100% renewables: ‘wishful thinking’ or an imperative goal?

In this essay, I was provoked to respond to Stan Cox’s widely-shared article “100 Percent Wishful Thinking: The Green-Energy Cornucopia”, in which he argues that a transition to 100% renewable energy is neither technically feasible, nor desirable.

It is my contention, in contrast, that a 100 percent global renewable energy transition is, indeed, technically possible in a short time frame (20 to 30 years) with a capacity to supply the same level or even more energy to civilization, than the present infrastructure dominated by fossil fuels.

However, this outcome is unlikely in our present economic context:

Insight 1: This renewable energy transition is not likely to bear fruition within the constraints of market capitalism as we know it. Further, a process forward for global demilitarization is a necessary condition to prevent climate catastrophe with its requirement of near future decarbonization of energy supplies.

Axiom 1: Not only is the Pentagon is the world’s single, biggest insitutional consumer of fossil fuels, but global military expenditures now approach $2 trillion per year.

Cox denies the feasibility of a 100% renewable energy transition, basing his views on very problematic critiques focusing largely on the technical aspects of the Jacobson group studies. Those studies led by Mark Jacobson of Stanford University recently provoked controversy when their work received peer-reviewed criticisms from a scientific paper published in the Proceedings of the National Academy of Sciences — the same esteemed forum which published Jacobson’s original work.

I agree with Cox in his skepticism with regard to the achievability of a robust global 100% renewable transition unfolding in the next few decades — but only if fossil capital and its military protectors continue to have a powerful role in determining climate and energy policy especially in the U.S.

The Military Industrial (Fossil Fuel Nuclear State Terror and Surveillance) Complex (“MIC” for short) is the main obstacle to making this rapid shift to 100% renewable energy possible. As I have long argued in my papers, and most recently in Schwartzman (2016), the MIC’s perpetual wars driven by a neo-imperial agenda, fuelling the vicious cycle of conflict between state terror and its non-state terrorist antagonists, is perhaps the most fundamental obstacle to constructive action on climate change.

Hence, a path towards the dissolution of the MIC is essential for the world to have any remaining chance to keep warming below the 1.5 degrees Celsius goal by 2100, coupled with bringing down the atmospheric carbon dioxide level below 350 ppm.

A Global Green New Deal is such a path (Schwartzman, 2011), as argued by Felix FitzRoy in his outstanding contribution to this symposium “How the renewable energy transition could usher in an economic revolution”.

Group calls for German offshore expansion

GERMANY: Trade unionists, regional energy and economic ministers and industry leaders have called for the country to increase its offshore capacity to at least 20GW by 2030.

In their ‘Cuxhaven Appeal 2.0’, the group further demands at least 30GW installed by 2035 — an increase on the government’s 2014 target of 15GW by 2030.

They also asked for more research and development funding, an improved grid system, better-maintained and expanded ports, and for a drive to boost competition in the sector.

These changes would help Germany boost economic development and help it meet its climate targets.

The group behind the Cuxhaven Appeal comprises ministers from Lower Saxony, Schleswig-Holstein, Mecklenburg-Vorpommern, Hamburg, and Bremen, the mayors of 12 cities and towns in northern Germany, the president of industry body Offshore-Windenergie, and IG Metallkuste's district manager Mainhard Geiken.

They had initially called for government action on offshore wind in 2013.

But the "considerable increase in the production capacity" of renewable energy sources — as evidenced by successful zero-subsidy bids for projects in Germany’s first competitive tender in April — necessitated "intensive efforts to expand the network", the coalition wrote.

As of 1 September 2017, Germany had 4.56GW offshore capacity installed with a further 16.61GW planned by 2030, according to Windpower Intelligence, the research and data division of Windpower Monthly.

If these projects in the pipeline are completed, Germany would have a total offshore capacity of 22.31GW, not including repowering or decommissioning.

This increased capacity would help boost economic development and help the country meet its targets of reducing its 1990 greenhouse gas emission levels by between 80% and 95% by mid-century — including a reduction of 55%-56% by 2030, the group wrote.

The industry currently supports around 20,000 jobs, according to the letter.

Trade unions in the UK engagement with climate change

Despite being faced with many immediate battles to fight, it is to the credit of many trade unions that they are also addressing the long term wellbeing of their members, and of future generations, by introducing policies to tackle climate change. A new report providing the first ever overview of the climate change policies of 17 major UK trade unions could help raise wider awareness of this important work.

The author, Catherine Hookes, is studying for a masters degree at Lund University, Sweden, and her research drew on a comprehensive web review of policies in these unions, going into more depth for many of the unions, interviewing key figures and activists. The research was facilitated by the Campaign against Climate Change.

For anyone within the trade union movement concerned about climate change (or for campaigners wishing to engage with trade unions on these issues) this report is of practical use in understanding the context, the diversity of different trade unions' approaches, and the progress that has been made in the campaign for a just transition to a low carbon economy.

While every attempt was made to ensure the report is comprehensive, and accurately reflects union positions, there are clearly controversies and different viewpoints over issues such as fracking and aviation. Trade unions with members in carbon intensive industries will always have a challenging task in addressing climate change, but their engagement in this issue is vital. And, of course, this is a rapidly changing field. It is very encouraging that since the report was written, Unison has voted to campaign for pension fund divestment. This is an important step in making local authority pension funds secure from the risk (both financial and moral) of fossil fuel investment.

Greece: Samothrace Against Construction of Wind Farms

In this post we touch on the imminent ecological destruction of the island of Samothrace, with the construction of two wind farms composed of thirty-nine giant aerogenerators. What follows is a related statement of initiative titled “Samothrace against the construction of the wind farm” by inhabitants of the island.

A few days ago we learned that in Samothrace, Anemómetra and Luludi (Flor), on the summit of the second highest mountain in the island after Saos, three and thirty-six wind turbines were installed respectively. That is, our island will become an industry of renewable energy sources.

The big investors Bóbolas and Kopeluzos, who act as mediators of the French and German energy colossi who have dozens of nuclear power stations in these countries, are trying to irreversibly destroy our mountain of archaic vegetation and unique beauty, taking advantage of laws approved in 2014 and 2015, tailored to their needs.

To make them understand the size of the catastrophe, we say that for the installation of the giant wind turbines of 90 meters, they will have to open paths of 30 or 40 meters wide up to the peaks. Once the paths are made, they will build the bases of the thirty-nine wind turbines. Each of them will weigh 1.3 tons of cement, that is, they will put 47 tons of cement on the mountain tops. This means the death of all the mountain forests, which are already suffering from excessive grazing for many years. The franked paths will pave the way for the illegal cutting of the trees from the mountain woods.

Also, due to the installation of these aerogenerators embedded in the body of the mountain, the aquifers will be affected, directly and irreversibly, since the precipitation water will not be able to penetrate the earth. This will disturb and change the microclimate of the island, and will have consequences for all its aquatic wealth. In addition, from the places where the wind turbines will be installed, a monstrous network of high-voltage electricity pillars will reach the coast, to the sea. These pillars are contaminants, radiating radioactivity, and will also constitute fires.

Lastly, the same story elsewhere in the territory of the Greek state, for example in Apopigad of Chania, Crete, has shown that the installation of wind turbines is the pretext for the creation of hybrid (complex) plants after conducting environmental studies At least suspect and of questionable reliability, in order to exploit the mountain’s aquatic resources, as these companies will aim to suck all the island’s energy resources.

And when we talk about hybrid plants, we mean wind plants, hydroelectric plants, motorized pump groups and drilling all over the mountain, in other words, a huge pool of water made to save the environment with another source of renewable energy. Green development, or the way to hell, is paved with good intentions.

It must be made absolutely clear that we are obviously in favor of wind and solar energy, and it does not leave us indifferent to the fact that Florina and Ptolemaida are being sacrificed for the sake of lignite-based energy production. The term, however, green development is by contradictory and deceptive antonomasia. Because development will be green. What they mean by this term, distorting reality and taking away its meaning, is the increasingly intensive exploitation of all the resources that have this place, disregarding the environmental consequences and local societies.

Neither will they offer jobs to the residents, since their teams are specialized and are generally from the country where the wind turbines were manufactured, namely France and Germany. Behind the beautiful words are hidden very profitable businesses, to the detriment of nature, whose purposes are the exploitation of raw materials and humans.

Reversing Inequality, Combatting Climate Change: A Climate Jobs Program for New York State

Economic inequality in New York is rising. Currently, the state has the second highest level of economic inequality in the country. Unequal job growth across the state and stagnant wages in several sectors are two of the main contributors to rising inequality. While the state overall has seen several years of employment growth, there are stronger employment gains in New York City than in other parts of the state still suffering from job losses and stagnant employment levels. Additionally, in many sectors, such as construction and manufacturing, wages are not increasing at the same pace as inflation, leaving many workers with paychecks that fail to cover basic household costs.

At the same time, New York is falling far short of its necessary greenhouse gas pollution reductions. To stop catastrophic climate change, global greenhouse gas emissions must be reduced at least 80 percent below 1990 levels by 2050, which would require four times the current annual emissions reduction rate. By 2050, New York State’s emissions must be only a fraction of what they are now to meet the United Nations’ Intergovernmental Panel on Climate Change’s targets set to prevent irreversible damage. We are far from that target. In the transportation sector, emissions are actually increasing and energy sector emissions may also be increasing given likely underestimation of methane emissions from natural gas.

New York State can take action now to protect New Yorkers from the worst effects of climate change, and do our part in reducing global emissions, while also fighting against growing economic inequality. Extreme weather, such as Hurricanes Irene and Sandy, is predicted to become more the norm, not the exception. These recent extreme weather events highlighted New York’s deep inequality: some could afford to leave the city or move into hotels when their residences flooded while others were left stranded.

Adopting a bold and aggressive plan to invest in climate-addressing infrastructure can be an important step towards simultaneously addressing the crises of inequality and climate change head on and position New York as a national leader in charting the path to a low-carbon, equitable economy. The recommendations presented below aim to create good, high-road jobs that provide familysustaining wages and benefits for communities across the state. These proposals could also result in meaningful emissions reductions and put New York on the path to building an equitable clean-energy economy that can work for all New Yorkers. The authors hope this report helps spark additional research and policy development on how to simultaneously reduce greenhouse gas emissions and reverse inequality by protecting workers and creating good, family-sustaining jobs in new lowcarbon sectors. Future research, in particular, could perform a detailed analysis of the cost of job creation strategies in low-carbon sectors, how to finance these strategies, and a cost-benefit analysis that includes the cost of potential job loss and reduced economic activity in high-carbon sectors.

Wind Powers "Green" Growth in Kenya, but for Whom?

Barely discernible among the surrounding rock-strewn ground, a meandering dirt track winds its way up a barren, windswept hill. In the arid heat, dotted amid the dry ocher soil, the rocks look baked from the sun. A few stubby trees and scrubby bushes bestrew a landscape with no obvious signs of habitation in this parched land of northern Kenya. But on top of the hill, sitting behind a low wall made of the abundant stones that litter the ground, we find six men. They have been living on the hill for eight years. Every two weeks, food and water is brought up by the consortium that pays them to keep watch on top of the hill, the Lake Turkana Wind Power Project (LTWP).

The incessant wind, gusting relentlessly across the plain, is the reason we're all here. Shimmering in the heat, Lake Turkana, the largest desert lake in the world, and a United Nations World Heritage Site due to its astonishing collection of hominid fossils dating back 2 million years, glistens in the far distance. The area surrounding the lake is a treasure chest for the study of human evolution, a place where Austrolophithecus anamensis, Homo habilis/rudolfensis, Paranthropus boisei, Homo erectus and Homo sapiens are all found in one location.

The lake itself, threatened by the construction of the $1.8 billion Gibe III mega-dam across the border in Ethiopia, is the breeding ground for Nile crocodile, a habitat for hippopotamuses and snakes, and an important site for several species of migrating birds. It's also home to thousands of nomadic herders and fishers from different tribes in a remote region with only a tenuous connection to the Kenyan state. All of that may well be about to change.

Ljukunye Lepasanti, the liaison officer between LTWP and the surrounding community, tells me he and 28 other workers have been living on top of the hill for the last eight years. "We are here to guard these towers that record wind speed," says Ljukunye, pointing to one of two tall metal towers on another hill, closer to Lake Turkana. Though the project had been stalled for several years due to a lack of foreign investment, eventually there will be a road built here, and 365 large wind turbines capable of generating a total of 310 megawatts to feed into the Kenyan grid for power to Nairobi. After eight years, does he still believe the wind farm will be built? "Yes, I think so, they are coming to survey the road soon." Ljukunye's faith seems justified, as final approval for a financing deal was hammered out at the end of 2014 and documents were signed to begin work in 2015.

Europe's energy transformation in the austerity trap

Our planetary limits demand a radical transition from the energy-intensive economic model based on the extraction of finite resources, which has been dominant since the first industrial revolution, to a model that is both sustainable and equitable.

Unfortunately however, energy transformation in Europe has, after a promising start, fallen hostage to austerity and to the main philosophy underpinning the crisis management policies in which overall competitiveness is reduced to the much narrower concept of cost-competitiveness. Regulatory uncertainty, design failures built into incentive systems, and unjust distribution of the costs, have also contributed to the reversal of progress in energy transformation currently observable across Europe.

In this book three country case studies highlight the different facets of these conflicts, while additional light is thrown on the situation by an account of the lack of progress in achieving energy efficiency.

By way of conclusion, a mapping of the main conflicts and obstacles to progress will be of help in formulating policy recommendations. Ambitious climate and energy policy targets should be regarded not as a burden on the economy but rather as investment targets able to pave the way to higher employment and sustainable growth. It is high time for this perception to be recognised and implemented in the context of Europe’s new Investment Plan, thereby enabling clean energy investment to come to form its central pillar. A shift in this direction will require an overhaul of the regulatory and incentive systems to ensure that the need for just burden-sharing is adequately taken into account.

Offshore Wind Energy and Potential Economic Impacts in Long Island

This study assesses the offshore wind energy and its potential economic impacts on Long Island. The study consists of four parts. It first reviews the literature on economic development benefits associated with wind energy development. We also assess the resource and market potentials of offshore wind based on four factors:

  • (a) prior estimates of offshore wind potential;
  • (b) federal leasing of submerged lands;
  • (c) state policies in support of offshore wind; and
  • (d) proposed offshore wind projects.

Existing research on the offshore wind supply chain is reviewed. These reviews are followed with an assessment of potential impacts on employment and economic activity in Long Island. This study employs JEDI model developed by National Renewable Energy Lab to determine the job creation and economic output associated with offshore wind development under two scenarios. This study reaches four major conclusions on the economic impacts of offshore wind energy on Long Island.

First, offshore wind energy can bring significant job and economic benefits to local economies. Previous studies provide varying estimates. Job creation associated with offshore wind development ranges from 7 to 42 jobs for each megawatt. It is reasonable, however, to conclude that offshore wind can generate about 20 jobs in a region with well-developed supply chain and approximately $3.3 million of new local economic development activity.

Second, states in the mid-Atlantic and northeast are rich in offshore wind resources, and have also established policies to support renewable energies, in certain cases including offshore wind.Our review of wind resources, siting and permitting restrictions, federal leasing, state policies, and market demand for offshore wind energy suggests that a Long Island-based offshore-wind industry can have a near-term addressable market of approximately 8,850 MW.

Third, the near-term local economic development opportunities are likely in foundations, blades and marine operations. Long Island is competitive in these areas because of its large, skilled labor base, experience in the aerospace industry and maritime industries.

This analysis finds that each offshore wind farm can produce hundreds of Long Island-based jobs and millions of dollars for the local economy. A single offshore wind farm (250 MW) built off Long Island coast can create 2,864 full-time equivalent (FTE) jobs on Long Island or about 11 per MW, as well as approximately $645 million in local economic output, under a scenario assuming that the first offshore wind projects will have to use more service providers and equipment manufacturers outside Long Island as the Long Island supply-chain is built out. Under another scenario that assume Long Island offshore wind industry can achieve a scale of supporting 2,500 MW, more than 58 thousand FTE jobs and approximately $12.9 billion in local economic output can be expected. Our analysis suggests that offshore wind constitutes a significant opportunity for job creation and economic development on Long Island.
