The Lucas Plan: how Greens and trade unionists can unite in common cause

Forty years ago workers at Lucas Aerospace created a detailed plan to transition out of the arms industry and into green, sustainable products and technologies, writes David King. it never happened, yet the Lucas Plan provides a blueprint for similar initiatives today to build a deep-rooted, broad-based movement for social, economic and ecological progress.

One problem that environmental campaigns against harmful industries such as nuclear power and weapons, fracking, arms, etc. often face is opposition from trade unions and local people concerned about the impact on jobs.

But as an inspiring initiative by workers themselves in the 1970s showed, it doesn't have to be that way. 2016 is the 40th anniversary of the Lucas Plan.

No, there's no connection to the eponymous Green MP! It was a plan by workers at the Lucas Aerospace arms company to convert the company's production to socially useful products. Amongst their ahead-of-their-time ideas were wind turbines, heat pumps, and hybrid car engines, which are now in widespread use.

At a conference in November trade unionists, environmentalists and peace activists are coming together to celebrate the anniversary and take forward more recent workers' plans like the Million Climate Jobs campaign. We hope the conference will give new impetus towards a 'people's transition' to sustainability with social justice.

Socially useful production

The Lucas Plan came about not as the result of activism from the peace movement, but as a positive response by the Lucas workers themselves, to save their jobs, in the face of recession and planned government defence spending cuts. In the early 1970s the workers at Lucas had organised themselves into a cross-union Combine Committee, which had already been extremely effective in fighting redundancies.

The Combine Committee worked on the plan throughout 1975, when it circulated questionnaires to the workforce requesting product suggestions which answered a social need and could be produced using the workforce's existing skills and technology. Emphasis was also to be put on the way the products were to be made, making sure that workers were not to be deskilled in the process of producing them.

150 product ideas were put forward by the workforce. From them, products were selected to fall into six categories: medical equipment, transport vehicles, improved braking systems, energy conservation, oceanics, and telechiric machines.

What if the workers were in control?

Back in the 1970s, with unemployment rising and British industry contracting, workers at the arms company Lucas Aerospace came up with a pioneering plan to retain jobs by proposing alternative, socially-useful applications of the company’s technology and their own skills. The ‘Lucas Plan’ remains one of the most radical and forward thinking attempts ever made by workers to take the steering wheel and directly drive the direction of change.

Forty years later, we are facing a convergence of crises: militarism and nuclear weapons, climate chaos and the destruction of jobs by new technologies and automation. These crises mean we have to start thinking about technology as political, as the Lucas Aerospace workers did, and reopen the debate about industrial conversion and economic democracy.

‘What so inspires me about the Lucas Plan is the democratic egalitarianism which runs through its every part – the work processes, the products and even the very technology they propose.’

This egalitarian ethic inspired Laurence Hall to make the Lucas Plan the focus of a recent national gathering of Young Quakers in Lancaster, up the line from the Trident nuclear submarine yards in Barrow. Eurig Scandrett from the Scottish Green Party made it the theme for Green Party trade unionists because ‘it is the most inspiring example of workers on the shop floor who get self-organised and demand to make what humanity needs.’

The fact that the plan was defeated has not diluted its capacity to inspire. For Eurig Scandrett, its defeat demonstrated that ‘it is the vested interests of the military-industrial machine which is the problem, and that workers liberating their collective brain is where the solution lies.’

The broad outline of the Lucas Aerospace workers’ story was familiar enough in the mid-1970s. Workers faced redundancies, got organised, resisted and insisted that their skills and machinery were not redundant. But here they went further. They drew together alternative ideas with those of supportive academics and, with the encouragement of Tony Benn (then industry secretary in the Labour government), produced their ‘Alternative Corporate Plan for Socially Useful Production’, illustrated with prototypes. Management refused to negotiate. The government, under pressure from the CBI and the City, made gestures of a willingness to talk, but would not move against management. The plan was never implemented, or even seriously considered, although commercial companies elsewhere picked up some of the ideas.

So what are the lessons we can draw from this past experience of ‘ordinary’ people organising and sharing their practical knowledge and skills to illustrate in the present the changes of which we dream? Some of the main ones are discussed below.

New gas drilling sparks fracking showdown in the UK

A showdown looms over fracking in the UK after a landmark ruling opened the door to the first drilling in five years.

Controversial shale gas projects at several sites in the north of England have received government support, sparking protests from communities, activists and workers.

Earlier this month, the UK government overruled a local council’s decision to block oil and gas company Cuadrilla Resources from test drilling in Lancashire.

Opponents of the controversial practice – whereby shale gas is extracted by pumping chemical-filled liquids deep underground using hydraulic fracturing, or “fracking” – said it could result in water contamination and a higher risk of workplace injuries and deaths from accidents and explosions.

Fracking across England was suspended in 2011 after Cuadrilla admitted its drilling activities at a site near Blackpool caused minor earthquakes. The moratorium was lifted in 2012, but since then many drilling applications have been rejected by local councillors or delayed by legal appeals. Moratoria remain in Scotland and Wales, while fracking is banned in Northern Ireland.

The decision by Communities Secretary Sajid Javid to overrule Lancashire council will allow Cuadrilla to drill the first horizontal wells in Britain, despite more than 18,000 objections from local people.

Echoing the former prime minister David Cameron, who said that the government was “going all out for shale”, Javid pledged: “We will take the big decisions that matter to the future of our country as we build an economy that works for everyone, not just the privileged few.”

Cuadrilla’s chief executive Francis Egan sent a strong message to other shale gas companies struggling to convince communities and local councils.

“No doubt other people will be putting forward planning applications and this does demonstrate that they can and should be approved,” Egan said.

A week after the UK’s Labour Party vowed to ban all fracking if it came to power, the Shadow Minister for Energy Barry Gardiner said the decision “bulldozed” community wishes and risked locking Britain into old-fashioned fossil fuel energy.

“Cuadrilla’s own figures on jobs show they would be very temporary, and their claims that fracking will lower British energy bills have been discredited,” Gardiner said in a press statement.

Thousands of community objections were also swept aside earlier this year in May when North Yorkshire council approved fracking near Ryedale by the UK firm Third Energy.

Ninety-seven per cent of the fracking company is owned by multinational banking giant Barclays and this week activists are organising a series of protests targeting the bank for its involvement in fracking.

Meanwhile, the multinational petrochemical giant Ineos is planning 30 new drilling projects in the next 12 months with five mooted before Christmas. Ineos has faced criticism for planning to dump fracking wastewater in the sea and banning morning tea breaks for workers at its Scottish plant.

With more fracking on the horizon – and further petitions, marches and legal appeals almost exhausted – environmental protestors across the UK are calling for an “escalation in direct action tactics”.

The Lucas plan and the politics of technology

This year is the fortieth anniversary of The Lucas Plan, the pioneering effort by workers at the Lucas Aerospace arms company to propose alternative socially useful applications of the company’s technology and workers’ skills, whilst retaining jobs. It was an inspiring model of industrial democracy and has played an important role in showing that traditional trade union concerns about jobs losses arising from closures in harmful industries such as arms, nuclear power, etc., can be met. The Plan was hugely influential in the 1980s peace movement, during the crisis at the end of the Cold War.

But although younger generations of leftists, environmentalists and peace activists may never have heard of it, the ideas of the Lucas Aerospace workers are crucially relevant for the challenges we face today, including climate change, militarism and automation/artificial intelligence. A conference in Birmingham in November will both celebrate the achievements of the Lucas workers and, we hope, reinvigorate movements for socially just solutions to those crises.

Plane Stupid stands in solidarity with #BlackLivesMatter's #ShutDown

[On the morning of Friday, August 5, 2016] #UKBlackLivesMatter carried out a series of actions across the UK following a call for a #ShutDown.

Their actions were highlighting that for Black and Brown people, every day is a crisis in a system based on White Supremacy. That racism can be felt in many different ways, from the extreme brutality inflicted by police and state violence, which has resulted in 1,562 people losing their lives in police custody in the last 20 years; to the abhorrent detention of people fleeing war-zones; to the subtle and insidious forms of racism such as Black people being up to 37 times more likely to be stopped and searched. #BlackLivesMatter call for a #ShutDown of racism, and only by taking disruptive direct action are their voices beginning to be heard. Business as usual is a crisis. Therefore, we must #ShutDown.

By no small coincidence, some of these actions affected two major UK airports: Heathrow and Birmingham. For us the links between our struggles are clear. Expanding aviation, which is driving climate chaos, is part of the same way of thinking that is driving racism in the UK. Politicians and businessmen want to expand aviation to make more money for them and their friends. Also, the majority of flights in the UK – over 70% -  are taken by a rich minority of the population – just 15%. Globally, just 5% of people have ever taken a flight. The rich minority benefit, whilst other people pay the cost. This can be through losing their homes and or suffering pollution which affects their health locally and globally. The rich want to profit at the cost of other peoples' lives and communities.

Climate change is already killing 300,000 people a year and this will only get worse. The effects of climate change aren't colour blind, as it is primarily Black, Brown and indigenous people in the Global South who feel the effects first and hardest. The UN estimates there will be 75 million climate refugees by 2030. We're already able to see the effects, for instance, in Syria. It is only because those in power don't consider these lives to matter that they can make such life destroying decisions. The rich in the Global North benefit whilst the Global South pays the price. This is Climate Colonialism. This is Environmental Racism.

Our movements have a lot to learn from one another and have so much in common. Fundamentally, systemic change is needed to bring an end to both racism and climate change. People of colour's struggles have much to teach us, historically and in the present day, about what it means to be affected by these issues and how to fight back. #BlackLivesMatter are bringing these issues to the fore, and showing the rest of us that direct action is necessary to bring about change. It's time to #ShutDown.

More Farmers, Better Food: A framework for British Agricultural Policy

The UK’s small-scale, ecological and family farms are at the heart of our rural culture and communities; they create employment, protect cherished landscapes and provide a huge amount of the food we eat. However, in the past, the UK’s farming strategies have undermined domestic production of healthy, affordable food and left many small farms unfairly disadvantaged in the market place.

The task of creating a post-Brexit ‘British Agricultural Policy’ that support producers, protects the environment and prioritizes access to healthy, nutritious food for all is a complex but essential one. It represents a great opportunity if the Government is ready to listen to the needs of all stakeholders and put in place a truly long-term plan for environmental, social and economic resilience.

In order to contribute to this debate, The Landworkers’ Alliance proposes 8 points that we believe must be integral to forthcoming policy. Over the next 6 months we will carry out an in-depth consultation among our members to draw up a more comprehensive policy proposal that addresses the needs of food producers in the UK. We will also work with other organizations to draw up a framework for a ‘Peoples’ Food Policy’ that can address the systemic inequalities and misguided policies currently afflicting the food and farming sectors.

The Green Jobs and Employment Policies in Transition Process to Green Economy: Evidence from British Labour Force Survey

Climate change and its effects on environment and economy have become one of the most debated issues academically and institutionally. In this respect, it is expected that transition to green economy will reverse or mitigate the negative effects of climate change on environment and general economy. However, specific analyses of effects of climate change on labour market are limited numbers in academic debates. In this context, this paper explores relationship between jobs in green industries and socio-economic circumstances to contribute to academic debates. For this purpose, British Labour Force Survey data set is analysed by using logistic regression modelling to examine the part of those who are employed by green industries. The research results suggest that a range of workplace characteristics, flexible work and work-status nominators have effect on jobs in green sectors. Also, the paper suggests that British green sectors offer good prospects for creation of better jobs.

Rebuilding Radical Unionism: An Organiser’s Notes

Britain is one of the wealthiest countries in the world. Still, a substantial minority of the workforce works for less than what it takes to get by. A much larger part of the workforce gets by in a haze of exhaustion, alienation and frustration, with little recourse. For the unemployed, disabled, ill or precariously employed, the sorrows of work are replaced or compounded by the malicious bureaucratic violence of the Department for Work and Pensions. For the retired, pensions are among the worst in the developed world and social care is a disgrace.

Chronic low expectations, low levels of worker solidarity and enfeebled official union structures – all the consequences of very deliberate legislative and executive action by successive governments – make it difficult to see a way out.

Still, a functional, scaleable, radical, rooted trade unionism capable of transcending bureaucratic hindrance and legal repression is a necessary starting point for a freer, more democratic, more equitable society.

With looming, sweeping automation threatening the movement’s last vestiges of strength in the industrial sectors – on the railways, and in some parts of distribution – the task of building this trade unionism is urgent.

Extensive automation achieved purely on the terms of capital will eradicate what’s left of the unionised working class, hastening the arrival of a purgatorial post-democracy. The absence of any industrial organisation with any means of obstructing the means of production and distribution in moments of conflict will lead to the total exclusion of the working class from civil society and political discourse. Protests and mobilisations are one thing – good unions secure and enforce the gains of the class in a permanent, scaleable way.

To unpack some of the obstacles to this work in the UK today, we need to approach this from the workplace and national level. We need to interrogate which demands, tactics and strategies could – just could – begin to rebuild the political and industrial power of workers and the economically excluded. And such interrogation is a matter of urgency: the Conservatives’ trade union bill – a bill that will make useful trade unionism close to impossible within the law – looks set to pass through parliament with little more than a whimper of labour movement opposition.

Floods, climate change and job cuts

In 2015 Britain has seen repeated flooding causing large-scale damage. Tens of thousands of people have had to evacuate their homes, suffered days without power and seen their homes and businesses destroyed as storms repeatedly hit the country. In the latest bout of flooding, thousands of people in Manchester, Leeds and York have been hit, sometimes with the worst floods ever, as rivers broke banks.

Trade unions that represent workers in the emergency services have repeatedly warned of the impacts of austerity measures on their ability to deal with flooding and other severe weather.

Unison, for instance, which represents workers at the Environment Agency, reported how cuts would reduce its ability to prevent and respond to flooding and tidal surges. In 2012/13 the grant was £124 million less than in 2009/10.

Staff numbers at the Agency have been reduced by around 1000. The November 2015 autumn statement pledged that the Agency would have its funding for flood defences “preserved”, but the rest of its budget would decrease by 15%. The government claims that it is protecting front line services that respond to emergencies and help prevent flooding, but cutting behind the scenes staff and resources hit the ability of workers to deal with crises, and the ability to make long term plans for future, worsening, weather.

The Fire Brigades Union (FBU) has also highlighted the way that cuts will affect its ability to respond to emergencies such as flooding. In response to the most recent floods the FBU said that “threats posed by such large scale floods are beyond the capacity of local services to cope. The impact of massive cuts to funding of the country’s fire and rescue service is being felt by all firefighters, including those who are aiding flood rescue.”

Simon Hickman, Manchester FBU Brigade Organiser, whose members were on the front line dealing with floods in Salford said, “We’re stretched to the limit with the lack of resources due to the cuts, and we’ve just been told that £15.8 million is to be cut locally. It is bad enough this time but it will be far worse next time. We had 56 fire engines available, the majority were committed to incidents. Yet we are told we may be cut down to as few as 30 at night time, which will remove any resilience in the future”.

Even Coastguard services have been cut back.

Prime Minister David Cameron has expressed sympathy with victims, and celebrated the work of the emergency workers. But his government’s policies have made the situation far worse. Back in 2011, the then Tory-Liberal coalition government announced an 8 percent cut (£540 million) in spending on flood defences. Government policies that favour the fossil fuel industry, such as fracking, will only increase emissions leading to further climate change and more frequent floods.

The government is well aware of the increased risks of flooding because of climate change.  Almost a decade ago, in 2006, Nicolas Stern wrote an extensive report into the economic impacts of climate change for the then Labour government which warned that “Infrastructure damage from flooding and storms is expected to increase substantially” unless there were flood management policies that could avoid this. In purely economic terms, Stern saw the situation as getting far worse as global warming increased, warning that

“The costs of flooding in Europe are likely to increase, unless flood management is strengthened in line with the rising risk. In the UK, annual flood losses could increase from around 0.1% of GDP today to 0.2 – 0.4% of GDP once global temperature increases reach 3 to 4°C.”

These floods are not “unprecedented” they are the new norm. Climate change means that we are going to see more frequent and more extreme flooding. In order to protect lives, homes and businesses we need to reverse the cuts to emergency services and the Environmental Agency and increase funding.

We also need investment that can reduce the impact of climate change. Writing in The Guardian, environmental campaigner George Monbiot has shown that planting trees can help the soil absorb water. Rather than cuts, we should be creating jobs that can save lives, protect property and reduce the impact of climate change.

But we also need to drastically reduce emissions of greenhouse gases that cause climate change. This is why the Campaign against Climate Change, with seven national trade unions, and the National Union of Students are calling for One Million Climate Jobs. The creation of such jobs, through investment in renewable energy, insulation schemes, public transport and energy reduction could reduce emissions from the UK by 86% in twenty years. The trade union movement recognises that climate change is no longer an abstract discussion, but a reality. Dealing with it can help create jobs and improve society.

In 2014 David Cameron told flooded communities in the South-West that “money was no object” in helping them recover from that year’s floods. In 2016 we must hold him to that statement and demand the sort of investment that can prevent future disasters.

Why we must oppose austerity and join the Manchester protest: a Green Perspective

We all know that austerity is a ‘social justice’ disaster. This morally reprehensible policy is forcing ordinary people – particularly the poorest and most vulnerable – to pay for the economic crash caused by the reckless speculating of unaccountable banks in deregulated financial markets. In its most extreme the cuts to disability benefits, the NHS and a vindictive regime of benefit sanctioning have led to thousands of deaths. Austerity kills.

On top of this, the economic justification for inflicting all this misery has been completely discredited with most economists agreeing that by shrinking the economy austerity has harmed growth, prolonged the effects of the recession (even the IMF is issuing proclamations against it) and utterly failed as an apparent strategy to reduce national debt. Austerity is revealed to be not an economic necessity but a repackaged conservative ideology to undermine the welfare state. The financial crash is being used as a smokescreen to implement the same brand of neoliberal policies (cuts to public spending, privatisation and de-regulation) that led to it in the first place.

All this is grounds enough for why austerity is wrong and why we must fight against it, and large protests like the 250,000-strong June 20th Demo in London and the ones in Manchester in October this year (co-organised by the TUC and The People’s Assembly Against Austerity, to coincide with the Tory Party Conference) are crucial in building this struggle against a great social injustice. Nonetheless, within these debates and protest movements we must be sure to argue that austerity is also a huge obstruction to the aims of environmental justice and directly threatens attempts to mitigate climate change.
