Corporate Greed Is a Root Cause of Rail Disasters Around the World

On February 25, Greece experienced its deadliest rail disaster ever when a freight train ran headlong into a passenger train coming towards it on the same track, killing 57 people. This tragic accident, near the city of Larissa, occurred just weeks after the East Palestine, Ohio rail disaster, and while the outcomes are different, the root cause is the same: corporate greed and deregulation. 

While two trains colliding on the same tracks might seem unfathomable to Americans, it shouldn’t be. A similar accident occurred in Texas in 2016, a year after the U.S. rail industry refused to meet a Congressionally mandated deadline for installing a safety system called positive train control, which would have prevented the accident.

Threatened with a rail shutdown, Congress buckled and gave the industry an extra three years to install the safety system, with the option for an extension until the end of 2020. On December 29, 2020, the Federal Railroad Administration announced that positive train control was finally installed on all of the required rail lines. 

As DeSmog has reported, the U.S. rail industry has lobbied against the requirement to install positive train control since 1970. In fact, one rail lobbyist received an award for being “part of a successful push for a congressional agreement to extend a deadline for automated trains on most of the nation’s railways.” The National Transportation Safety Board first recommended positive train control in 1970 after two Penn Central commuter trains collided head-on near Darien, Connecticut, the previous year. Four people were killed and 43 were injured.

Alberta has always been an international leader on energy. Our abundant natural resources, coupled with our proud history of technological innovation in the oil and gas sector— particularly the oilsands—means we are renowned for our ability to use a skilled labour force to reach new frontiers in energy production.

In 2023, Alberta has an opportunity to build on that history and move towards a new energy future. In doing so, it can begin to capitalize on the multiple opportunities associated with the globally emerging clean economy.

To achieve this, Alberta needs a robust, credible plan on climate and energy. The number of governments worldwide that are legislating emissions reduction targets and policy measures to deliver them is rapidly growing each year, and it is time that Alberta joined them. This province — home to some of the world’s foremost experts on carbon capture technology, methane reduction techniques, wind and solar power, and so many other clean energy solutions— has much to offer to the energy transition, and much to gain. The International Energy Agency, for example, estimates 14 million new energy jobs and 16 million new jobs in energy efficiency will be created, worldwide, between now and 2050.

To take advantage of these opportunities, Alberta must also be willing to confront the realities of the global shift towards low-carbon energy sources, and take steps to adapt and futureproof its economy and workforce. The global outlook for fossil fuels, for example, has fundamentally shifted in the last twelve months. In 2022, for the first time, a range of assessments — including from within the oil industry — projected that the current level of worldwide policy momentum on emissions reductions will result in a sustained decline in global demand for oil, beginning this decade. If the world successfully achieves its goal of reaching net-zero emissions by 2050 and avoiding the worst effects of climate change, that demand decline will begin sooner and be steeper — and will have a significant impact on Alberta’s industry. 

Acknowledging these realities, and choosing to show leadership on climate and energy policy, is integral to Alberta’s overall attractiveness as an investment destination. Now more than ever before, companies are looking for opportunities to invest in climate solutions, and for jurisdictions where they can operate while meeting their own climate goals. Choosing instead to remain out of step with the global trend towards low-emissions economies would leave Alberta at a significant disadvantage in the years ahead.

As the 2023 provincial election approaches, this document provides our recommendations to future leaders in Alberta to advance this province’s position in the transition towards low-carbon energy. Above all, we think Alberta can and should be a leader on climate and the energy transformation in Canada.

Code Words Hint At Eliminating Jobs & Stifling Renewable Energy Employment

The term “just transition” emerged from the 1970s North American labor movement to become a campaign for a planned energy transition. It includes justice and fairness for workers through united future visions about economic and climate action. These days it’s incredibly contentious.

Wouldn’t you think that renewable energy employment would be uplifting fossil fuel communities and remaking climate politics? Not so fast. Eliminating jobs in the fossil fuel sector has become highly controversial.

Language in headlines and social media posts is reinforcing the place and power of the fossil fuel industry, helping to keep it from becoming little more than stranded assets and from being held accountable for the climate crisis. The words “just transition” are a not-so-secret code that triggers mistrust and confusion among the energy workforce — the same workers who are most likely to benefit from the renewable energy employment marketplace.

Generally, a just transition is defined as programs, services, legislation, and practices that include equity opportunities for all in the move from fossil fuels to renewable energy. I’ve written several times here at CleanTechnica about a just transition and how fears about eliminating jobs are unwarranted (see here, here, here, and here, among others). But what seemed less evident to me then and now a bit naïve now is the degree to which the fossil fuel industry has turned its mighty propaganda forces against renewables while, concurrently, embellishing their professed concern for worker livelihoods.

Ontario’s Conservative government officially repealed its anti-worker, anti-union legislation, known as Bill 28, on November 14.

The Keeping Students in Class Act suspended human rights in an effort to prevent education workers in the province from striking. The government had introduced the bill only two weeks earlier — on October 31 — sparking a wave of union mobilisations and protests.

When word began to circulate about cross-union plans to launch a general strike across Ontario — with a tentative start date, coincidentally, of November 14, the government backed down.

Labour and the Global Climate Strike: An interview with Nigel Barriffe

For thousands of years, Indigenous Peoples across Turtle Island have cared for and protected the land and water we all rely on. This is especially true in settler-colonial Canada, where Indigenous Peoples have always been at the forefront of the climate justice movement. Two recent examples of this is the work of the Wet’suwet’en People and the Keepers of the Water. Their calls for climate justice have been amplified in recent years through the blossoming of Fridays for Future: a youth-led, international movement demanding immediate action to address the climate crisis. Under this banner, student strikes have been held across the globe, from Tokyo to Tehran to Toronto. 

This year, a Global Climate Strike is taking place on September 23 and Fridays for Future TO is leading the Toronto action. A number of groups are joining the strike in solidarity, including a Labour and Allies Contingent, who are meeting at Steelworkers Hall, 25 Cecil St. at 12:30pm and will unite with the main march at Queen’s Park at 2pm. 

Spring Magazine spoke to labour organizer and elementary school teacher Nigel Barriffe about the climate strike and the many intersections between the labour and climate justice movements. Nigel is active in a number of roles including as Vice President of the Elementary Teachers of Toronto, President at the Urban Alliance on Race Relations, and a board member at the Canadian Anti-Hate Network and Good Jobs For All

New modelling finds Canada’s battery supply chain could be a boon for jobs and the economy, assuming Canada takes action

With the U.S.’s new electric vehicle tax credit requiring that EVs and their batteries be made in North America, Canada’s EV battery supply chain is in the spotlight. 

That spotlight is well warranted. If Canada plays its cards right, a domestic EV battery supply chain could support up to 250,000 jobs by 2030 and add $48 billion to the Canadian economy annually.

That’s according to modelling from Clean Energy Canada and the Trillium Network for Advanced Manufacturing, whose new report, Canada’s New Economic Engine, explores how Canada can successfully build an EV battery supply chain in order to become a North American battery powerhouse.

Recent months have seen a stream of new battery investments, from the $5 billion Stellantis and LG Energy Solution are investing in a Windsor battery factory to the $500 million General Motors and Posco are investing to bring battery material production to Bécancour, Quebec. 

But despite these encouraging investments, the success of Canada’s EV battery supply chain—and the hundreds of thousands of future jobs it could support—is still largely dependent on swift government action.

In a scenario where no additional government action is taken, Canada’s battery supply chain would create just 60,000 jobs and contribute only $12 billion in GDP—fulfilling only about a quarter of both its jobs and GDP potential.

Accordingly, the report identifies six ways in which Canada should focus its efforts to fulfill its battery-building potential. While Canada could do it all, a more effective strategy would double down on a few key stages, such as EV assembly, battery cell manufacturing, clean battery materials production.

In short, we have a once-in-a-generation opportunity to build a battery supply chain that will be the economic engine of tomorrow’s economy. 

Climate justice as a workers’ issue and the struggle for planetary health

After a scorching summer that saw record temperatures in the territories, B.C. and other parts of Canada, the effects of climate change are impossible to ignore. Under the intense heat, labour organizations are not stopping their mobilization to fight for climate justice. 

“Climate justice absolutely is a workers’ issue,” said Bea Bruske, president of the Canadian Labour Congress in an email to rabble.ca. “Labour rights and human rights go hand in hand, and a transition to a net-zero economy must be achieved respecting both labour and human rights.” 

The extreme weather events caused by climate change also have a direct, concrete impact on workers, according to the Canadian Union of Postal Workers (CUPW) National President, Jan Simpson.

“Our members feel the direct impact of climate change every day on the job,” Simpson said. “Working outside and in non-climate-controlled workplaces, our members face big mental and physical health risks from climate change and increasing extreme weather events, like heat waves and forest fires.” 

Heat events have become a growing health and safety concern for workers. Without legislation that lays out the maximum temperature people can work in, workers can suffer from heat related illness that can sometimes be fatal.
