IWW Resolution Against DAPL and KXL

Resolution passed by the IWW General Executive Board - January 28, 2017

Whereas: Neither the Dakota Access Pipeline nor the Keystone XL Pipeline will provide anywhere near the number of permanent union jobs the promoters of these projects promise they will, and

Whereas: Far more permanent union jobs can be created at comparable wages by repairing existing pipeline infrastructure, such as water mains in Flint, Michigan, or repairing leaks in existing pipelines (which, if unfixed, release harmful amounts of methane, a known greenhouse gas that contributes to global warming); and

Whereas: Far more jobs currently exist in the growing renewable energy sector than in the declining fossil fuel sector; and

Whereas: Though these renewable energy jobs are currently, typically nonunion, unions if so determined, could easily develop a successful organizing program, using solidarity unionism, that could revitalize the currently struggling labor movement; and

Whereas: Neither pipeline project will deliver the promised "energy security" or "energy independence" promised by their promoters, including the Building Trades and AFL-CIO Union officials among them; and

Whereas: oil pipelines, such as the aforementioned pipelines tend to leak and create unnecessary risk to the surrounding environment both through methane gas leaks and crude oil spills; and

Whereas: such pipelines endanger the communities along their routes, including many indigenous communities whose tribal sovereignty has been often ignored or violated during the permitting process by agencies subject to regulatory capture by the capitalist interests that promote them; and

Whereas: the construction of these pipelines will contribute to the acceleration of already dangerous levels of currently existing greenhouse gas emissions which are contributing to the already dangerous levels of climate change, which could lead to a dead planet with no jobs of any kind; and

Whereas: many unions, including the IWW, have already publically stated opposition to one or both the Dakota Access Pipeline and Keystone XL Pipeline; and

Whereas: President Donald Trump's "executive orders" that ostensibly "clear a path" for the completion of the aforementioned pipelines  and mandate that they be constructed using US manufactured steel are contradictory in nature and are designed primarily to divide workers and environmentalists over the false dichotomy of "jobs versus the environment", which is utterly false as previously described;

Be it Resolved that: the IWW reaffirms its opposition to the construction of the Dakota Access Pipeline and officially declares its opposition to the construction of the Keystone XL Pipeline; and

Be it Further Resolved that: the IWW stands in solidarity with the First Nations, union members, environmental activists, and community members who oppose both; and

Be it Further Resolved that: the IWW urges rank and file members of the Building Trades, Teamsters, and other unions who have declared support for these pipelines to call upon their elected officials to reverse their support; and

Be it Finally Resolved that: the IWW demands that the promoters of these pipelines develop a "just transition" plan for the pipeline workers that would be affected by the cancellation of these pipeline projects.

Largest Healthcare Union in the Nation, 1199SEIU, Calls for Clean Energy Jobs Instead of Dirty Fuel Pipelines

“As union members, we know that the #1 priority for working Americans is good jobs and economic progress. That is one of the major reasons why we strongly oppose the construction of any dirty fuel pipelines, including Dakota Access and Keystone XL. Oil, coal and gas are relics of the old economy that create few permanent jobs while costing Americans billions of dollars related to health problems from pollution and clean-ups from spills.

“On the other hand, clean energy from solar, wind and wave power would create millions of good jobs without toxic pollution. We need massive public and private investment in clean energy manufacturing, construction, and innovation to rebuild the American middle class. Right now, other countries are taking leadership in the global clean energy market, building solar panels and wind turbines and installing them around the world in the absence of American initiative. America should be leading the global clean energy economy, but instead we are giving away billions to oil, coal and gas companies and American workers are being left behind.

“Not only are pipelines the wrong direction for American workers, they are disastrous for human health, which we know firsthand as healthcare workers. Time and time again, spills from pipelines have contaminated drinking water and land. The process of digging up, transporting, refining and burning dirty fuel is toxic and increases rates of sickness and death from asthma, cancer and other diseases.

“The Dakota Access Pipeline threatens the drinking water of Native Americans, and also defiles sacred cultural lands. After all that indigenous people have been through, the Standing Rock Sioux deserve respect for their land, water and religious values.

“Finally, wasting resources on pipelines and dirty fuel infrastructure worsens climate change, which poses a severe threat to American security and human civilization. Climate change increases the spread of dangerous diseases like Zika, Chikungunya and West Nile; causes droughts, floods, extinctions, fires and superstorms; creates civil unrest, food shortages, war and climate refugees; and has a disproportionate impact on the health and safety of working people and people of color.

“It is a proven fact, not an alternative fact, that burning dirty fuels is causing dangerous, runaway climate change. We must make the transition to a clean energy economy now in order to create millions of good jobs, rebuild the American middle class, and avert catastrophe. We call on people of good conscience throughout our country and our world to join thousands of healthcare workers at the March for Climate, Jobs & Justice in Washington, D.C. on April 29th. Together we can stand up for our vision of a new, just economy for working people with clean water, air and energy.”

“Refinery Town” points the way forward to protect communities and defend rights

Let’s just say there was a working class community – of various skin colors – which was dominated for a century by a giant corporation who ran the town with bought-and-paid-for politicians, and whose operations regularly poisoned the community, threatened the health and safety of its workforce, and periodically blew up, sending thousands to the hospital. How could they even begin to protect the health of their families and community, and exercise their democratic right to a local government that put the needs of the vast majority ahead of corporate profits?

The answer to that question can be found in a book that went on sale today: Refinery Town; Big Oil, Big Money, and the remaking of an American City by labor journalist Steve Early. The portrait of Richmond, California, a city of 110,000 people in the San Francisco Bay Area, and the decade-long political organizing and campaigns by the Richmond Progressive Alliance (RPA), contains many lessons that will be very useful to keep in mind as a new political regime takes power this week as well.

Richmond was a classic “company town” after Standard Oil of California (now Chevron) set up its oil refinery – then the third largest in the country – across the Bay from San Francisco in 1905. For several decades the oil company had a desk in City Hall to make it easy for the politicians its funding and support helped elect to be aware of Chevron’s opinion on city issues. Chevron’s oil tanker-sized political influence trailed in its wake conservative Black community leaders (Richmond was a majority African-American city and now is roughly one-third Black, one-third white and one-third Asian), as well as the unions representing firefighters and police, and the local building trades unions whose motto frequently has been “jobs at all costs.”

Starting at the dawn of the 21st century this began to change with the rise of RPA, initiated by political and labor movement veterans from back East who went on to make deep connections in Black, white and Asian neighborhoods in the city. Year-around activities, a lot of shoe leather, and patient, face-to-face campaigning resulted in electing and re-electing a Green Party mayor (Gayle McLaughlin), electing numerous City Councilors, defeating well-funded efforts to build a casino on coastal land, and hard-ball negotiations with Chevron for community benefits to accompany a major renovation of the 100-year-old refinery. In the November 2016 elections, the RPA succeeded in electing a majority in the seven-member City Council and passing the first rent-control law in California for more than two decades.

All of this was achieved over the opposition of Chevron – which outspent the RPA by as much as 20-to-1 in several election cycles in direct and indirect support of its favored candidates – and despite all the ups and downs of community organizing and the internal political/personality disputes that occur everywhere.

Labor under Trump part 3: death of the labor movement?

For years now commentators have predicted the collapse of the unions. This has not happened. There has been a long slow decline with areas of victories as well. Following the Trump victory speculation has been rampant and has led to various proclamations yet again of the death of labor. It is clear that Republican domination of all branches of government poses a real threat to the Democratic-party aligned unions, particularly public sector unions, and that we are entering a new era both for the working class and the vestiges of their historic organizations. Our third piece exploring the potentials for labor under trump comes from one of our editors S Nicholas Nappalos. He argues that while these dangers are real, they also come with new possibilities for a militant participatory workers movement. Moreover it is not apolitical unions that can address the weaknesses of the labor movement heading into a collision with this government, but an active politicized union movement marking its opposition to both capital and the state. 

Labor’s death under trump? the potential for a renewed workers movement in an era of dangers

It’s no secret that the labor movement of the United States is in serious danger. Every year union membership continues to shrink. This happens despite large scale organizing attempts by the minority of unions willing to do something about it. Having put all their eggs in the basket of the Democrats, AFL-CIO and Change To Win unions were handed a spectacular failure with the election of a Republican sweep of all branches of government. All this comes on the heels of a broad decay of living conditions amongst the working class in general, but disproportionately concentrated upon women, blacks, latinos, and indigenous communities in particular. The Democrats kept their loyalty to business interests at all costs and the unions largely didn’t flinch.

Today the vast majority of union members are public employees, and attacks on their ability to bargain and sustain union membership are all but certain by the incoming Congress. If something significant doesn’t change we can anticipate nation-wide union membership in the single digits, whole regions virtually union free in some areas (many states in the South presently sit at less than 3-5% unionization rates), and a calling of the question on the labor movement’s ability to defend the workers. 2016 is set to close with ominous tones as the second largest union in the US, SEIU, plans to cut their budget by 30% as revealed in a leaked internal memo with clear implications for organizing in the coming days.[1]

Momentive strikers bring their message to NYC

BUSLOADS OF striking workers from Momentive Performance Materials in Waterford, New York, arrived in New York City on January 13 to rally outside the offices of Apollo Global Management, the billionaire hedge fund that owns a majority of the company.

Workers hand-delivered a petition with 4,000 signatures from their community demanding Apollo negotiate a fair contract immediately.

The 700 workers at Momentive, members of IUE-CWA Local 81359, have been on strike since November 2, when the company tried to impose steep cuts in pay and medical and retirement benefits. Some 86 percent of the workers rejected the company's offer. Two days into the strike, management tried to offer a similar deal, which was rejected again by a similarly lopsided vote of 476 to 190.

Mike Harrington was one of the strikers who took the trip to Manhattan. "I went Friday to hopefully get the attention of the executives at Apollo, so they can see the faces of the people that their decisions affect," Harrington said. "I have also been overwhelmed by the support of others standing with us. So standing united with them was great."

The approximately 60 Momentive strikers who made the trip were joined by hundreds of people protesting in solidarity. Among them were local trade unionists--many of them from CWA District One--individual activists, and socialist organizations such as the International Socialist Organization and Democratic Socialists of America.

When a nearby rally for health care justice called by National Nurses United converged with the strikers, the protest nearly doubled in size.

Union leaders led chants such as "What's disgusting? Union busting," while strikers held signs calling out Apollo CEO Leon Black, who is worth an estimated $5.1 billion and is ranked 45th on the Forbes list of the 400 richest Americans.

There is also a notable political dynamic to the strike. The Blackstone Group, another New York City-based hedge fund, holds a 7-percent ownership stake in Momentive. Blackstone, one of the largest hedge funds in the world, holding assets valued at over $300 billion, is run by Steve Schwarzman, President-elect Donald Trump's hand-picked chairman of a new council of strategic advisers that will aid the president on jobs, growth and productivity.

The Momentive strike should undoubtedly be seen in the context of an impending attack on unions and working-class living standards that will most certainly be the policy of a Trump administration. Schwarzman himself has stated that the Trump White House will likely pursue corporate tax cuts and further deregulation of industry.

Utopia: Work less play more

According to the latest YouGov poll, more than one in four of us work longer hours than we want to. The UK tops the European long hours league, and research published by the TUC in 2015 revealed that the number of people working over 48 hours a week had increased by 15 per cent since 2010. In a culture of overwork (and, in an increasing number of cases, underpay) most of us feel that we have no choice but to work longer and longer hours.

But across the world a growing number of people, organisations and even countries are bucking this trend and recognising the value of a shorter working week.

In Sweden, employers across the country are moving to a six-hour working day to improve productivity and staff wellbeing. Toyota centres in Gothenberg, Sweden’s second-largest city, made the switch 13 years ago, and the company has since reported higher productivity, with mechanics producing, in 30 hours of work, more than double what they used to produce in 40 hours.

A nursing home in the same city has switched from an eight to six-hour work day – with nurses retaining the same wage – in a bid to tackle levels of depression and exhaustion among care staff. The trial is proving a success. Nurses working shorter days take half as much sick leave, there have been marked improvements in both staff wellbeing and the quality of care provided, and staff turnover has fallen.

The shift towards shorter, more flexible working arrangements is not confined to Sweden. An increasing number of start-ups, from Merseyside to Utah, have been trialling shorter working arrangements with great success. Earlier this year, staff at the Glasgow-based firm Pursuit Marketing moved to a four-day week for the same pay. Since the shift the firm has seen a 30 per cent increase in productivity and a dramatic fall in sickness absence.

Clearly, a shorter working week would drastically improve our quality of life, both within and outside the workplace (before we even begin to count the environmental benefits of working less). So how can we make it happen?

The move to shortening the work week would need to be gradual, with a minimal impact on pay. New entrants to the labour market could start on a 30-hour week, while workers over 50 could take a one hour cut in their working week each year, reaching a 30-hour-week at 60 and 20-hour-week at 70. At annual pay negotiations, workers could be offered the opportunity to trade a bit of time for a smaller pay rise.

To enable everyone to work fewer hours, particularly those stuck working long hours because of inadequate pay, a shorter working week must go hand in hand with a higher minimum wage, more generous child benefit and a more secure ‘social income’ in terms of high-quality services that are collectively funded and provided.

A world with a standard working week of 30 hours or less would be one in which we all have more time – to care for one another, to be active members of our communities and to participate in democracy. With more time, we could lead more sustainable lives, cooking and growing our own food and moving away from the carbon-intensive, fast-paced lifestyles that are today’s norm. With a decrease in overwork, caring responsibilities could be more evenly divided between genders, challenging gender norms and leading to more equal workplaces and a shrinking pay gap.

Across the world, people are showing us that a shorter working week is not just a utopian dream, but a real, practical possibility for a better life, one in which we are less stressed, less anxious and have more control over our lives.

Unionists were among the hundreds of thousands of Canadians who joined in the Sister Marches for the Women’s March in Washington on January 21, 2017 . The Canadian Labour Congress statement of “Why we March” is here . Unifor’s President Jerry Dias endorsed the March and called for a “united mobilization effort” against the Trump agenda. The March was an undeniable success, and the Washington organizers, quoted in a Globe and Mail report, recognized: “This is more than a single day of action, this is the beginning of a movement – to protect, defend and advance human rights, even in the face of adversity. ”

Jeremy Brecher of Labor Network for Sustainability tackles this issue for U.S. labour unions in “How Labor and Climate united can trump Trump” . After cataloguing some of the worst threats under a Trump administration , he calls for “an alliance of unions and allies willing to fight the whole Trump agenda” and states: “Such a “big tent” needs to include unions that are not part of the AFL-CIO, such as SEIU, Teamsters, and National Education Association. Some unions may choose not to join because they are unwilling to take a forthright stand against the Trump agenda; it would be both absurd and catastrophic for that to prevent the rest of the labor movement and its allies from taking on a fight that is about the very right of unions to exist.”

The United Resistance, led by the NAACP, Greenpeace USA, and the Service Employees International Union, is chief among these new alliances, pledging to “stand together” on the issues of civil rights, immigrants, women’s reproductive rights, social equality, action on climate change, public health and safety, public dissent, and access to information. Their inspirational video is here , as well as a list of the alliance members. The AFL-CIO is not listed as a member of the United Resistance, though their recent blogs oppose Trump’s nominees, and they promoted the Women’s March. In a second article , SOCIAL SELF-DEFENSE: Protecting People and Planet against Trump and Trumpism , Jeremy Brecher borrows a term from the Solidarity movement in Poland 40 years ago, and takes a larger, more global focus. He writes that “Social Self Defense includes the protection of the human rights of all people; protection of the conditions of our earth and its climate that make our life possible; the constitutional principle that government must be accountable to law; and global cooperation to provide a secure future for people.” “Social Self-Defense is not an organization – it is a set of practices to be engaged in by myriad organizations, hopefully in close coordination with each other.” Although the article highlights a number of examples, such as the growing Sanctuary movement in the U.S., and case studies of alliances, including Vermont Labor Council Initiates Social Self-Defense , the overriding impact is to emphasize the scale of the task: “These actions appear to be on the way to being the greatest outpouring of civil resistance in American history.”

UPTE-CWA resolution demanding University of California Retirement Plan (UCRP) divest from Energy Transfer Partners and from Banking Institutions that fund the Dakota Access Pipeline

WHEREAS, The Standing Rock Sioux Tribe actively opposes the construction of the Dakota Access Pipeline (DAPL) by Energy Transfer Partners (ETP) on unceded treaty lands of the 1851 and 1868 Fort Laramie Treaties. The lands are the sites where the ancestors have been laid to rest and on which DAPL continues to desecrate; and

WHEREAS, The Standing Rock Sioux Tribe actively opposes the construction of the Dakota Access Pipeline (DAPL) along a route under Lake Oahe and across the Missouri River, the primary source of drinking water of the tribe. The pipeline is slated to carry up to 570,000 gallons of crude oil per day along its 1, 172 mile route and pipeline ruptures have become increasingly more common throughout the U.S. and a pipeline burst would not only endanger the Standing Rock Sioux reservation but it would also endanger the clean water downstream since the Missouri River is a major tributary to the Mississippi River which more than 17 million people depend on for both human consumption and irrigation; and

WHEREAS, The members of the Standing Rock Sioux tribe are fulfilling the responsibility conferred upon them by their ancestors to Protect the Sacred Lands and Water for future generations and invite people to stand with them and join them in peaceful prayerful non-violent direct actions and to actively DIVEST from Energy Transfer Partners and any financial institution that is providing financial support for this project; and

WHEREAS, the Sacred Stone camp, Rosebud, Oceti Sakowin camp (Seven Council Fires Camp) and now also the Oceti Oyate Camp (One Nation camp) have become major camps of non-violent resistance which brought together more than 300 Native American tribes throughout the U.S, Mexico, Central America, South America, the First Nation people of Norway, Australia and the Polynesians and thousands of people from around the world, to stand with Standing Rock and participate in prayerful non-violent direct action and among those that have participated in the activities in the camps are native and non-native members of organized labor as well as 4,000 U.S. military veterans; and

WHEREAS, the prayer ceremonies and non-violent direct actions carried out by the water protectors have been met with a brutal military response from DAPL security and Morton County Sheriff’s Department and to the arrests of more than 500 Water Protectors. The military response is unwarranted against unarmed civilians whom are exercising their rights under the U.S. Constitution. Lawsuits have been filed against Morton County and DAPL security for its disproportionate use of violence and its use of attack dogs and “non-lethal” weapons such as rubber bullets, LRADs, 5lb cans of far reaching mace, tear gas shot into crowds, water cannons sprayed in sub-freezing temperatures and concussion grenades in ways that have caused serious and permanent bodily injury; and

WHEREAS, solidarity with Standing Rock has been voiced by a growing number of labor bodies, including the Communications Workers of America; Academic Student-Employees-UAW Local 4123; Amalgamated Transit Union; American Federation of Teachers Local 2121-City College of San Francisco Faculty Union; American Postal Workers Union; Black Workers for Justice; Border Agricultural Workers; California Faculty Association; California Federation of Teachers, Climate Justice Task Force; Canadian Union of Postal Workers; Canadian Union of Public Employees; Coalition of Graduate Employee Unions; Chicago Graduate Employees Organization, IFT/AFT AFL-CIO Local 6297; City of Madison LIUNA local 236; GEO-UAW Local 2322; GEU-UAW Local 6950; GSOC-UAW Local 2110; GSU-UChicago, IFT/AFT Local 6300; Industrial Workers of the World; IWW Environmental Unionism Caucus; Labor Coalition for Community Action; Labor for Palestine; Labor for Standing Rock; National Nurses United; New York State Nurses Association; National Writers Union/UAW Local 1981; Rutgers AAUP-AFT; SEIU 503 OPEU; Service Employees International Union; TAA-Graduate Worker Union of UW-Madison; United Electrical Workers; and University of California Student-Workers Union-UAW Local 2865; and

WHEREAS, union members, including UPTE members have shown support for the Standing Rock Sioux Tribe and the water protectors by donating money and supplies to the Sacred Stone, Rosebud, Oceti Sakowin (Council of the Seven Fires) and Oceti Oyate (One Nation) camps as well as by going to the camps individually and in delegations such as Labor for Standing Rock and providing donated labor to assist the camps in its preparations for the extremely cold North Dakota winter weather conditions and staying there to provide continued support; and

WHEREAS, University of California has committed itself to Global Sustainability goals and supports the goals of the Paris Climate Agreement yet its financial investments in the University of California Retirement Plan (UCRP Holdings) include more than $3 million dollars in Energy Transfer Partners (ETP), the main corporation behind the Dakota Access Pipeline (DAPL), as well as hundreds of millions of dollars of shares in many of the banks that are financing the Dakota Access Pipeline, which contradicts the stated goals of the Paris Climate Agreement since the continued extraction of fossil fuels will undoubtedly put the planet at risk of surpassing the 2 degree mark; and

WHEREAS, the Solutions Project, known previously as the Wind, Water and Sun study by Stanford University provides an evidence-based approach towards reaching our sustainability goals and a renewable energy future by investment in clean energy jobs and would steer us away from the destruction of our planet and lead us towards a Just Transition away from a fossil fuel economy; and

WHEREAS, millions of people are realizing that the false dichotomy of jobs vs environment no longer is sustainable and are opposed to the violation of Treaty Rights as well as violations of Human and Civil Rights perpetrated against the Water Protectors and are actively withdrawing their personal and business accounts from the banks that are funding DAPL as well as for calling for the divestment of ETP shares from their CALPERS and CALSTRS;

BE IT RESOLVED THAT: University Technical and Professional Employees-CWA calls upon the federal government to immediately end construction of and remove the Dakota Access Pipeline, and

be it further RESOLVED, that UPTE calls for an immediate end to state violence against the water protectors at Standing Rock and dismissal of all charges against Water Protectors, and

be it further RESOLVED, that this union urges the entire labor movement to actively promote just transition to a sustainable alternative energy economy that respects indigenous rights, the environment, and the rights of all workers to safe, well-paying union jobs, and

be it further RESOLVED, that this union will seek divestment of all union, benefit and Retirement funds from Energy Transfer Partners, Citibank, Wells Fargo Bank and other DAPL funders and will seek to invest in a future that will reduce our carbon emissions and help create a just, sustainable and prosperous future for all.

RMT union puts anarchist in charge of London

Freedom has received the following, written by an anonymous railway worker with the RMT union

At the beginning of this year the RMT elected Andy Littlechild (pictured right), a longstanding anarchist and member of the Solidarity Federation (Solfed), to the RMT union’s National Executive Council as its London transport representative.

The role, which lasts for three years, takes responsibility for the entire battlezone of London Underground including trains, stations, engineers, all ancillary staff and contracted companies, along with Transport for London, Docklands Light Railway, Black Cabs and even Boris Bikes.

Andy, who’s worked for many years as a Tube track worker and union rep, stood unopposed for the position and was duly elected after receiving nominations from every RMT branch in the constituency. His unopposed win was generally linked to Andy’s perceived militancy and non-sectarian approach to organising, which endeared him to RMT’s London activist base and gave him a clear run.

Being elected in this way is not without its downside as it meant there was no election involving the members; and is equally controversial given a general trend of anarchist disdain for full-time union positions, not least within SolFed itself, which bars full-time union officers from membership.

Ed’s note: SolFed, and other anarchist groups, see trade union bureaucracy as taking agency out of the hands of workers and transferring it to people who are not at the site of, or affected by, the struggle taking place. The full-timer’s wages and community ties are linked to a national-level body removed from direct struggle, and their role is therefore based on what’s best for the institution, rather than the workers.

Whether Andy’s decision to engage with the RMT’s executive will be productive or not is yet to be seen. The test will be in how and whether he manages to preserve his class-based anarchist politics in practice against the relentless industrial and political warfare in London, especially on the Tube where he has walked straight into the bitter, escalating dispute and strike activity around staffing stations, as well as several smaller skirmishes which are developing there as I write — and how Andy preserves his politics likewise in his dealings within the hierarchy of the RMT.

One thing we can say is only the RMT would put a known anarchist in charge of London.

Edit: There is one other union which has elected an openly anarchist member to a major position in recent times — Donnacha DeLong was president of the National Union of Journalists from 2011-12 and still sits on its NEC.
