Utopia: Industrial Workers Taking the Wheel

Back in the 1970s, with unemployment rising and British industry contracting, workers at the arms company Lucas Aerospace came up with a pioneering plan to retain jobs by proposing alternative, socially-useful applications of the company’s technology and their own skills. The ‘Lucas Plan’ remains one of the most radical and forward thinking attempts ever made by workers to take the steering wheel and directly drive the direction of change.

Forty years later, we are facing a convergence of crises: militarism and nuclear weapons, climate chaos and the destruction of jobs by new technologies and automation. These crises mean we have to start thinking about technology as political, as the Lucas Aerospace workers did, and reopen the debate about industrial conversion and economic democracy.

‘What so inspires me about the Lucas Plan is the democratic egalitarianism which runs through its every part – the work processes, the products and even the very technology they propose.’

This egalitarian ethic inspired Laurence Hill to make the Lucas Plan the focus of this year’s annual gathering of Young Quakers in Lancaster, up the line from the Trident nuclear submarine yards in Barrow. Eurig Scandrett from the Scottish Green Party made it the theme for Green Party trade unionists because ‘it is the most inspiring example of workers on the shop floor who get self-organised and demand to make what humanity needs.’

The fact that the plan was defeated has not diluted its capacity to inspire. For Eurig Scandrett, its defeat demonstrated that ‘it is the vested interests of the military-industrial machine which is the problem, and that workers liberating their collective brain is where the solution lies.’

Still a new trade unionism in the making?

On 26th November 2016, a conference was held to celebrate The Lucas Plan, ‘a pioneering effort by workers at the arms company Lucas Aerospace to retain jobs by proposing alternative, socially useful applications of the company’s technology and their own skills. It remains one of the most radical and forward thinking attempts ever made by workers to take the steering wheel and directly drive the direction of change’.

The day began with a screening of Steve Sprung’s documentary The Plan, a work in progress which tells the story through interviews and archival footage of the Lucas Plan. Already the film cleverly and and emotionally conveys both the social and historical context within which the Lucas Plan was created, and its ongoing importance for today’s situation.

The 52-page summary of the Lucas Plan report show Harold Wilson, Labour Prime Minister from 1964 to 1970, ‘lubricated’ the ‘white heat of technological change’ in heavy industries, leading to the ‘burning up’ of thousands of jobs and to structural unemployment. In his plenary speech, Phil Asquith, a key member of the Lucas Aerospace Combine, described how the trade union movement at the time failed to offer effective resistance to the two major threats of structural unemployment and globalisation.

The Combine Committees were a direct response to the corporate mergers and rationalisations of the 1970s. These mergers and rationalisations were making it easier to overcome existing forms of workplace organisation, which were at that point still based on geographical and craft divisions. Mick Coomey recounted the situation at that time as one in which different unions all negotiated at different times, often undermining each other, all operating with their own immovable, often undemocratic, structures.

The Combine was an attempt to overcome these divisions by appealing to the common interest of workers within Lucas Aerospace. They ‘set up a series of advisory services’ including advice on pensions provisions and safety in the use of new equipment. The Combine also produced its own ‘four page illustrated newspaper’ which was distributed bimonthly to 13,000 manual and staff workers.

But the most significant achievement of the Combine was the creation of the Corporate Plan. Formulated after a meeting with the late Tony Benn, who suggested its creation, the ‘object of the Corporate Plan [was] twofold. Firstly to protect our members’ right to work by prioritising a range of alternative products on which they could become engaged in the event of further cutbacks in the aerospace industry. Secondly to ensure that among the alternative products proposed are a number which would be socially useful to the community at large’.

Creating a Socialism that Meets Needs

THERE IS A growing suspicion among many people involved in movements against war, for social justice, and for an ecologically sustainable society that capitalism can only create a world of war, injustice and environmental destruction. There is widespread and growing understanding that the current social order cannot continue without catastrophe occurring —yet we lack a vision of what might replace it.

Karl Marx wrote relatively little about what he saw as a viable post-capitalist society. What he did write, however, has considerable value (Hudis 2012). Since Marx wrote his Critique of the Gotha Programme (1938) in 1875, we have had 140 years of additional experience, including watching the transformation of both the Russian Revolution and social democracy into the opposite of what was hoped for.

In addition, capitalism has had an equal number of years both to develop new technologies and to bring humanity and other species to the brink of many environmental disasters including global warming, acidification and overfishing of the seas, widespread degradation of soil and water quality and the threats from nuclear waste, nuclear accidents and nuclear war.

This article proposes a vision in which socially validated needs form the basis of production and in which democratic bodies resolve conflicts over whether a need is socially validated or harmful. This contrasts with ”market socialist” visions in which production continues on a commodity basis.

A model based on socially-validated needs should also provide a framework for coping with the emerging environmental crisis, which requires creating social solidarity and forms of politically-coordinated decision making in a system that does not require perpetual growth.

A number of authors have attempted to produce such a vision, including Alperovitz (2013), Alpert (2000), Schweickart (in Ollman 1998) and Wolff (2012). All of them suggest one or another form of worker self-directed enterprises that compete with each other, and some form of socially-directed investment, as the core for a new society. Explicit or implicit in what they propose is that production continues to be on the basis of workers of various sorts being hired to produce tangible or intangible commodities in order to sell them.

These authors argue that their model is fundamentally different from commodity capitalism and its needs to destroy the environment, create social injustice and create conditions that lead to global warfare. I am not going to attempt to argue against this claim of theirs here. (But see Friedman 2008; Hudis 2012; and Ollman 1998 for further discussion.) Instead, I want to offer a different view of what kind of new world we might aim for.

This article addresses these questions from a socialist perspective. It discusses the kind of world we might produce and how we might do it when and if the world working class(1) (which is the vast majority of the population) is able to take control over the world away from capital and its states.(2)

Let me add a disclaimer here: This paper does not attempt to resolve the question of how the working class (or “the 95%”) might oust capitalism from power.(3) This would require a book, not an article. Instead, in this paper, to provoke discussion and debate as widely as possible, I focus on what kind of society we might produce. Such discussion is needed to help the various movements of workers, communities, and others who are currently fighting the consequences of capital’s power to devise a clearer picture of what we are for.

Climate Change and Eco-Socialism

Climate change is a fact of life in the twenty-first century. Our society’s dependence on fossil fuels to encourage more economic growth is directly contributing to the global warming crisis. Climate models accounting for changes in surface air temperatures, ocean currents, land masses, and polar ice cover have forecast extreme weather events occurring on a more regular basis.  Organizations such as the Pentagon, the UN, NASA, and 90% of the world’s scientists forecast the end of life on Earth as we know it in the decades ahead unless things are changed.

For the past several decades, scientists and government policy makers have modeled possible solutions to the problem based on stabilizing the amount of carbon dioxide in the air at 350 ppm, (parts per million) a level that is probably no longer feasible. If CO2 concentrations within the atmosphere continue to increase, the ability of the planet to sustain the environment will diminish. Possibly crashing the entire ecosystem. How did we arrive at such a dangerous precipice? And, can we do anything about it? Current debates are between market-based approaches of taxes on emissions or trading programs against stricter government regulation. What is left out of this discussion on the economic front is how to rapidly reduce emissions and improve carbon sequestering capabilities, both natural and technological. With the easiest path to 350 ppm by the year 2030 becoming an unrealistic expectation, where do we set the next target? And, how did climate science and our political and economic goals become so disconnected?

The use of carbon-dense fossil fuels helped to industrialize America as productivity exploded and the economy expanded. Two hundred years had passed since the transition from feudal labor relations to industrial labor relations created the Second Industrial Revolution. Rural communities were realigned with workers migrating to urban areas where they were forced to sell their labor for income. The emerging economy became one based on social relations and interactions that were held in place by commodities. Like the arguments between early economists during the transition between mercantilism and capitalism, questions about who was best equipped to responsibly manage surpluses from the economic boom remained. Because ‘capital’ needs to be free and allowed to work in a global economy, neoclassical economics became the preferred economic system in the United States by the end of the nineteenth century. The downside of this heightened productivity was that it was based on energy from fossil fuels and the risks associated with climate change were an unknown threat at the time.

Conceptualizing Cooperatives as a Challenge to Capitalist Thinking

As capitalism lurches from crisis to crisis, and a world beyond capitalism becomes a possibility contemplated by increasing numbers of people, finding a path forward becomes an ever more urgent task.

That path is likely to contain a multitude of possibilities and experiments, not all of which will prove viable. Psychological barriers will surely be a major inhibition to overcome; possibly the biggest roadblock given the still ubiquitous idea of “there is no alternative” that has survived despite growing despair at the mounting inequality and precarious futures offered by capitalism. In short, a viable alternative to the capitalist structure of enterprises and society is urgently necessary.

Cooperatives represent a “counter-narrative” to the idea, inculcated in us from our youngest ages, that a small group of bosses are naturally entitled to exert leadership and thus are the only people with the capabilities of running an enterprise, argues Peter Ranis in his latest book, Cooperatives Confront Capitalism: Challenging the Neoliberal Economy. Putting to use his considerable knowledge of Argentine and Cuban cooperatives, and combining that with a challenging argument about the possibilities of worker cooperatives in the center of world capitalism, the United States, Professor Ranis argues that the cooperative form can indeed posit a challenge to capitalist hegemony.

In his opening chapter, in answering his own question “Why worker cooperatives?,” in the context of working people building a Gramscian “counter-hegemony,” he writes:

“This requires a working class movement that moves beyond wages, hours and working conditions and into the realm of owning and maintaining production that leads to controlling local economies that demonstrate working-class capacity for impacting on societal economies and, by extension, politics and the concomitant public policy. Cooperatives would, indeed, be the key ingredient to a proletarian hegemonic outcome. … What worker cooperatives provide is a counter-narrative to the one that assumes that only owners and managers can provide leadership and function effectively in the world of production.” [pages 15-16]

It is indisputably true that counterposing living examples of working people’s successful self-management is a prerequisite to breaking down current capitalist cultural hegemony. But, in contrast to more traditional ideas that state ownership should be the alternative, Professor Ranis argues that it is the cooperative form, because workers there assume all management functions, that can build an alternative. His argument, however, is not pollyannaish by any means — cooperatives face serious challenges at the hands of capitalist governments not to mention the direct hostility of capitalists themselves.

Winter of Dissent

The Establishment is at war with itself. On one side you have two national security agencies, the CIA and NSA, who are claiming the Russian government used hackers to rig the outcome of the election in Trump’s favor. On the other you have the FBI who, ten days before the election, put their thumb on the scale in Trump’s favor. Tying them all together are claims FBI Director James Comey was in contact with Trump surrogate Rudy Giuliani, who has recently withdrawn from consideration for a Cabinet position, and NSA leaks alleging the Trump campaign was in contact with Russian government well before Election Day but that’s not all. The cherry on this fascist sundae is Senator Mitch McConnell’s von Papen-esque decision to halt any sort of bipartisan Congressional statement on the matter. His wife has since been nominated as Secretary of Transportation, a move that is most surely just a coincidence as is naming of Exxon CEO Rex Tillerson, who recently lost half a trillion dollars in potential oil drilling rights to anti-Russian sanctions, as Secretary of State. All around this chaos and corruption the pattern of racist, classist vote suppression operations and electoral fraud is coming into sharp, clear focus.

There’s been a mixed response to this news from radicals of all stripes. Many, quite understandably, are wary of all the agencies involved feeling none of these actors are credible or trustworthy. Others are busy processing the sudden lurch of political conditions from House of Cards to Game of Thrones. None of what is being said by the CIA, the FBI, or the NSA needs to be true for it to be clear as glass they are slugging it out. Never before in American history have agencies of the national security establishment so openly gone to war over any presidential election. By the standards of American history this is a constitutional crisis in a state already suffering from a serious crisis of legitimacy.

Localism in the Age of Trump

2016 will be remembered as the year Donald Trump—a wealthy, narcissistic political novice with a strong authoritarian bent—was elected president of the United States after campaigning against economic globalization. The events are fresh enough in many people’s minds that feelings are still raw and the implications are both unclear and, for many, terrifying. For those who have spent years, in some cases decades, denouncing globalization and seeking to build a localist alternative, this is surely a vexing and confusing moment.

When the World Trade Organization’s ministerial conference in 1999 erupted into “the Battle of Seattle,” demonstrators voiced arguments that might resonate with the average Trump voter. They asserted that, for the United States, globalization was resulting in the offshoring of manufacturing that would otherwise have occurred domestically; that while American consumers were gaining access to cheaper consumer products, the hourly wages of workers were stagnating or falling in real terms due to competition with foreign labor; and that the investor class was benefitting significantly while the wage class was losing ground. All of these points were more recently driven home, to great effect, by The Donald.

However, the localist critique of globalization went much further than anything Trump himself has articulated. Anti-globalization activists decried a “race to the bottom” in environmental protections with each new trade deal, as well as the global loss of thousands of indigenous languages and locally-adapted forms of architecture, art, agriculture, and music in favor of a uniform global commercial culture dominated by corporate advertising and centralized industrial production methods. Further, teach-ins organized by International Forum on Globalization (IFG) beginning in the 1990s; books by the movement’s intellectual leaders (John Cavanagh’s and Jerry Mander’s Alternatives to Economic Globalization; Kirkpatrick Sale’s Dwellers in the Land and Human Scale; Michael Shuman’s Small-Mart Revolution and The Local Economy Solution; Helena Norberg Hodge’s Ancient Futures); and thousands of on-the-ground locally rooted cooperative efforts scattered worldwide promoted a vision of a green, sustainable, equitable bioregionalism.

Throughout the last couple of decades, some on the political left argued against localism and for globalism. Returning to a politics and economics centered in the community, it was said, would undermine the grand liberal vision of a borderless world with protections for human rights and the environment. Liberal globalists argued that climate change can only be fought with international treaties. It is by becoming global citizens, they intoned, that we can overcome ancient prejudices and fulfill humanity’s evolutionary destiny. Localists responded that, in practice, economic globalization has nothing to do with moral elevation or with worker and environmental protections, but everything to do with maximizing short-term profit for the few at the expense of long-term sustainability for people and planet.

That philosophical dispute may continue, but the context has shifted dramatically: the commanding new fact-on-the-ground is that the American electorate has for now sided with the anti-globalist argument, and we face the imminent presidency of Donald Trump as a result. Should localists declare victory? As we’re about to see, the situation is complicated and holds some opportunities along with plenty of perils.

True, voters rejected a predatory trade system that, in Helena Norberg Hodges’s words, “put ordinary people in permanent competition with each other.” However, Trump is not a one-man government; nor does he stand at the head of an organization of people with a coherent critique of globalism and a well thought-out alternative program. His administration will reflect the ideas and ideals of hundreds of high-placed officials, and Trump’s key appointees so far consist of business leaders, Republican insiders, and former lobbyists. They also stand to be the wealthiest cabinet in the history of the U.S. government. Crucially, not even Donald Trump himself has a clear idea of how to actually implement his stated intention of bringing back jobs for American workers. His first stab at the task, persuading the Carrier company not to move its air conditioner manufacturing operations to Mexico (actually, fewer than half the jeopardized jobs were saved), entailed doling out huge tax breaks—a tactic that Bernie Sanders rightly points out will simply lead to other companies announcing outsourcing plans so they can win similar concessions.

Let’s be clear: Trump’s ascendancy probably represents not a victory for localism or even populism, but merely a co-optation of legitimate popular frustrations by a corporatist huckster who intends to lead his merry band of cronies and sycophants in looting what’s left of America’s natural and cultural resources. This would be the antithesis of green localism. Indeed, we may see an activist federal government attempt to trample local efforts to protect the environment, workers’ rights, or anything else that gets in the way of authoritarian corporatism. Congress may train its gun sights on local ordinances to ban fracking and GMOs, and on firearm regulations in states with the temerity to stand up to the NRA. Trump’s message appeals as much to tribalism as to anti-globalization sentiments—and only to members of certain tribes.

A blueprint for a party of an old type

A Blueprint for a New Party recently published in Jacobin Magazine is more of a strategy for campaigning for Democrats than a path to strengthening social movements.

These are desperate times. The victory of Donald Trump promises a rightward turn in US policy as well as an emboldened far-Right in the streets. Immigrants will be among the first attacked by Trump’s promise to expel them en masse, but they and others will also continue to see an increase in daily harassment, racist attacks and organized vigilante violence.

In response to these horrors, Jacobin Magazine, which enthusiastically promoted Bernie Sanders as a route to rebuilding the Left, has published an article by Seth Ackerman which provides what he calls “A Blueprint for a New Party.” Having put all their eggs in the Sanders basket for the past year, Jacobin and Ackerman now lay out the possible next steps for what the Sanders campaign supposedly promised all along–a newly formed independent third party to the left of the Democrats. Ackerman describes this, at the end of the article, as a Party of a New Type.

What Ackerman provides is a lengthy history and analysis of attempts to build third parties, in particular the US Labor Party, and challenges to attaining and keeping access to the ballot. What he does not provide is much a of a picture of how this Party of a New Type is going to be built, or by whom, or why anybody would want anything to do with it. It is not even clear what sort of politics it would have or what–if anything–it would do besides run candidates, although it may not even run candidates, apparently. How it would even build the membership and resources to eventually run candidates is left as an exercise for the reader, as they say in a graduate seminar.

Before we proceed, imagine for a moment that instead of the Left enthusing over Bernie Sanders for the past year they had focused on organizing among working people and oppressed people in defending themselves from the daily onslaught of capitalism. Imagine what a stronger position we would all be in now, as the newly empowered far-Right seeks to assault the lives and dignities of immigrants, women, African-Americans, the LGBTQ community, and others. Instead of talking abstractly about the possibilities of a New Party, we would be talking about how to stop deportations, racist attacks and sexual assaults. There are people around the US who have been doing just that, who do not call themselves Leftists or read socialist periodicals, who have been working on protecting their family members and neighbors from being deported or being beaten by the police.

Ackerman’s proposal seems less interested in these problems and instead focuses on the question of whether or not an electoral party should seek its own ballot line, to which he boldly answers: “Sometimes.”

On Direct Action With Trump Around

The day before police evicted the Frontline Encampment directly in the path of the Dakota Access Pipeline, Jesse Jackson appeared at the blockade on horseback. Celebrity appearances at the DAPL resistance always gave the sleepless days and nights of Native American ceremony, construction equipment lockdowns, and riot police deployments a surreal tinge. But as police violence escalated and the conflict land defenders had anticipated for months loomed, the appearance of the civil rights icon and 1980s presidential candidate riding toward the burning barricades on North Dakota State Highway 1806 pushed the confrontation into the territory of a dream.

Now Governor Jack Dalrymple has ordered the eviction of the main encampment where thousands are resisting the pipeline—which is being constructed behind a fortress of razor wire fencing, floodlights, and armored vehicles—and is refusing to plow roads into the camp, refusing emergency services, and preventing delivery of supplies to water protectors. Police violence has already cost one woman her arm and potentially another vision in an eye and sent an elder into cardiac arrest, but now the state is simply trying to kill people.

This waking nightmare trajectory—events which simultaneously suspend one’s sense of reality and fill one with overwhelming dread—is of course paralleled in the ascendancy of a delusional fascist reality television star to the office of President and his subsequent appointment of a cadre of comic book villains to cabinet positions. In these moments of almost unbelievable human crisis and global change, in addition to political theory and movement history, one might look for guidance on how to respond in fictional narratives. As a friend recently said, “We are living in dystopian science fiction, and we better start acting like it.”

The following are a few thoughts on how to live up to that mandate. They begin with those narrowest in scope, pertaining directly to addressing the climate crisis and systemic ecological collapse, then move to inherent connections between movements attempting to do this and others addressing incarceration and repression, and finally into thoughts on general strategies against Trump’s assault on human dignity. What they have in common—the motivation for citing science fiction as a useful road map forward—is that they assume a situation that is so terrible it does not seem real engenders possibilities for liberatory action which otherwise would not be possible.

The Great Deceleration

In 2015, a major study of 24 indicators of human activity and environmental decline titled ‘The Great Acceleration’ concluded that, “The last 60 years have without doubt seen the most profound transformation of the human relationship with the natural world in the history of humankind”.[1] We have all seen aspects of these trends, but to look at the study’s 24 graphs together is to apprehend, at a glance, the totality of the monstrous scale and speed of modern economic activity. According to lead author W. Steffen, “It is difficult to overestimate the scale and speed of change. In a single lifetime humanity has become a planetary-scale geological force.”[2]

Every indicator of intensity and scale of economic activity — from global trade and investment to water and fertilizer use, from pollution of every sort to destruction of environments and biodiversity — has shot up, precipitously, beginning around 1950. The graphs for every such trend point skyward still.

The Great Acceleration is manifest everywhere, including many areas not covered in the study. It is impossible to directly, humanly appreciate the ghastly scale of change. Only statistics can do that. For example:

  • Humans now extract and move more physical material than all natural processes combined. Global material extraction has grown by more than 90 percent over the past 30 years, reaching almost 70 billion tons today.[3]
  • In this century “global economic output expanded roughly 20-fold, resulting in a jump in demand for different resources of anywhere between 600 and 2,000 percent”.[4]
  • For more than 50 years, global production of plastic has continued to rise.[5] Today, around 300 million tons of plastic are produced globally each year. “About two thirds of this is for packaging; globally, this translates to 170 million tons of plastic largely created to be disposed of after one use.”[6]
  • The global sale of packaged foods has jumped more than 90 percent over the last decade, with 2012 sales topping $2.2 trillion.[7]
  • “In the last 50 years, a staggering 140 million hectares… has been taken over by four industrial crops: soya bean, oil palm, rapeseed and sugar cane. These crops don’t feed people. They are grown to feed the agro-industrial complex.”[8]

Not only are the scale and speed of materials extraction, production, consumption and waste ballooning, but so too the scale and pace of the movement of materials through global trade. For instance, trade volumes in physical terms have increased by a factor of 2.5 over the past 30 years. In 2009, 2.3 billion tons of raw materials and products were traded around the globe.[9] Maritime traffic on the world’s oceans has increased four-fold over the past 20 years, causing more water, air and noise pollution on the open seas.[10]
