Greens must back striking British Airways workers to build the coalition we need for a just transition

A quiet revolution is underway. Across two weeks and through three days of industrial action by the RMT trade union, the British public may have rediscovered what it feels like to take the side of organised workers against a recalcitrant UK government.

Amid soaring bills and prices, and with the Tory government steadfastly refusing to put people’s lives before profits, it is easy to understand why sympathy for striking workers is growing.

Of course it would be easy to overstate this case. Trade unionism never left these shores, and the power of militant unions like the RMT has been built up over years of hard organising work.

Equally, it would be presumptuous in the extreme to argue that one still-ongoing dispute could undo decades of neoliberal policies designed to mute and muzzle trade unions.

Nevertheless, something is taking hold. Polls revealed that striking railway workers have the undisputed support of a majority of people in the UK, should they opt for further industrial action. What’s more, that support has grown with every media performance by the RMT’s general secretary Mick Lynch, whose directness and refusal to pander to the nonsense so typical of broadcast media has proved a winning combination.

This progress is precious, and it is our responsibility as trade unionists and the broader Left to preserve and expand it.

For Greens and environmentalists, the response to the RMT strikes so far has an additional, special resonance.

In June, hundreds of environmental justice campaigners joined RMT members on picket lines, raised money for their national dispute fund, and made their public support for the strikes impossible to ignore. This included many Greens across England and Wales, led by the party’s Trade Union Group. The Greens were the only UK parliamentary party to be unambiguously supportive of the RMT’s actions.

Defending and expanding national and municipal railway networks is centrally important to winning a just transition to a zero-carbon economy. Without massively increasing our capacity to move around using collective and sustainable modes of transport, the work of the environmental justice movement is over before it has begun.

In this process, protecting jobs and improving the pay, conditions and security of workers on our railways is key. There can be no just and fair transition to a zero-carbon world without worker empowerment.

Environmental justice campaigners and Greens should take this insight and apply it to workers’ struggles across all
sectors.

Transforming Transportation–from Below

People are acting at the local and state level to create jobs, reduce greenhouse gas pollution, and equalize transportation by expanding and electrifying public transit, electrifying cars and trucks, and making it safe to walk and bike. It’s a crucial part of building the Green New Deal from Below.

More than a quarter of greenhouse gases [GHGs) emitted in the US come from transportation – more than from electricity or any other source.[1] Pollution from vehicles causes a significant excess in disease and death in poor communities. Lack of transportation helps keep people in poor communities poor.

Proposals for a Green New Deal include many ways to reduce the climate, health, and inequality effects of a GHG-intensive transportation system. “Transit Oriented Development” (TOD), “smart growth,” and other forms of metropolitan planning reduce climate-and-health threatening emissions while providing more equal access to transportation. Switching from private vehicles to public transit reduces GHG emissions by more than half and substantially reduces the pollution that causes asthma and other devastating health effects in poor communities. Changing from fossil fuel to electric vehicles also greatly reduces emissions. Expanded public transit fights poverty and inequality by providing improved access to good jobs. And expansion of transit itself almost always creates a substantial number of good, often union jobs. Every $1 billion invested in public transit creates more than 50,000 jobs.[2]

Plans for a Green New Deal generally include substantial federal resources to help transform our transportation system.[3] The 2021 “bipartisan” Infrastructure Investment and Jobs Act provided $20 billion over the next five years for transit projects. But meanwhile, efforts at the community, local, and state level have already started creating jobs reducing transportation pollution – models of what we have called a Green New Deal from Below.[4]

These Green New Deal from Below programs are often characterized by multiple objectives – for example, protecting the global climate, improving local health, providing jobs, and countering inequality. And they often pursue concrete ways to realize multiple goals, such as “transit-oriented development” that builds housing near transit to simultaneously shift travel from cars to public transit and to expand access to jobs and urban amenities for people in low-income communities.

US to Use Defense Production Act to Boost Renewable Energy

On June 6, President Joe Biden issued a “Presidential Determination” under Section 303 of the Defense Production Act to expand US production of heat pumps, declaring it a matter of national security. “Ensuring a robust, resilient, and sustainable domestic industrial base to meet the requirements of the clean energy economy is essential to our national security, a resilient energy sector, and the preservation of domestic critical infrastructure.” The Determination found:

Electric heat pumps are industrial resources, materials, or critical technology items essential to the national defense;

without Presidential action under section 303 of the Act, United States industry cannot reasonably be expected to provide the capability for the needed industrial resource, material, or critical technology item in a timely manner; and

purchases, purchase commitments, or other action pursuant to section 303 of the Act are the most cost effective, expedient, and practical alternative method for meeting the need.

The Presidential Determination follows a public campaign to persuade President Biden to invoke the Defense Production Act to produce heat pumps to reduce European dependence on – and payments for — Russian natural gas that is helping pay for the Russian invasion of Ukraine. The June issue of Making a Living on a Living Planet published a letter and petition from 11-year-old activist Lillian Fortuna asking Biden to “immediately invoke the Defense Production Act to get American manufacturers to start producing electric heat pumps in quantity, so we can ship them to Europe where they can be installed in time to dramatically lessen Putin’s power.” She cited an article by Bill McKibben laying out how the Defense Production Act could be used to expand heat pump production to compensate for natural gas shortages and price increases in Europe, the US, and worldwide.

Rhode Island Unions Help Win 100% Renewable Power by 2033

The Rhode Island legislature has just required that 100 percent of electricity sold in the state comes from renewable sources such as wind and solar by 2033. That’s sooner than any other state in the country.

According to the Boston Globe, “Labor and environmental groups have joined together in the Climate Jobs Rhode Island coalition” which is advocating for a “just transition to a pro-worker and pro-climate green economy” in Rhode Island.

Patrick Crowley, secretary-treasurer of the Rhode Island AFL-CIO and Co-Chair of Climate Jobs Rhode Island said,

 We’re hoping that by demonstrating that the labor movement and the environmental movement can work together, that other states—my sister and brother labor organizations across the country—can look at this as an example for how to get things done in a big way.

“If we continue down this path, we will show the labor and environmental communities across the country that this is how it’s done,” Crowley said. “If you want to get it done, you do it the Rhode Island way.”

Bridgeport CT Schools Seek Climate Safety for Teachers, Kids

Local initiatives around the country are advancing the goals of the Green New Deal and Build Back Better. A good example is the Bridgeport Carbon Free & Healthy Schools campaign. The campaign was launched May 14 at Bridgeport Public Schools’ Volunteer Day, where members of the building trades, teachers, parents, and students worked to make improvements to a Bridgeport school.

An opinion article in the Connecticut Post by Bridgeport superintendent of schools Michael Testani explained why these groups have joined to fight for Carbon Free and Healthy Schools:

The climate crisis and extreme weather events contribute directly to the well-being of our faculty, staff and students. We’ve seen the impact of the climate crisis on Bridgeport when floods from Tropical Storm Irene in 2011 and Hurricane Sandy in 2012 revealed the city’s vulnerabilities and damaged homes, businesses and public school buildings.

We can conduct energy audits and get students involved through an apprenticeship program so they can assist in the modernization of their own schools. We can expand our rooftop solar initiative, build solar carports, install fuel cells, address the battery shortage in some of our schools, upgrade the boiler systems, provide EV charging stations, and invest in small-scale wind demonstration projects.

Not only are these projects good for the environment, they are good for the city’s budget. Renewable energy and energy efficiency projects will save the city and the district money that can be reinvested in after-school and summer programs, in addition to the recruitment and hiring of highly qualified teachers.

Rutgers Educators Fight for Climate-Safe New Jersey

The faculty and graduate worker union at Rutgers University has stepped out to oppose a plan to haul liquified fracked gas across southern New Jersey. The Star-Ledger has just published an op ed by two union leaders explaining why:

A proposal to transport liquified fracked gas on trains and in trucks through densely populated Camden, Philadelphia and southern New Jersey threatens enormous harm across the region. As Rutgers-Camden faculty, we stand with Camden residents and community groups in opposing this dangerous and potentially catastrophic proposal.

Our faculty and graduate worker union at Rutgers believes in “bargaining for the common good”; a labor strategy that builds community-union partnerships to achieve a more equitable and sustainable future. As this project demonstrates, our lives and well-being are deeply interconnected. We are stronger when we organize together with our partners against threats to our communities, our environment, and our collective future. We must work together to make our communities safer and more sustainable. Opposing the transport of LNG is one way to address these concerns, given the risks of the proposed plan and the carbon emissions associated with LNG.

All Climate Politics is Global

As revealed in this Oxfam Report, the poorest 50% and middle 40% of the global population have a minimal or declining carbon footprint. The top 10%, and even more the top 1%, already have carbon footprints that are unviable and are increasing so fast that they will have bust us through the 1.5C limit on their own by 2030.

The top 10% are people who are on more than £125,000 a year. Most of them live in the Global North, but are a minority even here. The working class in the Global North, is overwhelmingly in the middle 40%.

The strategy of the ruling class in the Global North is primarily to sustain their own wealth and power. 

  • Some of them are in denial about climate change as a result.
  • Even those that recognise reality can only envisage a green transition which prioritises their own consumption standards by keeping the bottom 50% impoverished. Carbon offsetting by keeping the global majority in their place.
  • Hence the failure to transfer investment to the Global South and the prospect that the 350 carbon bombs identified by the Guardian will be dropped; because it is profitable to do so.
  • This underlines the paradox of the debate about “stranded assets”, as assets are only stranded if there is a viable transition. If there isn’t, they stay profitable until everything collapses around us; which will always be the stronger motivation for companies operating on quarterly profit returns. The notion that Fossil Fuel capital will be more motivated by social responsibility than profits runs counter not only to the record of its counterparts in the tobacco and asbestos industries, but also its own record in covering up its own research on the climate impacts of its operations from the 1950s onwards. They knew. They covered it up. Now that we know, they greenwash instead.
  • As they recognise that climate breakdown will create social and political crises on an unimaginable scale, from waves of climate refugees to possible war in the Arctic, they are prioritising military spending over solving the problem. The US government is spending 14 times as much on its armed forces as it planned to do on domestic climate measures – and then didn’t agree to. They have committed $40 billion to stoke the war in Ukraine rather than seek a peace deal; while climate transition funding for the Global South is reluctantly dispensed through an eye dropper.

What that means is an immediate future dominated, not by win-win global cooperation to solve our problems and build a sustainable society, but by wars and crises that make doing so ever more difficult. Campaigning against these is an urgent priority for anyone committed to Just Transition. 

As heat rises, who will protect farmworkers?

Last June, as a record-breaking heatwave baked Oregon’s Willamette Valley, Sebastian Francisco Perez was moving irrigation lines at a large plant nursery in 104 degree Fahrenheit heat. When he didn’t appear at the end of his shift, his co-workers went looking for him, and found him collapsed between rows of trees. Investigators from the Oregon Occupational Safety and Health Division determined that Perez died of heat-related hyperthermia and dehydration. 

They also found that Perez had not been provided with basic information about how to protect himself from the heat. It wasn’t the farm’s first brush with regulators; it had previously been cited for failing to provide water and toilets to its workers. Later, in a closed conference with Oregon OSHA, an Ernst Nursery & Farms official blamed Perez for his own death, claiming that employees should “be accountable for how they push their bodies.”

This year, in a move to avert similar deaths — and force employers to take responsibility for protecting workers during hot weather — Oregon adopted the most stringent heat protections for outdoor workers in the country. The rule kicks in when temperatures reach 80 degrees F and requires employers to provide cool water, rest breaks and shade, as well as to make plans for how to acclimatize workers to heat, prevent heat illness and seek help in case of an emergency. 

The new standard has been praised by advocates, but industry is already pushing back. On June 15, the day the rule took effect, a coalition of Oregon business groups representing more than 1,000 companies filed a lawsuit seeking an injunction against the heat standard and another new rule governing workers’ exposure to wildfire smoke, arguing that they are unconstitutional. But the rules stand for now, making Oregon the third state to enact such standards for outdoor workers, after California and Washington. 

In the rest of the country, as climate change drives increasingly brutal heat waves, farmworkers lack protection. How they fare will largely depend on whether their employers voluntarily decide to provide the access to water, shade, and rest breaks that are critical when working in extreme heat. There are currently no nationwide regulations that spell out what employers must do to protect workers from heat and, while efforts to draft a federal rule recently began, it will likely be years before the standards are in place.

California Assemblyman Kills Fossil Fuel Divestment Bill

The California legislature was close to passing a bill that would require the state’s two massive pension funds to divest from fossil fuels, but on June 21 the legislation was killed by one Democratic assemblyman who has accepted tens of thousands of dollars in campaign contributions from the energy industry.

Senate Bill 1173 would have required the California Public Employees’ Retirement System (CalPERS) and the California State Teachers’ Retirement System (CalSTRS), the two largest public pension funds in the country, to divest from fossil fuels. CalPERS and CalSTRS, which manage pensions for state employees and teachers, together hold more than $9 billion in fossil fuel investments.

The global divestment movement now claims that more than 1,500 institutions have divested from fossil fuels, representing more than $40 trillion in value. New York and Maine have also committed to phasing out fossil fuel investments from their public pensions.

But because of the size of the two California pension funds, their divestment from fossil fuels would be a significant achievement for the global movement. The call comes as the state continues to suffer from long-term drought and catastrophic wildfires that are worsening with climate change. Activists say that the state cannot claim to be a leader on climate action while maintaining billions of dollars’ worth of investments in the fossil fuel industry.

Senate Bill 1173 would have required the pension funds to divest by 2027, and the legislation had the support of the California Faculty Association, the California Federation of Teachers, associations representing higher education faculty, and roughly 150 environmental and activist organizations. 

However, the American Legislative Exchange Council (ALEC), a corporate-backed front group with ties to the oil industry, opposed the bill, warning that divesting from fossil fuels would put public sector pensions in financial jeopardy.

The bill already passed the state senate, and still needed to pass in the state assembly, where Democrats command a large majority. But the bill needed to move through the Committee on Public Employment and Retirement, where Democrat Jim Cooper (Sacramento) is Chairman. 

On June 21, Cooper decided to let the bill die in committee, refusing to even bring it up for a hearing. Environmental groups denounced the “one-man veto.” Cooper has accepted more than $36,000 from the oil industry and other polluters over the past two years, including donations from Chevron and ExxonMobil, according to data compiled by Sierra Club, which called him a “Democratic favorite of the oil and gas industry.” 

“Jim Cooper just decided to continue investing public money in the unequal suffering of my community,” said Lizbeth Ibarra, an activist with Youth vs. Apocalypse, a California-based climate justice organization.
