You can’t fix what’s meant to be broken

Regarding the battle against climate change, there is a common liberal argument that says we simply need an improvement in technology, or to push market investments to companies already producing this kind of tech. We’re seeing a boom in renewable energy investment, with many groups clamoring to add these companies to their portfolios. But this push towards new technologies doesn’t exist in an economic vacuum. They are directly informed by the labour processes which create them. No matter how many wind farms or electric cars we create, capitalism will necessarily find a way to destroy us.

Because capitalism is in a constant state of over-production, there is a drive to replace old goods with new ones. If we were happy with the amount and quality of products we fill our lives with, and if we could replace them among our own means, consumer capitalism wouldn’t be able to exist. I think this is pretty self evident and we can easily relate. We are constantly bombarded with ads for new products: phones with better cameras, computers with faster processors, cars with stronger engines, etc. Capitalism can’t function in a world with clean, ‘green,’ energy. It can’t function in a world where the working class are given the tools to function and thrive. Simply put, you can’t fix what’s meant to be broken.

The Impacts of Zero Emission Buses on the Transportation Workforce

TTD and our affiliated unions recognize the serious impacts from climate change and the severe consequences we face if we fail to respond with responsible measures that reduce our carbon footprint. Like automation, however, discussions about reducing our carbon footprint often focus on the potential benefits from new technologies, without looking at the entire picture and taking intentional steps to ensure that the impacted industries’ workers and the communities they live in benefit from technological change.

Advocates of automation and mobility-on-demand services, for example, often tout the exciting new job opportunities created by the technologies while turning a blind eye to the impacts those technologies have on the incumbent workforce, including job loss and life-long wage suppression. TTD’s views and concerns about the impacts of those technologies are detailed in our past policy statement, Principles for the Transit Workforce in Automated Vehicle Legislation and Regulations; comments on the Trump administration’s ill-advised AV 3.0 and AV 4.0 policies, as well as its so-called Automated Vehicles Comprehensive Plan; our report on the disastrous anti-worker policies and efforts to undermine public transportation by ride-hailing companies; and testimony by former and current TTD presidents Larry Willis and Greg Regan before the House Transportation and Infrastructure Committee.

Federal and local policies have long ensured that expanding public transportation access plays a key role in greenhouse gas reduction strategy. CO2 emissions per passenger mile are significantly lower on the existing fleet of diesel- and natural gas-powered bus transit vehicles than single occupancy vehicle trips. However, as the entire transportation industry seeks ways to continue reducing its carbon footprint, the move to zero-emission vehicles will continue to become a focus of federal, state, and local policies.

While the adoption of zero emission vehicles stands to make the transit sector an even stronger tool for reducing carbon emissions, years of underinvestment in workforce training combined with unfocused and sometimes non-existent policies on workforce support and training place tremendous strain on the incumbent workforce who may soon be asked to maintain complex electric infrastructure and vehicles. By way of example, at one major transit agency it was estimated that only 15% of bus mechanics have been trained to use a voltmeter, a basic diagnostic tool for electric engines. Without investment in worker training programs as a prerequisite for government support, transit agencies are likely to contract out this work leading to a large number of our existing mechanics seeing their jobs outsourced to lower-paying, lower-quality employers.

Furthermore, electric engines require fewer mechanics to maintain than their diesel and natural gas counterparts, which currently make up more than 99 percent of the domestic U.S. bus fleet. Policies that encourage or require a rapid transition to an all-electric fleet without an accompanying increase in transit service (which will serve to further reduce greenhouse gases) paired with strong labor protections will put tens of thousands of workers on the unemployment rolls.

For over 100 years, transportation workers, their unions, and their employers have worked together in the United States, bound by labor protections, to adopt and implement the extraordinary technological changes that have been the hallmark of this sector. Good, middle-class, union jobs must continue to be the focus for policymakers in the context of environmental technology, just as it has been for other innovations.

Governments’ failure to live up to Paris Agreement promises puts planet stability at risk

In total, 136 governments were due to submit enhanced National Determined Contributions (NDCs), but only 79 have done so. The ITUC has been publishing scorecards on each plan here.

Of the 79 NDCs submitted, the ITUC analysis found that

  • 20 NDCs (25%) have ambitious climate plans;
  • 10 NDCs (8%) have Just Transition plans; and
  • 16 NDCs (13%) use social dialogue.

The ten worst countries for climate ambition and Just Transition are Australia, Austria, Belgium, Brazil, Italy, Japan, Mexico, Poland, Russia and South Korea.

Two of the biggest countries, the USA and China, could announce their latest plans this week.

Sharan Burrow, ITUC General Secretary, said: “Six years since the Paris Agreement was signed and the day before Earth Day, this isn’t good enough. The richest countries of the world should be taking the lead, not dragging behind.

“Only one in four countries have ambitious climate plans, and nearly nine out of ten countries are denying working people and communities a say in their own future by not using social dialogue.

“Climate change is the biggest threat to all of us and we need NDCs from all governments now, with strong Just Transition plans and social dialogue at their centre. For workers this means climate-friendly jobs that transition from fading employment sectors to new, growing industries. Working people deserve nothing less.”

  • The countries that show the most ambitious climate plans: Costa Rica, Ethiopia, Kenya, Moldova, Rwanda and Suriname.
  • The countries with credible Just Transition plans: Argentina, Costa Rica, Dominican Republic, European Union (EU), Germany, Kenya, Netherlands, Norway, Spain and Suriname.
  • The countries using social dialogue: Argentina, Costa Rica, Denmark, EU, France, Germany, Italy, Japan, Kenya, Netherlands, Norway, Panama, Poland, Spain and the UK.

The EU is taking an important step with its recovery package that includes a Just Transition Fund to direct $21 billion to fossil fuel and carbon-intensive regions most impacted by the energy transition.

Kenya explicitly refers to Just Transition in its NDCs submission, and the government is consulting workers’ unions about its plans.

Costa Rica’s NDC submission includes a Just Transition plan and a commitment to tripart social dialogue between the government, working people and employers.

“These countries show what is possible. Mentioning the words ‘Just Transition’ is not enough. Credible plans need to involve dialogue with unions and stakeholders. Our unions are ready to sit down and work together in Just Transition plans.

“Just Transition is the bridge to a fossil-free economy. If we are going to transition every industry, and we must, in line with achieving net-zero emissions, then we need to make that transition just. That requires unions to be at the table to develop an agreed plan that gives workers a secure future.

“There is no excuse for not delivering NDCs that meet our three criteria: ambitious climate plans, Just Transition plans and social dialogue. We will continue to expose governments that are not pulling their weight and push them to do better in this race against time,” added Sharan Burrow.

Earth Day, Labor, and Me

The approach of the 40th anniversary of Earth Day on April 22 provides us an opportunity to reflect on the “long, strange trip” shared by the environmental movement and the labor movement over four decades here on Spaceship Earth.

A billion people participate in Earth Day events, making it the largest secular civic event in the world. But when it was founded in 1970, according to Earth Day’s first national coordinator Denis Hayes, “Without the UAW, the first Earth Day would have likely flopped!”

Less than a week after he first announced the idea for Earth Day, Senator Gaylord Nelson presented his proposal to the Industrial Union Department of the AFL-CIO. Walter Ruther, President of the UAW, enthusiastically donated $2000 to help kick the effort off ““ to be followed by much more. Hayes recalls:

“The UAW was by far the largest contributor to the first Earth Day, and its support went beyond the merely financial. It printed and mailed all our materials at its expense — even those critical of pollution-belching cars. Its organizers turned out workers in every city where it has a presence. And, of course, Walter then endorsed the Clear Air Act that the Big Four were doing their damnedest to kill or gut.”

Some people may be surprised to learn that a labor union played such a significant role in the emergence of the modern environmental movement. When they think of organized labor, they think of things like support for coal and nuclear power plants and opposition to auto emissions standards.

When it comes to the environment, organized labor has two hearts beating within a single breast. On the one hand, the millions of union members are people and citizens like everybody else, threatened by air and water pollution, dependent of fossil fuels, and threatened by the devastating consequences of climate change. On the other hand, unions are responsible for protecting the jobs of their members, and efforts to protect the environment sometimes may threaten workers’ jobs. First as a working class kid and then as a labor official, I’ve been dealing with the two sides of this question my whole life.

What is Earth Day?

Earth Day was started on 22nd April 1970 and has continued annually since then. Each year, on 22nd April, a wide range of events take place globally with the aims of enacting transformative changes to tackle environmental crises and build a sustainable future.

Why is this important?

The International Panel on Climate Change (IPCC) has warned us that we must cut carbon emissions by 45% by 2030, and reach carbon neutrality by 2050, or we risk the planet heating beyond 1.5 degrees. If we fail to curb our carbon emissions and the average global temperature continues to increase, we risk triggering a climate breakdown that we will have no hope of stopping, causing global devastation.

Despite this stark warning by the scientific community, many governments and employers continue to act as if there were no crisis at all.

To bring about the change needed will require holding all sectors of the global economy accountable for their role in the environmental crisis and calling for bold, creative, and impactful solutions. This will require action at all levels, and we as workers have a part to play in ensuring a global just transition, the sustainability of our workplaces, and the compliance of our industries with scientific climate targets.

Regardless of how important you feel the Climate and Ecological emergency is, changes to the economy to address these issues are already happening. We feel it is important that Workers are fully involved in how these changes happen so that they can secure the rights and livelihoods of themselves and future generations.

Climate Crisis: Which Transitional Demands Should Ecosocialists Campaign For?

The concept of transitional demands will be familiar to traditional socialists, particularly those followers of Leon Trotsky’s theories of socialism, although, I hasten to add, Trotsky was no ecosocialist. These demands are designed to appear to sound reasonable to the average citizen, and not directly lead to the overthrow of capitalism, but instead to create a pathway to socialism. They are more than just asking for reforms to the capitalist system, although they would be reforms, but they are not ends in themselves.

Much as I would like to see the overthrow of the capitalist system, and as an ecosocialist, I believe that this is necessary if we are to solve the climate crisis and the many other bad effects, both ecological and social, that capitalism creates. But there just isn’t enough time left.

If we are brutally honest with ourselves, a revolution to replace capitalism with ecosocialism is not on the horizon, and the well-being of the earth and all those (human and non-human) who inhabit it are in such deep peril now, we really can’t afford to wait until those conditions arise, as they surely will at some stage. We need mitigating action now. 

So, which sort of demands should ecosocialists be making? Given the urgency of the situation on climate change particularly, with the Intergovernmental Panel on Climate Change (IPCC) in its latest assessment saying that we need to cut carbon emissions by 45% by 2030, to avoid catastrophic changes to the environment, this is the main goal that we need to pursue. But not the only one. 

Climate Movement Applauds Coal Miners' Demand for Just Transition, Green Jobs

The largest union of coal miners in the U.S. announced Monday that it would accept a transition from fossil fuels to renewable energy as long as the federal government takes care of coal workers through the provision of green jobs and income support for those who become unemployed.

"There needs to be a tremendous investment here," said Cecil E. Roberts, president of the United Mine Workers of America (UMWA) International. "We always end up dealing with climate change, closing down coal mines. We never get to the second piece of it."

Ahead of a press conference outlining the UMWA's approach to addressing the climate emergency in a way that improves rather than diminishes the well-being of workers in the dirty energy sector, Roberts said in a statement that "energy transition and labor policies must be based on more than just promises down the road. We want to discuss how miners, their families, and their communities can come out of this transition period and be certain that they will be in as good or better shape than they are today."

"Much of the coal-producing areas of Appalachia and elsewhere are already in bad economic shape," said Roberts. "Washington has taken little action to address it over the past decade. That must change."

"As we confront a next wave of energy transition," he added, "we must take steps now to ensure that things do not get worse for coal miners, their families, and communities, but in fact get better."

Sunrise Responds to Decision by United Mine Workers Association, Commits to Fighting Alongside Them and Demands Manchin Supports 'Tremendous Investment'

Today, in response to the news that the United Mine Workers Association, the main and essential union for coal miners, and Senator Joe Manchin are supporting the transition to renewable energy, Evan Weber, Political Director of Sunrise Movement, released the following statement:

“For generations, coal communities have sacrificed to keep the lights on for all of us, while they’ve been abandoned by executives and politicians in DC. Sunrise Movement stands with and celebrates the United Mine Workers Association announcement today as they lean in to the transition towards a renewable energy economy, and we renew our commitment to fight alongside them to ensure the government leads in ensuring coal communities are whole and not left behind. We fully support their calls for job training, investments and prioritization of coal communities to receive economic development, and guaranteeing wages and benefits for workers impacted by the urgent and necessary transition towards a carbon-free economy.

“The radical truth is that at the end of the day, most of us want the same thing — a good, reliable job with a stable wage and a sense of comfort and security. And the brutal reality of the climate crisis is that it has threatened our jobs, our homes and the lifestyles that some of us have known for centuries. We agree wholeheartedly with Cecil E. Roberts, president of the United Mine Workers of America’s warning that there must be ‘tremendous investment’ as this transformation takes place. From the climate crisis, to technological shifts, to global pandemics, the 21st century promises more disruption — but our government can and must take care of its people along the way. In addition to what the mineworkers have outlined, we support a federal job guarantee to ensure every American has the right to a good job as our society faces more disruption, and see a fully funded Civilian Climate Corps employing millions of Americans in jobs tackling the crisis and revitalizing our communities as a step in that direction.

“Whether or not America has noticed, there has been a movement in West Virginia and across the United States growing around these basic ideas — and towards our vision for a Green New Deal. And today, the labor movement and young activists have proven they can be more powerful than the executives who have delayed action for years. While we may not agree on all of the specifics of how we get there, we are more aligned on the destination than those who seek to divide us would like you to think.

“At Sunrise, we say we have no permanent friends and no permanent enemies, and when we see stances that reflect our values, we’ll celebrate those. With Senator Manchin’s support on the PRO Act and for a just transition for coal workers, it is our hope that today marks a turning point for Senator Manchin. If he is truly committed to protecting this community and West Virginians, he will support the ‘tremendous investment’ the Mineworkers call for, starting with $10 trillion over the next decade, or $1 trillion per year, in order to ensure we can truly transition in a way that leaves no one behind. He’ll also stop pretending that this is an agenda that the Republican Party, which has long abandoned its desire to productively deliver for the American people, will come along with, and urge passage of this important agenda for Mineworkers and West Virginians through a simple majority by abolishing the filibuster.” 

Two new reports call for end to subsidies and phase-out of Canada’s oil and gas industry

Two new reports expose Canada’s continuing financial support of the fossil fuel industry and call for a phase-out. These appeared in the same week as the federal government reported Canada’s latest National Inventory of Emissions to the United Nations’ UNFCC, showing that the oil and gas industry is the top source of carbon emissions in Canada.

The first report, by Environmental Defence, is Paying Polluters: Federal Financial Support to Oil and Gas in 2020 , released on April 15. It estimates that the government has provided or promised at least $18 billion to the oil and gas sector in 2020 alone, including $3.28 billion in direct subsidy programs and $13.47 billion in public financing. Paying Polluters decries the lack of transparency – especially for funding through Export Development Canada – but nevertheless attempts to list the tax subsidies and direct spending programs, in an Appendix at the end of the report. In addition to obvious subsidies, the tally includes loans for pipeline construction, research into new technologies for cleaner processes, job subsidies for reclamation of oil wells, and even policing costs for pipeline construction – think $13 million taxpayer dollars paid to the Royal Canadian Mounted Police to protect the construction site of the Coastal GasLink pipeline.

Environmental Defence concludes with five recommendations, including a call for greater transparency, and for “a roadmap to achieve Canada’s commitment to phase out inefficient fossil fuel subsidies before 2025, and shift these investments and public finance towards supporting a path to resilient, equitable zero-carbon societies.” It should be noted that the government first pledged to phase out these subsidies in 2009. The report is summarized, with reactions, by Sarah Cox in The Narwhal, on April 16.

A second report, Correcting Canada’s “One-eye shut” Climate Policy, was released on April 16 by the Cascade Institute. It summarizes Canada’s history of fossil fuel production, and refutes those who argue that we are a small country whose emissions don’t compare to those of China or the U.S. Calling on Canada to accept its global responsibility, the authors state that “Canada’s 2021-2050 oil and gas production would exhaust about 16 percent of the world’s remaining carbon budget. Canada is indeed a “carbon bomb” of global significance.” This is the first of many hard-hitting, frank statements in the report, including a highly critical discussion of the “fool’s gambit” of hydrogen production, and an assessment that “A highly resourced and well-organized “regime of obstruction” has developed in Canada to block effective climate action and ensure increased fossil fuel extraction.”

Biden’s Climate Pitch Could Hit Turbulence From Some Fossil Fuel-Friendly Unions

President Biden is selling the climate-friendly aspects of his $2 trillion infrastructure plan as a chance to create good-paying union jobs. But at a local branch of one of the country’s oldest unions, there are doubts that dealing with climate change will be good for workers here, in the oil-and-gas state of Pennsylvania. 

Boilermakers Local 154 in Pittsburgh builds and maintains coal, natural gas, and nuclear power plants. During a recent training session, a handful of members practiced welding behind a thick blue safety curtain, part of preparations to repair and rebuild the boiler in a coal-fired power plant.

“That boiler is 100-some feet high,” said Shawn Steffee, the local’s business agent. “And they go up, way up in that boiler, perform that weld, and then come back down.”

It’s highly skilled work that can pay well, sometimes six figures — the “pinnacle” of blue-collar craftwork, Steffee said. And it’s exactly the kind of job he worries will disappear if Biden’s climate policies speed up the decline of fossil fuels in favor of renewable energy.

If he were to go work in the solar industry, for example, Steffee said he’d be essentially starting over in a new trade and risk losing some of his pension and other benefits.

“I’m going to throw everything away to go over here, and maybe start as an electrician?” he said. “I don’t know nothing about electrical. I know how to weld. I know how to build power plants.”

For a decade, Pennsylvania and other states have seen jobs in coal disappear as utilities have turned to cheaper natural gas. Now some in these states worry that ambitious climate goals — and cheaper wind and solar — mean oil and gas jobs will be the next to go.
