En La Lucha No Hay Fronteras (In the Struggle There Are No Borders)

Fifth in the South Africa-US Agroecology Exchange Article Series

In October of 2017, I had the opportunity to travel with 7 other comrades on an Agroecology Exchange to South Africa. This Exchange was a continuation of a process that had initiated in 2015 which was the same year that I was introduced to the US Food Sovereignty Alliance. Although there was much traveling, it was an amazing experience to see and learn from farmers, farmworkers, activists, and people in the community who are struggling due to the current food system.

During the trip, I had the opportunity to interpret for another delegate and feel the dynamic of how language is not a barrier to being able to relate across seas. The experience interpreting allowed me to relate and connect both with people in South Africa as well as to the stories that were shared with me from my same culture since I share a similar background to the delegate I was interpreting for. During our visit to Limpopo, members of the Mopani Farmers Association put together a cultural event just for us and once again, I felt the connection through dance and music despite our different backgrounds. It brought so much to mind for me: from appreciating the work that I am doing to learning more about my own culture from which at some point I have felt very disconnected.

When we arrived in Citrusdal, Cape Town and were hosted by the Surplus People’s Project, we honored International Rural Women’s Day through participating in a Day of Action for Food Sovereignty, and an assembly for the International Day of Eradication of Poverty. As members and allies of the US Food Sovereignty Alliance, we participated on the last day and had the opportunity to share about our experiences and also had the chance to be part of a panel discussion, where we had both Farmer and Farmworker delegates sharing their stories. Among those on the panel were member organizations from The Agrarian Reform for Food Sovereignty Campaign. It was amazing to see how even though we joined these organizations on the last day of their three-day meeting, we were easily able to engage because our struggles are very similar. We were also very welcomed to engage when we participated in a meeting with Urban Farmers in Cape Town, and again, we identified some of the same issues that are affecting us although we are from two different countries.

“It was like an atomic bomb went off” a local Boricua, as people born in Puerto Rico are often called, is saying about the view of the mountains the day after Maria passed. “Every branch, and every tree, was torn apart and broken, and scattered everywhere. Every green area was gray and brown.” The view now, almost three months after las tormentas, is eerie. The greenery is back, but the forests are very bare compared to how they were. Things can appear to be normal, except for the 60 foot telephone pole hanging over the edge of a cliff here, or leaned over at 45 degree angles onto a building there. As long as they still carry power to their destinations they’re left alone, even doubled over, to triage the other downed poles that are actually causing disruptions in the grid. These remnants of devastation can be seen everywhere, and everywhere there are people getting by and adapting to the changes Irma and Maria left behind with whatever limited tools are at their disposal.

I, a Brooklyn born Puerto Rican, arrive in Puerto Rico, or as the native Taíno people call it, Boriké, and meet up with a small team of two traveling partners. Our visits to Caguas on my first week were breathtaking, getting to know people, and watching the amazing projects that communities here are putting together. The town itself is very old, largely abandoned and magnificently beautiful. The streets in the pueblo are narrow and the buildings made of cement, painted bright pastel colors, with old Spanish architectures. Everywhere lay murals with sayings of hope, independence and resistance. In our short visits, we were able to glimpse how people here have begun rebuilding their lives, coming together to reimagine the kind of world they want to create.

Since before the hurricanes, the downtown neighborhoods were losing their small shops and local markets to the incurring large chain stores that sprouted up less than a mile away. Still, one immediately gets the sense that this town is full of cultural life and spirit much different from that felt in wealthier neighborhoods, like the gated community in Guaynabo we stayed in. In traveling to different parts of the island, we can see houses on the coast of Aguadilla that were cut in half by mini landslides, and traffic lights and highway signs stashed beside the roads with the piles of detritus and branches.

We’re on the northwestern part of the main highway that encircles the island now, and traffic comes to a halt for a half hour. It was raining for only 20 minutes, but it left a 4 foot deep puddle along a large stretch of the often overcrowded road. As we finally reach the end of the bottleneck, we see the flooding is being manually fixed by a single worker in swamp boots unclogging the drainage holes with a broomstick. I get the sense this is an example of how the municipalities in Puerto Rico aren’t equipped to properly handle the crisis.

In speaking with people, it comes as no surprise to them either that the government isn’t doing much to resolve the problems here. As many non-Boricuas are only now discovering, the island’s government has been suffocated with public debts, issued and purchased by predatory Wall Street hedge funds. Aligning with what has now become a global custom with these kinds of debts, Puerto Rico’s creditors are forcing the island’s government to enact austerity measures on the population, with help from the US and its Fiscal Oversight and Management Board. This Board is an unelected entity established by the US Congress to decide how Puerto Rico spends the tax revenue collected from its people.

“They don’t serve the interests of Puerto Ricans,” Maritza, a local community organizer says, “They serve the interests of Wall Street.” She explains how the Board members assign themselves their own salaries. “The chair of the Board decided to make $625k this year, and overall the Board costs $300 million to operate, paid for by Puerto Rican tax dollars.” It’s their job to make sure Wall Street hedge funds can keep getting payments from Puerto Rico’s unquenchable debt, and in the process, ensure that Puerto Rico never has a prosperous and self-sufficient economy. By gutting funding for healthcare, education, food assistance, public sector jobs and critical infrastructure development, this policy instead ensures a continually collapsing economy. Maritza describes the Board as wanting “to keep us like a banana republic, a place with only low-wage jobs for corporations to profit off of,” and I believe her. FEMA and the Puerto Rican government failed in meeting people’s basic needs after the storms, but in their absence, I’m told old and new community organizations took the lead and saved many lives.

Florida Gears-Up to Offer Solidarity to #OperationPush

On January 15th, prisoners in Florida are set to take action against prison slavery across the state.

According to Fight Toxic Prisons:

[T]hese prisoners plan to initiate a work stoppage or “laydown” beginning Monday, January 15th, coinciding with MLK Day, in nonviolent protest of conditions in FL prisons. They are calling it Operation PUSH.

Their primary demands are clear and concise: end prison slavery, stop price gouging, and fully return parole. They believe these issues have directly created the overcrowding that is responsible for the deplorable conditions in Florida prisons.

Their statement also raises other major issues that need to be grappled with, including the death penalty, voting rights and environmental health conditions.

Prisoners themselves have also issued a statement about their reasons for organizing the action:

We are currently forming a network agency within D.O.C. We are asking all prisoners within the Department of Corrections to take a stand by laying down starting January 15, 2018, until the injustice we see facing prisoners within the Florida system is resolved.

We are calling on all organized groups as well as religious systems to come together on the same page. We will be taking a stand for:

1. Payment for our labor, rather than the current slave arrangement
2. Ending outrageous canteen prices
3. Reintroducing parole incentives to lifers and those with Buck Rogers dates

Along with these primary demands, we are also expressing our support for the following goals:

• Stop the overcrowding and acts of brutality committed by officers throughout FDOC which have resulted in the highest death rates in prison history.
• Expose the environmental conditions we face, including extreme temperatures, mold, contaminated water, and being placed next to toxic sites such as landfills, military bases and phosphate mines (including a proposed mine which would surround the Reception and Medical Center prison in Lake Butler).
• Honor the moratorium on state executions, as a court-ordered the state to do, without the legal loophole now being used to kill prisoners on death row.
• Restore voting rights as a basic human right to all, not a privilege, regardless of criminal convictions.

Also, Haitian prisoners in Florida have issued a statement in support of Operation PUSH, both the Final Straw and Kine Line have released interviews with organizers involved with the Incarcerated Workers Organizing Committee (IWOC) about supporting the strike, and IGD’s Bloc Party was able to conduct an interview with an incarcerated organizer, which you can read here.

Protests Coast To Coast, And Even Abroad Meet The Final Phase Of The Lac-Mégantic Trial

The most important rail safety trial of our time will soon be in the hands of the jury. They are tasked with the difficult decision of whether or not to hold rail workers accountable for actions of their employers because it’s plain that there will be no other accountability, despite what is now a matter of public record.

The wrong people are on trial. Check out this interview with RCI, Radio Canada International. 

The stakes are high. But fortunately, many people across North America are not fooled by the Crown’s phony veneer of holding people personally accountable for the tragedy. No such real personal accountability will ever be made, since the government made it’s decision to target only the last persons in a danger chain that continues across every railroad to this moment.

On January 4th and 5th, in cities across America, people took their call for real rail safety, No More Lac-Mégantics and opposition to scapegoating workers to Canadian consulates as far away as Sao Paulo, Brazil. In several cases, they had to experience severe weather but came out anyway, knowing how important this case is. Active rail workers, Union members, working class militants, rail and other retirees protested in San Francisco, Chicago, Seattle, Washington DC and Minneapolis. Solidarity activists, Climate Change fighters, volatile oil opponents and environmental activists turned out their support to add their voices to the protests and delivering notice to the Canadian government that justice and rail safety cannot be served by framing up rail workers for the conditions they are forced, with government complicity, to work under. In some cities, they delivered printed statements and letters to consular officials.

The road to food sovereignty

Time is running out if the world is going to slash greenhouse gas emissions enough to keep us below a 1.5°c temperature rise by 2100, an aspiration set by the Paris climate accords.

Two conferences this autumn tackled different ends of the problem, in splendid isolation from each other. The UN Committee on World Food Security held its annual meeting in Rome in mid-October, alarmed that the number of hungry people on the planet has suddenly climbed by 40 million in the past year – much of it due to the direct and indirect effects of climate change – and fearful that an unpredictable climate will cut global food production still more sharply in the decades ahead.

Meanwhile, the UN Framework Convention on Climate Change (COP23) met in Bonn and high on its agenda was the need to cut agriculture’s GHG emissions which experts say account for anywhere from one third to more than half of global warming. So, what for Rome delegates is a problem of food security is for Bonn delegates a problem of climate security.

The solution for both climate and food sovereignty is to dismantle the global industrial agri-food system (which we call the ‘industrial food chain’) and for governments to give more space to the already growing and resilient ‘peasant food web’ – the interlinked network of small-scale farmers, livestock-keepers, pastoralists, hunters and gatherers, fishers and urban producers who, our research shows, already feed most of the world.

Trashed: Inside the Deadly World of Private Garbage Collection

Shortly before 5 a.m. on a recent November night, a garbage truck with a New York Yankees decal on the side sped through a red light on an empty street in the Bronx. The two workers aboard were running late. Before long, they would start getting calls from their boss. “Where are you on the route? Hurry up, it shouldn’t take this long.” Theirs was one of 133 garbage trucks owned by Action Carting, the largest waste company in New York City, which picks up the garbage and recycling from 16,700 businesses.

Going 20 miles per hour above the city’s 25 mph limit, the Action truck ran another red light with a worker, called a “helper,” hanging off the back. Just a few miles away the week before, another man had died in the middle of the night beneath the wheels of another company’s garbage truck. The Action truck began driving on the wrong side of the road in preparation for the next stop. The workers were racing to pick up as much garbage as possible before dawn arrived and the streets filled with slow traffic. “This route should take you twelve hours,” the boss often told them. “It shouldn’t take you fourteen hours.”

Working 10- to 14-hour days, six days per week, means that no one is ever anything close to rested. The company holds monthly safety meetings and plays videos, taken by cameras installed inside the trucks, of Action drivers falling asleep at the wheel. “You’re showing us videos of guys being fatigued, guys falling asleep,” a driver told me. (All Action employees asked for anonymity for fear of retaliation.) “But you aren’t doing anything about it.”

“In the history of the company I am sure there have been times where supervisors have inappropriately rushed people,” said Action Carting CEO Ron Bergamini. “They shouldn’t be, and they’d be fired if they ever told people to run red lights or speed. But you have to find the balance between efficiency and safety, and that’s a struggle we work on every day. But you cannot turn around and say, ‘Hey just take your time, go as long as you want.’” He pointed out that workers can anonymously report concerns to a safety hotline. As to the questions of overwork and driver fatigue, Bergamini responded, “That’s a struggle that the whole industry has — of getting people to work less.”

In the universe of New York’s garbage industry, Action is considered a company that takes the high road. A union shop, it offers starting pay of about $16 per hour for helpers and $23 for drivers, far more than many other companies. And unlike some other companies, Action provides high-visibility gear and conducts safety meetings. But since 2008, the company’s trucks have killed five pedestrians or cyclists.

In New York City overall, private sanitation trucks killed seven people in 2017. By contrast, city municipal sanitation trucks haven’t caused a fatality since 2014.

Pedestrians aren’t the only casualties, and Action isn’t the only company involved in fatalities. Waste and recycling work is the fifth most fatal job in America — far more deadly than serving as a police officer or a firefighter. Loggers have the highest fatality rate, followed by fishing workers, aircraft pilots and roofers. From the collection out on garbage trucks, to the processing at transfer stations and recycling centers, to the dumping at landfills, the waste industry averages about one worker fatality a week. Nationally, in 2016, 82 percent of waste-worker deaths occurred in the private sector.

There are two vastly different worlds of garbage in New York City: day and night. By day, 7,200 uniformed municipal workers from the city’s Department of Sanitation go door-to-door, collecting the residential trash. Like postal workers, they tend to follow compact routes. They work eight-hour days with time-and-a-half for overtime and snow removal and double-time for Sundays. With a median base pay of $69,000 plus health care, a pension, almost four weeks of paid vacation and unlimited sick days, the Department of Sanitation workforce is overwhelmingly full time and unionized. It’s also 55 percent white, and 91 percent male.

But come nightfall, an army of private garbage trucks from more than 250 sanitation companies zigzag across town in ad hoc fashion, carting away the trash and recycling from every business — every bodega, restaurant and office building in the five boroughs. Those private carters remove more than half of the city’s total waste.

Puerto Rico teachers fight to reopen schools

Months after Hurricane Maria struck Puerto Rico, leading to hundreds of deaths and devastating much of the island's infrastructure, ordinary Puerto Ricans are still struggling to put their lives and communities together--with little help from the U.S. government.

In November, Mercedes Martinez, president of the Federación de Maestros de Puerto Rico (FMPR)--a teachers' union that has organized against school closures and attacks on public education for many years--talked to New York City educator Peter Lamphere about how teachers are continuing the fight to rebuild Puerto Rico and what others can do to help.

In early November, 18 FMPR members were arrested as part of a civil disobedience action demanding the reopening of schools and drawing attention to the threat posed by advocates of neoliberalism--who view the hurricane as an opportunity to privatize public education and further weaken the power of the teachers' union.

Canadian Rail Workers Harding & Labrie Are Not Guilty! Drop The Charges NOW!

A solidarity rally was held at the San Francisco Canadian Consulate to demand that charges be dropped against MMA USW union railroad workers Tom Harding and Richard Labrie for the deaths of 47 people in the Lac-Mégantic train wreck. The 47 car train was only manned by one worker and the evidence at the trial has shown that there were not proper safety measures in place. The company and the Canadian government according to speakers is now scapegoating the workers. The Canadian government liked the US government has pushed deregulation and 1 person crews being pushed by the rail owners and the speakers charged this was the real reason for this and other disasters.

There were also support actions on January 4, 2018 in Chicago, Seattle, DC and in Sao Paulo, Brazil at Canadian consulates and embassies.

The speakers also discussed the growing rail wrecks and dangerous transportation system in the United States and this was connected to similar efforts to downsize the staffing of the trains and deregulation. Speakers included trade unionists from SMART Local 1741 SF Bus Drivers, SEIU 1021 Social And Economic Justice Committee and members of Railroad Workers United RWU and Workers Solidarity Action Network WSAN. Environmental activists also attended and spoke.

P is For Privatization

When Nilda Sánchez and her children ventured outside after Hurricane Maria waged a direct hit on Puerto Rico, aluminum road signs were crumpled by the highway near their house and trees crisscrossed each other like slain animals in the street. The power and water were off, and remained so for six weeks. It was nearly three months before Sánchez learned whether another of the mainstays in her family’s life would be restored: her son’s education.

Sebastián, Sánchez’s 9-year-old son, had been receiving therapy for his learning disabilities at Instituto Loaiza Cordero, a public school in their San Juan neighborhood. Already the school had been shut down following Hurricane Irma’s sweeping of the island Sept. 6. For the next three months, Sánchez had no word on how much damage the school had sustained in the storms, and no inkling of whether or when it would reopen.

Their hardships multiplied. Sánchez began to worry that Sebastián, who suffers from developmental delays in hand-eye coordination and attention deficit hyperactivity disorder, was regressing without therapy and the routine of school. Child support payments from Sánchez’s ex-husband — whom she left, she said, after he became abusive toward her — stopped coming, slipping through the cracks of administrative upheaval. Without anywhere else to be, Sebastián had to accompany Sánchez to the few job interviews she could find in the hurricane’s wake.

Sánchez says Hurricane Maria opened her eyes to the “cruelty” of living in bureaucratic limbo.

Climate Change Meets Mass Incarceration: California's Incarcerated Firefighters

The intersection of climate change and mass incarceration is not unique to California, but as the state experiences its deadliest and most destructive year on record for wildfires -- including the second-largest in the its history -- the state's incarcerated firefighter Conservation Camp program has come firmly under the microscope.

With fresh air, no walls and better treatment than prison, these "fire camps" have been commended as a model for rehabilitation. However, with wages at a fraction of minimum wage, they have been condemned as an exploitative labor practice.

Often missing from this debate are the voices of the firefighters themselves, whose perspectives offer an important nuance of criticism and possible solutions.

"What worries me when I hear too much discussion about fire camp as a form of slavery, is that they're focusing on perhaps the best part of the whole prison system," formerly incarcerated firefighter Matthew Hahn told Truthout. "The firefighters are in the public, that's why they are getting the focus. At the same time, they are living in perhaps the best conditions in the California prison system."

Selena Sanchez, an incarcerated firefighter until last year, describes an experience far better than prison but full of hard work, false promises and extremely low pay. "I'm not going to paint a pretty picture of it," she says. "They ran us like dogs."

Still, Sanchez says she would return to fire camp if she found herself back in prison.

The Conservation Camp program, joined at times by other local county prison so-called "Honor Camps," began in 1946 as a partnership between the California State Detentions Bureau -- now the California Department of Corrections and Rehabilitation (CDCR) -- and the California Department of Forestry and Fire Prevention (Cal Fire). It quickly grew to become a staple of fighting California's wildfires, and has long been destination number one for prisoners serving time in the state prison system.

A nuanced look at the dynamics of this program, and the small percentage of prisoners eligible for participation, reveals that even though fire camps offer alternatives to prisoners being behind bars for all of their incarceration, the model has its shortcomings and should not be seen as a panacea to mass incarceration.
