A world beyond tar sands: the fight for climate jobs

The IPCC report from last year said that climate change would produce “severe, widespread, and irreversible impacts” if not reduced, and a report in the journal Nature this year showed that 85 per cent of tar sands must remain in the ground to avoid a 2 degree rise.

As the Globe and Mail explained, “Domestic estimates of Alberta’s oil reserves come in at about 168 billion barrels, with hundreds of billions more available for extraction if future oil prices make the resource more attractive. The study uses a more conservative estimate of 48 billion barrels as the current reserve and then finds that only 7.5 billion barrels of that, or about 15 per cent, can be used by 2050 as part of the global allotment of fossil-fuel use in a two-degree scenario." The Council of Canadians have done the math: “The proposed Keystone XL, Northern Gateway, Energy East, Trans Mountain and Arctic Gateway pipelines. Together, those pipelines would move about 3.45 million barrels of oil per day or about 1.26 billion barrels a year. If all of these pipelines were to become operational, they would exceed the 7.5 billion barrel limit noted in this British study in less than six years.”

So this is an urgent question, and what happens in Canada will have a major impact on the global climate. As NASA scientist James Hansen explained: “If Canada proceeds, and we do nothing, it will be game over for the climate.” But this risk is not evenly distributed. When Hurricane Katrina hit New Orleans it disproportionately affected poor and racialized communities. Hurricane Sandy and typhoon Haiyan’s destruction in Haiti/Philippines is linked to the history of colonialism and imperialism in the region. Tar sands disproportionately affect indigenous communities, including the Athabasca Chippewyan First Nation at ground zero, Aamjiwnaang First Nation surrounded by refineries in Chemical Valley, and Chippewas of the Thames whose territory Line 9 crosses (and who are appealing its reversal).

Worker Management of the Barcelona Public Transit System, 1936-1939

In the years leading up to the revolution in Spain in 1936 there had been bitter struggles of the workers...such as the long but defeated streetcar strike in 1935. A number of leading activists in that strike were sent to prison. With the victory of the liberals and social-democrats in Spain's national elections in February 1936, imprisoned unionists were freed, and the workers on the Barcelona transit system began rebuilding their union, which was to play an important role in the city during the revolutionary events of 1936.

In Barcelona in 1936 the main part of the transit system was a large streetcar system, operated by Barcelona Tramways (Tranvias de Barcelona), a company owned mainly by Belgian investors. The streetcar company operated 60 routes that criss-crossed the city and ran into the nearby suburbs. Of the 7,000 workers for this company in 1936, 6,500 belonged to the Transport Union of the National Confederation of Labor, known by its Spanish initials as the CNT. The CNT was a libertarian syndicalist labor organization. The Transport Union was a highly democratic organization, run through worker assemblies (general meetings) and councils of elected shop stewards (delegados). Being syndicalist means that the union was part of a revolutionary social movement that aimed to have the workers take over direct, collective management of the industries, replacing the bosses and the capitalist investors, and creating an economy based on ownership of industry by the whole society.

In response to the mass mobilization and strikes of the Spanish workers, the heads of Spain's army, with direct support of the country's capitalist elite, attempted to overthrow the liberal government, beginning July 19 1936, so as to crush the country's radical labor movement. Union defense groups fought back with the support of much of the rank and file of the police, defeating the army in two thirds of the country initially. The worker unions then formed their own "People's Army" to fight the fascist Spanish army. In the days following the defeat of the army in Barcelona, the unions moved to expropriate most of the country's industry and new organizations of direct worker management were created.

Your Next Bike Share Ride May Be Powered By Union Labor

Only a decade ago, bike share programs were considered European. But just as the concept takes off in urban areas around the US, the workers who make it possible are unionizing.

After New York City workers organized the first ever bike share union in the US in September, three other cities—Washington, D.C., Boston, and most recently Chicago—have made significant progress on their own bike share worker organizing campaigns. A majority of workers in all three cities signed union authorization cards this fall; D.C. workers are negotiating a union election date while Boston and Chicago workers will vote whether or not to unionize within the next month.

The roughly 280 bike share workers in these four cities—who, despite the bike share services’ varying names, all work under the same owner, Alta Bicycle Share, which was recently bought by the real estate company REQX—may all soon be represented by the Transport Workers Union. TWU represents workers in more traditional public transit sectors like bus drivers and airline workers, but Local 100 now aims to lead a national campaign to organize rentable city bicycles like Citi Bike in New York and Divvy in Chicago.

“If it’s on wheels,” says TWU Local 100 director of education Nicholas Bedell, “we want to organize it.”

But the union didn’t actually launch the national campaign. According to workers, the headlines generated by a successful union drive in New York, where Local 100 is based, prompted workers in D.C., Boston and Chicago to contact TWU on their own accord.

The Most Dangerous Road: Fracking Increases Traffic, Puts Drivers at Risk

A new investigation by Houston Public Media and the Houston Chronicle shows Texas highways are now the nation's deadliest, and fracking is to blame.

Fracking requires thousands of truck trips to haul water, frack fluid and more recently, about 4% of fracked oil.

All the increased traffic has led to more accidents and fatalities. And not just in Texas.

Accidents

A 2014 AP report on roads and traffic fatalities found that fracking requires 2,300 to 4,000 truck trips per well to deliver fracking fluids, which is 33-50% more than conventional methods. With increased truck traffic comes more accidents. US census data in six drilling states shows that in some places, fatalities have more than quadrupled since 2004 — making vehicle crashes the single biggest cause of fatalities for oil and gas workers.

If you zoom in on North Dakota, recently deemed the deadliest place to work by the AFL-CIO, the numbers become starker (via AP):

In North Dakota drilling counties, the population has soared 43 percent over the last decade, while traffic fatalities increased 350 percent. Roads in those counties were nearly twice as deadly per mile driven than the rest of the state.

Another factor in the specific relationship between oil and gas workers and truck accidents (compared to other industries) is the Federal Motor Carrier Safety Administration's (FMCSA) Hours of Service Oilfield Exception. This loophole allows the oil and gas industry to pressure truck drivers to work longer hours, an obvious safety hazard.

St. Louis Bus Company Fails at Racial Divide and Conquer Against ATU Local 788

Bus workers in Amalgamated Transit Union Local 788 are celebrating a tentative agreement after they called management on outrageous racism.

The workers, who serve St. Louis, including Ferguson, have been trying for over three years to get a new contract with Metro, the bi-state agency that runs the buses. The union said the new contract preserves workers’ defined benefit pension plan, increases wages, and improves health care coverage.

Members are voting today.

Part of the reason the contract took so long, said ATU President Larry Hanley before the agreement, was that “the company is populated by racial arsonists.

“They have economic goals for the agency, and the linchpin of economic goals these days is to strip the workers of pensions and wages,” Hanley explained in early September. “The method that the agency has chosen to use is to separate workers by race and category.”

OREO RECIPE

Most of the drivers are Black, and most of the mechanics are white. So “officials of the agency have been privately negotiating with the mechanics to get them to leave the ATU, telling them they can get them more,” said Hanley. “In other words, ‘If you aren’t part of that Black bus drivers union, we’re going to take care of you.’”

The real motive, of course, was to separate workers into smaller groups so they wouldn’t have the power to stand up to management’s cuts. But management’s strategy was failing, so they stepped it up.

In July management came into bargaining, “and they say, ‘We have a gift for the bargaining committee,’ and they hand each one of them the recipe for Oreo cookies,” recalled Hanley.

The union responded with demonstrations, radio spots, and newspaper ads. When workers leafleted riders at transit centers, Metro tried to ban their leafleting on employer property. Members turned up the heat by demonstrating at the residence of Metro’s CEO, John Nations.

In March, when a cloud of particle pollution settled across Western Europe, Paris took a radical approach. The Ile-de-France region introduced alternate driving days (odd-number plates one day; evens the next) and eliminated fares on local trams, buses, trains and subways.

Traffic dropped by nearly 20 percent in Paris; congestion on the Périphérique ring road fell by 30 percent at rush hour; large-particle pollution fell by 6 percent. Measured by the impact on the roadways, the emergency measures worked as intended.

And on the rails? Unfortunately, the open-gate policy meant that the transportation authority didn’t count how many travelers boarded trains, subways, buses and trams during the fare-free days. The city performed a huge experiment in transportation policy, and nobody bothered to watch.

It doesn’t matter much in context. We can’t expect the traffic-choked French capital to make a habit of such initiatives. Alternate driving days are an intolerable hassle for car-dependent commuters; lost fares and the provision of supplementary service to the tune of 600,000 seats on the Métro, the tramway and suburban rail system cost the region nearly $3.5 million per day. Fares cover nearly half the operating costs of the RATP, the state-owned transit operator, so eliminating them would put a tremendous hole in the annual budget.

And yet, Paris would have been a valuable case study. The consequences of eliminating transit fares remain surprisingly obscure. Can a fare-free policy transform a regional transportation picture? Can it pay for itself? Or is it merely a publicity gimmick that inflicts needless financial woes on local transit agencies?

Many people reject the idea out of hand, saying free rides are a problem, not a solution. But “free” transit, of course, is only as free as public libraries, parks and highways, which is to say that the financial burden is merely transferred from individual riders to a municipal general fund, a sales tax or local businesses and property owners. A free ride policy represents the culmination of a long shift from thinking of transit as a business sector — one that was quite profitable in its heyday — to considering it an indispensable public service.

Crew Fatigue Persists as Oil By Rail Increases Risks

On a November morning in 2003, a sleeping Union Pacific crew missed a signal in Kelso, Washington. Their train collided with the side of an oncoming BNSF Railway train. Fuel tanks ruptured and spilled 2,800 gallons. Total damage neared $3 million. Unlike a similar collision in the same spot 10 years earlier, the crews escaped alive.

The primary cause, according to investigators from the National Transportation Safety Board: the crew’s fatigue, brought on by irregular work schedules and sleep disorder.

The NTSB had been asking the Federal Railroad Administration to address both issues for years. It made similar recommendations again a year later, after fatigue caused a fatal derailment involving chlorine gas in Texas.

Then in 2011, the crew of a BNSF coal train in Red Oak, Iowa, fell asleep and instead of stopping struck the rear of a parked equipment train, crushing the cab and killing the crew of the coal train, sparking a diesel fire and causing $8.7 million worth of damage.

The primary cause of the accident: the crew’s fatigue, brought on by irregular work schedules and sleep disorder.

Fatigued crews, crude oil increase risk for disaster

Sleeping train crews are the primary cause in at least eight major train crashes investigated by the NTSB since 2000, according to the agency’s reports.

The true prevalence of fatigue in train crashes is likely far higher, said Mark Rosekind, a member of the NTSB specializing in the subject. Human error is the leading cause of train incidents and accidents, and Rosekind estimates fatigue underlies anywhere from 20 to 50 percent of those.

“It’s very likely we have grossly underestimated fatigue in pretty much everything we’ve looked at for a long, long time,” Rosekind said.

The rapid rise in shipments of hazardous crude oil has raised the stakes for addressing fatigue, he said.

Fiery derailments have prompted intense public scrutiny and calls for improved oil train safety measures, including heftier tank cars and better-equipped emergency responders. Meanwhile, fatigued and unsafe crews remain an unresolved problem for the industry — a problem that rail workers and union officials in the Northwest say has worsened in recent years.

What’s Wrong with Single Employee Train Operations?

At first glance, the casual observer from outside of the rail industry is prone to say that single employee train operation sounds dangerous. “What if the engineer has a heart attack?” is an often heard question. And while this question has merit, there are many other and far more complex and unanswered questions about just how single employee train operations could be accomplished safely and efficiently for the train crew, the railroad and the general public. How will the train make a back-up move? What happens when the train hits a vehicle or pedestrian? How will the train crew member deal with “bad-order” equipment in his/her train, or make pick-ups and set-outs en route? What about job briefings and calling signals, copying mandatory directives and reminders of slow orders? These are just some questions that we take up in this article.

Remote Control and “Utility Conductors”

In recent years, the Class I rail carriers have been biding their time, slowly but surely inserting language into recent contracts with both unions of the operating crafts that will facilitate their schemes to run over the road trains with a lone employee. They have made arrangements with the Brotherhood of Locomotive Engineers & Trainmen (BLET) to allow the BLET represented crew member to make use remote controlled locomotives. With this scenario, the lone operator would strap on a belt pack, dismount from the locomotive, and run the locomotive by remote control operation (RCO) using radio control from the ground. And the carriers have also made deals with the United Transportation Union (UTU) to allow for “utility conductors”; i.e. a conductor who can “attach” to one or more over-the-road trains during the course of a single tour of duty. Between the two arrangements, the rail carriers apparently believe they can safely and efficiently operate road trains with just one employee aboard as opposed to the current standard of two. We disagree.

BNSF Nears Shift To One-Member Crews, Possibly Even on Dangerous Oil Trains

For decades, the U.S. railroad industry has successfully shed labor costs by shifting to smaller and smaller operating crews. Now, it’s on the verge of what was once an unthinkable victory: single-member crews, even on dangerous oil trains.

A tentative agreement reached by BNSF Railway and the Transportation Division of the Sheet Metal, Air, Rail and Transportation (SMART) union would allow a single engineer to operate most of the company’s routes. It would mark a dramatic change to a labor contract that covers about 3,000 workers, or 60 percent of the BNSF system.  

It’s not just bad news for workers. The contract has major safety implications—especially amid North America’s dangerous, and sometimes deadly, crude-by-rail boom. Last year’s Bakken shale oil train derailment and explosion in Lac Mégantic, Quebec, which killed 47 people, brought increased scrutiny to oil trains.
