On Inflation and Working Class Struggle

On Saturday 18th of June, (there was) a national TUC demo in London, and as part of the build up, we were invited to sit on a panel hosted by the People’s Assembly called ‘Wages Up, Bills Down, Tories Out’. We were joined by six other panelists from the RMT, Bristol Co-operative Alliance and the Tribune, Bristol Trades Council and the NEU, the TUC and PCS, the Green and Labour Councillors for Ashley Ward, and the Secretary for Unite South West, who chaired the meeting.

Below is the transcript of the input from one AngryWorkers comrade about the current crisis, followed by a report from a comrade on the meeting in general.

I work as a housekeeper at Southmead hospital and I am a GMB rep there. I previously worked for several years in warehouses and food factories. I can see every day how people who earn around the minimum wage are struggling more.

I think we’re in a crisis in more ways than one. It’s a cost of living crisis, yes. It’s also coinciding with a long-running crisis of working class organisation and militancy (e.g. the fact that NHS workers can’t even enforce an actual pay rise, despite all the public support and the fact that we slogged our guts out in the pandemic, says a lot). And it’s also a crisis of the system where there aren’t any obvious answers.

“We Want Everything”: A Four-Day Work Week

The four-day work week has captivated media headlines internationally, with different countries piloting programmes in the Global North. Seventeen companies have signed up to commit to a pilot programme in Ireland. Thirty companies in the UK are taking part in a new pilot. Workers will maintain one-hundred per cent productivity for eighty per cent of their time.[1] Belgium has given workers the right to request a four-day work week with no loss of pay, effectively condensing their five day work week into four days. This has rightfully attracted criticism, as working time has not reduced, but workers get to maximise their stress levels by working nine and a half hours per day.[2] The central theme of many global campaigns is that the implementation will look different in varying sectors, rosters and working arrangements. The campaign’s main aim is for a shorter working week with no loss of pay and challenging the dominant narrative that long hours equate with greater productivity.[3]

The key demand of socialists has long been a shorter working week with no loss of pay. Karl Marx in Capital describes how the hours that make up the working day mean different things to employees and employers. Workers put in their time to afford the basic necessities in life. Employers buy labour-power, and the value is determined by working time. Any labour-power beyond what is required to produce the necessities of life is surplus-value that employers get for free. It is not necessary for us to work long hours to produce what is needed, but instead employers maximise their profits by taking our surplus value. Marx notes that “the history of capitalist production, the determination of what is a working-day, presents itself as the result of a struggle, a struggle between collective capital, i.e., the class of capitalists, and collective labour, i.e., working-class.”[4]

There are many examples of struggles over shorter working hours throughout history. The eight-hour working day in the Global North was not granted because of benevolent employers or lobbying politicians, but fought for and won through struggle. In 1856, Australian Stonemasons who were working harsh ten hours days walked off their job and eventually won an eight-hour day.[5] The same story was echoed in struggles internationally, with workers taking a collective stand for their pay and conditions. Eleanor Marx, who was a founder of the GMB Union in 1889, fought and won an eight hour workday for gas workers. On May Day in 1890, she also played a crucial role in organising the Hyde Park protest in London. This protest gathered hundreds of thousands of people with the key demand of an eight-hour workday.[6]

Two enemies, one fight: climate disaster and frightful energy bills

Two clouds darken the sky. A close-up one: gas and electricity bills have shot up since the Russian invasion of Ukraine, and millions of families are struggling to pay. And a bigger, darker, higher one: the climate disaster, and politicians’ refusal to tackle it.

Ultimately, both these threats have a single cause: fossil fuels and the systems of wealth and power that depend on them. We need social movements to link the fight to protect families from unaffordable bills with the fight to move beyond fossil fuels, and in that way turn back global warming.

Here I suggest ways to develop such a movement in the UK, starting by demanding action on home heating.

Shadow Chancellor meets GMB members at hydrogen house

Shadow Chancellor Rachel Reeves met GMB member as she visits the Northern Gas Network’s model hydrogen house in Gateshead to discuss energy security and the cost of living crisis.   

Rachel Reeves MP will travel by hydrogen bus to a Northern Gas Network model ‘hydrogen house’, where she will fry an egg on a hydrogen-powered stove. 

GMB has long called for more investment in hydrogen fuels, which could use the existing gas network, protecting well paid, unionised gas jobs and save the planet.

COP26: Trade Unions Must Fight for a Socialist Transition to Renewables

The UK government is hosting the 26th United Nations Climate Change “Conference of the Parties” (COP26) in Glasgow from 31 October to 12 November 2021.

The Intergovernmental Panel on Climate Change (IPCC) was formed in 1988. Its latest report to the UN in August of this year contains even starker warnings for the Earth’s climate than previously, unless decisive action is taken to cut greenhouse emissions. Without this, there is little prospect of keeping an average global temperature increase below the 1.5 to 2 degrees Celsius target in the 2015 COP21 Paris Agreement.

This was the first time an agreement had been reached on target reductions but it excluded major polluting industries like aviation and shipping and was devoid of any mechanism for implementing the targets. This reflects the global capitalist consensus that it is market mechanisms that will make the adjustment from fossil fuels to a zero carbon economy. This is despite the warning of Lord Stern who famously described climate change as “the biggest market failure in human history.”

Articles in the pages of The Socialist and Socialism Today have pointed out that it is capitalism’s insatiable pursuit of profit that has led us to this situation. Capitalism has shown itself unwilling and an actual impediment to the action on the timescale and scope required. An article published by Trade Unions for Energy Democracy (TUED) gives recent evidence of how renewable energy companies are “party to a race to the bottom, capitalist dynamic.”

It cites the use of forced Uyghur labour in China-based solar companies and the ‘off-shoring’ of manufacturing for the Scottish wind industry. The large wind and solar companies prop up a market architecture that is sucking in huge amounts of public money to guarantee profit margins. The report is quoted as saying “these companies have not just gone over to the political dark side, they helped design it.”

While richer governments of US and Europe talk up their climate commitments, the solutions proposed will not fix the climate crisis. UK plans to transition to renewable energy are reliant upon an unprecedented wave of resource extraction from ‘Global South’ countries. Intensifying the mining of so-called transition metals and minerals used to produce green technologies such as solar panels, wind turbines and electric vehicle batteries, is devastating communities from Chile to China.

U.K. Green Jobs Taskforce recommendations address green skills, Just Transition

On July 14, the Independent Green Jobs Taskforce delivered its report to the government of the United Kingdom, making fifteen recommendations on how best to deliver the green jobs and skills of the future. A summary of the report and steps taken to date appear in the government’s press release. The full Report is here, with an Annex called Sectoral Transitions to Net Zero, profiling specific sectors and occupations.

The U.K. Trades Union Congress (TUC), which participated in the Taskforce, reacted with a blog post titled, A greener economy can be positive for workers too, highlighting key recommendations – and pointing out real-world examples of best practice, including the example of collaboration between EDF and Unite, Prospect and GMB in the successful creation of transition pathways for workers at Cottam coal power station before it closed. The Senior Deputy General Secretary of the Prospect union was also member of the Green Jobs Taskforce, and summarized her thoughts in this blog: “It’s time the government moved from lofty climate change ambitions to action”, saying “ I am pleased that the Green Jobs Taskforce not only uses the language of Just Transition, but recommends the establishment of a new national body to help shape this change and ensure that no worker or community is left behind in the race for net zero. That recommendation is one of many that we on the task force have made to the government, including establishing a ‘green careers launchpad’, making sure that the curriculum reflects the green skills we will need in the future, and publishing a comprehensive net zero strategy ahead of November’s COP26 summit.”

The government will not endorse any of the Report’s recommendations immediately but they are promised to feed into the development of the U.K.’s Net Zero Strategy; in the meantime, “ a cross-cutting delivery group” has been established “to oversee the development and delivery of the government’s plans for green jobs and skills. This group will maintain the momentum generated by the Taskforce and drive meaningful action across the green skills agenda.”

The Green Jobs Taskforce was established in November 2020 , and included labour representatives from the TUC and Prospect union, along with academics, business representatives and the training sector, including Construction Industry Training Board, Engineering Construction Industry Training Board, East London Institute for Technology, Retrofit Works, Edinburgh University and National Grid.

Election of Union Leader Who Called for COP26 to be Ditched ‘Not Ideal’, Say Campaigners

Pro-fracking union leader Gary Smith has accused politicians of “preaching about the need for a green jobs’ revolution” and said Glasgow’s hosting of the UN climate summit showed the UK had its “priorities all wrong”.

Green campaigners have expressed concern about the GMB union’s newly elected leader, who has called for Glasgow to ditch the upcoming COP26 climate summit and enthusiastically backed fracking.

Gary Smith was previously Secretary of GMB’s Scotland branch but on Thursday was elected as the union’s new UK-wide General Secretary and Treasurer. GMB is the third largest union in the UK, with some 620,000 members covering work across a range of industry sectors, including oil and gas, aviation and manufacturing, as well as the public sector.

Smith, who won just over half of the 61,000 votes cast, has a history of outspoken comments about climate change and last year slammed the international UN climate conference now due to be held in Glasgow in November, saying “our priorities are all wrong”.

“The world’s political elite will fly in and out of Glasgow later in the year but the city’s many challenges will remain the day after the circus leaves town,” he said at the time. “The best thing government could do for Glasgow is to ditch hosting the COP and instead invest the money in dealing with the state of the city.”

Smith has been a long-time backer of fracking and fiercely criticised Labour for its support for a nationwide fracking ban, saying “Britain needs gas”. He has also been outspoken on the offshoring of manufacturing and fabrication work for the UK’s renewables industry. 

In the lead up to the election, climate activist Leo Murray said Smith’s election “would not bode well for prospects of GMB finally arriving in the 21st century with respect to the climate crisis”, calling Smith a “fracking cheerleader extraordinaire”.

Responding to news of the election, Alex Brent, GMB activist and co-founder of GMB for a Green New Deal, said Smith’s scepticism towards decarbonisation and often confrontational attitude towards climate activism is “obviously not ideal”.

However, he added, “ultimately it’s not him that needs convincing – it’s workers”, noting that GMB Union was “hardly leading the way in climate action before Gary Smith became general secretary”.

“GMB members, trade unionists and climate activists will continue to organise for climate action at the only level that matters – among their branches, in their workplaces, and in their local communities,” he said. “If Gary gets in the way of that organising, then that may prove to be a problem. Until then, the work continues.”

Trade unions in the UK engagement with climate change

Despite being faced with many immediate battles to fight, it is to the credit of many trade unions that they are also addressing the long term wellbeing of their members, and of future generations, by introducing policies to tackle climate change. A new report providing the first ever overview of the climate change policies of 17 major UK trade unions could help raise wider awareness of this important work.

The author, Catherine Hookes, is studying for a masters degree at Lund University, Sweden, and her research drew on a comprehensive web review of policies in these unions, going into more depth for many of the unions, interviewing key figures and activists. The research was facilitated by the Campaign against Climate Change.

For anyone within the trade union movement concerned about climate change (or for campaigners wishing to engage with trade unions on these issues) this report is of practical use in understanding the context, the diversity of different trade unions' approaches, and the progress that has been made in the campaign for a just transition to a low carbon economy.

While every attempt was made to ensure the report is comprehensive, and accurately reflects union positions, there are clearly controversies and different viewpoints over issues such as fracking and aviation. Trade unions with members in carbon intensive industries will always have a challenging task in addressing climate change, but their engagement in this issue is vital. And, of course, this is a rapidly changing field. It is very encouraging that since the report was written, Unison has voted to campaign for pension fund divestment. This is an important step in making local authority pension funds secure from the risk (both financial and moral) of fossil fuel investment.
