogen with good hydrogen.”

“Bad hydrogen”

The world is full of what he referred to as “bad hydrogen.” Nearly all the hydrogen used today is made with natural gas, in a process known as “steam methane reformation,” or through coal using gasification. And while hydrogen burns clean when used in fuel cell cars, trucks and buses — emitting only water vapor — climate warming gasses like carbon dioxide are released during hydrogen production.

Ten million metric tons of hydrogen are produced in the U.S. every year. More than 1,600 miles of pipeline transports it — primarily in the Gulf Coast.

The bulk of the hydrogen is not used to power vehicles but as part of oil refining, including those in the Philadelphia region. It’s also used to help feed us all — it’s used to make ammonia, a key ingredient in fertilizer.

Strategic Perspectives of the Green New Deal from Below

The Green New Deal from Below represents a unique formation which therefore requires – and has developed — a unique strategy. It is not the same as an electoral campaign, a civil disobedience struggle, a neighborhood organization, a union recognition or contract campaign, an issue campaign, or other familiar forms of social action, though it may have similarities to all of them. It is necessary to recognize this uniqueness to avoid being caught up in familiar but inappropriate tactics.

If power were distributed equally in American society there might well be Green New Deals by now in a majority of American cities and states. But in reality, power is concentrated in the hands of a tiny minority – far smaller even than the notorious “1 percent.” Under normal circumstances the rest of the people have little influence over the basic decisions that determine our lives. The right to vote is precious, but it confers only limited influence over governments and even less over the corporations that shape economic decisions and in practice largely shape the policies of governments.

Yet ultimately the power of the powerful depends on the rest of us accepting and even enabling them. The withdrawal of our acquiescence and cooperation can render them powerless – as the old labor anthem goes, “Without our brain and muscle not a single wheel can turn.”

The problem of Green New Deal strategy is in essence how to organize and mobilize the potential power of the people. One way is to use the power that we have within existing institutional structures. But in a grossly unequal system, voting and other institutionalized forms of action are likely to have only limited impact. From its start, the Green New Deal has combined action within the political system with direct popular action in the streets – and, uninvited, in the halls of power.
