Overwhelming odds, unexpected alliances and tough losses: how defeating Keystone XL built a bolder, savvier climate movement

When President Biden rescinded a crucial permit for the Keystone XL pipeline last week, it marked the culmination of one of the longest, highest-profile campaigns in the North American climate movement. The opposition to Keystone XL included large environmental organizations, grassroots climate activist networks, Nebraska farmers, Texas landowners, Indigenous rights groups and tribal governments. Few environmental campaigns have touched so many people over such large swaths of the continent.

The Keystone XL resistance was part of the ongoing opposition to the Canadian tar sands, one of the most carbon-intensive industrial projects on the planet. Yet, it came to symbolize something even bigger. Many activists saw stopping Keystone XL as a measure of success for the climate movement itself.

“Keystone XL isn’t just any project,” said longtime activist Matt Leonard, who coordinated several major protests against the pipeline. “Its defeat is a testament to what movement building and direct action can accomplish.”

A stroke of President Biden’s pen finally killed Keystone XL. But paving the way for this victory were countless battles at the grassroots level, where activists tested new tactics and organizing strategies that built a bolder, savvier climate movement. Some of the groups involved took radically different approaches to politics, leading to unexpected alliances and occasional bitter feuds. And there were losses — other major oil pipelines, including the southern leg of Keystone XL itself, were completed even as the fight over the more famous northern half dragged on.

Yet, resistance to the Keystone XL’s northern leg succeeded against overwhelming odds. While there is always a possibility it could be resurrected someday, chances of that happening anytime soon seem slim. Understanding how this victory happened — and what it means for the climate movement — requires examining how 10-plus years of tar sands resistance played out in far-flung parts of North America.

Oil Industry Inflates Job Impact From Biden’s New Pause on Drilling on Federal Lands

On Wednesday, President Biden signed an executive order directing his Department of Interior to hit pause on entering new leases for oil and gas drilling on federal lands, the latest in a string of climate-related directives aimed at cutting greenhouse gas emissions.

On the campaign trail, then-candidate Joe Biden proposed a ban on new leases on public lands, a pledge the Trump campaign falsely claimed would “end fracking.” After Biden’s victory, a coalition of nearly 600 organizations from western states wrote a letter in December to the president-elect, urging him to follow through on his promise. The executive order begins that process.

About 25 percent of U.S. fossil fuel production came from federal lands over the past decade. Perhaps unsurprisingly, federal lands account for roughly 24 percent of U.S. greenhouse gas emissions, stemming from the production of oil, gas, and coal, along with the methane released during the extraction process, and the combustion of those fuels, according to the U.S. Geological Survey.

A big slice of that comes from coal, an industry that has been in decline for years. But drilling for oil and gas in the U.S. has increased dramatically in recent years, thanks in large part to fracking. While the oil industry quickly applauded the Biden administration for rejoining the Paris Climate Agreement, it was incensed that he would halt new drilling leases on federal lands.

Just Transition and Extractive Industry Workers

In some ways it might be easier to establish dialog and find common ground with resource extraction workers (on issues such as climate change, just transition, and the Green New Deal) than we think. In other ways it may prove more difficult than we expect. That’s not as contradictory as it may sound, however:

First, let’s acknowledge that we’re primarily discussing decarbonization of the energy system and the economy, particularly fossil fuel capitalism, specifically coal, oil, and gas.

We’re discussing entire supply chains, from exploration and extraction to transportation and refining, to distribution, power generation to marketing and sales.

Extraction includes all forms of mining.

Transportation includes rail, road, ship, aircraft, and pipelines. It also includes storage, distribution hubs, and control centers.

Refining is a highly specialized and labor as well as capital intensive process.

How it might be easier than we think:

Most of the jobs involved in the aforementioned supply chains are not directly related to fossil fuels themselves:

For example:

  • Exploration (ie search for new “deposits” could instead be repurposed for siting renewable energy sites;
  • Offshore oil rig workers could be retrained as offshore wind power technicians (and many of the ancillary jobs, such as transportation of workers to and from sites, dispatching workers (or power), clerical work, etc. is directly transferable);
  • Transportation of goods and commodities can be utilized to transport alternative goods and commodities (eg grain rather than coal);

Where jobs may not be directly transferable, they can be retained for the repurposing or decommissioning of infrastructure or the restoration of damaged ecosystems. Such efforts often require years or decades, thus providing enough job-years for mature workers (often those with the highest seniority, wages, and benefits anyway) to last until retirement, or at least, allow sufficient time for just transition;

Failing that, many of these jobs can be made much “greener” without decommissioning, if a wholistic approach as opposed to an all-or-nothing approach is utilized, and transition efforts focus on the “low hanging fruit” (such as retiring older, more polluting facilities first, etc.);

Principles and best practices for a Just Transition for Canada’s fossil fuel workers

Economist Jim Stanford has written a timely new report which should be required reading for politicians setting their hair on fire about Joe Biden’s stated intention to cancel the Keystone XL pipeline project on Day one of his presidency. Employment Transitions and the Phase-Out of Fossil Fuels, released on January 18, argues that “the actual number of fossil fuel jobs and the number of communities reliant on the industry is small enough that a just and equitable transition plan for workers is very feasible” – and the key is timing.

Stanford’s report begins by setting out the statistics regarding fossil fuel employment in Canada: “under 1% of total payroll employment in Canada (or about 160,000 jobs) is located in seven industrial sectors which together comprise most of the composite fossil fuel industry. “ Using 2016 Census data, the report discusses the distribution of fossil fuel jobs by province and community, showing that Alberta accounts for 75% of fossil-related jobs in 2016, but even there, only it accounts for 7% of all provincial employment. 18 fossil fuel-dependent communities are named, where fossil fuel jobs account for 9.5% of employment – including two well-known examples, Wood Buffalo/Fort McMurray in Alberta and Estevan in Saskatchewan. The report continues to compare employment in the fossil fuel industry and in the health care sector, Canada’s largest employer. The aim is not to diminish the importance of fossil fuel employment, but to illustrate that employment possibilities exist in other sectors, even within fossil fuel-reliant communities.

Stanford looks ahead and states: “given weakening global demand for fossil fuels, depressed prices, continued infrastructure constraints, and aggressive cost-cutting by fossil fuel employers (shedding labour to protect profits despite lower energy prices), fossil fuel industries will see continued downsizing of their employment footprint.” He summarizes the employment transitions of other sectors in Canada’s history, notably fisheries, auto manufacturing, manufacturing – as well as other sectors currently transitioning, including retail, transportation, and newspapers and media, and documents the overall dynamics which are always churning labour markets. All these arguments build to the report’s final section, which is to outline the principles and best practices for planning effective employment and community transitions for the inevitable decline of fossil fuels. 

A Just and fair transition from fossil fuels in Australia

In a new report published in December by the Centre for Future Work at the Australia Institute, author Jim Stanford argues that Australia’s labour market could transition away from fossil fuel jobs without involuntary layoffs or severe disruption to communities—if governments plan a fair transition which includes: a clear, long-term timeline, measures to facilitate inter-industry mobility and voluntary severance as fossil fuels are phased-out, and generous retraining and diversification policies. Fossil fuel jobs, though only 1% of jobs in Australia, have higher than average compensation, so in order to be attractive, alternative jobs must have decent compensation, stable hours and tenure, and collective representation.  Employment aspects of the transition from fossil fuels in Australia echoes a recent New York Times article about the career disappointment of young oil and gas workers, with this: 

“Far from being ‘supportive’ of fossil fuel workers by attempting to disrupt and delay appropriate climate transitions, in fact is does them a great disservice to pretend that these industries have a long-term viable future. It seems a cruel hoax to encourage young workers to begin their careers in industries with an inevitably short time horizon. It would be more compassionate and honest to give fossil fuel workers (both current and prospective) fair notice of the changes coming, and support them in building careers in occupations and industries that are ultimately more promising.”

 Author Jim Stanford, formerly with Canada’s Unifor union, now splits his time between Canada and Sydney, where he is director of the Australia Institute’s Centre for Future Work. The environment movement we have, and the one we need

The ecological crisis—the disasters of earth, water, air and fire that are afflicting the global environment and the human society that depends on it—is a crisis of capitalism’s making. Karl Marx famously described capital as coming into the world “dripping from head to foot, from every pore, with blood and dirt”. There is no doubt that, just as it came, so too must it go. If we fail, in the coming years and decades, to vanquish the beast of capital that is rapidly degrading Earth’s natural life support systems, it will propel us into a catastrophe that will make the rivers of blood and dirt of capitalism’s first emergence seem like a mere trickle.

Varieties of this apocalyptic vision are shared by many who regard themselves as part of the environment movement. What isn’t widely shared is the identification of capitalism as being the root of the problem. This is a major barrier to winning the radical change we need.

The core, destructive dynamics of capitalism—whether the insatiable drive to short-term profit and the accompanying pressure to minimise costs, the competitive and militarised global scramble for resources or the waste inherent in the chaotic operation of the market—lie at the heart of all the existential environmental challenges we face. As long as we allow our societies to be ruled by these dynamics, we may achieve a little progress here or there, but it won’t be enough to halt the overall slide towards disaster. 

Steady Path: How a Transition to a Fossil-Free Canada is in Reach for Workers and Their Communities

Employment Aspects of the Transition from Fossil Fuels in Australia

Climate change poses a fundamental threat to the well-being and security of people everywhere. And Australia is on the front lines of the challenge. We have already experienced some of the fastest and most intense consequences of climate change, in many forms: extreme heat, droughts, floods, extreme weather and catastrophic bushfires (as in 2019-20). Climate change is no longer an abstract or hypothetical worry. It is a clear and present danger, and we are already paying for it: with more frequent disasters, soaring insurance premiums, and measurable health costs.

The problem of climate change is global; emissions and pollution do not respect national borders. But to address the global threat, every country must play its part. And Australia has a special responsibility to act, and quickly, for several reasons:

  • We are suffering huge costs because of climate change.
    We are a rich country, that can afford to invest in stabilising the climate.
  • We are one of the worst greenhouse gas (GHG) polluters in the world.
  • In fact, as shown in Figure 1, Australia has the highest GHG emissions per capita of any of the 36 industrial countries in the

Organization for Economic Cooperation and Development (OECD). Our emissions – around 22 tonnes of CO2 equivalent for every Australian – are almost twice as high as the OECD average. We emit 4 times per person more than the average Swede.

Worse yet, Australia has been very slow in addressing climate change with effective and consistent policies. Climate policy has become a political wedge issue, subject to reversals and changes in direction depending on the fleeting political imperatives of the day. After a temporary decline (largely sparked by a short-lived national carbon tax, which was then abolished in 2014), Australia’s total emissions have increased again in recent years (see Figure 2). Under existing policies, emissions are projected to stay at or above current levels over the coming decade.
