Missing Pathways to 1.5°C: The role of the land sector in ambitious climate action

Current climate strategies are leading us to brink of disaster. While some level of removal of atmospheric carbon is inevitably required for the 1.5°C goal, due to historical and committed emissions, it is critical to limit this removal to the lowest amount possible, by restricting future greenhouse gas (GHG) emissions. Ecosystem-based solutions can offer immediate, accessible, cost-effective and equitable strategies for meeting the 1.5°C temperature goal. In the context of international efforts to address climate change and increasing evidence of its rapid environmental impacts this report presents a global call to action for governments, development institutions and the broader climate community that challenges the fundamental assumptions that have so far guided national and international climate policies. Here we demonstrate the potential for targeted policies in the land sector to reduce the sustainability risks associated with mitigating climate change, while protecting human rights—particularly the customary rights of indigenous and local communities—and ensuring ecosystem integrity and food security.

Many narratives about climate change begin by asking what mitigation actions are technically or economically feasible, and how we can use the land sector to sequester as much carbon as possible. They focus on addressing climate change now so that we might ensure food security, human rights and biodiversity in the future, with little emphasis on who bears the brunt of the impacts of mitigation. The analysis in this report starts from a different place, giving primacy to food security, protecting human rights and protecting and restoring natural ecosystems in the battle against climate change.

This report addresses the shortcomings of current modelling approaches to deep mitigation pathways. Integrated Assessment Models (IAMs) for 2°C and 1.5°C almost universally rely on intervention in the land sector on a truly massive scale, with most relying on bioenergy with carbon capture and storage (BECCS) to remove carbon-dioxide from the atmosphere and sequester it underground. In this report we substantiate and quantify the evidence that a large proportion, if not all of the required removals, could be achieved by conserving and enhancing natural sinks, while better land management and agricultural practices could avoid significant amounts of ongoing emissions. Further, when the protection and restoration of natural sinks is achieved through the stewardship of Indigenous Peoples and local communities, securing collective land and forest rights represents a far more equitable and cost-effective way to achieve

climate mitigation targets than other carbon capture and storage measures (Frechette et al., 2016).

This approach relies on ecosystem restoration to deliver ‘the missing pathway’ through avoided conversion of natural sinks and enhancing and protecting terrestrial ecosystems. It prioritises securing indigenous and community rights to land and utilises transformative agricultural practices to help eliminate over-production and consumption, including shifting diets and reducing demand for land for agricultural expansion.

Despite the advantages of multiple ecosystem-based carbon removal pathways in maintaining a liveable planet, such approaches have received little attention from policymakers. Policy choices have been largely informed by modelling that is geared toward accommodating our combustion-based economies, for instance building in the false solution of replacing fossil fuels with bioenergy. Policymakers have largely not been offered options that incorporate how behavioural and societal shifts—and strengthening tenure rights—can mitigate climate change.

The frame for considering pathways to 1.5°C must not be narrowly focused on emission reductions. Certainly the need for climate change action is urgent, but understanding the context for action is paramount. The world is one of growing inequality. Climate change arises from that inequality and feeds it, as the world’s wealthy continue over-consuming diminishing resources. The rest of this introductory section situates climate responses in the intersecting crises of climate, rights and biodiversity; addresses the shortcomings of modelling-based approaches to climate mitigation; and outlines our vision for ecosystem-based solutions that are centred on rights and food sovereignty.

Hands Off Mother Earth! Manifesto Against Geoengineering

We, civil society organizations, popular movements, Indigenous Peoples, peasant organizations, academics, intellectuals, writers, workers, artists and other concerned citizens from around the world, oppose geoengineering as a dangerous, unnecessary and unjust proposal to tackle climate change. Geoengineering refers to large-scale technological interventions in the Earth’s oceans, soils and atmosphere with the aim of weakening some of the symptoms of climate change.

Geoengineering perpetuates the false belief that today ’s unjust, ecologically- and socially-devastating industrial model of production and consumption cannot be changed and that we therefore need techno-fixes to tame its effects. However, the shifts and transformations we really need to face the climate crisis are fundamentally economic, political, social and cultural.

Mother Earth is our common home and its integrity must not be violated by geoengineering experimentation and deployment.

We are committed to protecting Mother Earth and defending our rights, territories and peoples against anyone attempting to take control of the global thermostat or the vital natural cycles of planetary functions and ecosystems.

Healthy ecosystems and cultural and biological diversity are crucial to the well-being of all people, societies and economies. Geoengineering, whether on land, in the oceans or in the atmosphere, puts ecosystems, biodiversity and human communities at risk of potentially devastating impacts and side effects.

We reject any further entrenchment of fossil fuel economies. We reject geoengineering as an attempt to uphold a failed status quo and divert attention from emissions reductions and the real solutions to the climate crisis.

Jobs vs the Environment?: Mainstream and Alternative Media Coverage of Pipeline Controversies

Much of the argument advanced in support of expanding Canada’s fossil fuel production centres on job creation and economic benefits. Politicians, pundits and corporate spokespeople who support fossil fuel infrastructure projects—such as new oil and gas pipelines—often evoke this rhetoric when they appear in the media.

This study examines how the press—including corporate and alternative outlets—treats the relationship between jobs and the environment. Focusing on pipeline projects that connect Alberta’s oil sands to export markets, it also asks which voices are treated as authoritative and used as sources, whose views are sidelined, which arguments for and against pipelines are highlighted, and what similarities and differences exist between mainstream and alternative media coverage of pipeline controversies.

A Guide for Trade Unions: Involving Trade Unions in Climate Action to Build a Just Transition

A guide to a ‘just transition’ to a low carbon economy is published by the European Trade Union Confederation on May 15.

The 48 page document ‘Involving trade unions in climate action to build a just transition’ contains

  • Recommendations for economic diversification and industrial policy, skills, social protection and governance for a socially just transition
  • Information on how trade unions can and have been engaged in shaping national climate action
  • Examples of innovative projects that can inspire a more just transition

Key recommendations include

  • Promote economic diversification in regions and industries most affected by the transition
  • Negotiate agreements at sectoral and company level to map the future evolution of skills needs and the creation of sectoral skills councils
  • Establish dialogue with all relevant stakeholders and regional authorities to identify and manage the social impacts of climate policies
  • Promote the establishment of adequate social protection systems
  • Unions and workers should assess the risks linked to ‘stranded assets’

The guide shows that up to half of trade unions have NOT been consulted on sectoral decarbonisation strategies, but over 75% were consulted on long-term decarbonisation strategies for 2050.

Renewable Energy Risking Rights and Returns: An analysis of solar, bioenergy and geothermal companies’ human rights commitments

Renewable energy has experienced a fourfold increase in investment in the past decade. Starting at $88 billion in 2005, new investments hit $349 billion in 2015.

This eye-catching rise in investments is a welcome trend and reflects international commitments to combatting climate change and providing access to energy in the Paris climate agreement and the Sustainable Development Goals.

Climate change poses a grave threat to people and the planet, making a transition from fossil fuels to renewable energy a human rights imperative. Transitioning to renewable energy sources will reduce emissions and decrease pollution, thus mitigating the threats climate change poses to the rights of access to health, housing, food, and water. It will make energy accessible to more people. Investment must continue to rise in order to realise these goals.

However, the benefits of renewable energy risk being tainted by harms to people and livelihoods if the sector does not step up its engagement on human rights. This briefing shows that there is an alarmingly low level of engagement on human rights in the solar, bioenergy and geothermal industries, echoing findings from our previous analysis of wind and hydropower companies.

Just Transition and Beyond Just Transition: Canada in Action

Just Transition is an elusive concept. First developed by the Canadian Labour Congress (CLC) at the turn of the 21st century, it has suffered from neglect for much of the last 20 years. Workshops, symposia and half-day conferences proliferated in the EU and other countries, but the meetings have duplicated each other’s work, and to date there had been no common definition or sharing of information about what works and what has not worked in just transition experiences.

With this in mind, and mindful of Canada’s historic leadership, the Adapting Canadian Work and Workplaces to Respond to Climate Change project (ACW) brought together 6 groups active in the field to form an organizing committee. The committee invited the broadest range of Canadian groups involved in Just Transition to a daylong roundtable with three main goals:

  1. Share experiences among Canadian groups about the work each is doing to transition to a low carbon economy: what has worked, what has failed, and why?
  2. Think forward about how we can broaden Just Transition beyond its current focus.
  3. Share next steps that each group will be taking.

Green Conflict Minerals: The fuels of conflict in the transition to a low-carbon economy

The mining sector will play a key role in the transition toward a low-carbon future.

The technologies required to facilitate this shift, including wind turbines, solar panels and improved energy storage, all require significant mineral and metal inputs and, absent any dramatic technological advances or an increase in the use of recycled materials, these inputs will come from the mining sector. How they are sourced will determine whether this transition supports peaceful, sustainable development in the countries where strategic reserves are found or reinforces weak governance and exacerbates local tensions and grievances.

Through extensive desk-based research, a mapping analysis, stakeholder consultations, case studies and an examination of existing mineral supply chain governance mechanisms, this report seeks to understand how the transition to a low-carbon economy—and the minerals and metals required to make that shift—could affect fragility, conflict and violence dynamics in mineral-rich states.

For the minerals required to make the transition to a low-carbon economy, there are real risks of grievances, tensions and conflicts emerging or continuing around their extraction. In order to meet global goals around sustainable development and climate change mitigation, while contributing to lasting peace, the supply chains of these strategic minerals must be governed in a way that is responsible, accountable and transparent.

Just & In-Time Climate Policy: Four Initiatives for a Fair Transformation

Limiting global warming to well below 2°C requires the rapid decarbonization of the global economy. If this enterprise fails, we will jeopardize the life-support systems of future generations. The longer the transformation towards climate compatibility is delayed, the more severe the risks and damage will be for a growing number of people. The transformation requirements and the damage caused by climate change have an unequal temporal, geo- graphical and social distribution – as do the respective possibilities for dealing with them. The WBGU therefore proposes a just & in-time transformation that takes into account all people affected, empowers them, holds those responsible for climate change accountable, and creates both global and national prospects for the future. The WBGU proposes that the German Federal Government should promote four exemplary initiatives of a just & in-time climate policy targeting:

  • (1) the people affected by the structural change towards climate compatibility (e.g. in coal-mining regions),
  • (2) the legal rights of people harmed by climate change,
  • (3) the dignified migration of people who lose their native countries due to climate change, and
  • (4) the creation of financing instruments for just & in-time transformation processes.

Doing It Right: Colstrip's Bright Future With Cleanup

In 2018, Northern Plains Research Council partnered with the International Brotherhood of Electrical Workers local union 1638 to conduct a research study into the job creation potential of coal ash pond cleanup in Colstrip, Montana.

Because coal ash pond closure and associated groundwater remediation is only now becoming a priority for power plants, there are many unanswered questions about the size and nature of the workforce needed to do it right. This study aims to shed light on some of the cleanup work being done now around the country and what that might mean for the Colstrip workforce and community.

From the executive summary: Coal ash waste is polluting the groundwater in Colstrip, but cleaning it up could provide many jobs and other economic benefits while protecting community health.

This study was conducted to analyze the job-creation potential of cleaning up the groundwater in Colstrip, Montana, that has been severely contaminated from leaking impoundments meant to store the coal ash from the power plants (Colstrip Units 1, 2, 3 and 4). Unless remediated, this contamination poses a major threat to public health, livestock operations, and the environment for decades.

Communities benefit from coal ash pond cleanup but the positive impacts of cleanup can vary widely depending on the remediation approach followed. Certain strategies like excavating coal ash ponds and actively treating wastewater lead to more jobs, stabilized property values, and effective groundwater cleanup while others accomplish only the bare minimum for legal compliance.

This study demonstrates that, with the right cleanup strategies, job creation and environmental protection can go hand-in-hand, securing the future of the community as a whole.

Petro-masculinity: Fossil Fuels and Authoritarian Desire

Global warming poses a problem for fossil fuel systems and those who profit from them; leaving fossil fuels in the ground likely means leaving trillions of dollars of profit in the ground. Vast networks of privilege that are sustained by fossil economies are likewise threatened. As Jairus Grove reflects, ‘environmental justice will require unequal roles: significantly constraining, even repressing, the powers of the Eurocene’. Similarly, the ‘Planet Politics Manifesto’ reminds us that ‘the planet is telling us that there are limits to human freedom; there are freedoms and political choices we can no longer have’.

Perhaps not surprisingly, given the amount of money and privilege at stake, the tragic ethos demanded by global environmental justice is being resisted. Those regions that have emitted the most carbon dioxide are positioning themselves to profit from a warming earth by advancing a militarised and corporatised version of climate security. The result, as Christian Parenti foresees it, is the likelihood of a ‘politics of the armed lifeboat’, given that, already,

the North is responding with a new authoritarianism. The Pentagon and its European allies are actively planning a militarized adaptation, which emphasizes the long-term, open-ended containment of failed or failing states – counter-insurgency forever. This sort of ‘climate fascism’ – a politics based on exclusion, segregation and repression – is horrific and bound to fail.

‘Climate fascism’, with its camps, barbed wire and police omnipresence, is a likely outcome of climate (in)security.

A nascent fossil fascism is already evident in the wake of the 2016 election of Donald Trump as President of the United States and the conservative capture of the US Congress. In a short time, the Trump Administration and the Republican Party have shored up fossil
fuel systems by denying climate change and dismantling a host of environmental policies including: withdrawing from the Paris Climate Agreement, installing a climate denier (Scott Pruitt) to lead the Environmental Protection Agency, taking steps to kill the Clean
Power Plan, weakening the Clean Air Act and the Clean Water Act, lifting a moratorium on new coal leases on federal land, ending a study on the health effects of mountaintop coal removal, and moving to open nearly all US coastal waters to offshore drilling for oil.

Climate denial obviously serves fossil-fuelled capitalist interests. However, coal and oil do more than ensure profit and fuel consumption-heavy lifestyles. If people cling so tenaciously to fossil fuels, even to the point of embarking upon authoritarianism, it is
because fossil fuels also secure cultural meaning and political subjectivities. Since the new imperialism of the 19th century, fossil fuels have become the metaphorical, material, and sociotechnical basis of Western petrocultures that extend across the planet.

In other words, fossil fuels matter to new authoritarian movements in the West because of profits and consumer lifestyles, but also because privileged subjectivities are oil-soaked and coal-dusted. It is no coincidence that white, conservative American men – regardless of class – appear to be among the most vociferous climate deniers, as well as leading fossil fuel proponents in the West.
