The Environmental Crisis

The world is facing a very serious environmental crisis. Key environmental problems include air pollution, the destruction of the ozone layer, vast quantities of toxic waste, massive levels of soil erosion, the possible exhaustion of key natural resources such as oil and coal, and the extinction of plants and animals on a scale not seen since the death of the dinosaurs 60 million years ago. We think that this crisis is likely to have catastrophic effects in the future. Even today, the negative effects of the crisis are evident in the form of growing deserts, increased rates of cancer, and the loss of plant species which could hold out cures for diseases for diseases such as AIDS etc.

What caused the crisis?

We disagree with those environmentalists who blame the crisis on modern machine production. Many dangerous, environmentally destructive technologies and substances (for example, coal power stations, non-degradable plastics which do not rot in the ground) can be replaced with safer and sustainable industrial technologies (for example, solar technology, starch-based plastics). We think that modern forms of production have many potential advantages over small-scale craft production. Such as greatly increasing the number of essential products like bricks produced, and freeing people from unpleasant toil. We also disagree with the argument that says that workers and peasants cause the crisis by consuming “too many” resources. Most goods consumed in the world are consumed by the middle class and ruling class.

Instead, the real blame for the environmental crisis must be laid at the door of capitalism and the State. These structures create massive levels of inequality which are responsible for much ecological devastation. How? The accumulation of wealth and power in the hands of the few is associated with excessive and unjustifiable high levels of consumption by the ruling elite. The poverty caused by the system also creates environmental problems. For example, by forcing the poor to cut down trees for firewood, exhaust the tiny bits of farm land that they own in a desperate attempt to provide food, pollute rivers because they lack proper plumbing facilities etc.

Will EVs Create Budget Potholes for States?: Economic Development Megadeals for Electric Vehicle and Battery Factories

In a megadeal spending spree like no other in U.S. history, states and localities have awarded more than $13.8 billion in economic development subsidies to at least 51 electric vehicle (EV) and EV battery factories. Many more dollars have certainly been committed to 53 more projects where incentives are not yet disclosed. Most of these deals have been approved since 2018, and many in just 2021 and 2022.

EVs are a necessary and vital climate-change solution, but these lavish new subsidies effectively amount to states taking credit for good news that is already unfolding. Decades of federal and state pro-EV investments and policies are paying off and the market is rapidly moving. Big factory-specific subsidies are wasting public dollars at a moment when states are flush with pandemic relief grants that should be used broadly, to make economies more resilient against future stressors.

If the crisis continues to develop at its current rate, the ultimate result will be the extinction of human life on the planet.

We call for action to end the environmental crisis because of the threat it poses to humankind, and because we recognise that nature and the environment have value in their own terms. Although we hold human life above all other life on the planet, we do not think that humans have the right to destroy animals, plants and eco-systems that do not threaten our survival.

A Perspective on Sydney’s Green Ban Campaign, 1970-74

The background to the green-ban struggles is the story of the destruction of Australia's major cities in the 1960s and early 1970s, when vast amounts of money were poured into property development: giant glass and concrete buildings changed the face of our cities and valuable old buildings were razed in the process. The interests of home buyers and architectual heritage lost out against often purely speculative construction. At one stage, there was ten million square feet of vacant office space in Sydney's business district, while people looking for their first homes or flats could find nothing.

In 1971, the New South Wales branch of the Builders Labourers' Federation (BLF) decided this destruction should stop, even though they were the people employed to do it. The New South Wales branch was led by three men who soon became notorious. They were either loved or hated – Jack Mundey, Bob Pringle and Joe Owens. They argued that:

In a modern society, the workers' movement, in order to play a really meaningful role, must engage in all industrial, political, social and moral struggles affecting the working people as a whole…In this context, building workers are beginning to demand of governments, employers and architects that buildings which are required by the people should have priority over superfluous office buildings which benefit only the get-rich-quick developers, insurance companies and banks.

The union insisted priorities be reversed, that the construction of flats and houses was more important than piling up empty or under-used commercial office buildings. They claimed the right to intervene in the decision-making process and exert a degree of workers' control, determined as they were to use their labour in a socially useful manner. The campaign maintained that 'all work performed should be of a socially useful and of an ecologically benign nature'.

The movement got under way in 1971 when a group of women from the fashionable suburb of Hunter's Hill sought the help of the NSW BLF to save Kelly's Bush, the last remaining open space in that area, where A.V.Jennings wanted to build luxury houses. They had already been to the local council, the mayor, the local state member and the Premier, all to no avail. The union asked the Hunter's Hill women to call a public meeting at Hunter's Hill, to show that there was community support for the request for a union ban on the destruction of Kelly's Bush. Over 600 people attended the meeting, which formally requested a ban. This ban was called a green-ban, to distinguish it from a black-ban, a union action to protect the economic interests of its own members, in this case the union was going against the immediate economic interests of its members for the sake of a wider community and environmental interest.

Judi Bari was bombed by persons unknown just prior to the beginning of Redwood Summer 1990 and is currently. plaintiff to a case against the FBl for their lack of effort regarding her attempted assassination. This interview was conducted by Chris Carlson in April '92 at Judi's home in Mendocino County, California.

Chris Carlson: one of the things we like to talk about a lot is the question of identity. How many people, when you ask them "who are you?" will tell you about their jobs, or how many will tell you about something they really care about?

Judi Bari: Most people tell you their job, I think.

Chris Carlson: Yeah I guess most people assume you are expected to answer with what you do for a living. But I find that almost everybody that I talk to for a little longer actually has something else that they do. Whether they're an organizer, a musician, a wind surfer, they define their life with an outside activity. And that's really a healthy response to the work-all-day life. Why should you put your identity and your soul into this godawful miserable experience? It's already bad enough getting this measly shit money out of it.

Judi Bari: Well I guess I did when I was working because I proudly identified with the struggle. I had a bumper sticker that said "POW: Post office Worker." I proudly identified both with the job and the fact that we were resisting on that job. I think that's one of the ways for people to identify with the jobs even in a shitty society.

Chris Carlson: As a resistor?

Judi Bari: Yeah I never had a bumper sticker that said "Kiss me I'm a carpenter" but I did have one that said Post Office Worker...

Chris Carlson: Isn't there a spontaneous critique of capitalist "efficiency" in various forms of sabotage? Can you see thatleading to a broader vision of a world worth working for?

Judi Bari: I think that the machinery to a factory worker is just so alienating, that it's just a natural instinct to destroy it. It would take a lot more than destroying machinery here and there, it would take political organization, that's the problem. People are always gonna trash machinery though, no matter what. If you work on machinery like that, it's really a natural experience, this isn't a question of "are you an evil radical in your factory, and do you sabotage--" Any industrial job I've ever worked at, I imagine it's the same in the technocratic-industrial jobs, people spontaneously fuck things up. It's like the only rebellion you have. It's not organized resistance, it's just gut level rejection. Sometimes it's a way to get a break, like if you throw pieces of pallet into the conveyer belt, the thing will break and they'll have to come fix it end you can wait.

The Washington Bulk Mail Center is one of twenty-one centers in the United States. I worked there from 1976 to 1980. They spent lots of money and put together factories that just plain didn’t work. These computer nerds design factories and they’ve never seen one in their whole lives. They didn’t want to admit that it didn’t work. They set an efficiency rate for the factory but since the machinery didn’t work, they couldn’t achieve that rate. Instead of hiring more employees and admitting it was a failure, they forced us to work overtime. We worked at least sixty hours a week, and in December they would work us eighty-four. A major problem was that we worked all the time and started to go crazy.

Overtime was the main issue, but accidents and industrial injuries were two other ones. General harassment was a problem too—they gave a ten point preference to veterans, so everyone thinks they’re still in the army. The real army ass-kissers rise to supervisor. Since you don’t have to make a profit in the post office, it lacks the semblance of reason you get in capitalism. In the post office it didn’t matter how much money was wasted.

I unloaded and sometimes loaded trucks. It was supposedly all mechanized. We had these great big things called extended conveyor belts that went into the trucks. We froze our butts off in the winter and roasted in the summer.

Parcels and sacks were unloaded and sorted separately, but the machine was always jamming up. The best way to break up the jam was to throw some sacks on the parcel system because they were heavier and would push the jam through. This of course meant that they’d be landing on the parcels and squashing them to bits. That was a kind of sabotage that was actually endorsed by management because they wanted us to work faster.

There’s no back-up in the plant. If there’s a tangle somewhere, the whole line shuts down. When the non-zip chute backed up, everything we wanted to know the zip code of would shoot back up, and everything going to that place stopped. For every piece, you had to have a non-zip option, so if the non-zip chute closed down, the whole line closed down. We’d key everything in as non-zip, and the system would overload. All the red lights came on and everything went down. When New York was in a wildcat strike, we keyed everything to New York.

As we began to feel our collective power, people got more obvious and flippant. We started doing little things like sending things to the wrong places and deliberately shutting things down. But as we got to be more organized, one of the games we played when we were bored was to deliberately break the machinery and make a bet on how long it would take the mechanic to figure out what was working. We’d try to break it in the most bizarre manner. One of our favorite things to do was to turn off emergency stops to see how long the mechanic would take to figure out which one it was. We would take turns banging on the sides of the trucks while we were unloading them. The supervisors would get very upset and run back and forth trying to figure out who was doing it.

Workers, Corporations, and Redwood Summer: Whose Side Are We On?

When you’re sitting in front of a bulldozer or walking a picket line and an angry logger is screaming at you to “Get a Job!” and “Go Home!,” it’s easy to forget that timber workers are not our enemies. And when they see thousands of college students and other environmental activists from out of the area coming to the Northcoast threatening their livelihoods (as they see it), it’s easy for them to see us as the enemy too.

This is a tragic mistake, for workers and environmentalists are natural allies. Loggers and mill-workers are victimized by the giant timber companies. Since their whole way of life—their jobs, homes, families—depends on unsustainable forest practices, we must make the timber companies pay for the education, retraining and job placement needed to cushion the blow of conversion to ecologically health timber practices. It’s easy for us—since our future and our kids’ future does not depend on continued over-logging—to demand others to sacrifice for the good of the planet, but without concrete support to make change possible; they will not listen seriously.

Over the years, timber workers have been subject to some of the most dangerous working conditions in the country, as well as speedups, low pay, low/no benefits, and near-total company control over their lives. Fighting to better their conditions, Pacific Coast loggers and millworkers have a long history of militant unionism. The logging camps of California, Oregon, Washington and British Columbia were strongholds of the Industrial Workers of the World. Early timber unions, including the IWA (International Woodworkers of America) were radical unions, and often led bitter strikes which the corporations violently put down. From early on, the woodsworkers witnessed and protested the destruction of streams, hillsides and forests caused by company practices of maximizing profit at the expense of both the land and the workers. Indeed, the workers knew better than anyone what was going on in the woods, but lacked the power to stop it. In our capitalist “free market” economy, it is companies, not workers who control production.

From Cheerleader to Earth First!: Judi Bari

On a sweltering day last summer, a diminutive, energetic woman stood talking to a pair of reporters on the Ukiah Courthouse steps. The woman leaned at the reporters, leading with her chin—as they’d say in boxing—as she talked. The woman was Judi Bari, associated primarily with Earth First!, but in reality an American radical in the uniquely American tradition. When she’d left off her talk with the reporters and had disappeared into this area’s class warfare headquarters, the Courthouse, one reporter looked at the other to say. “You know, that woman can talk! She doesn’t even come up for air. Not a breath.”

Well, Judi is a serious person living in an area and in a time when real feeling is considered bad form or just kind of crazy, so Bari finds herself fighting on many fronts against many kinds of opposition, but this lady can fight so effectively, it’s hard to associate her with cheerleaderism. “I really didn’t grow up with any political feelings,” she says, describing a sedate, if mildly fearful, upbringing by a pair of genteel liberals intimidated by the McCarthy-ite fifties. “My parents taught me Wobbly songs as nursery rhymes but told me not to say where I’d learned them,” Bari remembers with a disbelieving snort. “One of the best things about them was my parents lectured me and my sister against racial and ethnic hatreds. Later, when I was in college and came home wearing a Chairman Mao badge they said to me, ‘We’ve got to have a talk with you.’ I mean, this was kill your parents time, remember. So they went on to warn me against tying the sixties student movement to a foreign power. I came away with a whole new respect for my parents. They knew much more than I thought they did. And they were right, of course. We need an American radical left, not one looking overseas for a model.”

For years before that breakthrough discussion with her parents, Judi Bari was distinctly not a political person. “I was head cheerleader at my high school, for god’s sake! Can you believe that?” Frankly, no, but boundless renewable energy of the Bari dynamo variety can carry one to the heights of some peculiar organizations.

Bari began life in a working-class area of a town near Baltimore. Her neighbors all worked in the area’s steel mills. Bari’s mother later radically enhanced the family fortunes when she went back to college, emerging with the first PhD awarded to a woman in mathematics by Johns Hopkins University. Bari pere is a diamond setter, “which is, where I get my perfectly steady hands from,” his second daughter, Judi, says. Daughter number one is a science writer for the New York Times while daughter three is described by sister Judi as “a perpetual student.” Apparently the third Bari remains in school past the age of goal-oriented scholars.

“I had no political consciousness when I left high school. My big thing was to get dates with football players. I thought I had to act dumb and be cute and sweet because I didn’t know there were other social options available to me. It never really fit my personality.” Bari recalls her first political stirrings during her last year in high school when a star athlete asked her out. He happened to be black. Bari was visited by a delegation of white athletes who informed her none of them would ever again grace her with their stimulating company if she dated the black kid. “I didn’t go out with him.” she says with what is clearly a painfully nagging memory of capitulation to intimidation. She doesn’t say so, but it may be one of the only times Bari has ever given in.

From the la la land of high school, Mendocino County’s premier radical went to the University of Maryland in pursuit, not of higher learning and the elusive keys to life but in quest of football players, the odd status symbols of millions of misdirected young American women. “We called Maryland U, 13th grade” Bari recalls. “It was the place Spiro Agnew was referring to in his famous ‘effete intellectual snobs swept into college on the wave of the ‘new socialism’ speech.” Bari doesn’t recall much intellectual activity of any kind, but as a 1967 freshman she was in the right place at the right time. “It was one of those crank em-out schools. Agnew had just been elected as a liberal alternative—if you can believe that—to another right-wing crank named Mahoney who’d run on a straight racist platform of keeping blacks confined to their neighborhoods.” Bari was soon disillusioned with football players. “They were gross: just a bunch of big, dumb assholes who treated women very badly and who thought treating women badly was funny.” In a world in flux, there remains one constant—the personal behavior of the college athlete.

Bari soon began to meet company of a more interesting and hopeful kind, “As soon as I got away from home, I quickly figured out I didn’t have to go to class. I was soon into sex, drugs, and rock and roll.” Which in those wild days included, in its more alert manifestations, side trips into radical politics. “My first demo was a trip with hundreds of other students to the college president’s house one night to demand his underwear. The politicos in the mob tried to get everybody to chant ‘Elkins [the college prexy] must go,’ but they were drowned out by calls for Mrs. Elkins to give up her drawers.” But students there and everywhere were getting restless and more serious, as many of them had to consider the distinct possibility they could be shipped off as foot soldiers in the expanding imperial adventure in Vietnam.

Bari was soon one of the more politically active students at U Maryland, recalling with obvious delight her own transformation from flower child naïf to street fighter. “When Nixon invaded Cambodia in ‘70 we had flat out political riots. We took over Route 1 for anti-war protests.” Route One is the main road into War Maker Central, or Washington, DC. “I have an old picture that was in the newspapers of me giving water and flowers to the cops. I cringe now when I look at it, because I got as tired of hippies as I did of jocks. I was getting more and more of a feminist consciousness because I always seemed to be with men who had no interest in women beyond sex. One day I was on acid with this guy and I remember thinking, ‘God, what am I doing? This guy is totally disgusting.’ My friends and I all seemed to be having similar feelings. I stopped going out with men for a year, both as a reaction to football players and the dumb hippie exploitation of women through so-called, free love.” Love is never free as the cowboy songs tell us, a fact of life many women seemed to learn from their hippie experience.

Our Lives Are at Stake: Workers Fight for Health and Safety (the Shell Strike of 1973)

On January 21st, OCAWIU President Bob Grospiron called over 4000 Shell OCAW members from 5 oil refineries and 3 chemical plants, out on strike. Then made a nationwide appeal to the public to boycott Shell Oil while the union continued its fight over the right to bargain health and safety issues.

The union was seeking:

  • 1) The establishment of a Joint Union-Management Health & Safety Committee
  • 2) Wanted the Union committee workers paid while performing official committee duties
  • 3) The right to call in independant Health & Safety inspectors
  • 4) Access to all Company information on both death and disease rates
  • 5) Annual Company medical examinations provided at Company expense

As a tactic for the 1973 strike, OCAW employed the first major "corporate campaign" in U.S. history. OCAW forged alliances with the scientific, academic, environmental and labor communities to fight Shell’s position that it would not bargain over health and safety. The union spent nearly half a million dollars to advertise a nationwide boycott of Shell and to educate the public about the need to protect the health of workers and the communities.

Even though 12 other major oil companies had already signed contracts that provided for the new joint union- management health and safety committees, they assisted Shell by buying their gasoline and blacklisting Shell's strikers. The oil industry's thinking was the new joint H&S committees would get in the way of production and profits.

Shell's corporate spokesman, J.H. Walter called the unions joint H&S committee 'another attempt at featherbedding since the workers could then decide how long they could safely work in the refineries and chemical plants.

Moreover, Shell stated that health & safety was none of the oil workers' business: "We are legally responsible for the health and safety of Shell employees in the workplace and this responsibility cannot be shared". The truth was the oil companies didn't want to give up control in this area.

From 1963-1969, Shell used caged canaries as 'safety devices' at their Houston chemical plant.(true story, no joke!) The canary's job was to detect the presence of carbon monoxide. If the canary died, it was time for the workers to leave. Shell went through a lot of canaries, OCAW was claiming by the time the canary died, the workers would already have been exposed.

The union was also seeking the right to inspect company records and financial reports of the pension funds Shell administered and to be able to grieve the company's arbitrary actions with regard to disability pensions. (The union suspected Shell's pension fund was under funded.) One Anacortes member who worked for Shell for 17 years, was certified by two doctors as being disabled, yet Shell wouldn't allow him disabled benefits even though he met the 15 year employment requirement. For the union, this was an item that needed to be addressed.

The International Representative assigned locally was Virgil Coragliotti, with Representative Tom Burkholder assisting on occasion. Don Yates was the Shell unit chairman and the committee members were Gil Nuessen, Wes Shull, F. D. Ferguson, Bob Melton Sr. Jerry Vrooman was the Local President and Jim Burgess was the financial secretary.

Picket pay was $25 a week. The 1-591 union brothers at General Chemical and Texaco assessed their monthly dues to help support the Shell members. Financial support was also received regularly from the Ferndale OCAW 1-590 local. Because Shell Oil’s daily production was unaffected and they didn’t lose any profits during the strike, the strikers received unemployment benefits under what was then known as the ‘dark plant rule’. Not surprising, Shell Oil later lobbied to get that section of the unemployment law changed.

About a week before the strike Snelsons’ had contracted with Shell to do maintenance work on a recently shutdown furnace. Their plan was to use the Boilermakers union, Local 104 out of Seattle. OCAW had gotten wind of it and a group of about 60 Shell brothers were on site waiting for the 14 building trades members when they attempted to cross the picket line, being led through by Bill Snelson. Several Shell picketers became so upset that they turned over both of Snelsons’ trucks and trailers. At the same time, someone smashed out Snelson's rear window. Out of fear, Snelson romped on the gas throwing John Garner, who was standing in front of him, onto the hood of his car. Garner was able to roll off as Snelson bolted on through. The Sheriff was immediately called.

Fred Nelson, Bob Melton and Charlie Pyburn were identified as the lead individuals involved and were fired. Later, after two days in court, Judge Deierlein had Melton and Pyburn jailed, then sharply criticized Shell management for not maintaining better communications with the union and local law enforcement officials in trying to prevent emotional blow-ups. Later Snelson took OCAW 1-591 to court and won $6700 for the damage done to his vehicles. Shell also fired Virgil Avey for breaking windsphrlds with his picket sign. While the other three were unable to get their jobs back, Fred Nelson was eventually rehired. Old time Union members refer to this incidence as the "Day of the Windstorm."

OCAW also had trouble with the Teamster's Union from Seattle. The same teamster leadership that was scabbing on the United Farm Workers, had ordered their drivers to disregard the picket line established by OCAW. And since there was an injunction limiting the number of pickets to two per gate, the union was unable to do much about the Teamsters pushing through with their trucks.

To keep in the health and safety issue in front of the public, OCAW had teams that traveled the northwest speaking to the news media and public about the need for work place safety. Shell later admitted the mobile speakers bureaus were very effective.

Finally, Shell, in the face of public pressure, bargained a compromised health and safety clause as well as meeting the union's demand allowing the pension fund to be reviewed and grieved if necessary. On June 1st the strike was officially ended.
