Fighting the wrong battles: how obsession with military power diverts resources from the climate crisis

The first duty of government, it is often said, is to provide for the security of its people. But what is security? For whom, and from what? UK governments typically view security through a military lens; but the real threats affecting the security of people in the UK and worldwide, most urgently the climate crisis, are not susceptible to military force, and indeed military interventions by the UK and its allies this century have had an overwhelmingly disastrous impact on peace and security.

The central role of the military in the government’s understanding of security is reflected in budgetary allocations. There is thus a widespread consensus on maintaining military spending at a minimum of 2% of GDP, the NATO target, with many politicians calling for far higher levels. Meanwhile, the climate crisis, the most urgent threat to human security worldwide, receives far less funding.

Military security or sustainable security

This report argues for a shift of focus both in understanding of security and in resources away from military security and towards a concept of sustainable security that prioritises the security of people over that of states and addresses the underlying causes of conflict and insecurity. In particular, the climate crisis needs to be treated as the urgent, devastating and present threat to human security that it is, with resources allocated accordingly.

Arguments for higher military spending typically start from the premise that the world is an ever more dangerous place. While this contains an element of truth, such arguments are based on a narrow and fundamentally flawed understanding of security centred on military power. The conclusion that what is needed is greater military force from the west is fallacious. Indeed, it has often been the actions of the UK and its allies that have made the world more dangerous, as in Iraq.

Non-military security challenges are minimised or ignored. Climate change, for example, is barely mentioned in the Government’s most recent Strategic Defence and Security Review. When mentioned, they are often framed in terms of the impact on national security, and approached with ‘hard’ security responses, such as militarised borders to deal with mass migration. Meanwhile, ambitions for the UK to retain or regain status as a ‘great military power’, able to project military force around the world, are presented as essential requirements for security, on a par with ensuring the survival and sovereignty of the nation.

Scotland's Just Transition Commission Interim Report

1.1 The Just Transition Commission was established by Scottish Ministers to advise on how just transition principles can be applied to climate change action in Scotland. Our remit is to prepare practical recommendations within two years of our first meeting, meaning our final report is due to be shared with Ministers by January 2021. We have been asked for recommendations that will help support action to:

  • maximise the economic and social opportunities that the move to a net-zero economy by 2045 offers
  • build on Scotland’s existing strengths and assets
  • understand and mitigate risks that could arise in relation to regional cohesion, equalities, poverty (including fuel poverty), and a sustainable and inclusive labour market

1.2 This report has been prepared as a result of a request from the Cabinet Secretary for Environment, Climate Change, and Land Reform asking for interim advice to inform the updated Climate Change Plan. We hope this document can be helpful in this regard.

1.3 We held our inception meeting at the start of last year, when we agreed a work plan and an approach to collecting evidence. Since that initial meeting, we have travelled the country speaking to a range of stakeholders regarding the challenges and opportunities of transitioning to a net-zero economy. This has included a variety of activities, such as consideration of written evidence, discussions with experts, engagement events and site visits.

1.4 While we have been carrying out this programme of work, we are very aware that public concern over the impact and response to climate change has never been higher. There have also been important changes on the policy front. With this in mind, there are a number of developments that we can point to as being broadly positive in terms of delivering a just transition to a net-zero economy in Scotland.

Rights in a Changing Climate: Human Rights Under the UN Framework Convention on Climate Change

Climate change and human rights are not separate concepts, but rather go hand-in-hand. In line with the increased recognition in human rights bodies, countries around the world, and public discourse, Rights in a Changing Climate demonstrates the fundamental links between human rights and climate change and documents the growing momentum within the UN climate regime to articulate the legally binding duties of States to protect, respect, and promote human rights in the context of the climate crisis.

Rights in a Changing Climate showcases the increasing number of explicit and implicit references to different human rights in climate agreements and policies. It reveals that rights-based action is being discussed with greater frequency and with ever more explicit instructions for how States must incorporate a rights-based approach to climate action.

“The climate crisis is a human rights crisis. This doesn’t change when you step into the halls of the UNFCCC. Over the past decade, we’ve seen increasing momentum behind the integration of human rights and climate change under the UNFCCC,” says Erika Lennon, Senior Attorney at CIEL. “Going forward, human rights must be foundational to all climate action. Incorporating the voices and knowledge of women, youth, Indigenous Peoples, and local communities is vital to ensuring a rights-based approach to climate action and most effectively limiting global temperature rise to below 1.5°C.”

“CIEL’s report provides a vital guidebook for States as they consider their climate action plans and submit revised Nationally Determined Contributions early next year,” says André Weidenhaupt, Director General at the Ministry of the Environment, Climate and Sustainable Development of Luxembourg. “Solving the climate crisis requires the protection of human rights.”

The report concludes with an urgent call to action. “The greatest threat to human rights is climate change itself. As the climate crisis worsens, so do the threats to the realization of human rights. Parties must therefore urgently increase ambition to fulfill their legal obligations under human rights law. To ensure that Parties do not undermine human rights in doing so or act on climate at the expense of the rights of local communities, they should build on this momentum and place human rights at the center of climate action.”

Disaster Environmentalism 3: What to Do

The gap in disaster environmentalist thinking, the absence of any kind of sense of how society changes, or could be changed, explains its’ exponents political tactics, in my view.

Non-violent direct action (NVDA), which has become a hallmark of XR, is seen as a way of pushing the existing political system to change. For disaster environmentalism, it’s a last ditch attempt: if this fails, only collapse – whatever that means – awaits, and social renewal can only be achieved through “deep adaptation”.

This is underpinned by misunderstandings and half-thought-out ideas about how society changes, in my view.

The danger of co-optation

Read writes that XR wants and needs “to transform the whole existing system […] within years, not decades. Such transformation will mean that many economic interests get challenged, or indeed ended”. This “attempt to rapidly change the entire economic, social and political system” will be far more difficult than the task of previous movements; “the vested interests opposing us are vast, as are the ideologies that have to be overcome or transformed.” And what he describes as his “key point”:

Women and black people could be accommodated into the existing system; in this way the task of the Suffragettes and of the Civil Rights Movement, while hard, was doable. But what we want – need – is to transform the whole existing system, not merely to allow excluded people access to it.

This shows a breathtaking lack of understanding about how the political representatives of capitalism work to co-opt, subvert and control social movements.

To state the completely obvious, while the specific demands of the Suffragettes, for women’s right to vote, has been won, countless aspects of the repression of women have been reproduced by capitalism in new, more sophisticated forms. Women’s legal rights to abortion is currently under threat in a series of countries.

As for the Civil Rights Movement in the USA, the gains it won in terms of voting rights for black Americans have been under vicious attack from that time to this. Gerrymandering, ID requirements, laws depriving former prisoners of the vote, and more blatant measures are used across the USA to stop black people from voting. Rights are won in struggle, defended and extended in struggle, and can be lost in struggle.

Disaster Environmentalism 2: Roads to a Post-Growth Economy

The disaster environmentalists’ hopes for the future rest not only on “deep adaptation”, but on acceptance that we need to live in a “post growth world”. Rupert Read writes:

It is crucial that we resist growthism, the very widespread drive to keep the economy ‘growing’. For (perpetual) growthism is a perpetual obstacle to collective sanity, to facing the reality of [ecological and social] limits. […] And green growthism is merely a subset of growthism.[1] […]

Society can not afford more growth, Read argues; progress towards understanding this is “glacially slow”. And so:

It still seems, tragically, far more likely that growth will end because of collapse than because of informed decision.

Yes and no, in my view. “Economic growth”, as manifested by global capitalism, is completely unsustainable. “Green growth”, or “socialist growth”, are no substitutes. Our challenge to the economic system must open the way for a society based on human happiness and fulfilment, values completely at odds with – and distorted and defaced by – the rich-country consumerist ideology that helps to justify ever-expanding material production. But, unlike Read, I believe that the way “growth” ends is still to play for.

In my view (not new, from a socialist), all this means challenging capitalism, along with the state and political structures that protect its interests. On that, the disaster environmentalists are agnostic. They talk up the need for systemic change, but combine this with tame, almost naïve, claims about how to challenge the system.

Extinction Rebellion – in or out?

In October 2018, Extinction Rebellion (XR) launched a series of protests that mobilized thousands of (many first-time) activists and caught the attention of the media.

The rebels had three key demands: that the UK government tell the truth about the climate devastation by declaring an emergency, the establishment of a citizen’s assembly to overview a repeal of climate-negligent laws and the enactment of new policies in line with climate science.

They injected a new sense of energy and urgency into the climate movement. Thousands joined non-violent actions; London bridges were blocked, hundreds arrested. But the group has also come under fire for neglecting more political questions of justice, power and racism.

One month since XR burst on to the UK climate scene, five climate-concerned campaigners – from both in and outside the movement – give their views:

Amazon Abuses Workers and the Climate—Because It Can

While online shoppers were busy taking advantage of bargain prices on Black Friday, retail workers in various European cities were walking off their jobs in anger. Hundreds of Amazon workers in six German cities protested, saying that their employer’s demands were making them ill. Similar protests were held by Amazon workers in France, aimed at the environmental cost of Black Friday, and in the U.K., members of the union GMB held signs saying pointedly, “We are not robots.” Here in the U.S., workers picked up on that theme as dozens gathered outside Amazon founder and CEO Jeff Bezos’ Manhattan apartment to insist that they are “human beings, not robots.”

A majority of American households are members of Amazon Prime. All we see with our eyes is the website that we make purchases on and the boxes that arrive on our doorstep a day or two later. Sometimes we may catch a glimpse of a delivery person rushing away to their truck to drop off the next package. But the worker protests that have plagued the company ought to deeply trouble us, as well as documented abuses in numerous recent studies and investigative reports.

As millions of Americans this holiday season have been doing, I too have been relying on the convenience of Amazon’s shopping experience to tick off the boxes on my list of gifts. In fact, I routinely count on it to meet the needs of my family. As a parent with a full-time job, I have barely 20 minutes of free time during the day to run errands, buy groceries, drive my kids to their extracurricular activities, and so on. When I see heavy rain in the forecast and realize with dismay that my child has outgrown his rain boots, it is far easier to order him the right pair of boots on Amazon in minutes than spend more than an hour driving to and from a store that may or may not have the size and price I’m looking for.

Online shopping has been a boon, especially for working mothers like me. I will admit, I have often thought of my reliance on the convenient online shopping experience as “self-care,” to use the parlance of the modern wellness movement. But each click confirming a purchase comes with a heavy bout of guilt, knowing what I know about how the workers who fulfill my order are treated.

Blueprint for Europe's Just Transition: The Green New Deal for Europe (Edition II)

Europe today confronts three overlapping crises.

The first is an economic crisis, with rising levels of poverty, insecurity, and homelessness across the continent. The second is a climate and environmental crisis, with severe consequences for Europe’s front-line communities and even more perilous ones on the horizon. And the third is a crisis of democracy.
