Why Climate campaigners should support the rail unions

What is the link between climate action and stopping the decline of public transport?

From the RMT: “We want a transport system that operates for the interests of the people, for the needs of society, and our environment – not for private profit”.

This government is failing on the climate crisis. It has no integrated transport plan, is not realising the need to address aviation and motoring and to prioritise public transport. It favours private companies which make vast profits rather than making transport affordable and our air breathable.

Why are our railways being subjected to a ‘managed decline’ just when we need them the most?

From the TUC “Network Rail plans to cut annual expenditure by £100 million, mainly through the loss of 2,500 rail maintenance jobs. RMT analysis of Network Rail data finds that this will lead to 670,000 fewer hours of maintenance work annually. Network Rail responsibilities include track maintenance – essential to avoiding fatal accidents like Hatfield, which was the result of the metal tracks fatiguing”. 

The government is committed to following free market ideology, the ‘logic’ of which produces a managed decline of much-needed rail services, imposing a 10% annual cut to the running costs of the railways (and even more on the buses in London, with 20% of services threatened).

Meanwhile £27Bn is planned to be spent on roads. This can only increase car use, with negative effects on air pollution, carbon emissions, congestion, accidents, inhibition of active travel and hitting commuters hard in the pocket while boosting the profits of the fossil fuel companies.

No Climate Justice Without Workplace Justice!

The industrial action currently being taken by the RMT is a source of hope and inspiration for workers across the country. But it is also action aimed at a more sustainable transport system that works for people and planet. The Greener Jobs Alliance fully endorses the statement set out here, produced by the Climate Justice Coalition.

“The Climate Justice Coalition stands in solidarity with RMT members taking industrial action to protect their pay, jobs and working conditions, and the wider fight to protect a public transport system for people – social need – not private greed. Billions are being cut from our transport system at a time when we should be increasing investment to ensure a fully public, affordable, and integrated transport system. Rail is critical to decarbonising the transport sector; £27 billion for more new roads and cutting duty on domestic aviation is the wrong way round.

Our railways are already being impacted by the effects of climate change, putting additional demands on a stretched workforce providing an essential public service. This action by the Government is symptomatic of their disregard for the concerns of climate, environment and workers.

As a coalition representing groups within climate and environmental campaigns, faith, race and social justice groups, and trade unions, we call on you all to support this struggle. This includes adding our voices to resist the anti-trade union and worker narrative being driven by the Government in the mainstream media and publicise that it is their inaction and behaviour that is detrimental to people, not workers seeking justice.

Inaction on climate change is harming innocent people across the globe. Protecting the rights of workers and living standards must be a priority for the climate justice movement in fighting for a Just Transition to a zero-carbon economy.

We stand with the RMT to fight for their aims, and to campaign for a better deal for workers and a fairer, climate just, society.”

This summer, rising temperatures cause concern for agricultural workers

Josue Josue has been a farmworker all his life. The 34-year-old immigrant from Mexico has lived in the U.S. for 20 years, picking produce like grapes, tomatoes, yams, and tobacco. He has worked in Florida, New Jersey, and California during extreme cold and hot weather, and he has experienced firsthand the impact that rising temperatures can have on agricultural workers—especially in the last few years.

”Every year it gets hotter,” Josue said. “Before I didn’t notice it, and now it’s unbearable.”

Josue works in North Carolina and has noticed unpredictable weather patterns, an increasingly felt effect of climate change. According to National Geographic, weather catastrophes such as heat waves, droughts, and ice storms have become more frequent during the last four decades. The most vulnerable areas are coastal and mountainous regions. Josue said that three years ago two hurricanes flooded the season’s crops, the following year’s crops were affected by a drought, and last year they had the opposite problem. 

“There were heavy rains, and we couldn’t grow anything,” he said.

The increasingly volatile and extreme weather has been affecting Josue’s health. After working in high temperatures outdoors, he feels exhausted and has regular stomach aches and dizziness. These are common symptoms of heat stress, which also include dehydration, nausea, and heat stroke, the leading cause of work-related death in farmworkers. Statistics from the Centers for Disease Control and Prevention showed that 815 workers died from heat exposure between 1992 and 2017. For farmworkers, heat can negatively impact their cognitive performance and behavior and threaten their overall well-being. Many agricultural workers also experience respiratory issues caused by exposure to pesticides, dust, and fungi.

A paper published in the Environmental Research Letters revealed the global number of agricultural workers has decreased due to rising temperatures. “Heat stress among farmworkers is becoming more prevalent as temperatures continue to rise,” said Alexis Guild, the director of health policy and programs at Farmworker Justice, an organization created to protect agricultural workers’ rights. “Farmworkers generally are not provided adequate protection.”

170+ Organizations Sign Letter Opposing Subsidies to Delay Closure of Diablo Canyon Power Plant

Over 170 organizations, including Beyond Nuclear, North American Water Office, Food & Water Watch, Institute for Policy Studies Climate Policy Program, Nuclear Energy Information Service (NEIS), Center for Biological Diversity, International Marine Mammal Project of Earth Island Institute, Nuclear Information and Resource Service (NIRS) and more sent a letter to Secretary of Energy Jennifer Granholm opposing the misuse of the Department of Energy’s Civil Nuclear Credit program (CNC) to dismantle the fossil-free phaseout and just transition plan for the Diablo Canyon Nuclear Power Plant. 

The CNC was created by the bipartisan Infrastructure Investment and Jobs Act (IIJA) to mitigate potential greenhouse gas emissions (GHG) increases due to the closure of unprofitable nuclear reactors that operate in competitive electricity markets. The letter explains how applying the CNC program to Diablo Canyon would violate the letter and intent of the law. The nuclear power plant is not eligible for funds under the CNC program because it does not meet the basic requirements of the IIJA, nor those of the CNC program guidance DOE published to implement the program. 

The letter highlights climate, economic, environmental justice, and power supply concerns with abandonment of the just transition agreement dictating the planned closure of Diablo Canyon’s nuclear reactors in 2024 and 2025. 

Over 50 organizations from the State of California signed onto the letter, including San Luis Obispo Mothers for Peace, Physicians for Social Responsibility-Los Angeles, SoCal 350 Climate Action, Tri-Valley CAREs, Physicians for Social Responsibility/Sacramento, San Francisco Bay Physicians for Social Responsibility, Oceanic Preservation Society, Electric Vehicle Association of CA Central Coast, Californians for Energy Choice, Parents Against Santa Susana Field Lab and more. 

Tim Judson, NIRS executive director said, “Diablo Canyon’s planned phaseout and just transition accelerates California’s climate and renewable energy goals, supports Diablo workers and local communities, and promotes economic and environmental justice. Misusing the CNC program to unravel that progress would betray President Biden’s commitments to climate and environmental justice.” He added, “The Diablo Canyon phaseout plan which California is implementing is a just transition model DOE should promote instead of seeking to preempt it. The basis for the plan shows how phasing out nuclear power plants along with fossil fuel generation can help accelerate emissions reductions, the growth of the renewable energy economy, and a just and equitable transition for workers and communities. Is DOE afraid to let that happen while it is spending billions of dollars to promote the idea that we need to invest in overly expensive, failure-prone nuclear power plants?”

Green aviation: trade unions demand strong international commitment with social sustainability and a Just Transition

The transition to a more sustainable aviation sector will impact workers and trade unions are demanding concrete measures to ensure a Just Transition and a fair transformation of the sector, which is inclusive and maintains and creates decent jobs.

This week, international and European trade unions representing workers in the aerospace and aviation sectors met to discuss a united position ahead of the International Civil Aviation Organization (ICAO) Assembly in September, at which it is hoped that the future pathway towards sustainable aviation will be agreed by international governments and key industry stakeholders.

At such a critical time, where the aviation industry faces the urgent challenge of responding the continued fallout from the Covid crisis, unions have identified the need for a coordinated industry-wide response from airlines, airports, governments, and unions to rectify capacity shortages, flight delays and beleaguered service levels that have plagued the industry for months.

Workers’ participation is critical, not just in fixing the underlying issues that are currently crippling the industry, but crucially in the addressing the long-term sustainability and decarbonisation of the industry. Workers’ participation will be essential in the social management of such a major industrial change. Climate justice cannot exist without labor justice with decent work being created through freedom of association and collective bargaining.

The meeting organized by IndustriALL Global Trade Union, International Transport Workers’ Federation, and their European counterparts industriAll European Trade Union and the European Transport Workers’ Federation follow successful collaboration on the Toulouse Declaration on the future sustainability and decarbonisation of aviation.

The aerospace and aviation sectors are intrinsically linked. Global trade union federations are particularly important in these processes playing a key role linking common needs and are essential in turning them into an international vision and strategy. Trade unions from both sectors see significant opportunities offered by a combined and cross-sectoral approach, based on a supply chain-wide vision and an international industrial strategy that is built on foundations of sustainability and decent work.

'Moral Failure': California Dem Pulls Plug on Fossil Fuel Divestment Legislation

"This defeat is just a temporary setback," said one campaigner. "We will organize to come back stronger to make our demand for fossil fuel divestment heard because fossil fuel companies are driving us toward unimaginable disaster."

Climate, environmental, and social justice advocates on Tuesday condemned the decision by a Democratic California lawmaker to kill proposed legislation that would require two of the state's leading pension funds to divest from the fossil fuel industry. 

"Today amidst a historic mega-drought, wildfires, and fossil-fueled public health crises, Assemblymember Jim Cooper, Chair of the Assembly Committee on Public Employment and Retirement, refused to allow Senate Bill 1173, California's Fossil Fuel Divestment Act, to be heard in his committee," Fossil Free California said in a statement. "This one-man veto allows the state's pensions to continue to invest billions from public funds into the fossil fuel industry, for now."

S.B. 1173 would have prohibited the California Public Employees' Retirement System (CalPERS) and the California State Teachers' Retirement System (CalSTRS)—the two largest public pension funds in the United States—from making or renewing investments in fossil fuel companies. The measure would also have required the pensions to liquidate their fossil fuel holdings by 2030. The two funds currently hold an estimated $9 billion in fossil fuel investments.

"This decision is a moral failure that disproportionately impacts young people, Indigenous communities, communities of color, and low-income communities," the coalition asserted. "Climate chaos has already cost California billions in damages and health costs from fossil fuel pollution and climate disasters. Jim Cooper, who has just been elected Sacramento County Sheriff, has reported $36,350 in Big Oil campaign contributions from this election season alone."

State Sen. Lena Gonzalez (D-33) said in a statement that "while I am deeply disappointed that my Senate Bill 1173 was not set for a hearing in the Assembly Committee on Public Employment and Retirement this week, I remain committed to the necessary and ongoing fight against the impacts of climate change on our state, and especially those communities in my district that are disproportionately impacted by the negative effects of the climate crisis."

"Teachers and state employees whose retirement futures are invested by our state's pension funds have long demanded that CalPERS and CalSTRS cease investing their money in fossil fuel companies, and this demand will only grow stronger and louder," she continued.

America’s Biggest Public Pension Fund Is Slow-Walking Corporate Climate Action, Report Charges

CalPERS says it needs to hold onto billions in fossil fuel shares in order to push polluters in the right direction – but a new report details a pattern of voting against climate proposals.

Does engaging with oil and gas giants by remaining invested in them – keeping a “seat at the table” – help in the fight against climate change? 

A new report suggests not very much – at least judging by the record of the California Public Employees’ Retirement System (CalPERS).

The report by environmental group Fossil Free California takes the public pension fund to task for its results to date, highlighting its history of pushing “the importance of corporate engagement on climate change” in public statements, while simultaneously voting against climate measures in shareholder meetings.

The report details dozens of votes against climate measures by CalPERS this year — including votes against greenhouse gas reduction targets at Royal Dutch Shell, against reporting and reducing greenhouse gas emissions at BP, and against pushing big banks to get in line with international “net zero by 2050” strategies.

In fact, CalPERS has voted against every climate resolution at major American and Canadian banks so far this year, the report claims.

The report also casts doubt on one of the biggest accomplishments of CalPERS’ engagement strategy – the election of several new members to ExxonMobil’s board of directors last year, nominated by the activist investment firm Engine No. 1. The report faults Engine No. 1’s directors for voting against two recent proposals to set greenhouse gas targets that would account for the pollution caused by the fossil fuels ExxonMobil sells, and to produce a report on low-carbon business plans.

“Despite their best efforts, CalPERS and [California’s other major pension fund] CalSTRS have failed to persuade fossil fuel companies to reduce their greenhouse gas emissions, increase their renewable energy production, or transition from fossil fuels to renewable energy,” the report concludes. “By opposing climate proposals at the very companies they claim to influence, the funds’ shareholder activism is not only ineffective – it’s undermining climate action.” 

California lawmakers are currently considering a bill that would spur these pension funds, which invest retirement funds for state employees – including many, like the state’s firefighters, who are today on the front lines of the climate crisis – to drop their investments in fossil fuel producers.

The fund has an estimated $7.4 billion worth of fossil fuel investments that the bill would require them to shed. In April, its board voted to oppose that law, arguing that it would lose its “seat at the table,” only to be replaced by investors that “may not have the same interest in long-term sustainability as CalPERS”..

CalPERS declined comment on Fossil Free California’s new report.

IndustriAll policy brief on the energy crisis

In a policy brief, IndustriAll union analyses the causes and effects of the recent energy price increases with a thorough criticism of the response measures being taken at the EU level. The policy brief notes that the observed rise in energy prices in the EU in 2021 was mainly driven by price developments in EU and international commodity markets, while the gas price on wholesale markets has reached unprecedented levels. It also adds that the impact of the commodity price increase on electricity goes beyond the share of the related commodities in the power generation due to the applied price-setting mechanism. This means that an electricity mix made of a majority of decarbonised sources, but requiring fossil-based sources to ensure part of its supply, is also exposed to the price increase of fossil-based electricity. Europe`s structural dependence on energy imports has even increased in the last decades, as in 2019, 61% of its gross energy consumption relied on imported energy products. IndustriAll also points to the investment challenge the EU is facing: beyond the electricity grid investment needs, reaching the EU 2030 emission reduction target would require €438 bn of additional annual investment, equivalent to 2.7-3% of GDP, while current investment commitments are massively falling short of this. The paper also claims that, not least due to market liberalisation, the EU has a fragmented energy supply chain where final consumers bear risk. An overview is provided about the response measures member states have undertaken to alleviate the effect of the price increases on consumers, from the temporary reduction of energy-related taxes and levies to handouts and `energy cheques`. The EU has recently published a toolbox to tackle energy prices. This document lists the initiatives that Member States can implement within the framework of the EU Energy and Single Market rules. Compensation measures and direct support for poor end-users, safeguards against disconnections, tax reductions, reform of the renewable support schemes, and the provision of state aid to companies and industries are among the most important recommendations to Member States.

IndustriAll argues that while reaching climate neutrality must remain the EU’s main objective, the current geopolitical situation and its impact on energy supplies and costs demand the mobilisation of all available means to secure affordable energy for all in the coming months.

IndustriAll Just Transition Manifesto

IndustriAll Europe launched a Just Transition Manifesto as the measures of the Fit for 55 package that implement European Green Deal objectives are taking their final shape. The union stresses that 25 million industrial workers in Europe potentially face restructuring and job losses due to the green transformation - exacerbated by the COVID-19 crisis, digitalisation, trade and market developments and a volatile geopolitical situation.

The manifesto is calling to policymakers Europe to ensure a transition to a green economy that is fair and just to ALL workers, and that does not destroy but preserves and creates good quality jobs. It speaks out for a transition that is anticipated, managed and negotiated with workers for every aspect that concerns them. For achieving this, the union demands a comprehensive Just Transition framework that provides guarantees for adequate resources, is based on effective policy planning, promotes and strengthen workers’ rights, and involves trade unions through intense social dialogue. 

The main demands of the manifesto are:

  • An industrial policy fit for ambitious climate goals and good quality jobs.
  • Adequate resources to fund the transition.
  • Stronger collective bargaining and social dialogue to negotiate the transitions.
  • A toolbox of workers’ rights and companies’ duties to anticipate and shape the change.
  • Tackling new skills needs and a right to quality training and life-long learning for every worker to support the Just Transition.

Swedish workers, decarbonisation and the dilemmas of a just transition

As Sweden's trade unions join the green economy, will they be able to manage the tensions between climate policies and party politics?

Ulf Karlström walks into the staff canteen having finished his morning shift. At one of the tables sit the representatives from Karlström’s union, IF Metall (the biggest union for factory and metal workers in Sweden). At another are the white collar workers and blast furnace managers. “Where are you going to sit?” someone asks, loud enough for everyone to hear. Karlström hesitates, only to be beckoned over by one of the managers, “Ulf, sit with us”.

Despite bearing all the hallmarks of a high school popularity contest, this scene took place at the Luleå plant of SSAB – a Swedish multinational and Northern Europe’s largest steel manufacturer – and is indicative of the conflicted loyalties seen in trade unions throughout Swedish industry today.

In 2021, Karlström was elected as trade union chairperson for the Pig Iron Division at SSAB Luleå. At the time, Karlström was serving as a local politician for the Sweden Democrats, an anti-immigration, right-wing populist party opposed to the climate politics of the centre-left Social Democrats. It was the latter who founded the Swedish Trade Union Confederation, or LO (Landsorganisationen), and still recruits members from LO’s ranks for political positions.

SSAB Luleå’s union members, who were fully aware of Karlström’s affiliation with the Sweden Democrats, did not consider this an obstacle to him representing their interests as workers. The leadership of IF Metall, which is part of LO, took a rather different view, leading to Karlström’s expulsion from the union. The issue was one of political loyalty, an issue of particular concern to the union’s ‘boomers’ (those born between 1946 and 1964).

A party for workers or a workers’ party?

Trade union members currently find themselves at the centre of a tug-of-war between the Social Democrats and the Sweden Democrats. This struggle between what has traditionally been viewed as the ‘party for workers’ and the new ‘workers’ party’ became national news in spring 2021 when Mats Fredlund, representative of the Transport Workers’ Union, was expelled for serving as an elected politician for the Sweden Democrats. Similar cases were also reported in the Union of Commercial Employees and the Teacher’s Union. The union leadership stated that the expulsions were driven by the fact that the Sweden Democrats’ värdegrund – a Swedish term alluding to a value system or core principles – was incompatible with that of LO’s Social Democrat trade unions.

This argument conveniently sidesteps the reality that over 60% of LO members now support political parties other than the Social Democrats. The Sweden Democrats have particularly large support among IF Metall members, suggesting affinity, rather than antagonism, between the core principles of Sweden Democrat and Social Democrat workers. It is this overlap that terrifies the LO leadership.

While the Sweden Democrats have been siphoning off Social Democrat voters since the early 2000s, it was not until summer 2020, when Susanna Gideonsson took over as LO’s chairperson, that explicit strategies were launched to bring conservative union members back into the union fold. Driving such initiatives is the overarching question: how can LO become better at listening to, and promoting, Swedish workers and the realities they face?
