Toward a climate insurgency

To the outward eye, the climate movement looks to be back on its heels, reeling from the ascendancy of a fossil fuel regime, the completion of the Dakota Access Pipeline, the zombie Keystone XL and the threatened departure of the United States from the Paris Climate Accord. And there’s not much I can offer, as a climate organizer, to dissuade one from that opinion. The one major effort thus far was a massive march on Washington, D.C. that was planned when most expected Hillary Clinton to be in the White House. So we’re left wondering: What the hell are we supposed to do now?

Into this breach steps Jeremy Brecher’s slim new volume “Against Doom: A Climate Insurgency Manual.” Neither glitzy, eloquent nor subtle, Brecher methodically lays out an interlocking vision of direct action within a constitutional legal framework to build the powerful nonviolent climate insurgency necessary to turn the ship around. “Against Doom” smartly connects disparate threads of the existing climate movement and pulls them together with strategic vision. I finished the book fired up with a clearer sense of where my own work with the Climate Disobedience Center, as well as my Quaker faith community, fits into an unfolding climate insurgency. And I’m ready to get back to the pipeline valves, coal piles, construction sites, boardrooms and courtrooms where we have the opportunity to stem the tide of climate cataclysm.

Brecher puts all this in perspective right up front: Before Trump, the Paris agreements represented merely “the illusion that world leaders were fixing climate change” — with ineffectual emissions reduction targets of only 2 degrees Celsius (non-binding) and 1.5 degrees (aspirational). As such, Trump is only a refreshingly honest manifestation of the movement’s failure to muster sufficient power to achieve its ultimate aims. The illusion of the efficacy of an inside politics game somehow survived the failure of cap-and-trade among the major environmental groups, and those groups refocused on the Obama administration’s potential for executive action. At the same time, the national fight against Keystone XL and grassroots resistance by frontline communities across the country and globe have laid the groundwork for a strategy of insurgency.

Getting Out of Our Coal Hole

When you’re in a hole, it’s usually best to stop digging. But when President Trump told supporters at his 100th day rally in Pennsylvania that “we are putting our coal miners back to work,” he just burrowed deeper into the bed of administration lies on energy.

The truth of the matter is that climate regulations aren’t a “war on coal,” and no amount of presidential photo-ops will bring mining jobs back. A recent report from the Center for Global Energy clearly shows why.

The demand for U.S. coal has collapsed in the past six years, it explains, following big improvements in energy efficiency (like better lighting and appliances), cheaper gas and renewables, and a decline in coal exports as other countries look to cleaner sources of energy.

Three of the four largest coal mining companies have filed for bankruptcy, while Bob Murray — CEO of the largest remaining one — recently warned Trump that coal jobs are unlikely to return. The CEO should know, as Murray Energy’s formula for avoiding bankruptcy has largely involved slashing jobs, compromising safety, and worsening labor conditions.

America’s main competitors get the point and have already planned to phase out coal. On April 21, the United Kingdom met its energy needs without burning any coal at all — for the first time since the Industrial Revolution. And the country’s last coal-burning power station will close within the next decade.

Meanwhile, a majority of energy companies in the European Union have promised to stop investing in new coal plants by 2020.

China is also fast reducing its reliance on coal. It recently canceled over 100 planned new coal-fired power plants, as well as slashing production at state-controlled coal mines. China has pledged to reduce coal production by 800 million tons per year by 2020, more than the entire annual output of all U.S. mines combined.

Instead of trying to revive the mining sector, in short, we should be planning for its replacement.

Which way for the climate movement?

On April 29, more than 200,000 people marched in Washington, D.C., in a powerful show of determination to rescue the earth from the ravages of climate change. Over 370 sister marches took place simultaneously across the United States and in countries around the world from Britain to Brazil, and from Mexico to Kenya and the Philippines.

The size of the crowd in Washington far surpassed earlier expectations by the organizers and the National Park Service. At precisely 2 p.m., virtually the entire march, which at that point extended more than 20 blocks along Pennsylvania Avenue from the Capitol to the White House, grew quiet as people sat down as an ensemble. Drums kept the rhythm as the marchers thumped their chests to show that while coming from many backgrounds, their hearts beat as one.

In addition to the colorful puppets and banners carried by organized contingents, most of the marchers brought hand-lettered signs, with slogans reflecting a variety of related social concerns (such as “Black Lives Matter”) in addition to that of the environment.

Although the organized trade-union contingents were meager, spirited groups of Native Americans, LGBTQ people, and communities of color—including a number of Washington, D.C., youth—made their presence felt.

“In the face of a federal administration that would rather reap profits than protect people, our communities are rising up,” Jeremiah Lowery, climate justice organizer with the Chesapeake Climate Action Network, said in a press statement on the eve of the march. “In Washington, D.C. and around the world, it’s low-income communities, communities of color, and workers who are bearing the brunt of the climate crisis they did the least to contribute to.”

There is no doubt that the threats by the Trump administration to pull out of the Paris Climate Accords and to rescind environmental measures put in place by Obama—which themselves were far from adequate—were responsible for swelling the numbers of people who joined the demonstration.

The Robot Economy: Ready or Not, Here It Comes

September 17th changed everything.

On that day in 2013, Oxford University published an innocuously titled academic paper by two mostly unknown economists. But "The Future of Employment" wasn't just another number-crunching exercise in opacity by a couple of dreary scientists. No, their bombshell report portended a coming robot apocalypse that could change the nature of human civilization, and perhaps even human beings themselves.

Thankfully, the forthcoming carnage described by Carl Benedikt Frey and Michael A. Osborne isn't a doomsday scenario where Skynet systematically wipes out humankind, or a darkly lit near-future where attractive Replicants violently struggle to make sense of their emerging emotions in a perpetually damp Los Angeles.  

Instead, the economists previewed an all-too-real world where the second-richest man on the planet -- Amazon's Jeff Bezos -- gleefully parades around like Sigourney Weaver in a massive robotic exoskeleton built by Hankook Mirae Technology.

They presaged the impending doom from robots like Handle, the Michael Jordan-esque robot built by Boston Dynamics. Handle can leap like a superhero, can run a marathon in under three hours and, if Softbank CEO Masayoshi Son is right, will probably be smarter than you in just a few decades.

They foresaw a future with the likes of Gordon, the "first robotic barista in the U.S." Gordon can serve "about 120 coffees in an hour." They also predicted the likes of Otto, the self-driving big-rig designated by Uber to deliver truckloads of beer to thirsty consumers. And then there's Pepper, the empathic, "day-to-day" companion that is not just working in airports and banks, but being "adopted" into Japanese homes … and even "enrolling" in school.

One Class, One Struggle! Undocumented and Documented Workers Unite on May Day

A Day of Resistance!

Today is May Day, or as we in the labor movement call it, International Worker’s Day- a day of celebration and resistance for working class people. It is a day not only of looking forward to the future, but also remembering the lessons of the past. May Day commemorates the struggle of the Haymarket Martyrs, a group of labor organizers, most of them immigrants, executed in Chicago for their work in the Eight Hour Day movement. The Eight Hour Day was the first time that workers around the world joined together in one campaign, supporting each other’s strikes and protests around a single demand- reduce the work day to eight hours, without a cut in pay. The movement faced violence and arrests from governments, but eventually won in country after country. The eight hour day became the basic work day for workers across the countries where the movement fought, with victories across Europe, North and South America, Australia, Iran, Japan, and elsewhere. Over a century ago, workers realized the power we have when we refuse to be divided by borders, industry, or race.

This May Day is also the Day Without Immigrants. It is the latest in a wave of of day strike by immigrant workers- not only to protest wages and work conditions, but also to protest the Trump’s plans to increase deportations. Under the Trump’s ramping up of the Obama administration’s already record-breaking deportations, ICE has increasingly targeted previously protected DREAMers and other undocumented people not otherwise criminalized by the state. ICE raids are becoming more regular even in “Sanctuary Cities”, and more of our neighbors, coworkers, family, and friends are being captured, torn from their homes, forced through over-crowded detention centers and courts without due process.

In the Twin Cities, many of the actions today are organized by CTUL, the workers center for low wage workers of color, especially immigrant workers. Even more of the walk outs and sick outs are “wildcat” actions organized on the shop floor between undocumented workers, without needing the go-ahead from a union or organizer.

By striking, these undocumented workers are showing how important they are to making the world run. How many restaurants are shut down today because the back end staff didn’t come in? How many landscapers and construction companies who rely on day laborerers are not making money today? How many farm fields aren’t being worked? Every day, undocumented immigrant workers do some of the toughest jobs in America, and the country starts to grind to a halt without immigrant workers. Deportations crackdowns have already left millions of dollars of produce to rot in the fields in Alabama, Georgia, and California as farmers dependent on exploiting undocumented workers can’t find Americans to work for as low as $10,000-$12,000 a year. The four industries with the most undocumented workforce- agriculture, cleaning and maintenance, construction, and food preparation and service- are all expecting labor shortages if Trump’s deportation plan is carried out. American companies and bosses need our immigrant fellow workers- but the administration and parts of the press try to tell workers who are citizens that undocumented workers are hurting American working standards. Nothing could be further from the truth.

Face it: We are all sickened by inequality at work

When Babul Khan lost two of his four sons in an inferno at Gadani shipbreaking yard on 1 November 2016, it was a tragedy but it wasn’t a surprise. Like all the 26 workers who were killed when an oil tanker was blasted apart at Pakistan’s largest shipbreaking yard, 18-year-old Ghulam Hyder and 32-year-old Alam Khan were insecure workers. Disposable workers.

The yard was shut in the immediate wake of the deaths. Soon, though, it was business as usual – and that meant, inevitably, more deaths. At least five workers died in a fire on a liquefied petroleum gas (LPG) container ship at the shipbreaking yard on 9 January 2017. The yard was making money; a steady stream of horrific fatalities was just collateral damage.

Who lives and who dies at work is not an accident of chance. The emergence of increasingly precarious forms of employment in convoluted supply chains was as deliberate as it was deadly.1 It creates a working world where the bad actors set a wage, conditions and employment rights benchmark which sucks down conditions across the global economy.

Maintaining a system of indecent work has always required an extra ingredient – a divided workforce. Where workers do not have a collective voice and where jobs are by design segregated by gender, race or class those divisions can perpetuate disadvantage and leave the most exploited workers powerless while undercutting the conditions of the rest.

All this comes at a price.2 At the top of the workplace pecking order, those making the decisions don’t just receive multipliers more in income and perks, they get to live many years longer to enjoy them.

Where workers do not have a collective voice and where jobs are by design segregated by gender, race or class those divisions can perpetuate disadvantage and leave the most exploited workers powerless while undercutting the conditions of the rest.

Tesla Workers File Charges with National Labor Board as Battle with Elon Musk Intensifies

Workers at Tesla’s Fremont, California, electric car factory have filed an unfair labor practice charge with the National Labor Relations Board (NLRB), accusing the company of illegal surveillance, coercion, intimidation, and prevention of worker communications. The employees, who have been attempting to organize the approximately 7,000 workers at the plant through the United Auto Workers, claim that Tesla violated multiple sections of the National Labor Relations Act, which protects the right to unionize.

“I know my rights, and I know that we acted within them,” said Jonathan Galescu, a body repair technician. Galescu and his colleagues have previously cited low pay, hazardous work conditions, and a culture of intimidation as motivations to unionize the plant.

On February 10, several Tesla employees passed out flyers to their colleagues during a shift change. The literature featured a blog post from Medium written by Jose Moran, a Tesla production associate on the body-line. Moran’s post was the first public acknowledgment that some workers at Tesla were interested in organizing a union.

According to the NLRB complaint obtained by Capital & Main, managers at Tesla “conduct[ed] surveillance” on the workers who passed out the literature, and those who received the flyers. A month later, on March 23, Tesla management held a meeting, telling workers “they were not allowed to pass out any literature unless it was pre-approved by the Employer,” the complaint reads.

“We should have the right to distribute information to our co-workers without intimidation,” said Michael Sanchez, who works on door panels at the factory and has joined the unionizing effort. “You can’t fix problems if you’re not allowed to talk about them.”

Employees also object in the complaint to a confidentiality agreement presented last November, which vowed consequences (including “loss of employment” and “possible criminal prosecution”) for speaking publicly or to the media regarding “everything that you work on, learn about, or observe in your work about Tesla”—including wages and working conditions. Confidentiality agreements are common in auto factories to protect trade secrets, but Tesla’s was so far-reaching that five members of the California legislature wrote to the company, warning that the agreement violated protected employee activity.

April 28 is the National Day of Mourning for workers killed or injured on the job. This is the second of a two-part series. read part one here.

The lack of safety in Canada's workplaces is a national -- and international -- disgrace. Many of our industries neglect safety training, skimp on safety equipment and keep employees unaware of the danger of new chemicals. In our fiercely competitive global market, they will put the maximization of profits ahead of the "costly" provision of safe workplaces -- as long as they can get away with it.

Our governments, too, have given on-the-job safety an inexcusably low priority. Oh yes, they've beefed up work safety rules, even given workers the right to refuse dangerous duties, the right to sit on industrial health and safety committees -- even the right to be informed about the dangers of any material they are obliged to handle.

But, as with Bill C-45, no such legal rights can be exercised without managerial retaliation unless workplaces are regularly inspected and safety laws strictly enforced. And on that score, our federal and provincial governments have fallen shamefully short.

Without stringent government oversight, employers are left free to flout safety rules and regulations. They can maintain their profits-before-personnel policy with virtual impunity.

The Coal Industry is a Job Killer

When Donald Trump announced he was rolling back the Obama administration’s signature climate rules this spring, he invited coal miners to share the limelight with him. He promised this would end the so-called “war on coal” and bring mining jobs back to coal country.

He was dead wrong on both counts.

Trump has blamed the prior administration’s Clean Power Plan for the loss of coal jobs. But there’s an obvious problem with this claim: The plan hasn’t even gone into effect! Repealing it will do nothing to reverse the worldwide economic and technological forces driving the decline of the coal industry.

And the problem is global. As concern rises over carbon dioxide, more and more countries are turning away from coal. U.S. coal exports are down, and coal plant construction is slowing the world over — even as renewables become cheaper and more widespread.

To really bring back coal jobs, Trump would have to wish these trends away — along with technological automation and natural gas, which have taken a much bigger bite out of coal jobs than any regulation.

Could domestic regulation have played some role in the decline of coal? Sure, some. Rules limiting emissions of mercury and other pollutants from burning coal, and limiting the ability of coal-burning utilities to dump toxic coal ash in rivers and streams, likely put some financial pressure on coal power plants.

However, those costs should be weighed against the profound health benefits of cleaner air and water.

Cleaning up coal power plants (and reducing their number) leads to fewer children with asthma, fewer costly emergency room visits, and fewer costly disaster responses when massive amounts of toxic coal ash leach into drinking water sources, to name just a few benefits. Most reasonable people would agree those aren’t small things.

There’s also the fact that the decline in coal jobs, while painful for those who rely on them, tells only a small part of the story. In fact, there are alternatives that could put hundreds of thousands of people back to work.

Here are a few little-known facts: Coal accounts for about 26 percent of the electricity generating capacity in our country — and about 160,000 jobs. Solar energy accounts for just 2 percent of our power generation — and 374,000 jobs.

In other words, solar has created more than twice as many jobs as coal, with only a sliver of the electric grid. So if the intent truly is to create more jobs, where would a rational government focus its efforts?

It’s not just solar, either. The fastest growing occupation in the U.S. is wind turbine technician. And a typical wind turbine technician makes $25.50 an hour, more than many fossil fuel workers.

By rolling back commonsense environmental restraints on the coal industry, Trump is allowing the industry to externalize its terrible social and environmental costs on all of us, giving the industry a hidden subsidy. He’s also reopening federal lands to new coal leases, at rates that typically run well below actual market value.

By subsidizing a less-job intensive and more established industry, Trump’s misguided policy changes will thwart the growth of the emerging solar and wind industries, which could create many, many more jobs than coal. In fact, hurting these industries by helping coal might even result in a net job loss for everyone.

Then again, maybe this was never about jobs. Maybe the administration’s intent all along was to reward well-connected coal (and oil and gas) oligarchs who make hefty campaign contributions. If so, that was a good investment for them.

For ordinary working people — and for our planet — the cost could be too much to bear.
