In September 2013, Prime Minister Shinzo Abe shamelessly lied to win the 2020 Olympics for Tokyo, claiming that the contaminated water leaking from Fukushima Daiichi Nuclear Plant was “under control” and there had been “no health problems,” nor would there be.

Now all the lies and cover-ups have been exposed. Over 1,000 contaminated water storage tanks already occupy almost all of the space at the nuclear plant site. The $300 million “ice wall” project,

once hyped as the most reliable solution for substantial reduction of contaminated water by preventing groundwater infiltration into the wrecked reactor buildings, has become a fiasco. Far from being a “wall,” it is now derided as a “lace curtain.” As many as 173 child thyroid cancer or suspected cancer cases have appeared in the last five years. The incidence rate in Fukushima ranges to around 50 times that of the general population.

The Abe government is forcing evacuees to move back to villages, towns and cities in Fukushima Prefecture that remain heavily contaminated. It is doing this by terminating all compensation payments available for evacuees by 2018. This amounts to economic coercion. The Japanese government has achieved a change to radiation exposure standards from 1mSv/y to 20mSv/y. According to the Japanese government’s post-disaster decontamination target, 20mSv/y is now acceptable. This is 20 times the maximum allowed dose for the general public! Moreover, on July 12th, the Abe government will lift an evacuation order for the bulk of Minamisoma City (designated a “zone in preparation for the lifting of the evacuation order”), which has been in place since the 2011 accident at Tokyo Electric Power Co.’s Fukushima Daiichi Nuclear Power Plant. In accordance with Abe’s plan, on the same day JR East Japan will resume rail services between

Haranomachi Station and Odaka Station, which is about 16km from the Fukushima Daiichi Nuclear Power Plant, on the JR Joban Line.

Japan’s Ministry of the Environment has raised the level of recyclable conta- minated waste to 8,000Bq/kg, 80 times more than the current norm. It also plans to recycle the waste for use in public works, espe- cially construction for the 2020 Olympics in Tokyo.

Even more incredibly, Tokyo Metropolitan Government is planning to build a cross-country course, rowing and canoe-kayak waterway and mountain bike course on a landfill called Central Breakwater Disposal Site, which is the most dangerous hot spot. The site has been a constant dumping ground for highly radioactive waste (8,000Bq/kg to 100,000Bq/kg), such as incinerator bottom ash, incinerated sewage sludge ash and clean water sediment.

The previous governor of Tokyo, Naoki Inose, cooperated with Prime Minister Abe and helped bring the 2020 Olympics to Tokyo, but was then forced to resign over a loan scandal. Inose’s successor, Yoichi Masuzoe, easily won the position with the full support of Abe, but has also now resigned due to yet another financial scandal. The Olympics are intrinsically linked to the interests of only a handful of large capitals and their governments. In order to secure their own survival, they put money first, rather than valuing the lives of ordinary people.

On June 24th, the Abe administration and Shikoku Electric Power Co. trampled on the protesting municipal workers and local residents, and started loading MOX fuel into the No. 3 reactor at Ikata Nuclear Power Plant in Ehime Prefecture. Since April
14th and the Kumamoto Earthquake, tremors have continued to affect wide parts of Kyushu. This indicates that the Median Tectonic Line, the largest belt of faults running from central Honshu to Kyushu, has now finally started to move. In spite of a disaster as large as the Kumamoto Earthquake, the Abe administration and Kyushu Electric Power Co. still refuse to shut down Sendai Nuclear Power Plant, the only nuclear power plant operating in the country. And furthermore, they insist on reopening Ikata Nuclear Power Plant in July, which is located on the Median Tectonic Line.

“We care only about today, regardless of what may happen tomorrow.” This is the reality of Japanese imperialism and the Abe administration, which is desperate to survive in the worldwide economic depression.

  • Crush the Abe administration that is rushing to reopen Japan’s nuclear power plants!
  • Follow the example of Doro-Mito and refuse to work in conditions exposed to radiation!
  • Stop radiation-contaminated soil from being used for constructing Olympics-related facilities!

A Just Transition for U.S. Fossil Fuel Industry Workers

According to the U.S. National Oceanic and Atmospheric Administration, 2015 was the globe’s warmest year since at least 1880, when such figures were first recorded. 2014 was the next warmest, and the hottest five years also include 2013, 2010, and 2005. Can it be any more obvious that we absolutely must stop playing Russian roulette with the global climate?

The two most important things we need to do to stabilize the climate are straightforward. First, the world must dramatically cut its reliance on oil, coal, and natural gas in energy production. This is because carbon dioxide (CO2) emissions generated through burning fossil fuels, along with methane emissions released during fossil fuel extraction processes, are responsible for about 75 percent of all greenhouse gas emissions causing climate change. Second, as the alternative to fossil fuel consumption, again on a global scale, we must massively expand investments in energy efficiency and clean renewable energy sources—solar, wind, geothermal, low-emissions bioenergy, and small-scale hydropower.

Both parts of this climate stabilization program will produce large-scale impacts on the employment opportunities for working people as well as on the communities in which they live. The investments in efficiency and clean renewables will generate millions of new jobs. But workers and communities whose livelihoods depend on the fossil fuel industry will unavoidably lose out in the clean energy transition. Unless strong policies are advanced to support these workers, they will face layoffs, falling incomes, and declining public-sector budgets to support schools, health clinics, and public safety. This in turn will increase political resistance to any effective climate stabilization program.

It follows that the global climate stabilization project must unequivocally commit to providing generous transitional support for workers and communities tied to the fossil fuel industry. The late U.S. labor leader and environmental visionary Tony Mazzocchi pioneered thinking on what is now termed a “Just Transition” for these workers and communities. As Mazzocchi wrote as early as 1993, “Paying people to make the transition from one kind of economy to another is not welfare. Those who work with toxic materials on a daily basis … in order to provide the world with the energy and the materials it needs deserve a helping hand to make a new start in life.”

In this article, we propose a Just Transition framework for U.S. workers. Our rough high-end estimate for such a program is a relatively modest $600 million per year. This is about 1 percent of the annual level of public investment that will be needed to advance a successful overall U.S. climate stabilization program. As we show, this level of funding would pay for income and pension-fund support for workers facing retrenchments as well as effective transition programs for what are now fossil fuel–dependent communities.

Just Transition: Just What Is It?

A Joint Report by Labor Network for Sustainability and Strategic Practice - July 2016

We are now one-sixth of the way through the twenty-first century and well into the greatest economic transition ever experienced — one that will dwarf all that came before this one. This transition includes energy, creating a carbon-neutral economy, communications, manufacturing, transportation, health care, waste management, and more.

This transition has already produced road-kill with many thousands of workers thrown on the scrap heap and disintegrating communities — with no help in the offing for them. So many individuals and groups are now asking how we organize society, our economy, and our politics in such a way that our institutions serve the people, rather than capital.

The “just transition” frame is being used by an increasing number of organizing networks, grassroots organizations, groups affiliated with organized labor, and environmental organizations. This report aims to assess the notion of just transition, how it is being used, what kinds of ideas and approaches are surfacing for short and long-term strategies, and what kinds of relationships groups are developing in pursuit of a just transition. Its purpose is to open a broad and respectful discussion about the varied ways the “just transition” frame is being used, and whether they can contribute to a shared vision of how to make the transition we face a just transition.

This report is based on 17 interviews conducted between October, 2015 and March, 2016 by Christina Roessler, accompanied at times by Joe Uehlein and Richard Healey. Interviewees were offered the opportunity to revise their quotations and their revisions are included in this draft. This report represents a preliminary effort based on a limited number of interviews and a small amount of additional research. Leaders were interviewed from the following groups:

News: Air District Commits to Studying Refinery Pollution Caps

The community-worker coalition that’s been fighting for years to limit pollution from Bay Area refineries won a significant victory June 15. The Air District board told the staff to evaluate our proposal for immediate, numerical caps on refinery emissions, along with three other proposals. This move came despite strong opposition from Air District staff, who argued that numerical caps on greenhouse gases are pointless and that numerical limits on all forms of pollution are legally questionable.

The next challenge for the coalition will be getting the Air District to move fast enough to prevent the refineries from bringing in a major influx of extra-polluting crude oil from Canadian tar sands.

In the June 15 board meeting of the Bay Area Air Quality Management District, staff presented four proposals for controlling refinery emissions:

  • Analyze each refinery’s total energy efficiency as a way of reducing greenhouse gases
  • Continue the current program of making rules for reducing greenhouse gas and toxic emissions by separately analyzing each process in the refinery.
  • Place an immediate overall cap on greenhouse gas and toxic emissions from each refinery
  • Develop a Bay-Area-wide program for reducing emissions of methane (a powerful greenhouse gas)

The staff recommended that the board authorize further analysis of three of these proposals. It recommended dropping the community-worker proposal, using the same arguments offered before: that emissions caps may not be legally defensible and could conflict with the state’s cap-and-trade process for greenhouse gas emissions.

After strong arguments from the community-worker coalition and allies on the board, however, the board directed the staff to prepare an official Environmental Impact Review of each of the proposals. In more than two years since the coalition has been advocating these caps, the staff has failed to produce a detailed analysis of this proposal, despite numerous board requests. So this clear board direction represents a major advance for the environmental, community, and labor groups.

Board members John Avalos of San Francisco, Rebecca Kaplan of Oakland, and John Gioia, the Contra Costa County supervisor whose district includes four oil refineries, joined the community-worker coalition in insisting on a full review of all four proposals.

It should be possible to produce the Environmental Impact Reviews, provide a period for the public to comment, and produce revised reviews before the BAAQMD’s next board meeting in September. But given the slow pace of work on refinery emissions rules in the past, the community-worker coalition intends to keep pushing for a September report, so it will be possible to adopt final rules before the end of the year.

There’s also the question of what topics the Environmental Impact Review will include. In the June 15 meeting, Board member Kaplan insisted that the EIR must include an estimate of the health impacts of the emissions increases that would occur if caps are not adopted.

Background

The Bay Area Air Quality Management District (BAAQMD) has been discussing methods for limiting refinery pollution for more than three years. More than two years ago the community-worker coalition submitted its proposal: Tell refineries they’re not allowed to increase the levels of pollution they emit, starting now.

In addition to limiting harm to health and the climate, this proposal is critical for stopping Bay Area refineries from bringing in large amounts of crude oil from Canadian tar sands. Because tar sands oil takes so much energy to process, and because it spews out such large amounts of pollution that’s harmful to health, a cap on refinery emissions would effectively prevent an increase in tar sands refining. Scientists have stated that to prevent runaway climate disaster, the tar sands oil has to stay in the ground.

Bay Area refineries are turning to tar sands crude because their traditional sources of crude oil – in California and Alaska – are drying up. Tar sands oil producers, for their part, are increasingly looking to the Bay Area as an outlet for their product, since the Keystone XL pipeline was defeated, and Canadian First Nations are strongly resisting the shipment of tar sands oil through their territories. And Bay Area refineries, already equipped to handle “heavy” crude oil, are closer to being ready to refine tar sands than most others.

The Western States Petroleum Association, representing the oil companies, has been fighting regulation every step of the way. Recently they’ve sent mailers opposing regulation to residents in the districts of selected BAAQMD board members. It is reported that they are hoping to get a California legislator to introduce a bill banning local caps on greenhouse gas emissions.

Alameda County Central Labor Council Climate and Environmental Justice Caucus Mission Statement

Resolution Adopted June 13, 2016

Due to the alarming advance of scientifically-confirmed, human-caused climate change, the Alameda Labor Council's historical support of strong economic, environmental and health protections for working families and their communities, and the urgency to take action to transition to a more sustainable, just and clean economy now, this Council affirms that:

  • The labor movement plays a major role as a force for progressive change and for social and economic justice,
  • Labor has a vested interest in addressing the challenge of climate change, and
  • We are stronger when we act together as Labor, and with frontline communities, environmental organizations and community allies.

This Council recognizes the impact that historical discriminatory industrial and housing development policies and resulting environmental degradation have had on the lives and health of workers and their families, noting that these negative effects disproportionally impact those communities with the least power.

We believe that the reliance on market-based solutions to the current climate crisis will only deepen social, racial, environmental and economic inequities, and is a central obstacle to achieving a sustainable and just economy. We know from experience that the labor movement must help shape the conversation if we are to affect positive change for working people.

The Alameda Labor Council rejects the myth that we must choose between good jobs and a clean environment, and is committed to vigorously promoting a just transition to a sustainable energy economy, steadily diminishing our reliance on fossil fuels as we support smart, inclusive and just development that provides opportunities for family-sustaining jobs to all workers. We will also promote equitable mitigation of the impacts of climate change, for example, flooding caused by sea level rise that will flood low-lying working-class residential areas, e.g., "the flats".

Therefore, the Alameda Labor Council hereby establishes a Climate and Environmental Justice Caucus to:

  • Educate and engage our members and communities about the urgency of this crisis and our role in tangible solutions to avoid dire consequences for our children, grandchildren and future generations
  • Provide political advocacy to support the creation and protection of good local jobs related to reducing greenhouse gases and mitigating the impacts of climate change in the building maintenance and operations of renewable energy, water, public transit, transportation, healthcare, and other sectors 
  • Demand that workers who might be displaced be retrained for the new economy jobs, offered early retirement without loss of benefits, and otherwise protected from having to bear the social cost of making this essential transition 
  • Advocate that a just transition not only protect those whose present employment is affected but must also open opportunities for those who have historically been denied those opportunities as a consequence of racial, ethnic, gender and other barriers to entry and ensure that the clean economy is creating local union career opportunities for all working people 
  • Encourage Labor to examine our own practices, such as how pension funds could be better invested to promote the transition to clean energy while ensuring retirement security 
  • Actively build working partnerships with local environmental and social justice groups

With these commitments, it is incumbent on the caucus to serve as a policy advisory body to the Council to assure that Labor's agenda consistently includes a mindful climate and environmental justice focus. Labor's concerns must also be present in larger community and regional discussions of environmental and climate issues.

More Green versus Yellow Unionism in Oakland

Author's note: this article is an update to an earlier piece, titled Green versus Yellow Unionism in Oakland.

Update: The City of Oakland voted 7-0, with one member absent, to ban coal handling, storage, and exports in the Port of Oakland on Monday, June 27, 2016. Over 50 union members supporting the ban on coal were present, and many spoke in favor of the ban.

As the No Coal in Oakland campaign comes to its climax, a vote by the Oakland City Council on whether or not to ban the storage and handling of coal exports (originating from coal mined in Utah) through the Port of Oakland, the developers who had hoped to sneak this plan through unnoticed by all, are pulling out all of the stops to try and salvage their failing schemes that have, thus far, blown up in their faces.

(Rather than recap all of the numerous details of this campaign here, readers are encouraged to visit the official No Coal in Oakland site as well as the No Coal in Oakland archives, maintained by members of the Sunflower Alliance, one of the No Coal in Oakland coalition members.)

One of the persistent lies, regurgitated again and again by the developers, is the claim that those of us who oppose coal exports are anti-jobs, anti-worker, and anti-union. This is complete nonsense.

For the record, many of the principal organizers with No Coal in Oakland are current or retired union members themselves. Additionally, a total of twenty-one Bay Area unions have gone on record opposing coal exports through this proposed facility (but these same unions are not opposed to an export terminal itself, or the exports of non-fossil fuel commodities, of which there are several tens of thousand potential options, all of which would create just as many jobs, if not more so, than coal exports).

These 21 unions include two unions to which this author belongs (the Bay Area General Membership Branch of the IWW and the San Francisco Region of the Inland Boatman's Union (IBU), an affiliate of the ILWU).

They also include unions representing workers in the port of Oakland, including the aforementioned IBU as well as ILWU Locals 6, 10, and 34, and SEIU 1021. (For a complete list of those that have pledged their opposition to coal exports, see this page, but note that some of the unions are listed in categories other than "Labor Unions"), and many more.

Furthermore, in September of 2015, the Alameda County Central Labor Council passed a resolution opposing coal exports.

Various union members and officials--in coalition with residents, environmentalists, public health providers, faith leaders, community leaders, small business owners, educators, and students--have spoken out against coal at City Council meeting after City Council meeting. They've lead canvassing efforts to raise awareness about the environmental and public health dangers of coal among Oakland's neighborhoods. They've organized several events to drum up support for the No Coal campaign, including a very successful and well attended picnic and community forum at a neighborhood park on May 21, 2016.

The coalition has demonstrated its dedication to intersectionality by supporting Black Lives Matter, the Anti-displacement coalition, and the Fight For $15 campaigns. The No Coal in Oakland campaign is composed predominantly of working people and working class retirees (though there are some small business people involved in the campaign as well). The coalition members share a commitment to a clean, livable, affordable, multi-ethnic and inclusive Oakland with good paying union jobs.

In fact, the No Coal in Oakland campaign has been nothing short of exemplary in the matter of green unionism.

It is the height of hypocrisy and cynicism for the project developers to claim that the No Coal in Oakland campaign is anti-jobs.

Meanwhile, the supposed "union" and "worker" support for coal exports, in classic yellow unionism fashion, is nothing more than an astroturf front group for the capitalist developers profiteering ambitions. The few unions whose officials support the project (namely the Teamsters and Building Trades) are hardly bastions of democratic, rank and file driven unionism. The Teamsters remain highly divided, with the local leadership (which is largely aligned with Jimmy Hoffa Jr's faction) opposed by a sizable Teamsters for a Democratic Union opposition faction (though this faction has not taken a stand on the matter of coal).

As detailed in the previous installment in this series, Green versus Yellow Unionism in Oakland, the developer has already attempted to create the illusion of grassroots rank and file union member "support" (mostly from non-English speaking Laborers' Union members) for coal exports at a City Council meeting on September 21, 2015, timed deliberately to undermine the Alameda County Central Labor Council's resolution against coal exports, but the attempt failed miserably, as the rank and file workers admitted to the assembled media reporters that they were being used. (The pro-coal developers later also tried the same stunt with a small group of faith leaders--who, as it turns out, has essentially taken bribes from the developer to support coal exports--when a much larger group of faith leaders spoke out against coal).

None of the developer's subterfuge should be surprising, given the amount of dirt and conflicts of interest the No Coal in Oakland campaign has been able to dig up--including the fact that the developer has a direct financial connection to Bowie Resources, the (non union) mining company that will be extracting the coal in the first place, or that California Governor Jerry Brown, himself, has a deeply entwined financial relationship with Phil Tagami, the speculator driving this project. (again, for the sake of brevity, all of these details are left to the readers to explore for themselves on the No Coal in Oakland site).

Furthermore, it's not surprising that the developer is still trying to create the illusion of community and worker support for coal exports.

Diablo Canyon nuclear plant to be shut down, power replaced by renewables, efficiency, storage

An historic agreement has been reached between Pacific Gas and Electric, Friends of the Earth, and other environmental and labor organizations to replace the Diablo Canyon nuclear reactors with greenhouse-gas-free renewable energy, efficiency and energy storage resources. Friends of the Earth says the agreement provides a clear blueprint for fighting climate change by replacing nuclear and fossil fuel energy with safe, clean, cost-competitive renewable energy. 

The agreement, announced today in California, says that PG&E will renounce plans to seek renewed operating licenses for Diablo Canyon’s two reactors -- the operating licenses for which expire in 2024 and 2025 respectively. In the intervening years, the parties will seek Public Utility Commission approval of the plan which will replace power from the plant with renewable energy, efficiency and energy storage resources. Base load power resources like Diablo Canyon are becoming increasingly burdensome as renewable energy resources ramp up. Flexible generation options and demand-response are the energy systems of the future.

By setting a certain end date for the reactors, the nuclear phase out plan provides for an orderly transition. In the agreement, PG&E commits to renewable energy providing 55 percent of its total retail power sales by 2031, voluntarily exceeding the California standard of 50 percent renewables by 2030.

"This is an historic agreement," said Erich Pica, president of Friends of the Earth. "It sets a date for the certain end of nuclear power in California and assures replacement with clean, safe, cost-competitive, renewable energy, energy efficiency and energy storage. It lays out an effective roadmap for a nuclear phase-out in the world's sixth largest economy, while assuring a green energy replacement plan to make California a global leader in fighting climate change."

A robust technical and economic report commissioned by Friends of the Earth served as a critical underpinning for the negotiations. The report, known as “Plan B,” provided a detailed analysis of how power from the Diablo Canyon reactors could be replaced with renewable, efficiency and energy storage resources which would be both less expensive and greenhouse gas free. With the report in hand, Friends of the Earth’s Damon Moglen and Dave Freeman engaged in discussions with the utility about the phase-out plan for Diablo Canyon. NRDC was quickly invited to join. Subsequently, International Brotherhood of Electrical Workers Local 1245, Coalition of California Utility Employees, Environment California and Alliance for Nuclear Responsibility partnered in reaching the final agreement. The detailed phase out proposal will now go to the California Public Utility Commission for consideration. Friends of the Earth (and other NGO parties to the agreement) reserve the right to continue to monitor Diablo Canyon and, should there be safety concerns, challenge continued operation.

The agreement also contains provisions for the Diablo Canyon workforce and the community of San Luis Obispo. “We are pleased that the parties considered the impact of this agreement on the plant employees and the nearby community,” said Pica. “The agreement provides funding necessary to ease the transition to a clean energy economy.” 

Diablo Canyon is the nuclear plant that catalyzed the formation of Friends of the Earth in 1969. When David Brower founded Friends of the Earth the Diablo Canyon was the first issue on the organization’s agenda and Friends of the Earth has been fighting the plant ever since. This agreement is not only a milestone for renewable energy, but for Friends of the Earth as an organization.
