GM Oshawa: Making Hope Possible

The once unimaginable – the end of GM Oshawa – seems on the verge of becoming the new reality. If there is any lesson to be learned here it is that overturning this imposed reality can’t be achieved by traditional protest and traditional alternatives. Continuing our dependence on unaccountable corporations, offering subsidies and concessions without means to enforce job guarantees, making competitiveness the only test of worthwhile activity, looking to ‘better’ free trade agreements and so on, are dead ends. All they offer is more of the same: death by a thousand cuts.

Imagining a radically different and more democratic approach based on community and national planning – opening the door to the formerly unthinkable – may, as overwhelmingly ambitious as that may seem, be the only option with any chance of success.

On November 26, 2018, General Motors (GM) announced that the Oshawa Assembly plant, once the largest auto complex in North America, will no longer exist. In the 1970s, the site included three massive assembly plants that turned out 3,000 vehicles daily. Other GM plants in the city made batteries, radios, radiators and axles. A host of independent component plants with their own special capacities, spread across the city and nearby localities. At the end of the 1970s, GM had some 23,000 plant and office workers in Oshawa. At the time of GM’s latest death notice, over 85% of those jobs had already vanished, leaving 3,000 workers desperate to hang on to the one remaining GM operation in the city.

Climate Stability, Worker Stability: are they compatible?

It appears we face a low- carbon transition dilemma. On the one hand, climate change solutions, like greenhouse gas regulation and carbon pricing, raise concerns about potential job displacement for workers in traditional energy sectors like oil and gas production and fossil-fuel generated electricity. Hence the calls for just transition. Our research, however, suggests that this blame may be at least partially misplaced. Energy workforce changes are currently affected by broader societal changes relating to fuel-cost differentials (i.e., natural gas cheaper than coal), automation, and the societal transition to non-unionized, unstable and lower-paying work. Greenhouse gas regulations and carbon pricing are certainly not the only driver of workforce change, and likely not, at least currently, not the primary driver.

Should proponents of renewable energy, energy efficiency and the low-carbon transition address these broader societal trends? If so, how? Is the solution to focus on collective responses such as energy cooperatives, public sector ownership of renewable energy supply, utility-scale and managed energy efficiency programs, rather than market- based, privatized solutions? These questions are worth answering. Our goal with this study was to better understand the training needs associated with renewable energy and energy efficiency job projections. There appears, however, to be a greater need to better integrate climate change and low-carbon economy discussions into a broader discourse on the nature of work.

Jobs, Justice, and the Clean-Energy Future

Today, there are 400 parts per million (PPM) of carbon dioxide in the atmosphere, far above the 350 ppm climate scientists regard as the safe upper limit. Even in the unlikely event that all nations fulfill the greenhouse gas (GHG) reduction pledges they made at the Paris climate summit at the end of 2015, carbon in the atmosphere is predicted to increase to 670 ppm by the end of this century. The global temperature will rise an estimated 3.5 degrees Celsius (6.3 degrees Fahrenheit) above pre-industrial levels. For comparison, a one-degree increase was enough to cause all the effects of climate change we have seen so far, from Arctic melting to intensified hurricanes to desertification.

Limiting climate catastrophe will require drastic cuts in the burning of the fossil fuels that cause climate change. But many workers and their unions fear that such cuts will lead to drastic loss in jobs and economic well-being for working people—aggravating the shortage of good jobs and the burgeoning inequality we already face. Is there a way to escape the apparent lose-lose choice between saving the climate and saving jobs?

Working Together for a Just Transition

This short pamphlet has been produced to launch the New Economics Foundation’s new programme of work on the 'just transition'. Our interest is in the practicality of change: the policies, processes, narrative and investment needed to accelerate the UK’s progress on 'just transition', here and now. Over the coming months and years we will be working at local and national levels to explore what is needed to build common cause and provide the right mixture of incentives and critical challenge to all parties to help unlock a new momentum for a 'just transition' for the UK.

It has been produced in association with the Friedrich-Ebert-Stiftung’s London Office, part of the international network of FES. The London office was established in 1988 to promote better understanding of British- German relations. FES's work in the United Kingdom focuses in particular on the exchange of ideas and discussion on the following topics: common challenges facing Germany, the United Kingdom and the European Union; economic and social policy; experiences gained from differing regional and local policies and practices; and a continuing dialogue between politicians as well as between the trade unions in both countries.

A Guide for Trade Unions: Involving Trade Unions in Climate Action to Build a Just Transition

A guide to a ‘just transition’ to a low carbon economy is published by the European Trade Union Confederation on May 15.

The 48 page document ‘Involving trade unions in climate action to build a just transition’ contains

  • Recommendations for economic diversification and industrial policy, skills, social protection and governance for a socially just transition
  • Information on how trade unions can and have been engaged in shaping national climate action
  • Examples of innovative projects that can inspire a more just transition

Key recommendations include

  • Promote economic diversification in regions and industries most affected by the transition
  • Negotiate agreements at sectoral and company level to map the future evolution of skills needs and the creation of sectoral skills councils
  • Establish dialogue with all relevant stakeholders and regional authorities to identify and manage the social impacts of climate policies
  • Promote the establishment of adequate social protection systems
  • Unions and workers should assess the risks linked to ‘stranded assets’

The guide shows that up to half of trade unions have NOT been consulted on sectoral decarbonisation strategies, but over 75% were consulted on long-term decarbonisation strategies for 2050.

Just Transition and Beyond Just Transition: Canada in Action

Just Transition is an elusive concept. First developed by the Canadian Labour Congress (CLC) at the turn of the 21st century, it has suffered from neglect for much of the last 20 years. Workshops, symposia and half-day conferences proliferated in the EU and other countries, but the meetings have duplicated each other’s work, and to date there had been no common definition or sharing of information about what works and what has not worked in just transition experiences.

With this in mind, and mindful of Canada’s historic leadership, the Adapting Canadian Work and Workplaces to Respond to Climate Change project (ACW) brought together 6 groups active in the field to form an organizing committee. The committee invited the broadest range of Canadian groups involved in Just Transition to a daylong roundtable with three main goals:

  1. Share experiences among Canadian groups about the work each is doing to transition to a low carbon economy: what has worked, what has failed, and why?
  2. Think forward about how we can broaden Just Transition beyond its current focus.
  3. Share next steps that each group will be taking.

A Just Transition Towards a Sustainable World (of Work)

Climate and the future of work are two of the biggest challenges facing the world today and one cannot be tackled without the other. International institutions, in cooperation with governments, unions and employers, are pushing for a just transition that can shift the economy away from destructive forms of production while maintaining quality of life for all.

As we see the lives of many millions of people severely affected by extreme weather events, it is now accepted by most countries that human activity is causing the planet’s climate to change and that, therefore, it is in humanity’s interest to change its behaviour. A clear body of evidence demonstrates that human-induced climate change is well underway and that there are serious consequences of failure to limit the global temperature rise to at most 2° Celsius over pre-industrial levels. The ensuing environmental damage could prove irreversible and pose a threat to humanity itself.

If climate change is a consequence of human activity, then that activity is, for the most part, work or work-related. It is therefore no coincidence that climate change tends to be benchmarked against pre-industrial levels. And if work is the predominant cause of climate change, then inevitably it must be central to strategies to prevent, mitigate, and adapt to it.

An acknowledgement of shared responsibility was demonstrated through the Paris Agreement on climate change and the 2030 agenda for sustainable development with its associated 17 goals. In the declaration supporting the 2030 agenda, world leaders committed to “take the bold and transformative steps which are urgently needed to shift the world onto a sustainable and resilient path.”

Gearing Towards a Green Future of Work

Green politics is about building a socially, environmentally, and economically just and sustainable future for everybody on the planet. This vision might be obvious, but the journey to get there is less so. At its core, green political thinking sees humanity as not just existing economically, and getting our economies on the right track is therefore a central challenge. As part of that, we need to understand work and its possible futures.

Economics is, of course, vitally important, and Greens must ensure our economic analysis is robust, evidence-based, and looking to the future. But economics must be seen in context, and human beings exist socially and ecologically as well as economically. Work has the capacity to provide economic security for us as individuals and our families and yet can equally be dysfunctional and exploitative, especially for those in precarious employment or on low pay.  Greens should work to support its positive economic function at personal and societal level, but also for it to add maximum social usefulness while respecting environmental limits.

Economic, social and environmental dimensions are all relevant for a full understanding of work, its value, and its future. Much work is primarily important in terms of social usefulness rather than economically – for example, care work. Unpaid work is a special case needing greater attention. Unpaid work takes place on a huge scale, especially by women, but is not economic in the narrow sense of being undertaken for a wage. Yet it is of immense value to the well-being of society. Without unpaid work our current societies and economies would probably cease to function. A better understanding and valuing of unpaid work is long overdue.

The environmental dimension of work is no less important, although often less visible or easily lost sight of. The environmental impacts of economic and industrial activities are becoming more widely understood. This has led to increased acceptance of the transformative potential of the green agenda for the economy and work. Those seeking to delay, dilute, or frustrate the green agenda’s potential to transform the economy should be reminded that there are no jobs on a dead planet. Faced with the broad trends of reduction in working time, persistent inequalities, automation, Greens also need to go further and put forward a vision centred around green industry, just transition, democracy at work, and education.

Creating a Just Transition Webinar
