Just Transition - Where are we now and what’s next? A Guide to National Policies and International Climate Governance

Diversity in California’s Clean Energy Workforce: Access to Jobs for Disadvantaged Workers in Renewable Energy Construction

Executive Summary

Over the past decade California has emerged as a national and international leader in vigorously addressing climate change. Throughout this time one of the state’s key challenges has been to ensure that the “green jobs” being created in the clean energy boom not only have good pay and benefits but also are equitably distributed across the labor force. This report analyzes the degree to which California’s underrepresented and disadvantaged workers have been able to gain access to career-track jobs in the construction of renewable energy power plants. The growth of renewable energy has been and continues to be a key element of California’s climate efforts: policy-makers are now considering SB 100, which sets a goal of procuring 60 percent of the state’s electricity from renewables by 2030 and 100 percent from zero-carbon sources by 2045.

In California, the construction of renewable energy power plants has primarily been carried out under collective bargaining agreements, known as project labor agreements, which entail the utilization of the state-certified apprenticeship system. Apprenticeship allows entry-level, unskilled workers to obtain free training, a job, and a defined path toward a middle-class career. Until now, little information had been available to assess the extent to which disadvantaged communities are able to access this opportunity.

This paper uses two data sources on entry-level workers in renewable energy construction. First, we use data provided by the California Division of Apprenticeship Standards (DAS) on enrollment in the apprenticeship programs of three principal skilled trades unions (Electricians, Ironworkers, and Operating Engineers) that have built renewable power plants in California from 2002 through part of 2017. The second set of data comes from Local 428 of the International Brotherhood of Electrical Workers (IBEW) and concerns workers who built 27 solar farms in Kern County, totaling almost 2,000 megawatts (MW) of capacity between 2013 and 2017, which amounts to about 25 percent of the solar PV power plants installed in the state during this period.

Trade unions in the UK engagement with climate change

Despite being faced with many immediate battles to fight, it is to the credit of many trade unions that they are also addressing the long term wellbeing of their members, and of future generations, by introducing policies to tackle climate change. A new report providing the first ever overview of the climate change policies of 17 major UK trade unions could help raise wider awareness of this important work.

The author, Catherine Hookes, is studying for a masters degree at Lund University, Sweden, and her research drew on a comprehensive web review of policies in these unions, going into more depth for many of the unions, interviewing key figures and activists. The research was facilitated by the Campaign against Climate Change.

For anyone within the trade union movement concerned about climate change (or for campaigners wishing to engage with trade unions on these issues) this report is of practical use in understanding the context, the diversity of different trade unions' approaches, and the progress that has been made in the campaign for a just transition to a low carbon economy.

While every attempt was made to ensure the report is comprehensive, and accurately reflects union positions, there are clearly controversies and different viewpoints over issues such as fracking and aviation. Trade unions with members in carbon intensive industries will always have a challenging task in addressing climate change, but their engagement in this issue is vital. And, of course, this is a rapidly changing field. It is very encouraging that since the report was written, Unison has voted to campaign for pension fund divestment. This is an important step in making local authority pension funds secure from the risk (both financial and moral) of fossil fuel investment.

The Future of Forestry: A Workers' Perspective for Successful, Sustainable and Just Forestry

Web editors' note: In this document, the Canadian foresty workers' union, Unifor, is proposing to accept (limited, "strongly regulated") "Cap & Trade", "REDD+", and "Market Based Solutions" (policies that front line communities and First nations generally oppose, because they allow capitalists to continue to profit by "trading" carbon "credits", much like the "Catholic Indulgences" of the Middle Ages, at the expense of the affected communities) whereas the IWW argues that capitalism cannot be reformed, but having said that, some of the other ideas presented within are a good foundation for a workers' based forestry, so we are presenting it here with that in mind.

Forestry can have a strong future, one that provides good jobs, benefits our communities, sustains the environment, and brings opportunities to the next generation. But this future will only come about if we make the right choices, adopt strong policies and put them into action. Forestry is one of the most important sectors of the Canadian economy, shapes many of our communities and affects a wide and diverse range of stakeholders. Important policy decisions affect forestry, and workers need to ensure their views and heard, and their interests are represented.

The Unifor Forestry Sector Council made it a priority to develop a renewed forestry policy as soon as it was formed, building on a proud legacy of advocacy. Through discussion, debate, analysis, and feedback from our Local Unions; this policy has been developed to bring our union’s views and plans for action to our members, their families, our communities, forestry stakeholders, the broader public and elected officials.

We believe that with the right choices, and strong action, we can have successful, sustainable and just forestry.

A Practical Guide for Resisting the Trump De-Regulatory Agenda

This guide is a project of Save EPA, an all-volunteer organization based in Colorado and made up of former employees of the U.S. Environmental Protection Agency. We have expertise in environmental science, law and policy. We are using our collective expertise to educate and advocate about environmental science, environmental protections and the Trump Administration’s assault on EPA and our public health.

As former staffers who helped develop, issue and enforce standards for clean air, water and land and a safe climate, we are gravely concerned that the Administration’ s attempt to broadly roll back regulations could deprive our country and planet of critically important protections for years to come. As this guide explains, putting standards and other protections in place entails a long, careful, information-laden process. Repealing protections that will need to be replaced will take years that we have do not have to waste.

We have written this guide to be useful in countering attempts to roll back public protections issued by any federal agency. EPA is responsible for protecting the public and environment from pollution, and other federal agencies are responsible for protecting workers, consumers, patients, students, and other important segments of our society. Together, federal agencies have been charged by Congress to work on behalf of the American people through laws that Congress has passed to help make our nation a safe, secure, fair and productive place to live, work, learn and play.

We were inspired to write this guide by the Indivisible Guide written by former congressional staffers to provide insight and advice about how to “make Congress listen” to concerns about the Trump Administration agenda (www.indivisibleguide.com). We reference the Indivisible Guide and follow some of its organization and phrasing, but we and our guide are independent of the Indivisible organization. We are wholly and solely responsible for the content of this guide.

Reclaiming Public Services: How cities and citizens are turning back privatisation

You would be forgiven, especially if you live in Europe, to think that public services are by nature expensive, inefficient, maybe even somewhat outdated, and that reforming them to adapt to new challenges is difficult. It would seem natural to assume – because this is what most politicians, media and so-called experts tell us continuously – that we, as citizens and users, should resign ourselves to paying ever higher tariffs for services of an ever lower standard, and that service workers have no choice but to accept ever more degraded conditions. It would seem that private companies will inevitably play an ever larger role in the provision of public services, because everything has a price, because politicians have lost sight of the common good and citizens are only interested in their own individual pursuits.

This book, however, tells a completely different story. Sometimes it may feel as though we are living in a time when profit and austerity are our only horizons. In reality, below the radar, thousands of politicians, public officials, workers and unions, and social movements are working to reclaim or create effective public services that address the basic needs of people and respond to our social, environmental and climate challenges. They do this most often at the local level. Our research shows there have been at least 835 examples of (re)municipalisation of public services worldwide in recent years, some of them involving several cities. In total there have been more than 1600 cities in 45 countries involved in (re)municipalisation. And these (re)municipalisations generally succeed-ed in bringing down costs and tariffs, improving conditions for workers and boosting service quality, while ensuring greater transparency and accountability.

Reversing Inequality, Combatting Climate Change: A Climate Jobs Program for New York State

Economic inequality in New York is rising. Currently, the state has the second highest level of economic inequality in the country. Unequal job growth across the state and stagnant wages in several sectors are two of the main contributors to rising inequality. While the state overall has seen several years of employment growth, there are stronger employment gains in New York City than in other parts of the state still suffering from job losses and stagnant employment levels. Additionally, in many sectors, such as construction and manufacturing, wages are not increasing at the same pace as inflation, leaving many workers with paychecks that fail to cover basic household costs.

At the same time, New York is falling far short of its necessary greenhouse gas pollution reductions. To stop catastrophic climate change, global greenhouse gas emissions must be reduced at least 80 percent below 1990 levels by 2050, which would require four times the current annual emissions reduction rate. By 2050, New York State’s emissions must be only a fraction of what they are now to meet the United Nations’ Intergovernmental Panel on Climate Change’s targets set to prevent irreversible damage. We are far from that target. In the transportation sector, emissions are actually increasing and energy sector emissions may also be increasing given likely underestimation of methane emissions from natural gas.

New York State can take action now to protect New Yorkers from the worst effects of climate change, and do our part in reducing global emissions, while also fighting against growing economic inequality. Extreme weather, such as Hurricanes Irene and Sandy, is predicted to become more the norm, not the exception. These recent extreme weather events highlighted New York’s deep inequality: some could afford to leave the city or move into hotels when their residences flooded while others were left stranded.

Adopting a bold and aggressive plan to invest in climate-addressing infrastructure can be an important step towards simultaneously addressing the crises of inequality and climate change head on and position New York as a national leader in charting the path to a low-carbon, equitable economy. The recommendations presented below aim to create good, high-road jobs that provide familysustaining wages and benefits for communities across the state. These proposals could also result in meaningful emissions reductions and put New York on the path to building an equitable clean-energy economy that can work for all New Yorkers. The authors hope this report helps spark additional research and policy development on how to simultaneously reduce greenhouse gas emissions and reverse inequality by protecting workers and creating good, family-sustaining jobs in new lowcarbon sectors. Future research, in particular, could perform a detailed analysis of the cost of job creation strategies in low-carbon sectors, how to finance these strategies, and a cost-benefit analysis that includes the cost of potential job loss and reduced economic activity in high-carbon sectors.

Politicizing energy justice and energy system transitions: Fossil fuel divestment and a “just transition”

The burgeoning energy justice scholarship highlights the importance of justice and equity concerns in the context of global decarbonization and the transition to a green economy. This paper seeks to extend current conceptualizations of energy justice across entire energy lifecycles, from extraction to final use, to offer an analytically richer and more accurate picture of the (in)justice impacts of energy policy decisions. We identify two key areas that require greater attention and scrutiny in order to enact energy justice within a more democratized energy system. First, we call for greater recognition of the politics, power dynamics and political economy of socio-technical energy transitions. We use the example of the fossil fuel divestment movement as a way to shift energy justice policy attention upstream to focus on the under-researched injustices relating to supply-side climate policy analysis and decisions. Second, the idea of a “just transition” and the distributional impacts on “and the role of” labor in low-carbon transitions must be addressed more systematically. This focus produces a more directly political and politicizing framing of energy (in)justice and a just energy transition.

Eco Wobblies: Revolutionary Ecology and the Development of Earth First!-IWW Local #1

Environmental historians have shown that the development of the modern environmental movement has been marked by a perceived tension between the interests and attitudes of workers and those of environmental activists. This paper details an important exception to that trend. In late 1989 members of the radical environmental group Earth First! joined with lumber workers in Northern California to form Earth First!-IWW Local #1.

In the words of Local #1 leader Judi Bari, this labor union acted as a “bridge between environmentalists and timber workers.” This essay examines the factors that brought workers and environmental activists together in this short-lived experiment in what some have termed “green syndicalism.” This essay utilizes archival documentary evidence and the accounts of movement activists to demonstrate a more complex relationship between Earth First! and the IWW (and between labor and environmentalism in general), with deeper historical roots than has been previously understood In doing so, this essay challenges the assumptions of the environment versus labor dichotomy and suggests the potential for solidarity and cooperation between environmentalists and workers.
