Bargaining Electric Power: Miners, Blackouts, and the Politics of Illumination in the United States, 1965-1979

This article examines how the perils conjured by blackouts in American cities after 1965 became interpreted as a key point of political and bargaining leverage for the nation’s coal miners. The anxieties provoked by these blackouts –sexual deviance, urban unrest, spoiled food, lost productivity, and Cold War incursions– pointed to a broader crisis of American political and social life driven by the massive social changes which had taken place since the end of the Second World War. As the United States entered the 1970s, a long-range energy crisis appeared not only to secure the future of the once-imperiled coal industry in the United States, but also allowed miners to recast their union as a bedrock of national security rather than as one of the main sources of the nation’s labor unrest.

Evoking the threat of coerced darkness in the modern American home which had been designed for bright illumination, they also pointed to the figurative darkness of the coal mining workscape, described by one miner as “beating the devil at a game of hell”: the constant threat of black lung, disablement, and death. A form of collective bargaining leverage thus opened up a broader debate: how, given the deadly work of coal extraction, could energy be produced in a democratic society that guaranteed the right to life, liberty, property, and, increasingly, light? Did “one man” have to “die every day” to keep the nation’s lights on? This paper argues that miners used the framework of lights and darknesses to contend that mines must be made safe and energy democratized in order to stabilize the energy regime in crisis. In so doing, they framed a new politics of illumination which allowed them to navigate a new terrain of collective action.

Syndicalism for the Twenty-First Century: From Unionism to Class-Struggle Militancy

The capitalism we grew up in has collapsed. Its democratic mask has become transparent and its social pretensions hollow. In times of crisis, capitalism resembles a wounded predator and attacks indiscriminately. Crises also open up new possibilities for workers’ resistance, but this needs organizations that can sustain it. The last decade has painfully shown that such organizations do not exist. Capitalism’s current crisis is far from over, though. There is still a chance.

We are both active in syndicalist organizations. One of us in the German Free Workers’ Union, FAU, the other in the Central Organization of Workers in Sweden, SAC. In this text, we raise the question of where the future of syndicalist organizations lies. Our proposal might seem ironic: in order to save syndicalism’s mass orientation, the focus on unionism needs to be overcome.

Since the election of Donald Trump as president of the United States, the Brexit referendum, and the rise of the extreme right in various European and Latin American countries, there have been plenty of discussions about the left having lost touch with the working class. Oddly enough, syndicalists are largely absent from this debate, although the syndicalist tradition would predestine them to be an important voice in it and offer practical experience. When leftist pundits discuss what is often referred to as a “new class politics,” they regularly evoke inherent aspects of the syndicalist tradition, from direct action and self-management to horizontalism and internationalism.

Yet, syndicalists must blame themselves for their absence. “Real syndicalism” has largely become cliquish, paranoid, and self-marginalizing. The rejection and hostility that we experience from mainstream unions goes a certain way to explain this but not all of it.

One reason for the state of the syndicalist movement is that syndicalists dogmatically adhere to a particular form of organization that, with very few exceptions, hasn’t proven successful in almost a hundred years: the syndicalist mass union. Let’s be honest: if syndicalist unions that have existed for several decades struggle to have four-digit membership numbers, they have failed as aspiring mass unions. The Spanish CGT, with close to 100.000 members, is the only syndicalist union that can claim mass support today – and it is often accused of “reformism,” or even “traitorism,” by other syndicalist unions.

Syndicalist unions aren’t benefiting from the current crisis of mainstream unions, which organize no more than ten percent of the global proletariat. This although neoliberalism has given rise to a new army of “unorganizable” workers (today often called the “precariat”) who filled the ranks of the syndicalist mass unions a century ago. In short, revolutionary syndicalism as we know it might be a thing of the past. In order for it to survive, it needs to be reinvented.

Minuscule unions cannot be the answer. Militant workers’ organizations, however, might be. A union with a thousand members can only have limited impact; a class-struggle organization with a thousand members can have a huge impact if they are committed militants and organizers.

The dogmatic syndicalist attachment to the mass union is based on a false interpretation of history. Syndicalism’s ultimate goal was not to establish mass unions. Syndicalism’s ultimate goal was to establish a classless society, or, as many a syndicalist preamble declares, “libertarian socialism.” A hundred years ago, building mass unions appeared to be a viable means to reach this goal. Today, it does not. This doesn’t discredit the syndicalist idea of strengthening worker’s self-organization and solidarity in order to fight capital and the state. It only means that syndicalism has to express itself in other forms.

Progressives in the Streets, Union-busters in the Sheets

In the past few weeks, we’ve seen multiple headlines about social justice advocacy groups and other progressive nonprofits resisting their workers’ attempts to organize. The tactics range from hiring anti-union law firms and holding “captive audience” staff meetings challenging the need for a union, to ruthless responses like mass layoffs.

Basically, we’re witnessing the same anti-union playbook that we’re used to in the corporate or for-profit sector, applied within organizations that claim to have a mandate to actively fight for good. These organizations will even tout their support for unions and partnerships with them, and yet having one in-house, representing their own workers, is apparently intolerable.

We’ve said before on this site that a boss is a boss is a boss. Managers want to control wages and workflow, and any pushback against that will unleash a power struggle. But it’s worth digging into the particular form this takes at nonprofits: why workers at these ostensibly progressive institutions feel the need to organize, and why they face so much resistance.

This isn’t just about calling out the hypocrisy of so-called progressives. It’s about preparing nonprofit sector workers, who are often young and idealistic and inexperienced at asserting their rights, for what they might face from these employers, and inoculating them against the bosses’ attempts to convince them they don’t need or deserve a union.

Workers go to work for these organizations thinking they can do good, and assuming they will be treated well by employers committed to social justice. But it turns out that good treatment for workers is not a matter of philosophical commitment to progressive political values, but a matter of how power is distributed in the workplace.

Take the Plant, Save the Planet (article)

It is a tragic irony that General Motors (GM) chose its hundredth anniversary in Oshawa to announce the December 2019 closure of its Oshawa assembly plant. This means the loss of over 15,000 jobs in Ontario: 2,200 GM assembly jobs, 300 salaried positions, 500 temporary contract positions, 1,000 inside and 1,000 outside supplier jobs, and a related 10,400 multiplier jobs. The closure of Oshawa’s assembly plant is estimated to decrease Ontario’s GDP by $4-billion per year until 2030, also reducing federal and provincial revenues by about $1-billion a year.1

Over the months following the November 26, 2018 plant closure announcement, GM and Unifor (formerly the Canadian Auto Workers’ union) negotiated the Oshawa Transformation Agreement (May 2019)2 that promises:

  • 300 stamping and parts assembly jobs and a $170-million investment.
  • Donating the 87-acre Mclaughlin Bay Reserve to the City of Oshawa.
  • A 55-acre test track for autonomous vehicles.

It has yet to be seen, whether GM will keep its promise. But even if they do, it will still mean losing over 13,000 jobs and a major hit to the economy.

This preliminary feasibility study offers an alternative. The Government of Canada can provide the leadership to acquire the GM Oshawa assembly plant and repurpose the production to building battery electric vehicles (BEVs). There is a strong business case for this alternative, based on a triple bottom line analysis that considers the economic, social and environmental benefits:

  • A public investment estimated at $1.4 to $1.9-billion to acquire and retool the Oshawa assembly plant for BEV production, and potentially manufacturing other products.
  • Manufacturing and selling an estimated 150,000 BEVs in the first five years of production, for total sales of $5.8-billion.
  • Estimated government procurement of one quarter of the BEVs produced in the first four years, representing about 23,000 vehicles with an estimated value of $900-million.
  • Reaching a breakeven point in year 4, and making a modest profit in year 5.
  • Creating over 13,000 jobs: up to 2,900 manufacturing-related (including 600 parts supplier jobs) and over 10,000 multiplier jobs.
  • Decreasing CO2 emissions by 400,000 metric tonnes by year 5.

A “Green New Deal”?: The Eco-syndicalist Alternative

Capitalist dynamics are at the very heart of the current crisis that humanity faces over global warming.

When we talk of “global warming,” we’re talking about the rapid — and on-going — rise in the average world-wide surface and ocean temperature. Thus far a rise of 0.8 degrees Celsius (1.4 degrees Fahrenheit) since 1880. According to an ongoing temperature analysis conducted by scientists at NASA’s Goddard Institute for Space Studies, two-thirds of this temperature increase has occurred since 1975. A one-degree rise in temperature might seem like no big deal. As the NASA scientists point out, however, “A one-degree global change is significant because it takes a vast amount of heat to warm all the oceans, atmosphere, and land by that much.”

We know that carbon dioxide emissions from the burning of fossil fuels is at the heart of the problem. For many centuries the proportion of carbon dioxide in the atmosphere ranged between 200 and 300 parts per million. By the 1950s the growth of industrial capitalism since the 1800s had pushed this to the top of this range — 310 parts per million. Since then the concentration of carbon dioxide in the atmosphere has risen very rapidly — to more than 410 parts per million by 2018. This is the result of the vast rise in the burning of fossil fuels in the era since World War 2 — coal, petroleum, natural gas.

The problem is rooted in the very structure of capitalism itself. Cost-shifting is an essential feature of the capitalist mode of production. An electric power company burns coal to generate electricity because the price per kilowatt hour from coal-fired electricity has long been cheaper than alternatives. But the emissions from burning coal travel downwind and cause damage to the respiratory systems of thousands of people — including preventable deaths to people with respiratory ailments. This is in addition to the powerful contribution to global warming from the carbon dioxide emissions. But the power firm doesn’t have to pay money for these human costs. If the firm had to pay fees that would be equivalent to the human cost in death, respiratory damage and contribution to global warming and its effects, burning coal would not be profitable for the power company.

Firms also externalize costs onto workers, such as the health effects of stress or chemical exposures. The “free market” pundit or hack economist might deny that companies externalize costs onto workers. They might say that wages and benefits paid to workers for each hour of work measure the cost of labor. But the human cost of work can be increased without an increase in the compensation paid to workers. If a company speeds up the pace of work, if people are working harder, if they are more tightly controlled by supervisors, paced by machines or software, this increases the cost in human terms.

Toxic chemicals used in manufacturing, in agriculture and other industries pose a threat to both the workers and to people who live in nearby areas. Usually working class people live in neighborhoods near polluting industries, and often these are communities of color. This is another form of capitalist cost-shifting.

State regulation of pesticides or air pollution often ends up acting as a “cover” for the profit-making firms. Despite the existence of pollutants generated by leaky oil refineries and pollutants emitted by other industries in industrial areas in California — such as the “cancer alley” of oil refineries in the Contra Costa County area  or the similar refinery zone in Wilmington — the government agencies set up to deal with air pollution in the Bay Area and Los Angeles County protected polluters for years by focusing almost exclusively on pollution generated  by vehicle exhaust. In this way the South Coast Air Quality Management District and the Bay Area Air Quality Management District have been an example of “regulatory capture” by corporate capital.

Power firms that generate vast amounts of carbon dioxide emissions — and firms that make profits from building fossil-fuel burning cars and trucks or from the sale of gasoline and diesel and jet fuel — have not had to pay any fees or penalties for the growing build up of the carbon dioxide layer in the atmosphere. The global warming crisis thus has its explanation in cost shifting and the search for short-term profits and ever growing markets — features that are at the heart of the capitalist system.

If global capitalism continues with “business as usual”, the warming will have major impacts — killer heat waves, more ocean heat pumping energy into hurricanes and cyclones, rising ocean levels from melting of ice in the polar regions and melting of glaciers, destruction of corals in the oceans, and a greater danger to the survival of many species of living things.

Communism Without Workers: An Anarcho-syndicalist Critique Of The Communisation Current

The communist, socialist, and Marxist movement has undergone a fundamental change since the late 1960s (as has the global capitalist system itself). While Stalinists, Trotskyists, and social democrats continue to hang around like a bad headache, much newer tendencies that claim to be innovative in theory and practice have cropped up to jockey for the position of interpreting communism through the modern capitalist system and it's adaptations since the late 20th century. Once such tendency which has gained some intellectual fan fair is "communisation". Various things go under this label, but this discussion will focus on the the tradition of "ultra-left" Marxism this label is often used to describe. Since the uprisings of 1968 by workers across the world (especially in France) and their repression by capitalist forces and, shockingly (depending on how you look at it), leftist parties and governments, certain Marxism oriented activists and thinkers have tried to redraw the lines of struggle for a communist society.

These militants have gone back to Marx's theory of value to emphasize value (in Marx's sense) as a social relation at the base of capitalism, and taken a critical stance toward the leftist efforts of the past from Leninist, to Anarchist, to social democratic. The basis of this "communisation current" is threefold; a critique of capitalism along with a critique of the existing left, from which fallows "communisation", or the strategy purposed by the "communisation current" for achieving communism. We will address all of these in order to evaluate communisation's ability to really provide a winning strategy for attaining a communist society. We start from the conclusion that a communist society is not only desirable, but necessary. For this reason we shall define communism to generally outline the fundamental necessity of it's success.

How can we reconcile social struggle and environmental struggle? This question poses problems for trade unionists. To avoid a climate catastrophe, it would be necessary to reduce economic activity, to suppress useless or harmful production, to give up a substantial part of the means of transport ... But what would happen to employment then? How can we avoid a surge of unemployment, a new rise of poverty and precariousness? In today’s relationship of forces, in the face of financialized and globalized capitalism, these challenges seem impossible to meet ...

The International Trade Union Confederation (ITUC) has drawn a radical conclusion: under the guise of fine words in favour of the "fair transition", it has chosen to accompany the evolution towards an impossible green capitalism. The Vancouver resolution (2010) is clear: this document advocates a transition that "does not endanger the competitiveness of companies and does not place undue pressure on state budgets " (Article 5). We feel that we are dreaming: the demand for the respect of competitiveness is not even accompanied by a reservation concerning the fossil fuel sector, the main cause of climate change! However, without breaking the power of this sector of capital, it is strictly impossible to avoid the climate catastrophe ...

The ITUC wants to believe that a "democratic governance" integrating the "fair transition" would open up "new opportunities", that it would create massively "green jobs", good and "decent". This is wishful thinking. Capital invested in the "energy transition" in no way derogates from the ruthless capitalist offensive against wages, working conditions and trade unions. Germany is at the forefront of both renewable energy and expanding an underclass of poor workers. In many countries, governments use ecology to dismantle union strongholds in traditional sectors.

Developing a genuinely trade-union alternative to the class collaboration policy of the ITUC leadership is of strategic importance. The working class occupies a decisive position in industry and services. Without its active participation, an anti-productivist transformation of the economy will remain impossible. But how to win workers to the struggle for the defence of the environment? That is the question. The answer is difficult. All the more difficult because the balance of power is deteriorating and the poison of division is spreading in the working class.

Some Notes On Mass Refusal: Kim Kelly Interview with IGD

KK: Historically speaking, how successful of a tactic is the general strike?

In the American context general strikes have historically been very important, leading to not only the winning of key demands or beating back this or that attack, but also in fundamentally changing society, and at times, creating a potentially revolutionary situation, as workers have used them as a staging point for the taking over of cities and regions, and large sections of industries, and running them themselves.

One of the most successful general strikes, as noted by Black liberation and socialist author W.E.B. Du Bois, was when millions of enslaved Africans during the Civil War in the American south left plantations en masse and headed for the North, crippling the economy and the war machine. This, coupled with mass desertion of poor white Confederate soldiers, led to a crippling of the Confederacy, as many poor whites refused to die for the rich, white planter class, who was excused from fighting if they owned enough slaves. This combined desertion and mass general strike, played a key role in the collapse of the Confederate State, and also highlights the power of mass refusal under a neo-colonial power structure that thrives on a regimented caste system.

In the contemporary period, in 2006, a wave of wildcat strikes and school walkouts began in response to HR-4437, a bill that attempted to criminalize both undocumented people but also anyone that willingly offered them aid; for instance teachers at school could be charged if they did not turn in undocumented students. Starting from schools and growing to include strikes at workplaces, this mass movement that was largely self-organized and not led by political parties and unions, culminated in a massive May 1st demonstrations that saw a general strike of immigrant workers under the banner, “A Day Without An Immigrant.” The legislation was defeated soon after.

The immigrant general strike of 2006 also revived in the US popular lexicon the importance of May Day, which began as a celebration of the anarchist Haymarket Martyrs, who were executed by the State for their role in strikes in support of the 8-hour work day and against violent attacks on strikers. In this struggle, a variety of tactics were used, including mass strikes, which finally secured the right to the 8 hour work day.

But beyond simply attacking unjust legislation or as a means to win a reform, general strikes have also been the kicking off point for workers in the US to go about seizing the means of existence; in some cases, entire cities and regions.

GM Oshawa: Making Hope Possible

The once unimaginable – the end of GM Oshawa – seems on the verge of becoming the new reality. If there is any lesson to be learned here it is that overturning this imposed reality can’t be achieved by traditional protest and traditional alternatives. Continuing our dependence on unaccountable corporations, offering subsidies and concessions without means to enforce job guarantees, making competitiveness the only test of worthwhile activity, looking to ‘better’ free trade agreements and so on, are dead ends. All they offer is more of the same: death by a thousand cuts.

Imagining a radically different and more democratic approach based on community and national planning – opening the door to the formerly unthinkable – may, as overwhelmingly ambitious as that may seem, be the only option with any chance of success.

On November 26, 2018, General Motors (GM) announced that the Oshawa Assembly plant, once the largest auto complex in North America, will no longer exist. In the 1970s, the site included three massive assembly plants that turned out 3,000 vehicles daily. Other GM plants in the city made batteries, radios, radiators and axles. A host of independent component plants with their own special capacities, spread across the city and nearby localities. At the end of the 1970s, GM had some 23,000 plant and office workers in Oshawa. At the time of GM’s latest death notice, over 85% of those jobs had already vanished, leaving 3,000 workers desperate to hang on to the one remaining GM operation in the city.
