The Ecological Footprint of Work

In the summer of 1930, the British economist John Maynard Keynes gave a lecture in Madrid entitled “Economic Possibilities for Our Grandchildren” in which he predicted that humans, a century later, would undertake a fifteen-hour work week.  

Today, the reality of work sharing is far from a reality, as is the  shorter work week. But there are many reasons we should set our sights on working fewer hours, not least of which is the environment. 

According to the McKinsey Global Institute, it is estimated that by 2030, as many as 800 million jobs worldwide could be lost to automation. The fallout from this will have a drastic effect on humans, comparable to the shift away from agricultural societies during the Industrial Revolution.

Environmental impact

In the US it is estimated that between 39 and 73 million jobs will  be automated. Computers and robots would comprise one-third of the total workforce. As other jobs stand to be created from AI, it's likely that only five percent of current occupations stand to be eliminated. 

If you are part of the one percent, the owner of these machines, you are in a great position economically. But if you are not, there could be a crisis looming that reaches far beyond the economy, and permeates the communal, the psychological, and the physical. 

The ecological impacts of labour are part of the larger equation here that must be taken into account. For instance, the commute of Americans to and from work is on average 52 minutes each day with over 80 percent of Americans commuting by automobile.

David Rosnick from the Center for Economic and Policy Research in Washington DC has devoted much of his career to the relationship between the work week and its ecological impact.

In 2006, along with Mark Weisbrot, Rosnick studied the effects of a shorter work week on the environment and the myths surrounding the economic potential for the American work week as opposed to the European work week. Their conclusion was that climate change can be mitigated through reduced work hours. 

Free Public Transport and the Right to the City

With cities becoming the main human inhabitant, and even slowly replacing the Nation-State as major economic and political factors, the importance of the question about the quality of urban life is increasing. How we move around in our urbanized reality is an integral part of that issue.

The movement within cities determines to a large degree their vibrancy and the way they will develop in the future. As author Jane Jacobs notes [2], a feature of a great city is the mobility of residents and fluidity of use across diverse areas of varying size and character. Furthermore, transportation has an important role to play in the age of rapidly unfolding urbanization and environmental crisis.

Unfortunately, the car has been made into the main tool for urban mobility – promoted by local and national authorities, big businesses, as well as mainstream city planners. This supposedly comfortable and quick means of transportation, however, hides many dangers for urban inhabitants, as well as for the environment.

The mass use of cars as one of the most atomized and privatized means of transportation today,  according to the Union of Concerned Scientists, is a major cause of global warming. This is evident from what they write in one of their reports: In total, the US transportation sector—which includes cars, trucks, planes, trains, ships, and freight—produces nearly thirty percent of all US global warming emissions, more than almost any other sector [3]. It is well known that, as much of the research on the subject suggests [4], car traffic causes significant health problems – from air pollution to obesity. It also pollutes the urban environment with noise, as well as being directly related to the reshaping of cities into urban sprawls distanced away from areas that provide basic needs and services.

Benefits of Free Public Transport

Public transport, on the other hand, is of much friendlier character to both communities and nature, but has been embedded into the economistic, privatized logic of capitalism. While it allows for large groups of citizens to move around the city in an economically efficient manner without creating traffic, urban noise, or air pollution, it is being highly neglected by municipalities. Instead, it is viewed as another business niche, through which surplus value can be extracted through the additional taxation of passengers and can be helpful to boost economic growth. In this narrow economistic way, a transportation means with the capacity to significantly improve urban space is being neglected or is being exploited exclusively for the generation of profit for the few.

However, there is a global movement that fights for making public transport free. Its target is the abolition of the socially exclusive fare systems that are currently in operation in most cities around the world. Instead, it suggests that the expenses required for functioning should be covered through the municipal budget, as it is mutually beneficial for both car drivers and bus riders.

Gearing Towards a Green Future of Work

Green politics is about building a socially, environmentally, and economically just and sustainable future for everybody on the planet. This vision might be obvious, but the journey to get there is less so. At its core, green political thinking sees humanity as not just existing economically, and getting our economies on the right track is therefore a central challenge. As part of that, we need to understand work and its possible futures.

Economics is, of course, vitally important, and Greens must ensure our economic analysis is robust, evidence-based, and looking to the future. But economics must be seen in context, and human beings exist socially and ecologically as well as economically. Work has the capacity to provide economic security for us as individuals and our families and yet can equally be dysfunctional and exploitative, especially for those in precarious employment or on low pay.  Greens should work to support its positive economic function at personal and societal level, but also for it to add maximum social usefulness while respecting environmental limits.

Economic, social and environmental dimensions are all relevant for a full understanding of work, its value, and its future. Much work is primarily important in terms of social usefulness rather than economically – for example, care work. Unpaid work is a special case needing greater attention. Unpaid work takes place on a huge scale, especially by women, but is not economic in the narrow sense of being undertaken for a wage. Yet it is of immense value to the well-being of society. Without unpaid work our current societies and economies would probably cease to function. A better understanding and valuing of unpaid work is long overdue.

The environmental dimension of work is no less important, although often less visible or easily lost sight of. The environmental impacts of economic and industrial activities are becoming more widely understood. This has led to increased acceptance of the transformative potential of the green agenda for the economy and work. Those seeking to delay, dilute, or frustrate the green agenda’s potential to transform the economy should be reminded that there are no jobs on a dead planet. Faced with the broad trends of reduction in working time, persistent inequalities, automation, Greens also need to go further and put forward a vision centred around green industry, just transition, democracy at work, and education.

Jobs Guarantee or Universal Basic Income? Why Not Both?

The argument about a universal basic income (UBI) versus a job guarantee (JG) has become one of the liveliest and most contentious debates on the Left. Each has been touted as a solution to all ills: the way to decrease depression, close the racial wealth gap, recognize historically undervalued forms of work, transform the economy, save the planet.

Though UBI and JG are typically counterposed, it’s entirely plausible they could coexist. If paid work is as important to well-being as JG advocates say, most people would want a job even with UBI. In particular, the black freedom movement, from civil rights leaders to Black Lives Matter, has called for both a basic income and guaranteed jobs.

Whether both can do all the things proponents promise—in particular, the essential work of transitioning quickly to a low-carbon economy—is a different, harder question. Whether it’s possible to achieve both is yet another.

A UBI program could actually be a danger to the climate if, in distributing revenue from publicly owned resources, we rely on profits from destructive industries such as oil, as in Alaska. But there are alternatives: a depletion tax on companies that degrade so-called natural capital, a tax on carbon and other pollutants, or a land value tax targeting large landowners—all of which foster environmental conservation and make public claims to natural wealth.

Who’s Afraid of Fare-Free Public Transit?

Elizabeth Bauerle is a research scientist at the University of Washington’s medical center. To get from her home in the north Seattle suburb of Shoreline to her job on the Seattle campus, she can either drive or take two buses.

Like all of us, Bauerle weighs cost, convenience and personal values in deciding how she’ll travel to work. She says the two-bus trip can take as much 20 to 30 minutes longer than driving. That time difference would matter less to Bauerle if she wasn’t paying for the bus out of pocket, but the cost plus time has her grabbing the car keys most mornings, joining the roughly 34 percent of University of Washington employees who drive alone.

Bauerle is part of a campaign to try and change that equation for employees like herself. UW Pass or Fail — a new campaign lead by a broad coalition including university employees, the Seattle Transit Riders Union, 350 Seattle, SEIU Local 925 and others — is pushing the University of Washington to fully cover the cost of transit passes. Currently, university faculty and staff can get an unlimited transit pass for $50 a month. Though that’s nearly half the normal $99 cost for an unlimited monthly regional transit pass, the campaign argues that as a state employer with tens of thousands of employees, the University of Washington is lagging behind other state employers, Seattle universities, hospitals and large companies that provide employees with free transit passes.

Beyond simply matching comparable institutions, the campaign also argues that it makes sense for the university to encourage transit ridership both to ease congestion and further its climate impact goals.

“It is actually cheaper in the long run for [the university] to make transit free for employees than building more parking,” said Rosalie Ray, a Columbia University PhD student and contributing author of “Free Public Transit: And Why We Don’t Pay to Ride Elevators,” at a May 21 launch party in Seattle for the newly published book.

Co-edited by Jason Prince, an urban planner and faculty member at Montreal’s Concordia University, and Judith Dellheim, a researcher at the Rosa Luxumberg Foundation in Berlin, the new book comprises 19 wonky, academic essays from a variety of contributing authors. The anthology makes a collective economic, environmental and social justice case for fare-free public transit and looks case studies from cities around the world that have implemented free transit policies.

Ecological Marxism vs. environmental neo-Malthusianism: An old debate continues

Despite being consistently discredited, overpopulation ideology resurfaces with the same predictable regularity as capitalist crises. Only Marxism offers a clear alternative.

Brian Napoletano teaches environmental geography at the Universidad Nacional Autónoma de México. He is a co-author of “Has (even Marxist) political ecology really transcended the metabolic rift?” published in the June 2018 issue of the journal Geoforum.

Despite being consistently discredited, Malthusian ideology continues to resurface — not entirely coincidentally — with the same predictable regularity as crises do in capitalism. This site already contains a number of excellent resources on the debate between Marxists and Malthusians, and many of the points reiterated and elaborated on here have already surfaced elsewhere. The general argument thrust of the argument is that, however much ecosocialism may appear to converge with the more progressive elements of environmental neo-Malthusianism, Marxists have several very good reasons to remain highly critical of this movement and its claims.

Historically, antagonisms between socialism and Malthusianism have existed since Malthus first wrote his essay on population. As he related in the preface to the first (anonymous) edition of this essay, Malthus was inspired to advance his position (which he built largely on the uncredited work of others) as a reaction to Godwin and other Utopian socialists who were gaining popularity at the time. Marx and Engels, in turn, exposed the “false and childish” nature of the arguments of “this baboon”—to use some of the colorful phrases that Marx applied to Malthus and his theories in the Grundrisse.

Understanding the antagonisms between these philosophers requires understanding clearly what exactly the Malthusian position entails. Malthus’ original argument hinged on both empirical and normative claims. The empirical claim was roughly twofold: (1) that poverty and misery is the result of over-population, which (2) itself results from the naturally dictated, exponential growth in the population of the poor. His normative claim then seemed to follow logically, i.e., that that nothing should be done to alleviate human suffering, as it would only encourage the poor to continue breeding, eventually exhausting the means of subsistence for everyone.

Marx and Engels decisively attacked this argument on all three points. On the first, they demonstrated that poverty had more to do with the expropriation of the producers from the means of production than with any nature-induced scarcity. More profoundly, they demonstrated that what constitutes over-population depends as much on the social relations and techniques of production as on natural factors, such that over-population under one mode of production cannot be equated with that of another. On the second point, they demonstrated that reproduction, like the rest of human nature, is not predetermined, and humans regulate their reproduction in accordance with social and natural conditions when other social factors (including the subjugation of women) do not prevent them from doing so (see Marx’s discussion of these points in the Grundrisse).

Finally, Marx and Engels demonstrated that a very different normative conclusion follows from Malthus’ argument than the one he made, arguing that only a communist society could establish the democratic conditions in which humanity can consciously regulate its numbers (see Engels’ 1 February 1881 letter to Karl Kautsky).

Vivir Bien: Old Cosmovisions and New Paradigms

The concept of Vivir Bien (or Buen Vivir) gained international attention in the late twentieth century as people searched for alternatives to the rampage of neoliberalism. Imperfect translations of the Andean concepts of suma qamaña and sumaq kawsay, Vivir Bien and Buen Vivir reflect an indigenous cosmovision that emphasizes living in harmony with nature and one another. As these ideas’ popularity has grown, however, their meaning has been compromised. Governments in Bolivia and Ecuador incorporated Vivir Bien and Buen Vivir, respectively, into their constitutions and governing agendas on paper, but not in spirit. Rather than radical alternatives to the dominant paradigm of development and progress, these concepts have become new branding for (un)sustainable development. The lessons are clear: to avoid state cooptation, truly revolutionary change must be based on emancipation and self-determination from below. And to succeed in our interdependent world, proponents of Vivir Bien must link up with advocates of complementary global movements on the path of a better future for all.

Appalachian solar jobs on the line in Trump’s Suniva decision

Solar panel manufacturer Suniva was once one of the biggest players in the U.S. market. But back in April, the company declared bankruptcy. Foreign panel makers, Suniva argued, enjoyed government subsidies at a level that made it impossible for solar panel makers in the U.S. to compete. The company filed a petition with the U.S. International Trade Commission (ITC) calling for strong tariffs against foreign manufacturers. Another panel manufacturer, SolarWorld, joined the petition shortly thereafter.

In August, the companies presented their case to the ITC. They charged that foreign competition has cost the U.S. solar panel manufacturing industry 1,200 jobs and led to a 27 percent decline in wages since 2012.

But cheap, imported solar panels-along with reductions in installation costs and technological advances-have made possible the solar energy boom that has unfolded in recent decades. Back in 2006, only about 30,000 homes in the U.S. had solar panels; today, over 1.3 million American households have gone solar. Utility-scale solar electricity generation has increased by a factor of about 50 over the same period. Without access to cheap solar panels, efforts aimed at moving America toward energy sustainability would be undermined.

Moreover, many of the major players in the American solar industry have spoken out against tariffs. They argue that SolarWorld and Suniva’s petition figures are inflated, and that tariffs would significantly raise costs for solar installers, which employ far more people than panel manufacturers do. In a letter filed with the ITC, solar installer Sunnova suggested that “the imposition of tariffs on solar cells and panels will significantly harm the U.S. economy by destroying jobs.” The Solar Energy Industries Association agrees: in a recent analysis, it found that the industry would shed 88,000 jobs if tariffs are approved.

In early September, the ITC ruled in favor of Suniva and SolarWorld, agreeing that foreign solar panel imports have indeed hurt U.S. manufacturers. The ITC offered the Trump administration three recommendations: a 35 percent tariff on all imported solar panels, an 8.9-gigawatt import cap for 2018, and a tariff of about 30 percent on solar cells and panels. Under all three plans, the tariffs would mostly be phased out after four years.

But the plaintiffs criticized the ruling as insufficient, and have pushed for even harsher tariffs, including a minimum solar panel price of $0.74 per watt on all imported panels and an import cap of 5.7 gigawatts per year.

The decision as to which tariff scheme to adopt is now up to President Donald Trump. Adopting a high-tariff scheme could allow him to claim that he has encouraged domestic manufacturing and land a blow against China, both of which were major tenets of his campaign platform during last year’s presidential election.

Reimagine, don’t (just) seize, the means of production

One of the most difficult systems to reimagine is global manufacturing. If we are producing offshore and at scale, ravaging the planet for short-term profits, what are the available alternatives? A movement combining digital and physical production points toward a new possibility: Produce within our communities, democratically and with respect for nature and its carrying capacity.

You may not know it by its admittedly awkward name, but a process known as commons-based peer production (CBPP) supports much of our online life. CBPP describes internet-enabled, peer-to-peer infrastructures that allow people to communicate, self-organize and produce together. The value of what is produced is not extracted for private profit, but fed back into a knowledge, design and software commons — resources which are managed by a community, according to the terms set by that community. Wikipedia, WordPress, the Firefox browser and the Apache HTTP web server are some of the best-known examples.

If the first wave of commons-based peer production was mainly created digitally and shared online, we now see a second wave spreading back into physical space. Commoning, as a longstanding human practice that precedes commons-based peer production, naturally began in the material world. It eventually expanded into virtual space and now returns to the physical sphere, where the digital realm becomes a partner in new forms of resource stewardship, production and distribution. In other words, the commons has come full circle, from the natural commons described by Elinor Ostrom, through commons-based peer production in digital communities, to distributed physical manufacturing.

This recent process of bringing peer production to the physical world is called Design Global, Manufacture Local (DGML). Here’s how it works: A design is created using the digital commons of knowledge, software and design, and then produced using local manufacturing and automation technologies. These can include three-dimensional printers, computer numerical control (CNC) machines or even low-tech crafts tools and appropriate technology — often in combination. The formula is: What is “light” (knowledge) is global, and what is “heavy” (physical manufacture) is local. DGML and its unique characteristics help open new, sustainable and inclusive forms of production and consumption.

A Green New Deal for Washington State: Climate Stabilization, Good Jobs, and Just Transition

This study examines the prospects for a transformative Green New Deal project for Washington State.  The centerpiece of the Green New Deal will be clean energy investments—i.e. both investments in the areas of renewable energy and energy efficiency.  The first aim of this Green New Deal project is to achieve a 40 percent reduction in all human-caused carbon dioxide (CO2) emissions in Washington State relative to the state's 2014 emissions level.  The second aim is to achieve this 2035 CO2 emission reduction standard while also supporting existing employment levels, expanding job opportunities and raising average living standards throughout Washington State.   

We estimate that clean energy investments in Washington State that would be sufficient to put the state on a true climate stabilization trajectory will generate about 40,000 jobs per year within the state.   We consider a series of policies to support this state-level Green New Deal program.  These include a carbon tax, which we estimate can raise an average of about $900 million per year even with a low-end tax rate of $15 per ton of carbon.   We also consider a series of regulatory policies, direct public spending measures, and private investment incentives.
