Ecosocialism and Degrowth: a Reply

David Schwartzman makes some very good points about the ecological benefits of ending militarism. I was also pleased to read his arguments about the strong potential for 100% renewable energy to meet global energy needs, although I cannot judge if his specific calculations about global per-capita energy are correct.

I’m not a degrowther per se. I think the fundamental problem is capital accumulation, of which capitalist growth is a product, but there are some questionable aspects to Schwartzman’s critique.

First, there is a claim about political strategy: that degrowth will appeal only to “the professional class” (I suppose this means middle class/petty bourgeois/intellectuals etc) in the North and would alienate the “global working class.”

That’s a strange formulation because it seems obvious that it’s not the “global” working class that Schwartzman and similar critics are worried about convincing, but the working class in the North who, they fear, will be repelled by a message that emphasises sharing resources with people elsewhere. The degrowth answer to this is that living standards for working people in the North can still improve even if economic growth is halted, as long as there is significant wealth redistribution.

I suspect that hostility to degrowth ideas among some ecosocialists in the North is linked to glossing over the sharp inequalities that divide “the global working class.” Any worthwhile ecosocialist strategy must address the North’s unequal access to the South’s mineral resources & soil nutrients. We in the North cannot hope to form international alliances with mass movements in the South if we neglect to do this. It’s imperialism that so destructively distorts the economies (and political cultures) of the South and the North, producing glaring inequalities and reproducing the ecological rift on a global level.

A Critique of Degrowth: An ecosocialist perspective in the context of a global Green New Deal

Ecosocialist responses to “degrowth” analysis and proposals have ranged from full support to total rejection. The author of the following critical commentary is an emeritus professor of biology at Howard University, and co-author of The Earth is Not for Sale (World Scientific, 2019). We encourage respectful responses in the comments, and hope to publish other views in future.

The positive contributions of the degrowth proponents should be recognized, in particular, their rethinking of economic growth under capitalism, critiquing its measure, the GNP/GDP, as well as pointing to capitalism’s unsustainable use of natural resources, in particular fossil fuels in its production of commodities for profit generation regardless of their impact on the health of people and the environment. Further, they wisely critique eco-modernists who claim that simply substituting the right technology into the present political economy of capitalism will be sufficient to meet human and nature’s needs.

But the degrowth solutions offered are highly flawed and their brand is not likely to be welcomed by the global working class, even as it attracts sections of the professional class.[1] Degrowth proponents commonly fail to unpack the qualitative aspects of economic growth, lumping all in one basket; i.e., sustainable/addressing essential needs of humans and nature versus unsustainable, leaving the majority of humanity in poverty or worse. Degrowthers point to the relatively privileged status of workers in the global North compared to those in the global South as a big part of the problem, instead of recognizing that the transnational working class will not only benefit from growth of sectors that meet its needs in both the global North and South but must be the leading force to defeat fossil capital.[1, 2, 3]

A common claim in the degrowth discourse is that “perpetual growth on a finite planet leads inexorably to environmental calamity.”[4] This assertion fails to deconstruct the qualitative aspects of growth, what is growing, what should degrow, under what energy regime? While of course there are obvious limits to the growth of the global physical infrastructure, why can’t knowledge and culture continue to grow for a long time into the future in a globally sustainable and just physical and political economy?

Building a Just Transition for a Resilient Future: A Climate Jobs Program for Rhode Island

A new report released today by climate and labor experts at Cornell University in collaboration with the Climate Jobs Rhode Island Coalition outlines a comprehensive climate jobs action plan to put Rhode Island on the path to building an equitable and resilient clean-energy economy.

The report lays out a series of wide-ranging policy recommendations to transition the Ocean State’s building, school, energy, transportation, and adaptation sectors to renewable energy with the strongest labor and equity standards. Core provisions of the plan include decarbonizing the state’s K-12 public school buildings, installing 900 MW of solar energy statewide, 1,300 MW of offshore wind energy, and modernizing the state’s electrical grid by 2030. 

“Rhode Island is in a unique position as a state, in 2019 it had the lowest energy consumption per capita across all the United States. Rhode Island can use climate change as an opportunity to eliminate carbon emissions, increase equity, and create high-quality jobs that support working families and frontline communities,” says Avalon Hoek Spaans, Research and Policy Development Extension Associate for the Labor Leading on Climate Initiative at the Worker Institute, Cornell ILR School and one of the authors of the report.

The Worker Institute’s Labor Leading on Climate Initiative in partnership with the Climate Jobs National Resource Center, and Climate Jobs Rhode Island, began a comprehensive research, educational, and policy process in early 2021 to develop an implementation framework to drastically reduce emissions in the state while creating high-quality union family sustaining jobs.

Over the past year, the Labor Leading on Climate team has conducted outreach to numerous leaders of the labor and environmental movements as well as policymakers and experts in the climate, energy, and labor fields to better understand the challenges and opportunities that climate change and climate mitigation and adaptation presents to Rhode Island workers and unions.

“With Rhode Island on the frontlines of the climate crisis, it will take bold, ambitious action to combat climate change and reduce greenhouse gas emissions and pollution to the levels that science demands. Fortunately, tackling climate change is also an opportunity to address the other crises Rhode Island is facing: inequality and pandemic recovery,” says Lara Skinner, Director, Labor Leading on Climate Initiative, at the Worker Institute, Cornell ILR School and one of the authors of the report.

“As a small state with one of the lowest emissions in the country, Rhode Island can be innovative and efficient, employing cutting-edge approaches to reverse climate change and inequality. Rhode Island has the potential to be the first state in the country to fully decarbonize and build out a net zero economy with high-quality union jobs. This would make Rhode Island's economy stronger, fairer, and more inclusive,” says Lara Skinner, Director, Labor Leading on Climate Initiative, at the Worker Institute, Cornell ILR School and one of the authors of the report.

Some oil and gas workers worry about a 'just transition.' Others think it won't come in their working lives

Kirk Olsen says transitioning away from fossil fuels "is probably a good thing," but as an oil and gas worker, the uncertainty around how that will happen makes him nervous.

"If there was a sure thing around the corner and you knew, I'm just going to slide into this other job, everything's going to be great ... it would make a guy feel a lot better," said Olsen, a heavy equipment mechanic working on the Coastal GasLink pipeline project in Kitimat, B.C.

Olsen has worked on and off in the sector for 12 years. Four years ago, he started his own company supplying and maintaining machinery. He works 20 days on-site, then has 10 days off to travel home to Campbell River, B.C., almost 1,000 kilometres away — a sacrifice he says he's willing to make to provide for his young family.

For him, a "just transition" means the federal government provides training in a new field and makes a commitment that wages won't drop.

Until he has that clarity, Olsen feels "like you worked so hard for something and then it kind of gets taken away," as he told CBC Radio's What on Earth. "I guess that's life, but it's no less frustrating."

Trade Union Program for a Public, Low-Carbon Energy Future

The following “Trade Union Program for a Public, Low-Carbon, Energy Future” (“Program”) is the result of the work of a Trade Union Task Force consisting of more than 30 unions. Focusing mainly on the power sector, the Program is an attempt to rally the international trade union movement behind an ambitious political effort to bring about a fundamental shift in climate and energy policy. This shift is needed both to correct the failures of the market model and to ensure that the energy transition is socially just, economically viable, and effective in terms of reaching climate goals.

Recognising That:

  • Access to a healthy environment has been declared a human right by the UN Human Rights Council, in recognition of the interconnected human rights crises of environmental degradation and climate change.
  • Lack of adequate access to energy remains a major source of poverty, inequality and insecurity, in violation of human rights and contrary to the aims of the UN’s Sustainable Development Goals.
  • Widespread electrification of many energy-dependent processes will be necessary to meet agreed, science-based decarbonisation targets.
  • Ensuring access to affordable, safe, secure, reliable, low-carbon electricity will therefore be essential to meeting most future energy needs.
  • All known methods of capturing, transforming, and distributing energy for use involve some degree of environmental disruption.
  • Neoliberal climate and energy policies – which are tied to privatisation and commodification – have failed to halt the rise of greenhouse gas emissions.
  • Privatisation, marketisation, and liberalisation of electrical power systems have led to price increases, falling levels of service quality, and inadequate investment.
  • The transition required to meet decarbonisation targets will entail substantial changes affecting workers, especially in many energy-related areas of employment, and many of these changes may be very disruptive if their impacts are not addressed.
  • Many countries in the global south continue to face a crippling legacy of colonialism and debt, constraining their ability to procure the technologies and resources needed to ensure universal access to electricity.

Just Transition and the Energy Crisis

This joint statement puts forward a united front of mayors, unions and businesses, calling for government leadership on two crises urban residents and workers are facing in this current moment: the climate crisis and spiralling energy prices.

The next months could bring a long, cold, unjust and expensive winter to millions of people globally, suffering from unprecedented levels of energy poverty. 

Energy poverty is a key challenge facing people living in cities in all regions, and one which risks exacerbating poverty and inequality by limiting access of the most vulnerable to lighting, cooling and refrigeration, clean cooking and heating. Cities often experience energy poverty due to issues such as size of populations, unstable and informal labour with low wages coupled with higher urban costs of living, varied types of building stock, lack of formal connection to viable energy networks and/or informal settlements being disconnected from basic service provision. This has been starkly worsened by the COVID-19 pandemic which has worsened inequalities and created insecurity for many people.

Being affected by energy poverty can have severe implications for vulnerable, low-income and marginalised groups on service access, health, wellbeing, social inclusion, economic opportunity and quality of life. Families should not need to choose between food and paying their energy bills. 

(TUED Working Paper #14) Beyond Disruption: How Reclaimed Utilities Can Help Cities Meet Their Climate Goals

In TUED Working Paper 14, Beyond Disruption: How Reclaimed Utilities Can Help Cities Meet Their Climate Goals, Sean Sweeney and John Treat showcase how the energy transition that was promised has yet to come to fruition. They argue specifically the arguments around cities leading the transition have not been fully accurate and provide a sober analysis of where we stand.

As Sweeney and Treat argue, “the incumbent energy companies will not be dis­rupted out of existence; rather, they will remain dominant as market players and, under the current neoliberal framework, they will help perpetuate an energy for profit regime. If this is not changed, then cities will not be able to reach their energy and decarbonization targets. There is a need, therefore, to develop an alternative approach, one that goes beyond disruption (in a politi­cal sense).”

Through the piece they outline an “alternative approach that is offered shifts attention away from disruption of the incumbent companies toward the need to focus efforts on reclaiming these companies to public ownership.”

This Working Paper, released during COP 26 in Glasgow provides a clear-eyed analysis of the challenges ahead but also highlights an alternative public-goods approach to overcoming the worst of the crisis. Download the PDF here.

Clean Power to the People

As predicted, the climate has been screaming out with intensified ferocity at the assault on the earth by the global fossil fuel economy. Extreme weather conditions are wreaking havoc on communities across the world, leading many climate activists in the U.S. and elsewhere to declare a climate emergency, requiring an urgent, intensified transition from fossil fuels to renewable energy.

But thinking of this transition as mainly a shift in energy technology, as de-carbonizing the economy, is to misunderstand the deep roots of the climate crisis in an extractive economic system based on racialized social and economic inequality.

Emphasizing de-carbonization of energy without broad institutional transformation—an approach called carbon fundamentalism—leaves us still at the mercy of the corporate energy establishment. That approach, as we shall see, is actually amplifying the already devastating impacts of the climate crisis. “It ignores the specific needs of people of color, it promotes programs that force low-income people to pay unfairly for carbon reduction, it exposes our communities to increased risks, and it sacrifices justice in the urgent rush to reduce carbon,” says Jessica Tovar of the Local Clean Energy Alliance. “Time and again, it ends up throwing people of color under the bus.”

We need more than clean energy to address the climate crisis. We need to move from a large, centralized private utility model to a locally based, decentralized energy model. We need an energy system centered on democracy and justice.

Learning About a Just Transition

Energy transition or energy expansion?

From politicians to corporate executives, media commentators to environmental campaigners, narratives evoking the “unstoppable” progress of a global transition from fossil fuels to renewable energy have grown increasingly commonplace.

However, in reality, the global shifts in energy production, energy usage and greenhouse gas emissions we urgently need are not happening:

  • In 2019, over 80% of global primary energy demand came from fossil fuels, with global greenhouse gas emissions at record levels.
  • In 2020, wind and solar accounted for just 10% of global electricity generated.
  • Despite stories of its decline, coal-fired power generation continues to rise globally. In 2020, global efforts to decommission coal power plants were offset by the new coal plants commissioned in China alone, resulting in an overall increase in the global coal fleet of 12.5 GW.

Recently, some have argued that the Covid-19 pandemic and subsequent contraction in economic activity signal a turning point. Indeed, global energy demand fell by nearly 4% in 2020, while global energy-related CO2 emissions fell by 5.8% — the sharpest annual decline since the second world war.

Despite these short-term shifts, the pandemic has failed to result in any significant long-term changes for the energy sector or associated emissions:

  • Global energy-related CO2 emissions are projected to grow by 4.8% in 2021, the second highest annual rise on record.
  • Demand for all fossil fuels is set to rise in 2021.6 A 4.6% increase in global energy demand is forecast for 2021, leaving demand 0.5% higher than 2019 levels.
  • By the end of 2020 electricity demand had already returned to a level higher than in December 2019, with global emissions from electricity higher than in 2015.
  • By the end of 2020, global coal demand was 3.5% higher than in the same period in 2019. A 4.5% rise in coal demand is forecast for 2021, with coal demand increasing 60% more than all renewables growth combined and undoing 80% of the 2020 decline.
  • Oil demand is forecast to rebound by 6% in 2021, the steepest rise since 1976. By 2026, global oil consumption is projected to reach 104.1 million barrels per day (mb/d), an increase of 4.4 mb/d from 2019 levels.

As such, an energy transition with the depth and speed necessary for meeting the 2015 Paris Agreement shows no sign of materializing. Indeed, most of the world’s major economies are not on track to reach their Nationally Determined Contributions (NDCs) on emissions reductions.

These facts point to a clear conclusion: the dominant, neoliberal climate policy paradigm, which deploys a “sticks and carrots” approach that attempts to disincentivize fossil fuels through carbon pricing, while promoting low-carbon investment through subsidies and preferential contractual arrangements has been completely ineffective. This policy paradigm positions governments as guardians and guarantors of the profitability of private actors, thus preventing them from addressing social or environmental challenges head-on.
