Biography

Chris Williams is a long-time environmental activist and author of Ecology and Socialism: Solutions to Capitalist Ecological Crisis. He is chair of the science department at Packer Collegiate Institute and adjunct professor at Pace University, in the Department of Chemistry and Physical Science. His writings have appeared in numerous publications, including TruthOut, Z Magazine, Green Left Weekly, Alternet, CommonDreams, ClimateAndCapitalism, ClimateStoryTellers, The Indypendent, Dissident Voice, International Socialist Review, Socialist Worker, and ZNet. He reported from Fukushima in 2011 and was a Lannan writer-in-residence in Marfa, Texas over the summer of 2012, where he began work on his second book. He was awarded the Lannan 2013-4 Cultural Freedom Fellowship to continue this work. He has just returned from four months in Vietnam, Morocco and Bolivia, examining the impact of economic development and climate change in relation to energy, food and water issues.

Robert Pollin is professor of economics at the University of Massachusetts Amherst. He is the founding co-director of the Political Economy Research Institute (PERI). His research centers on macroeconomics, conditions for low-wage workers in the US and globally, the analysis of financial markets, and the economics of building a clean-energy economy in the US. His latest book is Back to Full Employment. Other books include A Measure of Fairness: The Economics of Living Wages and Minimum Wages in the United States and Contours of Descent: US Economic Fractures and the Landscape of Global Austerity.

Progressive Extractivism: Hope or Dystopia?

The controversy over extractivism in Latin America has become a lot hotter.  Though social justice and environmental activists have sought a partnership for years, this could become a wedge issue.  The debate is core to our conceptualization of what type of society we are working to build and how we plan to get there.

Historically, social justice advocates have pointed to economic growth as the road to eliminating poverty.  Inspired by authors such as Andre Gunder Frank and Eduardo Galeano, they understood that “underdevelopment” is not a result of Latin American countries’ lagging behind the Europe and the US.  It has flowed from their wealth being drained as they produced raw materials for rich countries. [1, 2]  Could they break out of the “underdevelopment” cycle by keeping the profits from extracted raw materials?

A new generation of Latin American authors has challenged the focus on extractivisim because of the damage is does to indigenous cultures, the environment, and health of current and future generations.  Yet, their challenge is itself being challenged by those who insist that governments such as those elected in Venezuela, Bolivia, Ecuador, Uruguay and Brazil are improving the quality of life of millions of people by retaining a much greater proportion of extracted wealth.

Extraction is the beginning point of economic systems.  It provides the physical basis for production.  Wealth from manufacturing allows for the financing of medical care, education and other social services.  Extraction includes not only critical metals of iron, tin, copper, zinc, gold, lead, manganese, chrome, gold and silver, but also fossil fuels from gas fracking, coal mining and oil drilling (essential for plastics), tree harvesting, crop monocultures, and massive exhaustion of water, both for electrical power and aiding every other type of extraction.

South America: How "Anti-Extractivism" Misses the Forest for the Trees

A recent spate of high-profile campaigns against projects based on extracting raw materials has opened up an important new dynamic within the broad processes of change sweeping South America. Understanding their nature and significance is crucial to grasping the complexities involved in bringing about social change and how best to build solidarity with peoples’ struggles.

Many of the campaigns that target specific mining, oil, agribusiness or logging ventures share common elements. They have raised public awareness around a variety of important environmental issues such as water scarcity, forest preservation and sustainable land usage.

In some cases, particularly in Ecuador and Bolivia, these campaigns have influenced existing discussions on issues such as climate change, the rights of Mother Earth and the kinds of alternative development models needed to achieve radical change.

Another common aspect has been the central role played by rural indigenous communities. This is due not only to the fact many of these extractive ventures occur in indigenous territories, but also the leading role indigenous movements have played in recent years in the global environment movement.

As a result, issues such as indigenous autonomy and the right to prior consultation on ancestral lands before embarking on extractive projects have become increasingly intertwined with debates over resource extraction and the environment.

In December 2012, a pink-haired complex systems researcher named Brad Werner made his way through the throng of 24,000 earth and space scientists at the Fall Meeting of the American Geophysical Union, held annually in San Francisco. This year’s conference had some big-name participants, from Ed Stone of Nasa’s Voyager project, explaining a new milestone on the path to interstellar space, to the film-maker James Cameron, discussing his adventures in deep-sea submersibles.

But it was Werner’s own session that was attracting much of the buzz. It was titled “Is Earth F**ked?” (full title: “Is Earth F**ked? Dynamical Futility of Global Environmental Management and Possibilities for Sustainability via Direct Action Activism”).

Standing at the front of the conference room, the geophysicist from the University of California, San Diego walked the crowd through the advanced computer model he was using to answer that question. He talked about system boundaries, perturbations, dissipation, attractors, bifurcations and a whole bunch of other stuff largely incomprehensible to those of us uninitiated in complex systems theory. But the bottom line was clear enough: global capitalism has made the depletion of resources so rapid, convenient and barrier-free that “earth-human systems” are becoming dangerously unstable in response. When pressed by a journalist for a clear answer on the “are we f**ked” question, Werner set the jargon aside and replied, “More or less.”

There was one dynamic in the model, however, that offered some hope. Werner termed it “resistance” – movements of “people or groups of people” who “adopt a certain set of dynamics that does not fit within the capitalist culture”. According to the abstract for his presentation, this includes “environmental direct action, resistance taken from outside the dominant culture, as in protests, blockades and sabotage by indigenous peoples, workers, anarchists and other activist groups”.

Serious scientific gatherings don’t usually feature calls for mass political resistance, much less direct action and sabotage. But then again, Werner wasn’t exactly calling for those things. He was merely observing that mass uprisings of people – along the lines of the abolition movement, the civil rights movement or Occupy Wall Street – represent the likeliest source of “friction” to slow down an economic machine that is careening out of control. We know that past social movements have “had tremendous influence on . . . how the dominant culture evolved”, he pointed out. So it stands to reason that, “if we’re thinking about the future of the earth, and the future of our coupling to the environment, we have to include resistance as part of that dynamics”. And that, Werner argued, is not a matter of opinion, but “really a geophysics problem”.

Plenty of scientists have been moved by their research findings to take action in the streets. Physicists, astronomers, medical doctors and biologists have been at the forefront of movements against nuclear weapons, nuclear power, war, chemical contamination and creationism. And in November 2012, Nature published a commentary by the financier and environmental philanthropist Jeremy Grantham urging scientists to join this tradition and “be arrested if necessary”, because climate change “is not only the crisis of your lives – it is also the crisis of our species’ existence”.

Over the years the trade union movement has often led radical challenges to existing ways of doing things, including initiatives to improve not just the health and safety of the workforce, but also, during a period of increased worker militancy in the 1970’s, campaigns to change the direction of technological development.

One epic struggle was the Workers Plan movement in the late 1970’s, led off by shop stewards at the 17 plants around the UK run by Lucas Aerospace – which employed around 13,000 people making aircraft systems, many of them defence related. The trade unionists were concerned about job security at a time of recession in the industry- and also cuts defence spending (which they supported in principal).

They involved the workforce in a two year process of developing a detailed plan for switching to what they called ‘socially useful work’. The Plan drew on the expertise of the workforce and the skills they had, and outlined a range of new products they could work on, including medical aids, new transport systems and several renewable energy technologies, like wind turbines, solar panels, fuel cells and heat pumps. They even managed to get some prototypes built.

This was long before these technologies were familiar, and the company was not impressed by trade unionist trying to tell them what to produce. They ignored the plan insisting that only they had the right to manage. The cross-plant shop stewards ‘Combine’ committee was also seen as ‘unofficial’, so it proved hard to get support from the TUC and union bureaucracy, or even from the Labour government.

And when the political climate changed with the election of Margaret Thatcher in 1979, most of the leading Lucas activists were sacked. Some of them went on to work for left wing local councils, developing similar ideas.

Tragedy of the Commons Versus Common Ownership

In 1968 an American biologist Garrett Hardin invented a parable to explain why, in his view, common ownership was no solution to the environmental crisis and why in fact it would make matters worse. This was sweet music to the defenders of capitalist ownership of the means of producing wealth, and Hardin’s parable was soon incorporated into the arsenal of anti-socialist arguments.

Called "The tragedy of the commons", his parable went like this: Picture a pasture open to all, assume its a pasture to which all herdsmen have free access to graze their cattle. In these circumstances, it is to be expected that each herdsman will try to keep as many cattle as possible on the commons. Such an arrangement may work reasonably satisfactorily for centuries because tribal wars, poaching and disease keep the numbers of both man and beast well below the carrying capacity of the land. Finally, however, comes the day of reckoning, that is, the day when the long desired goal of social stability becomes a reality At this point, the inherent logic of the commons remorselessly generates tragedy.

As a rational being, each herdsman seeks to maximise his gain. Explicitly or implicitly, more or less consciously, he asks "What is the utility to me of adding one more animal to my herd?" This utility has one negative and one positive component.

  • 1. The positive component is a function of the increment of one animal. Since the herdsman receives all the proceeds from the sale of the additional animal, the positive utility is nearly +1.
  • 2. The negative component is a function of the additional overgrazing created by one more animal. Since, however, the effects of overgrazing are shared by all the herdsmen, the negative utility for any particular decision-making herdsman is only a fraction of -1.

Adding together the component partial utilities, the rational herdsman concludes that the only sensible course for him to pursue is to add another animal to his herd. And another; and another… But this is the conclusion reached by each and every rational herdsman sharing a commons. Therein is the tragedy. Each man is locked into a system that compels him to increase his herd without limit—in a world that is limited. In the end, its carrying capacity would be exceeded, resulting in environmental degradation. Ruin is the destination towards which all men rush, each pursuing his own best interest in a society that believes in the freedom of the commons. Freedom in the commons bring ruin to all.

Hardin's solution to this tragedy of the commons is "mutual coercion". An appeal to conscience, he argues, is altogether futile. Mutual coercion can be effected through, as it were, enclosing the commons and instituting a system of private property which will enforce a sense of responsibility among herdsmen as to the appropriate number of cattle their land can provide for without resulting in overgrazing. Since they cannot encroach on land owned by other herdsmen, the consequences of keeping too many cattle will be exclusively borne by them. This knowledge will therefore deter them from acting irresponsibly in the first place. Governments drew from Hardin’s theorising was that in existing cases where producers had rights of access to a “common-pool resource” the solution was either to privatise the resource or to subject the producers to outside control via quotas, fines and other restrictions.

Climate Change: Key issues for the Fire and Rescue Service

Climate change is a critical issue for the fire and rescue service in the UK. It is the greatest environmental challenge facing humanity at present. But government policy in England, Scotland, Wales and Northern Ireland is also reshaping the political and industrial terrain around tackling climate change.

The FBU is committed to political and industrial campaigning on climate change. The union will campaign within the fire and rescue service and work with labour movement bodies and in the wider community to tackle one of the most fundamental questions of our age.

Scientists predict that the UK climate will become warmer, with high summer temperatures more frequent and very cold winters increasingly rare. Average summer temperatures are expected to rise between 3°C and 4°C by the 2080s. Winters are expected to be wetter and summers drier. Sea levels will rise around most of the UK and there may be more frequent storm surges. Climate change will affect all regions of the UK, though not to the same degree.

Climate change will increase the risk of grassland and forest fires. It will increase the risk of floods, including from surface water, rivers and from the sea. Climate change will affect the supply and availability of water and may give rise to more extreme weather events.

These hazards will have implications for the working conditions of firefighters. Climate change will require significant changes to appliances, to the equipment available to firefighters, to training, greater awareness of firefighters’ health implications, to pumping capability and water use and increased call centre capacity.

The UK fire service is not yet prepared for the enormous implications of climate change. The service needs the staff, resources and equipment to tackle grassland fires, floods, drought and storms. There is no logic to job cuts and shutting fire stations when these risks are likely to increase in the years ahead. Firefighting is a green job and firefighters can play a vital role in helping society adapt to climate change.

Government policy on climate change and the fire and rescue service is inadequate. There is a pressing need for a statutory duty to respond to flooding events, backed by funding and resources. The increased risks from heat waves, including wild fires need to fully understood and acted upon. The fire and rescue service should be included in government initiatives on climate change, rather than excluded or forgotten as it appears at present.

FBU reps believe that the fire and rescue service can do much more to reduce its carbon footprint. Fire and rescue authorities are not doing enough on energy efficiency, transport and recycling. Much more can be done to adapt to and prepare for extreme weather. But cuts, penny-pinching and a lack of training are holding back firefighters from tackling these issues.

FBU reps need time off and facilities to act on climate change. The trade union movement is campaigning for legal rights for union environment reps. More could be achieved through national and local agreements, brigade committees, inspections and green events. The fire and rescue service should actively encourage firefighters to participate in the process of tackling climate change.

Capitalism, Right Libertarianism and the problem of “externalities?”

Ecology.IWW.ORG web editor's note: "right-libertarian" is more or less synonymous with "anarcho-capitalism", although the latter is the most extreme expression of the former. Essentially, that economic theory and political ideology is championed by the Austrian School of Economics whose adherents include Ludwig Von Mises, F. A. Hayek, Henry Hazlitt, Robert Nozick, and Murray Rothbard. Their ideas have been vulgarized by "libertarian" dogmatist and novelist, Ayn Rand, and were revived in the 1980s by Milton Friedman, Margaret Thatcher, and Ronald Reagan after being discredited following the Great Depression of the 1920s and 30s in the United States and Europe. That being said, essentially the following rules really apply to ALL forms of capitalism, even the Keynesian social democracy so vehemently despised by the aforementioned laissez-faire ideologues:

Right libertarians have great difficulty in dealing with the problem of “externalities”: that is, harmful environmental effects (e.g. pollution, global warming, ozone depletion, destruction of wildlife habitat) not counted as “costs of production” in standard methods of accounting. Such costs must be born by everyone in the society who is affected by them, and not only by the capitalists who produce them; hence it is possible for capitalist to ignore such effects when planning future production. But this means that such effects will be ignored, since competition forces firms to cut as many costs as possible and concentrate on short-term profits.

Right libertarians typically address the problem of externalities by calling for public education which will raise people’s awareness of ecological problems to the point where there will be enough demand for environment-friendly technologies and products that they will be profitable.

This argument, however, ignores two crucially important facts: (1) that environment-friendly technologies and products by themselves are not enough to avert ecological disaster so long as capitalism retains its need for high growth rates (which it will retain because this need is inherent in the system); and (2) that in a right-libertarian world in which private property is protected by a “night-watchman State” or private security forces, a wealthy capitalist elite will still control education, as it does now — and this because education is an essential indoctrination tool of the capitalist elite, needed to promote capitalist values and train a large population of future wage-slaves in proper habits of obedience to authority. For this reason, capitalists cannot afford to lose control of the educational system, no matter how much it costs them to maintain competitive schools. And this means that such schools will not teach students what is really necessary to avoid ecological disaster: namely, the dismantling of capitalism itself.

Another ecological problem that right libertarians cannot deal with satisfactorily is that capitalist firms must be committed to short-term profitability rather than long-term environmental responsibility in order to survive economically in the competitive market .
