New York Climate Jobs Initiatives

In 2014-2015, the New York labor movement and its allies in other movements launched two complementary Climate Jobs initiatives for New York City and New York State. The city-level campaign, Climate Works for All, is anchored by ALIGN, the NYC Environmental Justice Alliance (NYC-EJA) and the NYC Central Labor Council (CLC). Climate Works for All is a broad coalition of over 40 community, labor, environmental justice, faith and other organizations united to ensure that efforts to address climate change also create good, career-track jobs and prioritize low-income, climate-vulnerable communities. The coalition released a 10-point platform in early 2015 that focused on five primary sectors that contribute most to NYC’s climate crisis: Buildings; Energy; Transit; Waste; and Community and Infrastructure Resiliency. The 10-point platform ranges from demanding a mandatory energy efficiency retrofit program for large privately-owned buildings, to solar installations on 100 schools, to flood and stormwater infrastructure improvements, to making NYC’s public hospitals more resilient to climate change impacts.

The New York State initiative, coordinated by The Worker Institute at Cornell, brings together unions in the building, energy and transport sectors to develop a comprehensive climate jobs plan for New York State. A Climate Jobs report for New York State will be released in Fall 2015 along with specific climate jobs policy proposals for the energy, transport and buildings sectors – policies that the labor movement along with its allies will push to implement in the next year. The Worker Institute at Cornell and its union partners have also developed a labor-climate training curriculum for union members and leaders that will be used to build engagement and support for the climate jobs work in NY.

A win for Pittsburgh public transit

SINCE PORT Authority of Allegheny County (PAAC) cut 15 percent of its service, residents of Baldwin, Mooncrest and Groveton--working-class suburbs of Pittsburgh, Pennsylvania--had to walk two miles, over roads with no sidewalks, just to catch the bus.

But on September 8, Baldwin residents active in the struggle of "Buses for Baldwin" and Groveton residents who pushed for service in their county housing authority will be riding the first restored buses, celebrating the sweetness of the victory.

The battle for public transit has been often been an uphill struggle under both Democratic and Republican administrations at the city, county, state and federal levels. Lessons from the Pittsburghers for Public Transit (PPT) campaigns might be useful for others struggling for economic justice today and tomorrow.

Amalgamated Transit Union President Larry Hanley has pointed to Pittsburghers for Public Transit as a model for those defending public transit throughout the country, especially for the ways the organization unites transit riders and workers in its campaigns.

Since the 1980s, business interests and the right wing have crusaded for even more aggressive policies of laissez-faire capitalism (sometimes called neoliberalism). Public services--won over the years through struggles by working people--have been the target of late. Their successful efforts have cut funding for public transit systems, public education, public housing, public parks and libraries, the public postal service and more.

This, combined with a push to lower taxes for the rich and stagnant or diminished wages of working people, resulted in a shrinking tax base that often made public services shabby and inadequate. Right-wing ideologues create the problem, then insist that "privatization" and "market mechanisms" are the solution. But this makes things worse--capitalism functions not to meet the needs of the majority of people, but to maximize profits for private business owners.

The Pittsburgh Port Authority, in consultation with an "economizing" Democratic County executive, Dan Onorato, had already made severe cuts in 2007, and in 2010 approved a new 15 percent cut in service. In autumn 2010, Tom Corbett, a conservative Republican candidate promising pro-business tax cuts and budget tightening, ran for governor of Pennsylvania. His Democratic opponent was the very same Allegheny County executive who had twice cut public transit service. The Republican won.

In January 2011, budget proposals by Gov. Corbett projected an additional 35 percent cut in Pittsburgh's transit service. Right-wing elements argued that transit workers had been too greedy, that public transit was inefficient and unsustainable, and that privatization would provide a solution.

Argentine police break up bus drivers’ protest action

Bus drivers of the #60 line of Buenos Aires, which includes 10 popular bus routes, carried out a protest action on July 27 2015, disrupting traffic on a number of arterial roads. Helping the drivers to block roads were workers acting in solidarity, including activists of the FORA (Argentine section of the IWA-AIT). The picket on the Pan-American Highway at the intersection of Highway #197 was brutally dispersed by the National Police, injuring at least 18 people.

Workers of the #60 bus line have been fighting for more than a month with the company owner. They had previously announced that they were going to block the La Noria Bridge and the Pan-American Highway at General Pacheco (a city in Buenos Aires province). The first picket was held without major incidents, but the second, in the northern part of the capital region, was met with repression by the police.

The forces of “order” attacked the protesters around 7:20 a.m., and the drivers answered with a hail of rocks. Three workers were arrested. At least 18 people were injured, including journalists.

Around 10:00 a.m., the scene was repeated at the La Noria Bridge. The police used tear gas and rubber bullets, while the workers defended themselves with whatever they could get their hands on.

One of the workers’ delegates, Santiago Menconi, explained that the protest was held because “currently there is no dialogue” with the company and the Ministry of Labour. “Fifty-three comrades are still fired.” He demanded a signed agreement on working conditions and the rights of workers’ delegates, and also payment to the workers for all idle time since the beginning of the conflict.

The protesters blamed the clashes on the police and demanded the immediate release of three persons who were arrested.

The conflict began on June 25 2015, when the drivers, as a sign of protest, stopped collecting fares from the 250,000 passengers who use the #60 line everyday. They demanded the re-instatement of Ariel Alejandro Benítez, fired the day before without any explanation.

A world beyond tar sands: the fight for climate jobs

The IPCC report from last year said that climate change would produce “severe, widespread, and irreversible impacts” if not reduced, and a report in the journal Nature this year showed that 85 per cent of tar sands must remain in the ground to avoid a 2 degree rise.

As the Globe and Mail explained, “Domestic estimates of Alberta’s oil reserves come in at about 168 billion barrels, with hundreds of billions more available for extraction if future oil prices make the resource more attractive. The study uses a more conservative estimate of 48 billion barrels as the current reserve and then finds that only 7.5 billion barrels of that, or about 15 per cent, can be used by 2050 as part of the global allotment of fossil-fuel use in a two-degree scenario." The Council of Canadians have done the math: “The proposed Keystone XL, Northern Gateway, Energy East, Trans Mountain and Arctic Gateway pipelines. Together, those pipelines would move about 3.45 million barrels of oil per day or about 1.26 billion barrels a year. If all of these pipelines were to become operational, they would exceed the 7.5 billion barrel limit noted in this British study in less than six years.”

So this is an urgent question, and what happens in Canada will have a major impact on the global climate. As NASA scientist James Hansen explained: “If Canada proceeds, and we do nothing, it will be game over for the climate.” But this risk is not evenly distributed. When Hurricane Katrina hit New Orleans it disproportionately affected poor and racialized communities. Hurricane Sandy and typhoon Haiyan’s destruction in Haiti/Philippines is linked to the history of colonialism and imperialism in the region. Tar sands disproportionately affect indigenous communities, including the Athabasca Chippewyan First Nation at ground zero, Aamjiwnaang First Nation surrounded by refineries in Chemical Valley, and Chippewas of the Thames whose territory Line 9 crosses (and who are appealing its reversal).

Climate Justice in Collision with Revenue-Neutral Carbon Policies?

Plotting options for carbon policy in Washington state, Governor Jay Inslee’s Carbon Emissions Reduction Taskforce just issued its recommendations.  The report sets up a political collision between advocates for neutral carbon pricing systems and climate justice proponents.

The CERT sagely concluded that carbon reduction goals are not going be met by market-based solutions alone.It is not enough to put a price on carbon, or set a legal cap.It will take a “harmonized, comprehensive policy approach. ”By increasing the price of fossil fuel energy, market mechanisms provide an “economic infrastructure” that sends “a common price signal across all emissions sources and emissions reductions opportunities.” This signal must be accompanied by “a well harmonized set of complementary policies” and “targeted use” of carbon revenues.

“Particular attention needs to be given to the transportation sector as the largest source of carbon emissions in the state,” CERT noted. Complementary policies are needed to promote transit and transit-oriented development, and alternative fuels such as electricity.

This emphasis on transportation alternatives is spot on.  It is partly aimed at reducing the impact of increased fuel costs on economically stressed populations.  That’s smart because it is exactly among those populations where fossil fuel interests will seek to drive a political wedge into the unified progressive coalition needed to pass carbon policy.
