Pandemic Capitalism and Resistance

Last year began with huge climate action rallies around Australia in response to the Black Summer bushfires — a climate-change-fuelled catastrophe that made international headlines.

However, by March, Australians, along with the rest of the world, were facing a new global threat — also connected to the climate crisis, agribusiness and habitat loss — COVID-19.

The COVID-19 pandemic has exacerbated existing global inequality, and exposed the results of four decades of neoliberalism, including the privatisation of healthcare, and the undermining of the welfare state in the advanced capitalist countries.

The pandemic death toll is still rising, countries have experienced second and third waves of infection, as governments sacrifice lives to reopen their economies. The media reports on health systems overwhelmed in Italy, Britain and the United States, but less about the crisis in the Global South, where people are literally dying in the streets, and where health systems are collapsing under the weight of the pandemic.

Is U.S. President Joe Biden’s January 27 Executive Order to address ‘climate crisis’ as good as many activists claim, enough to reverse earlier scepticism?

To be sure, it’s great that the word crisis is consistently deployed, not just ‘climate change.’ Applause is due Biden’s commands to halt fossil fuel subsidies and new oil and gas drilling leases on national government lands, and phase out hydrofluorocarbons. There is a welcome promise to instead subsidize new solar, wind, and power transmission projects. Cancelling the nearly-finished Keystone Pipeline extension (from Canada to Nebraska) is praiseworthy, although surely the Dakota Access Pipe Line should be shut, too.

Moreover, a weakened and often climate-unconscious U.S. labor movement did extremely well, with quite a few paragraphs of the Executive Order – e.g. in the box way below – promising well-paying union jobs in a Just Transition. There is an unusual race consciousness, too, as ‘environmental justice’ is invoked to address the discrimination that so often characterizes pollution in the U.S. Much of the Order resonates with Green New Deal demands, so the Sanders-AOC team pulling Biden leftwards can claim some excellent language.

However, caveats and hard-hitting criticisms of the Order were immediately offered by long-standing Climate Justice organizations, e.g.:

Indigenous Environmental Network: “we stand by our principles that such justice on these stolen lands cannot be achieved through market-based solutions, unproven technologies and approaches that do not cut emissions at source. Climate justice is going beyond the status quo and truly confronting systemic inequities and colonialism within our society.”

Food & Water Watch: “Biden’s orders fall well short of what’s needed and must be paired with serious plans to stop our deadly addiction to fossil fuels. We need a White House that is committed to stopping all drilling and fracking, and shutting down any schemes to export fossil fuels.”

These are absolutely valid misgivings, and apply locally and globally. My additional concerns are about how during the 2010s, United Nations Framework Convention on Climate Change (UNFCCC) policy was manipulated by Biden’s climate envoy John Kerry (Secretary of State from 2013-17) and other staff from the Obama-era State Department and U.S. Environmental Protection Agency (including former pro-fracking EPA head Gina McCarthy, now Biden’s senior climate advisor). From Copenhagen’s 2009 United Nations Conference of the Parties COP15 to the 2016 Marrakesh COP22 – and especially at Durban COP17 in 2011 and Paris COP21 in 2015 – their corporate neoliberal agenda held sway. This group’s climate-policy imperialism did enormous harm and it’s vital to recall why.

Climate and Jobs: Proposals for the Biden Agenda

Groups concerned about climate, labor, and justice have been working diligently to develop ideas and plans for this promising moment. Here are some we encourage the Biden administration and Congress to study as they prepare:

  • The Green New Deal Network has laid out the THRIVE agenda, “a vision to revive our economy while addressing these interlocking crises of climate change, racial injustice, public health, and economic inequity with a plan to create dignified jobs for millions of unemployed workers and support a better life for the millions more who remain vulnerable.”
  • The Evergreen Action Plan, originally initiated by Washington governor Jay Inslee, provides detailed plans for a national mobilization for worker-friendly climate policy. It has now laid out a detailed plan for what each federal agency can do to mobilize for climate protection.
  • The Build Back Fossil Free Coalition proposes a set of executive actions that the Biden administration can take immediately to protect and invest in the Black, Indigenous, Brown, and working-class communities; end the era of fossil fuel production, reject fossil fuel projects, and eliminate giveaways to oil, gas, and coal corporations; and launch a national climate mobilization to Build Back Fossil Free, delivering jobs, justice, and opportunity for all.
  • The Center for Biological Diversity has just issue a report laying out 50 critical environmental protections the Biden administration can implement without action by Congress.

Coal Communities Ask Biden Administration for Just Transition

Labor leaders, economic development groups and environmentalists from coal states recently wrote to President Joe Biden to fund a “just transition” from coal to renewable energy. They also asked the administration last week in a letter to immediately establish a White House Office of Economic Transition to work on rebuilding the economies of coal communities.

Led by the Mountain Association, an economic development group based in Eastern Kentucky, groups signing the letter included West Virginia-based Coalfield Development, Kentucky-based Appalachian Citizens Law Center, Montana-based Western Organization of Resource Council, the Colorado AFL-CIO, the Union of Concerned Scientists and two Indigenous groups: Tribe Awaken and Tó Nizhóní Ání.

Shortly thereafter President Joe Biden issued an executive order which included the establishment of an Interagency Working Group to “coordinate the identification and delivery of Federal resources to revitalize the economies of coal, oil and gas, and power plant communities” and to “assess opportunities to ensure benefits and protections for coal and power plant workers.”

Going back to the Obama era, LNS has advocated such an approach, calling for:

An interagency task force composed of US agency officials overseeing issues of employment, energy and the environment. Their first task could be to create a transition package for coal miners, utility workers, and other affected workers that would provide robust financial and training support and preferential access to the new jobs created by environmental policies. That could be combined with vigorous support for economic planning and investment in the communities affected.

President Biden’s Executive Orders and Keystone XL cancellation: what impact on Canada?

Incoming U.S. President Biden exceeded expectations with the climate change initiatives announced in week 1 of his term, and many have important repercussions for Canada. The most obvious came on Day 1, January 20, with an Executive Order cancelling the Keystone XL pipeline and taking the U.S. back into the Paris Agreement. Also of potential impact for the Canadian clean tech and auto industries – the Buy American policies outlined in Executive Order on Ensuring the Future Is Made in All of America by All of America’s Workers (Jan. 25). On January 27 ( “Climate Day ”), the Executive Order on Tackling the Climate Crisis at home and abroad (explained in this Fact Sheet ) announced a further series of initiatives, including a pause on oil and gas leases on federal lands, a goal to convert the federal government’s vehicle fleet to electric vehicles, and initiatives towards environmental justice and science-based policies. Essential to the “whole of government” approach, the Executive Order establishes the White House Office of Domestic Climate Policy to coordinate policies, and a National Climate Task Force composed of leaders from across 21 federal agencies and departments. It also establishes the Interagency Working Group on Coal and Power Plant Communities and Economic Revitalization, “to be co-chaired by the National Climate Advisor and the Director of the National Economic Council, and directs federal agencies to coordinate investments and other efforts to assist coal, oil and natural gas, and power plant communities.”

The New York Times summarized the Jan. 27 Orders as “a sweeping series of executive actions …. while casting the moves as much about job creation as the climate crisis.” A sampling of resulting summaries and reactions: ‘We Need to Be Bold,’ Biden Says, Taking the First Steps in a Major Shift in Climate Policy” in Inside Climate News (Jan. 28); “Fossils ‘stunned’, ‘aghast’ after Biden pauses new oil and gas leases” in The Energy Mix (Feb. 1); “Biden’s “all of government” plan for climate, explained” in Vox (updated Jan. 27) ; “Biden’s Pause of New Federal Oil and Gas Leases May Not Reduce Production, but It Signals a Reckoning With Fossil Fuels” (Jan. 27) ; “Biden is canceling fossil fuel subsidies. But he can’t end them all” (Grist, Jan. 28); “Activists See Biden’s Day One Focus on Environmental Justice as a Critical Campaign Promise Kept” and “Climate Groups Begin Vying for Power in the Biden Era as Pressure for Unity Fades” (Jan 21) in The Intercept , which outlines the key policy differences between the BlueGreen Alliance (which includes the Service Employees International Union, the American Federation of Teachers, and the United Steelworkers in the U.S.) and the Climate Justice Alliance, a national coalition of environmental justice groups.

Overwhelming odds, unexpected alliances and tough losses: how defeating Keystone XL built a bolder, savvier climate movement

When President Biden rescinded a crucial permit for the Keystone XL pipeline last week, it marked the culmination of one of the longest, highest-profile campaigns in the North American climate movement. The opposition to Keystone XL included large environmental organizations, grassroots climate activist networks, Nebraska farmers, Texas landowners, Indigenous rights groups and tribal governments. Few environmental campaigns have touched so many people over such large swaths of the continent.

The Keystone XL resistance was part of the ongoing opposition to the Canadian tar sands, one of the most carbon-intensive industrial projects on the planet. Yet, it came to symbolize something even bigger. Many activists saw stopping Keystone XL as a measure of success for the climate movement itself.

“Keystone XL isn’t just any project,” said longtime activist Matt Leonard, who coordinated several major protests against the pipeline. “Its defeat is a testament to what movement building and direct action can accomplish.”

A stroke of President Biden’s pen finally killed Keystone XL. But paving the way for this victory were countless battles at the grassroots level, where activists tested new tactics and organizing strategies that built a bolder, savvier climate movement. Some of the groups involved took radically different approaches to politics, leading to unexpected alliances and occasional bitter feuds. And there were losses — other major oil pipelines, including the southern leg of Keystone XL itself, were completed even as the fight over the more famous northern half dragged on.

Yet, resistance to the Keystone XL’s northern leg succeeded against overwhelming odds. While there is always a possibility it could be resurrected someday, chances of that happening anytime soon seem slim. Understanding how this victory happened — and what it means for the climate movement — requires examining how 10-plus years of tar sands resistance played out in far-flung parts of North America.

Oil Industry Inflates Job Impact From Biden’s New Pause on Drilling on Federal Lands

On Wednesday, President Biden signed an executive order directing his Department of Interior to hit pause on entering new leases for oil and gas drilling on federal lands, the latest in a string of climate-related directives aimed at cutting greenhouse gas emissions.

On the campaign trail, then-candidate Joe Biden proposed a ban on new leases on public lands, a pledge the Trump campaign falsely claimed would “end fracking.” After Biden’s victory, a coalition of nearly 600 organizations from western states wrote a letter in December to the president-elect, urging him to follow through on his promise. The executive order begins that process.

About 25 percent of U.S. fossil fuel production came from federal lands over the past decade. Perhaps unsurprisingly, federal lands account for roughly 24 percent of U.S. greenhouse gas emissions, stemming from the production of oil, gas, and coal, along with the methane released during the extraction process, and the combustion of those fuels, according to the U.S. Geological Survey.

A big slice of that comes from coal, an industry that has been in decline for years. But drilling for oil and gas in the U.S. has increased dramatically in recent years, thanks in large part to fracking. While the oil industry quickly applauded the Biden administration for rejoining the Paris Climate Agreement, it was incensed that he would halt new drilling leases on federal lands.

Earth Minute: Biden-Harris Inauguration and Climate Action

Bloomberg has reported that the COVID relief bill passed last month included a provision to give companies tax breaks for capturing carbon. 

While this may sound positive, it was denounced by Indigenous Environmental Network, as it paves the way for ongoing fossil fuel burning. Rachel Smolker of Biofuelwatch points out most of the captured carbon is bought by oil companies that use it to help pump out oil hard to reach oil, thereby extending the life of old wells. 

Far from changing course, the Biden Administration is expected to roll out plans for climate action that include false solutions widely debunked by U.S. and international climate justice communities—from burning trees for electricity to using forests and oceans as carbon sinks. The purpose of these schemes? Continue business as usual.

Real, just climate action must address the roots of the climate crisis and transform the system that drives it, not subsidize and enable the very same people causing catastrophic climate change to pursue enhanced profits under a green veneer.
