The Shadow of the Mine: Coal and the End of Industrial Britain

Imagine the mixture of pride and elation at getting a letter from the Durham Miners’ Association, asking you to speak at the annual Durham Miners’ Gala – the ‘Big Meeting’ I have been coming to year after year. Imagine getting up onto the huge stage and looking out over a sea of people, outlining the vision for working people under a socialist prime minister.

The Durham Miners’ Gala is where socialists go to politically replenish the soul for the fight ahead. It is simply the most electrifying experience in the British labour movement, steeped in working-class culture, tradition and, of course, struggle. The speech I delivered in July 2019 was partly about our confident preparations for government, and the changes a brand-new Ministry of Labour (that I would be heading) would bring. But it was also a message to activists to persevere under sustained attack. Just five months later, I found myself shaking the hand of the Tory MP, who had just taken my North West Durham seat by 1,144 votes.

In some ways, The Shadow of the Mine: Coal and the End of Industrial Britain, by Huw Beynon and Ray Hudson, is a story about that defeat, and many others Labour suffered in the 2019 election. But it is also about the long history, a serious piece of writing that assesses the political, cultural and social ramifications of deindustrialisation in South Wales and County Durham.

Both the 2016 European referendum and the 2019 Tory landslide are commonly analysed over too short a period of time to understand the real shifts in politics and community. Some constituencies elected their firstever Conservative MPs. These events seem like ‘shocks’. Beynon and Hudson’s book takes a longer view, which is both refreshing and necessary if we are to escape the stranglehold the right has on discourse and opinion.

It explains in loving, careful detail why working people’s relationship with Labour in former industrial communities – where ordinarily they would have had strong class identification with the party – had become complex and ultimately soured. South Wales and Durham are used as case studies to examine that dislocation, and what emerges is a rich, social history.

Support the Striking UTIER Utility Workers in Puerto Rico!

As the Puerto Rican Electrical Industry and Irrigation Workers Union (UTIER) celebrates its 79th year, its union members are waging a fierce battle to save Puerto Rico’s power grid from the devastating effects of privatization. 

On June 22, 2020, the public utility Puerto Rico Electric Power Authority (PREPA) entered into a contract with LUMA Energy Corp., a joint U.S.-Canadian private conglomerate, for the operation and maintenance of the electric power transmission and distribution system. PREPA has been a public service for over 80 years. Massive debt, deteriorating infrastructure, and finally the devastation of Hurricane Maria in 2017 gave the U.S. government and Big Business what they had been seeking for some time — the full privatization of the Puerto Rican power grid and PREPA. 

Now, an expected $20 billion in emergency federal funds distributed through FEMA will allow LUMA Corp. to use the Hurricane Maria disaster to enrich its stockholders while doing little to fix the problems that exist with the Puerto Rican power grid. 

The contract signed between LUMA and the Puerto Rican government destroys the collective bargaining agreement between PREPA and its 3,000-plus workers, organized in UTIER. It undermines their pensions and allows the employer to set up a “preferred workers’ representative.” 

Written behind closed doors, without the input of elected officials accountable to Puerto Ricans, the contract effectively turns a public utility into a private monopoly. It allows LUMA to unilaterally determine the type of power to inject into the grid and includes no mandates or even any incentives to comply with local and federal renewable energy objectives. 

Most egregiously, LUMA has no obligation to remain in Puerto Rico in the case of a future natural disaster. LUMA could abandon its commitments, leaving Puerto Rico without any power company at all. 

UTIER workers have been on strike for months. They have taken to the streets along with other public-and private-sector unions to demand cancellation of the contract with LUMA. They have warned that the agreement with LUMA will increase the cost of electricity and destroy the jobs and livelihood of thousands of workers and their families. They have spearheaded mass mobilizations, national days of protest, and even a 24-hour nationwide general strike.

At Volvo Trucks North America in Dublin, Virginia, picket lines stretch along Cougar Trail Road at the entrances to the 300-acre New River Valley assembly plant. Around 2,900 members of United Auto Workers (UAW) Local 2069 have been on strike since June 7 in this small town in the southwestern corner of the state near the West Virginia border. It’s their second strike this year. Just two months ago in April, workers walked out for two weeks after voting down a tentative agreement by a whopping 91 percent. The union went back to the table and again the membership turned down the deal, this time by a 90 percent margin, a resounding rejection.

At stake in the agreement are critical issues around the two-tier wage structure, work schedule and overtime, health and safety, and employee and retiree healthcare benefits, among others. The company claims they’ve offered “significant economic improvements for all UAW-represented workers,” but in reality the proposed 12 percent raise over six years falls well below the current rate of inflation. The latest agreement also calls for higher copays and out-of-pocket expenses from employees, including a doubling of the out-of-pocket maximum over the life of the contract. The last contract amounted to hundreds of dollars of added costs for retirees per month, according to a striker family member. The company hasn’t tried to sugarcoat these givebacks, stating bluntly on their website, “The hard truth is that there’s likely not a company left in the United States that can guarantee its people – hourly or salaried – that they won’t have to worry about retiree health care costs, even after 30 or more years of work.”

The union is fighting to abolish a two-tier wage system introduced in previous contracts. Although Volvo claims it will get rid of the tiers “over a reasonable time frame,” members 
with two years or fewer seniority still wouldn’t reach top pay over the life of the contract. The company is also pushing to change the work schedule to four 10-hour shifts, a move that would cut into overtime pay. Finally, the rejected agreement removed the union’s right to strike at the end of the proposed six-year deal in 2027.

Coal Miners Strike in Alabama: 'Warrior Met Coal Ain't Got No Soul!'

On June 22, Alabama coal miners represented by the United Mine Workers of America picketed BlackRock, State Street Global Advisors, and Renaissance Technologies—the investment firms who finance and reap the profits from their employer, Warrior Met Coal.

Just as Amazon workers were concluding their disastrous union election in Bessemer, about 1,100 metallurgical coal miners were voting to strike Warrior Met Coal in nearby Brookwood, Alabama. The miners say Warrior Met and the New York hedge funds backing it have failed to follow through on their end of an agreement made five years ago.

Warrior Met Coal, Inc, was formed to purchase the assets of Walter Energy after that company was declared bankrupt in 2016. The sale terms stipulated that Walter Energy's remains would be purchased "free and clear," meaning Warrior Met was not obligated to employ Walter Energy's miners or recognize their union. Warrior Met agreed to retain the miners and honor their representation if they signed a subpar contract mandating excruciating sacrifices. These included hefty cuts to pay and benefits paired with inhumane scheduling and firing policies. "You could be scheduled 7, 10, 20 days straight," says Haeden Wright, president of the auxiliary for two striking UMWA locals.

Workers saw their hard-earned pensions swapped out for threadbare 401Ks. They lost much of their ability to earn overtime pay, all but three holidays off with their families, and 30 minutes of paid lunch time (lunch is eaten deep underground near dangerous methane gas and coal and silica dust). They could take three days off if a loved one died, but under Warrior Met's "four strike" policy a fourth day off would result in termination. Pay was slashed by between $6-$8 an hour, bringing it well below the industry standard for unionized miners. Health insurance was cut from 100% coverage to an 80/20 system with massive out-of-pocket costs—no small concern in one of the most physically hazardous professions, with high rates of life-altering injuries and 10% of workers suffering from black lung

Warrior Met assured the miners that if they accepted these losses, they would be taken care of in the next contract. So they endured the squeeze and delivered Warrior Met from its financial hardship, producing "ungodly amounts of coal" and billions in profit for the company and its investors. When contract negotiations began this spring, however, Warrior Met reneged on its promise, refusing to bargain in good faith. 

It’s the hottest week in Portland history and the boss still won’t fix the AC

An extreme heat wave is sweeping the Northwest right now. Some weather forecasts predict we will see the hottest day in Portland history this weekend with temperatures hitting 110 degrees Fahrenheit. And the climate doomer in all of us is collectively sharing, “hottest day in Portland history, so far.” Yea it fucking sucks. With even more neighbors out on the street, even with a small safety net of the city setting up a few “cooling shelters” for the unhoused, people in all likelihood are going to die.

For those in houses and apartments, most of which without AC, we will deem it too hot to cook, which for restaurant workers it means expect an all day dinner rush baby. Hunched over that pipping hot flat top, AC busted, but thank god the boss was kind enough to plug in a box fan pointed at your feet—or if you’re lucky he’ll let you prop it up on a chair so it’s aimed at your back. Same legal minimum break times being squeezed as short as possible. Hell, maybe your boss is woke and reminded you to drink water. Don’t worry if you’re getting woozy there’s a 33.3% chance you pass out on the sandwich wrapping line instead of the grill or fryer. 

Again, I’m filled with righteous anger. A little voice in the back of my head that wants to shout to my co-workers, “we don’t have to fucking do this.” And how can we? Then I remember it’s the 23rd and rent is due in a week, and I remember there’s an infinite number of excuses and legitimate fears we place in front of us. And that my righteous anger has worked to dissuade those fears in my co-workers about as well as firing a squirt gun at the sun. 

“I want to share the nuts-and-bolts of how we came together and fought back against the Hooters corporation. But right now I’m hot, agitated, and in no way feeling sentimental. Here I want to share a story about some of the stuff that we tried that didn’t work when things first started heating up.”

When I started working at Little Big Burger in 2017 it was a super hot summer[1]. A friend of mine got me the job when they were hiring at the start of the summer and I figured getting minimum wage+tips was better than 10 cents above minimum wage operating rides at an amusement park. It was my first restaurant job. Somehow it felt more dangerous working on that narrow line with a clogged grease trap and no slip mats than operating a 40+ year old spinning metal puke machine. It was barely a month in when my friend told me, “hey there’s a union at this other burger joint in town, we flip burgers, why can’t we have that here?” Perhaps not the most “by the books” organizing conversation, as he showed me the Burgerville Workers Union facebook page, but he was my friend. Nuff said for me. Shit needed to change, and we couldn’t do it alone. We reached out to the union and started trying to talk to our co-workers. 

Our union would go on to win a number of amazing changes. Safety concerns, like a non-slip map, a replacement AC system, managers required to go up on the roof to unclog the vent, getting managers to stop calling the cops on homeless people. And, bread and butter policy changes, like schedules that come out two weeks in advance (instead of 1-2 Days in advance) and getting paid sick leave instead of being forced to work sick or fear getting fired. All of this we won by sticking up for each other, building trust over time, co-writing petitions, and regular ass restaurant workers standing together and marching on our corporate bosses. I want to share the nuts-and-bolts of how we came together and fought back against the Hooters corporation[2]. But right now I’m hot, agitated, and in no way feeling sentimental. From Black Lung to BlackRock: Striking Alabama Coal Miners Protest Wall St. Financiers of Warrior Met

More than a thousand coal miners at Warrior Met Coal are now in the third month of their strike in the right-to-work state of Alabama. The miners walked off the job on April 1 after their union, the United Mine Workers of America, called the first strike to hit the state’s coal mining industry in four decades. Workers are fighting for improvements to wages and benefits after they agreed to drastic cutbacks in 2016, when Warrior Met Coal took control of the mines after the previous company went bankrupt. Today a group of striking mine workers traveled from Alabama to Wall Street to protest the investment firms backing Warrior Met. “These are the companies that fund Warrior Met and allow Warrior Met to pay their executives millions of dollars a year, while the miners, the workers themselves who are creating that value, are struggling to get by on sometimes as little as $22 an hour,” says labor journalist and organizer Kim Kelly.

Ohio Valley Environmental Coalition Workers Stand Firm Despite Management Offensive

HUNTINGTON, WV — While public concern for urgent action on the environment remains high, one of West Virginia’s most prestigious environmental organizations, the Ohio Valley Environmental Coalition (OVEC), is poised to miss crucial organizing opportunities this summer as it enters into the fourth month of a brutal dispute over their employee’s right to unionize.

In March 2021, workers of the Ohio Valley Environmental Coalition organized with majority support as the OVEC Union (OVECU) under the IWW, requesting voluntary recognition.

Despite majority support among the members of OVEC’s Board of Directors for a positive and good faith engagement with staff, the organization has chosen to fight tooth and nail. With Mike Sullivan at the helm of the Board, and Tonya Adkins & Vivian Stockman in Co-Direction, OVEC has chosen to effectively whittle down its capacity to organize as it suspends, fires, and threatens its staff into submission.

Upon learning of the union drive, OVEC management immediately launched an internal hunt for instigators, placing their Director of Organizing, Brendan Muckian-Bates, on suspension. While the organization claimed that Brendan was a supervisor and consequently not entitled to participate in union activity, OVEC was unable to convince the National Labor Relations Board (NLRB) which ruled that Brendan was to be included in the bargaining unit at a formal hearing earlier this month.

Upon learning of their loss at the NLRB, OVEC management opted to double down by terminating their Director of Organizing as well as their Project Coordinator, Dustin White. While Brendan’s suspension and termination is bad enough — arriving as it does mere days following the birth of a new child — Dustin’s termination is especially egregious given his unimpeachable credentials in the environmental movement.

Heralding from 11 generations of working class ancestry in the so called “coal fields” of Southern West Virginia, and family ties to the UMWA including a great grandfather who fought at Blair Mountain, Dustin became involved in the environmental movement as a volunteer with OVEC around 2007 before joining the staff in 2012. Dustin has lobbied on both the state and federal levels on numerous issues leading to important legal changes. Recognized with an award by OVEC, Dustin has testified before Congress, conducted ground tours with Congressional representatives, held numerous meetings with state and federal agencies, and worked with the United Nations and Human Rights Watch for reports on the conditions in Appalachia. Having been featured in media locally, nationally, and internationally, including a recent feature in a National Geographic series, just prior to his termination Dustin conducted two tours with German Public Broadcasting and independent filmmakers.

In a move that demonstrates tremendous integrity and honor, non profit organizations working on environmental issues, such as the Mid-Ohio Valley Climate Action have moved to suspend their partnerships with OVEC, sending a comradely but firm signal that the organization will be welcome back into the fold when it returns to good standing with their employees.

An NLRB election is presently taking place and votes will be counted on July 9.

The IWW stands ready to reduce tensions, and negotiate a lasting agreement with OVEC that will enable them to return to their important work.

The True Price of Coal

It’s been over two months since 1,100 union coal miners in Brookwood, Alabama, hit the picket line, citing unfair labor practices against Warrior Met Coal. The strike itself has gained more national attention, which has also put a spotlight on the harsh tolls that coal mining takes on workers, their bodies, and their families. From work-related diseases like black lung and silicosis to methane explosions and roof cave-ins, coal mining has always been a dangerous job, and coal miners today still face many hazards. In the latest installment of “Battleground Brookwood,” TRNN contributor Kim Kelly continues her coverage of the strike at Warrior Met Coal by investigating the true price of coal production.

Puerto Rican workers: No peace if energy is privatized

On June 1, the Financial Oversight and Management Board overseeing Puerto Rico’s economy privatized the island’s public power utilities by signing a $1.3 billion contract with private consortium LUMA Energy. The contract, in effect for the next 15 years, could increase electric rates by 10 cents/kwh or more.

LUMA customers are already encountering new fees and significantly higher bills than formerly paid to the public Puerto Rican Electric Power Authority. Thousands of PREPA workers have lost their jobs. The privatization has fueled demonstrations including encampments and picket lines at plant gates. Further actions could lead to mass protests similar to those in summer 2019 that forced former Governor Pedro Rosselló to resign.

The following is a statement from unions representing thousands of Puerto Rican workers, ranging from teachers to truck drivers, in support of PREPA workers and demanding the LUMA contract be repealed.
