The technological dynamism of capitalism has always been a powerful argument in its defense. But one of its secrets is that at the heart of this change we find neither bold entrepreneurs, venture capitalists, nor established firms.

Investments pushing the frontiers of scientific knowledge are just too risky. The advances sought may not be forthcoming. Those that do occur may not ever be commercially viable. Any potentially profitable results that do arise may take decades to make any money. And when they finally do, there are no guarantees initial investors will appropriate most of the resulting windfall.

There is, accordingly, a powerful tendency for private capital to systematically underinvest in long-term research and development. Despite popular perceptions that private entrepreneurs drive technological innovation, the leading regions of the global economy do not leave the most important stages of technological change to private investors. These costs are socialized.

In the quarter-century after World War II, the high profits garnered by American corporations due to their exceptional place in the world market allowed corporate labs to engage in “blue-skies research” projects. But even then, public funding accounted for roughly two-thirds of all research and development expenditures in the United States, creating the foundations for the high-tech sectors of today.

With the rise of competition from Japanese and European capital in the 1970s, private-sector funding of research and development increased. However, long-term projects were almost entirely abandoned in favor of product development and applied-research projects promising commercial advantages in the short-to-medium term.

Basic research continued to be funded by the government, like the work in molecular biology that supported the move of agribusiness companies into biotechnology. The same was true for projects of special interest to the Pentagon — the developments associated with the Defense Advanced Research Projects Agency, for instance, which paved the way for modern global positioning systems — and other government agencies.

But medium-to-long-term R&D in general was in great danger of falling into a “valley of death” between basic research and immediate development, with neither the government nor private capital providing significant funding for it.

For all their rhetoric touting the “magic of the marketplace,” those in the Reagan administration recognized market failure when they saw it. They began to offer federal and publicly funded university laboratories various carrots and sticks to undertake long-term R&D for US capital.

No System but the Ecosystem: Earth First! and Anarchism

There is a clear case to be made for the connection between ecology and anarchism.1 Many philosophers, academics, and radicals have elaborated this over the past two centuries2. But reviewing the history of this theoretical relationship is not the goal here. The movement surrounding anarchism in the past 200 years has certainly included its fair share of theory, yet what has rooted anarchist ideas so deeply in human society is the prioritization of action. It is this action-based relationship between the ecological movement and anarchism that we explore.

How has anarchism inspired and shaped ecological action in recent history, and how might it continue to? The experience of Earth First! over three-and-a-half decades embodies the most critical aspects of this question.

While Earth First! (EF!) has never considered itself to be explicitly anarchist, it has always had a connection to the antiauthoritarian counterculture and has operated in an anarchistic fashion since its inception3. In doing so, it has arguably maintained one of the most consistent and long-running networks for activists and revolutionaries of an anarchist persuasion with the broader goal of overturning all socially constructed hierarchies.

In Oppose and Propose: Lessons From Movement for a New Society, which covers an under-acknowledged antiauthoritarian history, author Andrew Cornell makes a case about MNS carrying the legacy of nonhierarchical radical activism from the civil rights and anti-war era of the ’60s into the anti-nuke era of the ’80s. Cornell points to MNS essentially carrying the torch just long enough to spark what would become the global justice movement of the late ’90s.

A similar case can be made for Earth First!, particularly within the decade between the formal end of MNS and the 1999 uprising against the World Trade Organization in the streets of Seattle. Except rather than formally calling it quits, as MNS did in ’89, EF! stuck around, stumbling through several waves of internal strife and state repression to continue into its 35th year as a decentralized, horizontally-organized, anticapitalist, antistate force to be reckoned with.4

As many anarchist-oriented projects come and go, it is worthwhile to explore how and why those efforts that persist over decades are able to do so. Even more importantly, in this time of global urgency surrounding an escalation of overlapping ecological crises (extinction, extraction, climate change, etc.), and the recuperation of environmentalism by a “green” industrial economy, the story of Earth First!—for all its imperfections and baggage—has crucial lessons for ecological revolutionaries.

Future Blast Zones? How Crude-By-Rail Puts U.S. Communities At Risk

The transport of petroleum via rail is now a well-known and unwelcome sight in many other U.S. communities. Its long distance rail transport has resulted in five major train fires and explosions in the last 16 months alone.

Now a diverse industrial city of 100,000, Richmond is still crisscrossed with tracks, both main lines and shorter ones, serving its deep-water port, huge Chevron oil refinery, and other local businesses.

Trains just arriving or being readied for their next trip, move in and out of a sprawling Burlington Northern Santa Fe (BNSF) rail yard located right next to the oldest part of town. Some train formations are more than 100 cars long. The traffic stalls they create on nearby streets and related use of loud horns, both day and night, have long been a source of neighborhood complaints. Persistent city hall pressure has succeeded in cutting horn blasts by about 1,000 a day, through the creation of several dozen much appreciated “quiet zones.” No other municipality in California has established so many, but only after many years of wrestling with the industry.

Despite progress on the noise front, many trackside residents continue to experience “quality of life” problems related to the air they breath. Some of their complaints arise from Richmond’s role as a transfer point for coal and petroleum coke (aka “pet coke”) being exported to Asia. As one Richmond official explained at a community meeting in March, these “climate wrecking materials” wend their way through the city in open cars—leaving, in their wake, houses, backyards, and even parked cars covered with a thick film of grimy, coal dust. Coal train fall-out has become so noisome in Richmond that its seven-member city council—now dominated by environmental activists— wants the Bay Area Air Quality Management District (BAAQMD) to mandate the use of enclosed cars.

This would seem to be a no-brainer, public health-wise. But the track record of this particular governmental agency—in any area related to public health and safety—has not been confidence inspiring lately. The BAAQMD is already complicit with the creation of Richmond’s most troubling new fossil fuel hazard in recent memory. For the last year, that threat has been on display, as far as the eye can see, at BNSF, which is owned by Nebraska billionaire Warren Buffett. Buffett’s rail yard has been filled with hundreds of black, tubular metal tank cars containing a particularly volatile form of crude oil that’s come all the way to Richmond from the new energy boomtowns of North Dakota.

The Battle to Control the 3D Printing Revolution: DIY or CIA?

Scientific and technological innovations have the power to fundamentally transform human civilization as new possibilities previously deemed impossible are made realities. However, it is not the technologies themselves that dictate the nature of the political, economic or social evolution. Rather, it is control over, and access to, technology that has the truly profound impact. While advanced medicines, new methods of energy production and biotechnology breakthroughs are in themselves important, when monopolized by a select few, the implications for the majority of people can be dire.

So it is with the emerging revolution in 3D printing, a technology that manufactures (or "prints"), layer by layer, physical objects from computer models using a variety of materials. While 3D printing has existed in concept since the early 1980s, only in recent years has the technology been brought to the desktop level, allowing individuals and small groups of hobbyists to print a wide variety of objects, from plastic coasters to medical equipment. Having started in the traditional industrial and fabrication setting, it was the application of 3D printing by independent, technologically inclined "hackers" (individuals who manipulate and/or customize computer and electronic equipment to fit their needs) that helped mainstream this technology.

Today, there is a consensus among those in the know - from the most ruthless capitalist profit-seekers to anarcho-communist hackers - that the 3D printing revolution is coming, and the world will not be the same once it arrives. So the struggle is not whether there will be 3D printers, but rather how that technology will be used, how it will be dispersed in society, who will have access to it, and who will control and/or steer its development.

The central question will not be whether a working-class person can 3D print some household object in his garage; this is a foregone conclusion. Instead, it will be whether or not the ability to 3D print the elemental parts of modern and future society (computer processors, nanobots, telecommunications equipment etc.) will be open to all, or controlled by the few.

More than 120 people attended the Future of Railroads Conference (RailCon15) in Richmond, California, March 14th, organized by Railroad Workers United, with support from local environmental groups and others.

Ron Kaminkow of Railroad Workers United talked about the history of railway worker attempts to build industry wide solidarity and unity, going back to the American Railway Union of Gene Debs in the 1890s. These efforts were stymied by the persistence of the conservative craft unions. The railroads are able to play one craft union off against the other to the detriment of rail workers. Railroad Workers United is an effort to build solidarity and unity of the workers across occupations and unions.

At present operating crews belong to two remaining unions, Brotherhood of Locomotive Engineers and United Transportation Union (mostly derived from the former Brotherhood of Railway Trainmen). BLE is now affiliated to the Teamsters union and UTU recently merged with the Sheet Metal Workers union to form SMART.

When the UTU recently signed a concessionary agreement with Burlington Northern-Santa Fe (BNSF) in one of its regions, this would have allowed BNSF (owned by Warren Buffett's venture capital firm, Berkshire Hathaway) to go to one-person crews. This would have iced out the engineers union, stabbing them in the back. The RWU organized a "Vote No" campaign among conductors, brakepersons and other UTU members which soundly defeated this destructive proposal by seven to one.

On Sabotage and Pipelines: A Green Syndicalist Commentary

We are currently in what might be called an era or period of pipelines. New ones are developing frequently and already built ones are undergoing expansion or twinning. There is no continent that is not traversed by pipelines, which spread like arteries/varicose veins across their terrain. And these pipeline networks are all slated to be expanded. Most pipelines on the planet are currently situated in North America and Central Asia and not coincidently these are the subject of much conflict and contestation. Highly contested pipelines in the North American context have not even been constructed yet, from the Northern Gateway development and Kinder Morgan twinning in British Columbia to the Keystone XL from Alberta to Houston to the Line 9 development across eastern Canada. Politics are waged on the basis of concern (about what a pipeline might result in) as much as, or more than, a basis of currently existing reality.

Much of the green movements, even some deeper green ones, pursue a politics of publicity, a politics of PR, which is largely the terrain of capital. The pursuit in such politics is positive public opinion. This differs greatly from a politics of sabotage (though sabotage must be properly contextualized and explained publicly). A politics of sabotage creates an intolerable situation that requires a positive resolution.

The flows of energy economies are subject to interruptions. This is done by business for the manipulation of prices, for example. But these flows can be interrupted for other uses by workers and/or their communities. For syndicalists, sabotage has typically referred to withdrawal of efficiency by workers. This brief commentary provides initial thoughts for a discussion of a politics of sabotage against pipelines and oil flows. Sabotage, from a green syndicalist perspective, poses direct challenges to capital flows and an impetus for rethinking green politics in the age of extreme energy.

In January, I went to the Oregon coast to get away from the city, clear my mind, and have some fun. While walking down the beach, though, we noticed a horrible sight.

Thousands of dead young birds, called cassin's auklets, littered the sands, strewn amongst the bottles and random plastic like so many discarded dreams.

Scientists are baffled as to the reason for the die-off. National Geographic called it "unprecedented... one of the largest mass die-offs of seabirds ever recorded." Between 50-100,000 birds as of the end of January.

The most direct explanation is simply starvation. The natural food of the birds has gone away this season, and it fits in with a larger trend of mass die-offs on the Northwest coast. It could be that ocean acidification is creating an ecological collapse, a lack of oxygen in the water, perhaps, but the main theory places the blame on the warming oceans.

It is climate change that is causing this death, just as climate change induced drought have led to the wars in Syria and Mali. It is killing our young; the entire planet is in grave peril.

Something must be done. But what?

The political party in power in Greece is called Syriza, an acronym meaning Synaspismós Rizospastikís Aristerás (Συνασπισμός Ριζοσπαστικής Αριστεράς) or 'coalition of the radical left'. Their organization is not what one could possibly call a conventional political party: it is more of a work of rethinking politics and its relationship to the state.

They formed in 2004 as an anti-establishment party, and surfed into power on the waves of riotous discontent incumbent on austerity programs and police repression. Although they have found turbulent times amidst negotiations with global financial institutions, Syriza has shown the North Atlantic the possibility of taking hegemony from the core economic and political powers of neoliberalism.

The Future of Railroads: Safety, Workers, Community & the Environment is the title of two back-to-back conferences; the first on Saturday, March 14, 2015 in Richmond, California; the second on Saturday, March 21 in Olympia, Washington.

Everyday a tragic trail derailment occurs, often transporting highly flammable Bakken Shale or Tar Sand, from North Dakota or Alberta, to refineries across North America. The 47 -- preventable-- deaths in Lac-Mégantic has wakened people to the dangers of oil trains and the movement of trains in general through their communities. Environmental activists are up-in-arms about the amounts of fossil fuels moving by rail. Farmers and other shippers are concerned about the congestion that has occurred in recent months, but in part to the oil boom. The rail networks in the U.S. and Canada and clogged with crude-by-rail, displacing the already heavy traffic of grains headed to port for export.

The public generally has no idea what goes on daily on America’s railroads. Chronic crew fatigue, single employee train crews, excessively long and heavy trains, draconian availability policies, short staffing, limited time off work create challenging safety issues of concern not just to railroaders, but to the entire population.

Please join us at this cutting edge conference that brings together railroad workers, environmentalists, community activists and concerned workers from other sectors, in order to build the movement for a safer and greener railroad, on that is more responsive to the needs of workers, trackside communities, citizens in general, and society as a whole.

Richmond is a perfect confluence for this conference as it has always been a company town, first for Santa Fe Railroad as the western terminus of its transcontinental railroad in 1900, then for Standard Oil (later becoming Chevron) in 1901 and its massive refinery complex, and again for Kaiser Industries with its four assembly line-like shipyards in the late 1930s through World War II. From 1910 until 1959 the Pullman Company located its largest West Coast rail car repair shop adjacent to the Southern Pacific and Santa Fe lines in the center of Richmond. It also fronts the San Francisco Bay with access to a channel of 40-60 feet deep, allowing the largest seagoing ships (mostly oil tankers these days) to call its ports. Despite still being the location of the Burlington Northern Sante Fe rail yard and Chevron's massive refinery, Richmond is a bottomed out deindustrialized city that puts its largely working class people of color population in the toxic shadow of oil, chemical and other polluting heavy industries.

In adjacent cities of Rodeo there is the Conoco Phillips Refinery, Benecia has Valero Refinery, and Martinez has both Shell and Tesoro Refineries (the latter currently on strike). They are served by both BNSF and Union Pacific Railroads and maritime wharfs. This area along the San Francisco and San Pablo Bays is statistically known as a "cancer cluster."

Five reasons the IWW are challenging the culture of the UK Left (and why you should be too!)

We can’t put our faith in the ballot box

The recent election of SYRIZA in Greece has invested a lot of hope in the emergence of a popular anti-austerity front across Europe. However the deep resistance that SYRIZA are facing to even the modest social reforms they are proposing from their European partners gives an indication of the intrinsic limits of parliamentary action alone to wider, and particularly deeper, social change. That is not to say that there are no important lessons to be drawn from this situation. Part of SYRIZA’s success story is in the way in which it has effectively capitalised on political ground that has been largely conceded by the parties of the social democratic centre in their widespread commitment to “responsible” economic policies and continuing austerity. This is a situation repeated across many European democracies. The so-called PASOKification of the centre left (in the UK and particularly in Scotland) has left a certain degree of political space “up for the taking”. The recent explosion in Green Party membership in England and Wales fits this story nicely: some might even find themselves feeling optimistic about alternatives to the Political status quo. Nonetheless, we need to be hard-headed in how we deal with these recent trends.

Poverty, hopelessness and powerlessness have drawn many throughout Europe, including a considerable section of both our own and the Greek electorate, to the populist and far-right. Understanding why it was the left that triumphed recently requires more than looking to SYRIZA’s leadership and electoral strategies – we need to look at the way broader Greek anti-capitalist culture operates. For decades a vibrant network of extra-parliamentary parties, social movements and trade union groups have sustained the continuing case for basic social solidarity through the maintenance of left spaces, solidarity networks and other forms of community engagement. This genuinely life-sustaining work has highlighted the pragmatism of socialist ideas above the individualistic solutions offered by the far-right and pro-austerity left. The future of SYRIZA’s relation to these social and extra-parliamentary movements is very unclear at this stage. Similarly, but on a smaller scale, is it possible to understand the surge in SNP popularity following the independence referendum without also appreciating the explosion in grassroots activity that preceded it?

In England and Wales the outlook is even bleaker. Not only is the left generally lacking in the basic forms of outreach and engagement that has empowered our Greek and Scottish friends, but the electoral system is stacked against any chance of even a modest swing in electoral sentiment. Even if the Green Party was to mobilise an army of supporters comparable to that seen in the Scottish referendum the “breakthrough” would be underwhelming, at most a victory of a handful of parliamentary seats.

The splitting of the political centre ground, combined with the massive disenfranchisement brought about by austerity policies, leaves a great deal of potential for any movement offering real and practical non-parliamentary alternatives. As solidarity unionists we believe that grassroots engagement and direct action are not merely the means of realising that latent potential, they are the basis for the worker-run society we’re trying to build. Meaningful and lasting victories can be won through these activities in a number of highly adaptable and scalable forms – from the group of workmates who march on the boss to win back their tip jar to the occupied and collectivised factory employing thousands of workers, we’ve got a working model for building the society we want.
