People's Utility Justice Playbook​

Have you ever wondered who is in charge of your electricity? And why?

The People’s Utility Justice Playbook has two components:

  1. a “History of Utilities” report to summarize the history of utilities for everyone to understand how our current energy system originated.
  2. a “People’s Utility Justice Playbook” to expose the tactics from electric utilities that are undermining community’s efforts, so we can build our organizing strength—to not only fight back but also to build the democratic energy system for climate justice.

This is the basic information we need to fight back against energy utilities attempting to slow or stop progress toward economic and climate justice.

Electric utilities have expanded into almost every aspect of our lives to become one of the most powerful and concentrated industries on Earth. To have a better understanding of what we’re fighting against, we first need to learn about the history of energy utilities! Leeds trades unionists: zero-carbon homes can help tackle climate change

Leeds Trades Union Council has issued a call for large-scale investment to insulate homes and install electric heat pumps, to cut carbon emissions and help tackle global warming.

Such a drive to retrofit and electrify homes would be an alternative to a multi-billion-pound scheme, supported by oil and gas companies, to turn the gas network over to hydrogen.

That scheme, Northern Gas Networks’ H21 project, could tie up billions of pounds of

government money in risky carbon capture and storage technology, which is not proven to work at the scale required – but would help to prolong the oil and gas industry’s life by decades.

This is a test for social and labour movements all over the UK.

The demand for retrofitting and electrification should be taken up, and fossil-fuel-linked technofixes rejected. Otherwise, talk of “climate and ecological emergency” is empty words.

“Our most important and urgent action is to halt the flow of carbon dioxide into the atmosphere”, says a draft document that the Leeds TUC published last week. “This means radical changes to the way we use energy for work, travel and to heat our homes.”

In setting out a plan for Leeds, the TUC there hopes to “offer a model that will be taken up by other towns, cities and regions”, where it can form the basis for collaboration between local authorities, and a focus for trade unions and community campaigners.

Facing Fossil Fuels’ Future: Challenges and Opportunities for Workers in Canada’s Energy and Labour Transitions

Canada has a climate plan but it does not lay out a plan for the future of oil and gas extraction that aligns with the goal to limit global warming to 1.5°C, leaving workers and communities with an uncertain future. The Canada Energy Regulator warns that the future of oil sands extraction, which makes up 62 percent of Canada’s oil output, is uncertain due to the projected drop in the future oil demand as the global pace of decarbonization increases.

Meanwhile, a study backed by the UN Environment Programme further states that global oil and gas output would have to decline by over one third by 2030 and over one half by 2040 to achieve the goal of limiting warming to 1.5°C. In early 2021, the International Energy Agency, one of the world’s foremost authorities on global energy forecasting, published a landmark report, Net Zero by 2050, in which the agency declared that oil and gas output should be constrained to existing operations in order to meet the 1.5°C temperature goals articulated in the Paris Agreement. Constraining Canadian oil and gas output to existing fields approximates a similar rate of phaseout to that proposed by the UNEP-backed report.

he Canadian oil and gas industry, including upstream activities, pipelines, and services, provides approximately 405,000 jobs - 167,000 direct jobs and 238,000 jobs across supply chains. In response to oil price crises, industry’s solution to protect profits has historically been to slash jobs while maintaining output. As a result the number of jobs per barrel of output has already fallen by 20% since 2000.

While oil and gas jobs have significantly better compensation and training provisions than most sectors in the economy, these jobs are also somewhat more precarious and have higher health and safety risks. Union density is higher but is also falling at a more rapid rate than in oth-er industries.8 Finally, automation is projected to threaten between 33%-53% of Canadian oil and gas jobs by 2040.

Holyrood must give more support to North Sea oil workers in order to deliver a just green transition, unions and politicians say

UNIONS and politicians have said that the support for North Sea oil and gas workers must be greater from the Scottish government if targets for a just transition and net-zero emissions are to be met.

Scotland’s transport and net zero secretary Michael Matheson announced multimillion-pound funding yesterday for projects to reduce emissions in the North Sea oil sector, with money being matched by the oil and gas industries.

Mr Matheson confirmed £16.5 million for seven energy schemes being led by the Net Zero Technology Centre.

The SNP MSP, unveiling the funding alongside business leaders, said that the government is wholly committed to a just transition to net zero, which ensures no-one is left behind.

Energy workers’ representatives have said that any move away from oil and gas cannot put existing staff out of pocket, pointing to suggestions of a training passport, adding that unions must be a part of this planning.

RMT general secretary Mick Lynch said: “This is a key part of the just transition mechanism for offshore oil and gas workers which is in danger of being neglected and we cannot allow that to happen.

Combatting Climate Change, Reversing Inequality: A Climate Jobs Program for Texas

Texas is currently confronted by three major, intersecting crises: the COVID-19 public health pandemic and ensuing economic crisis; a growing crisis of inequality of income, wealth, race and power; and the worsening climate crisis, which continues to take its toll on Texans through hurricanes, major flood events, wildfires, debilitating heat waves and the significant economic cost of these extreme weather events. These crises both expose and deepen existing inequalities, disproportionately impacting working families, women, Black, Indigenous and people of color (BIPOC) communities, immigrants, and the most vulnerable in our society.

A well-designed recovery from the COVID-19 global health pandemic, however, can simultaneously tackle these intersecting crises. We can put people to work in high-quality, family- and community-sustaining careers, and we can build the 21st century infrastructure we need to tackle the climate crisis and drastically reduce greenhouse gas emissions and pollution. Indeed, in order to avoid the worst impacts of the climate crisis, it is essential that our economic recovery focus on developing a climate-friendly economy. Moreover, there are significant jobs and economic development opportunities related to building a clean energy economy. One study shows that 25 million jobs will be created in the U.S. over the next three decades by electrifying our building and transportation sectors, manufacturing electric vehicles and other low-carbon products, installing solar, wind and other renewables, making our homes and buildings highly-efficient, massively expanding and improving public transit, and much more.

Conversely, a clean, low-carbon economy built with low-wage, low-quality jobs will only exacerbate our current crisis of inequality. The new clean energy economy can support good jobs with good benefits and a pipeline for historically disadvantaged communities to high-quality, paid on-the-job training programs that lead to career advancement. Currently, the vast majority of energy efficiency, solar and wind work is non-union, and the work can be low-wage and low-quality, even as the safety requirements of solar electrical systems, for example, necesitate well-trained, highly-skilled workers.

Wind energy on the Northeast Brazilian coast and the contradictions between ‘clean energy’, injustices and environmental racism

In dominant models of energy production and consumption, the centralization of the energy matrix and the concentration of decision-making power remain, and with all the marks of inequalities, patriarchy and environmental racism, even if the source of energy has changed.

Energy production in the face of demand to sustain, develop and expand predominant urban-industrial-capitalist ways of life in so-called global society, does not take place without high levels of interference on a daily basis in nature and the environment, as well as in multiple societies and peoples, their territories and experiences. Regardless of the source of energy and of the technology used to generate it, in these dominant models, energy ventures produce countless socio-environmental conflicts, risks and damage in contexts of deep-seated inequalities.

It just so happens that in Brazil and Latin America, the dynamics of demand for, access to and use of land, water and territory, as well as the ecological and socio-environmental harm that results from them, carry the inheritance of historical facts. An example of this is the expropriation of others’ territories and the setting up of a political, economic, legal, military and religious power based on the supremacy of the colonizer, white men and women, over indigenous and black people. In these processes, violence, subjugation and violation of bodies, of history and of dignity, were instituted as methods. To this day, despite all the achievements in terms of winning rights, these inheritances are encrusted in the dominant political, economic and socio-cultural powers. In the current socio-environmental conflicts, such inheritances manifest themselves in the naturalization of white privileges over state policies and in the relations of the state and the private sector with each other and with black populations, indigenous peoples, riverine peoples, fisherfolk, quilombola communities and others. These do not necessarily have as a reference the consumerist and energy-intensive models of living and organizing life.

In these circumstances, even if the source for producing energy via the wind industry in Brazil, and particularly in the Northeast Region, is considered technologically and ecologically cleaner, the concrete way in which wind farms are implemented is marked by the productivist/consumerist logic. According to the values of this logic, the provision of human needs is only viable in the form of hyper-exploitation and profits at the expense of the environment, of territories and their peoples. And this does not take place without being cut across by structural racism and its expressions in the environmental reality and in the democratic fragilities involved in ensuring the rights of peoples.

Renewable energies and ‘green hydrogen’: Renewing destruction?

Industrial-scale renewable energy infrastructure has seen a revival in the agenda of the ‘energy transition’ and as part of the economic recovery plans in front of the pandemic. Besides, the production of so-called ‘green hydrogen’ from these projects adds another layer of injustices. The energy matrix and over consumption remain untouched.

In a 2020 statement from the International Hydropower Association, the world’s largest hydropower corporations are calling on governments for “fast-track planning approvals” to ensure new large dams construction can commence as soon as possible. (1) The hydro energy industry is also lobbying to make sure large dams are seen as essential to the economic recovery from the Covid-19 pandemic and to “the transition to net-zero carbon economies” (2), casting devastating projects as both ‘clean’ and central to a ‘green energy transition’.

Industrial-scale renewable energy, including hydro, wind and solar, is positioned as a solution to our ever-increasing energy consumption. On top of this, the production of the so-called ‘green hydrogen,’ adds another layer of injustices related to this mega infrastructure. Yet, the replacement of the energy source by no means addresses the real problem posed by the excessive levels of energy consumption, which are driven by accumulative economic growth. This also leaves unchallenged the violence intrinsic to the societies that such energy powers. (3)

Many corporate and state actors are pushing for increasing their capacity to produce and use hydrogen as part of the ‘green’ recovery plans from the economic crisis caused by the pandemic. It is becoming central in the ‘green transition’ debates. The German government has announced plans to spend 9 billion euros (UD10.7 billion dollars) supporting its domestic hydrogen industry. (4) Likewise, the European Commission has started to promote hydrogen as a way of cutting carbon emissions and reaching its Green Deal climate targets. The EU plans to scale up ‘renewable hydrogen’ projects and invest a cumulative amount of 470 billion euros (US740 billion dollars) by 2050. (5) Moreover, US Energy Secretary, Jennifer Granholm, said that hydrogen “will help decarbonize high-polluting heavy-duty and industrial sectors [in the United States] (…) and realizing a net-zero economy by 2050.” (6)

Support the Striking UTIER Utility Workers in Puerto Rico!

As the Puerto Rican Electrical Industry and Irrigation Workers Union (UTIER) celebrates its 79th year, its union members are waging a fierce battle to save Puerto Rico’s power grid from the devastating effects of privatization. 

On June 22, 2020, the public utility Puerto Rico Electric Power Authority (PREPA) entered into a contract with LUMA Energy Corp., a joint U.S.-Canadian private conglomerate, for the operation and maintenance of the electric power transmission and distribution system. PREPA has been a public service for over 80 years. Massive debt, deteriorating infrastructure, and finally the devastation of Hurricane Maria in 2017 gave the U.S. government and Big Business what they had been seeking for some time — the full privatization of the Puerto Rican power grid and PREPA. 

Now, an expected $20 billion in emergency federal funds distributed through FEMA will allow LUMA Corp. to use the Hurricane Maria disaster to enrich its stockholders while doing little to fix the problems that exist with the Puerto Rican power grid. 

The contract signed between LUMA and the Puerto Rican government destroys the collective bargaining agreement between PREPA and its 3,000-plus workers, organized in UTIER. It undermines their pensions and allows the employer to set up a “preferred workers’ representative.” 

Written behind closed doors, without the input of elected officials accountable to Puerto Ricans, the contract effectively turns a public utility into a private monopoly. It allows LUMA to unilaterally determine the type of power to inject into the grid and includes no mandates or even any incentives to comply with local and federal renewable energy objectives. 

Most egregiously, LUMA has no obligation to remain in Puerto Rico in the case of a future natural disaster. LUMA could abandon its commitments, leaving Puerto Rico without any power company at all. 

UTIER workers have been on strike for months. They have taken to the streets along with other public-and private-sector unions to demand cancellation of the contract with LUMA. They have warned that the agreement with LUMA will increase the cost of electricity and destroy the jobs and livelihood of thousands of workers and their families. They have spearheaded mass mobilizations, national days of protest, and even a 24-hour nationwide general strike.

Clean energy jobs as a transition destination

Released on June 3, Responding to Automation: Building a Cleaner Future is a new analysis by the Conference Board of Canada, in partnership with the Future Skills Centre. It investigates the potential for clean energy jobs as a career transition destination for workers at high risk of losing their jobs because of automation. The clean energy occupations were identified from three areas: clean energy production, energy efficiency , and environmental management and the “rapid growth” jobs identified range from wind turbine technicians and power-line installers to industrial engineers, sheet metal workers, and geospatial information scientists. Based on interviews with clean economy experts, as well as the interview responses from over five hundred workers across Canada, the analysis identifies the structural barriers holding employers and workers back from transition:

  • Lack of consistent financial support for workers to reskill
  • Employer hesitancy to hire inexperienced workers
  • Current demand for relevant occupations which makes change less attractive
  • Lack of awareness around potential transition opportunities
  • Personal relocation barriers, such as high living costs in new cities, and family commitments.

None of the recommended actions to overcome the barriers include a role for unions, with the burden for action falling largely on the individual employee. Only summary information is presented as a web document, but this research is part of a larger focus on automation, so it can be hoped that a fuller report will be published – if so, the partner group, Future Skills, maintains a Research website where it will likely be available.

“Renewable Energy Boom Unleashes a War Over Talent for Green Jobs” appeared in Bloomberg Green News (June 8), describing shortages of skilled workers in renewable energy, mainly in the U.S.. It also summarizes a U.K. report which forecasts a large need for workers in the U.K. offshore industry, which is expected to be met by people transferring from the oil and gas sector.

A report by the Global Wind Energy Council forecasts a growth of 3.3 million wind jobs worldwide by 2025, and suggests that offshore wind energy jobs could offer a natural transition for workers dislocated from offshore oil and gas and marine engineering workers. According to the analysis, in 2020, there were approximately 550,000 wind energy workers in China, 260,00 in Brazil, 115,000 in the US and 63,000 in India. A related report, The Global Wind Workforce Outlook 2021-2025 forecasts a large training gap: the global wind industry will need to train over 480,000 people in the next five years to construct, install, operate and maintain the world’s growing onshore and offshore wind fleet. That report is available for download here (registration required), and is summarized in this press release.
