A Real Extinction Rebellion Means the End of Colonialism, Imperialism, and Capitalism

In 2011, as a 20 year old activist new to the environmental movement I joined up with other like-minded people for a retreat in rural Wisconsin to plan and strategize our next steps. As a Black woman, it was painfully obvious that amongst the scores of people in attendance that there were very few people of color present. However, what was even more jarring than the racial disproportionality of the retreat was the attitudes of the white activists.

We were hanging out late at night in the living room of a retreat after a long day of workshops and trainings.

The overwhelming number of white activists and their views on race and the environment came to a head for me when I was asked,

“Damn, how do we get black people to care about the environment?”

This is what a white environmentalist (with dreads no less) asked me years ago. Being new to environmental spaces, I was dumbfounded by this comment. I took a long deep sigh, and thought, aren't I Black? Didn't I spend countless hours turning people out for direct actions? It was at this moment I began to realize that I was scoring points for the organization with frontline folks while within the organization I was in a sea of white people who saw me as a token.

Yet I knew that Black people care about the environment - about lead paint in housing, parks in the neighborhood, clean water and clean air. We have to care because we are disproportionately affected by the processes of capitalist environmental degradation.

Historically “environmentalism” was not the modality through which Black people explicitly addressed these issues. It was only later that I realized the lack of orientation that white-dominated environmental groups had toward people of color, and Black people in particular, helped to reinforce the alienation of marginalized communities from the wider environmental movement.

It is no wonder that so many of our people see environmental issues as largely the concern of privileged white people. Far too often we hear more about the protection of wild places we have little access to and not about the incinerators, refineries and mines that pollute our air and water. Anti police brutality movements such as Black Lives Matter struggles have focused attention on deaths of Black people through police terror, however, it is only recently that cases like Flint, Michigan and Newark, New Jersey, majority Black cities with no access to clean water, have gotten notice.

Because of racist housing practices like redlining, Black people have been forced to live near refineries and incinerators at higher rates compared to white people. According to a recent study from the Proceedings of the National Academy of Sciences, white people bear the burden of 17 percent less air pollution than is generated by their own consumption. Meanwhile, Blacks and Latinos experience 56 percent and 63 percent more exposure, respectively, than is caused by their consumption. Even still, it is not the consumption habits of workers that is causing this crisis. It is a political and economic system based on the accumulation of profits and ever expanding markets that is pushing the earth over the edge. Individual actions such as taking shorter showers or passing on plastic straws is not going to change that.

Remaking Our Energy Future: Towards a Just Energy Transition (JET) in South Africa

A just transition (JT) is a highly complex topic, where the overall goal is to shift to systems that are better for people and the planet, and to do so in a fair and managed way that “leaves no one behind”. A JT is about justice in the context of fundamental changes within the economy and the society.

Both of these areas are extremely contested, consensus is hard to achieve, and people are generally resistant to change. A JT confronts “business as usual” and threatens powerful vested interests in certain economic sectors. In recent years, a vast amount of literature on the subject has been published, and in South Africa the conversation has picked up pace. The urgency of acting now is indisputable.

While a JT can apply to many sectors and industries, this publication focuses on energy. In addition to being a major contributor to climate change, environmental damage and impacts on human health, the energy sector (particularly Eskom), is facing significant challenges in South Africa. We fully acknowledge that energy is linked to other sectors such as transport, agriculture, water and land use, and that a just energy transition (JET) is a part of a wider JT. While the focus of this report is on one sector, we do so recognising that it is linked to other parts of a larger system in many ways.

Our approach was to look at what we can learn from international experience, to combine that with what has already been done in South Africa, and to make recommendations about how to move forward. This publication focuses on the shift from coal to renewable energy (RE), mainly for electricity generation. We are well aware that a movement away from fossil fuels (coal, oil and gas) is far more than just moving from coal to RE, but as discussed in Chapter 3, this particular transition is the obvious starting point in South Africa. The lessons and recommendations presented here can also be adapted to other fossil fuel sectors. While the focus of this study is on coal, a big picture perspective of the energy system is crucial. South Africa must adopt an integrated planning approach, for energy and other sectors.

A Just(ice) Transition is a Post-Extractive Transition: Centering the Extractive Frontier in Climate Justice

While the global majority disproportionately suffer the impacts of the climate crisis and the extractivist model, theGlobal North’s legacy of colonialism, the excess of the world’s wealthiest, and the power of large corporations are responsible for these interrelated crises.

The climate change mitigation commitments thus far made by countries in the Global North are wholly insufficient; not only in terms of emissions reductions, but in their failure to address the root causes of the crisis – systemic and intersecting inequalities and injustices. This failure to take inequality and injustice seriously can be seen in even the most ambitious models of climate mitigation.

This report sets out to explore the social and ecological implications of those models.

The Red Deal: Indigenous Action to Save Our Earth

The proposed Green New Deal (GND) legislation is a step in the right direction to combat climate change and to hold corporate polluters responsible. A mass mobilization, one like we’ve never seen before in history, is required to save this planet. Indigenous movements have always been at the forefront of environmental justice struggles.

Democratic socialist congresswoman Alexandria Ocasio-Cortez, the main proponent of the GND, is herself a Water Protector who began her successful congressional run while she was at Standing Rock protesting the construction of the Dakota Access Pipeline. Thus, the GND and the climate justice movement in North America trace their origins to Indigenous frontline struggles.

With this background in mind, TRN is proposing a Red Deal. It’s not the “Red New Deal” because it’s the same “Old Deal”—the fulfillment of treaty rights, land restoration, sovereignty, self-determination, decolonization, and liberation. Ours is the oldest class struggle in the Americas; centuries-long resistance for a world in which many worlds fit. Indigenous peoples are best suited to lead this important movement. But it must come from the ground-up.

The Red Deal

The Red Deal is not a counter program of the GND. It’s a call for action beyond the scope of the US colonial state. It’s a program for Indigenous liberation, life, and land—an affirmation that colonialism and capitalism must be overturned for this planet to be habitable for human and other-than-human relatives to live dignified lives. 

The Red Deal is not a “deal” or “bargain” with the elite and powerful. It’s a deal with the humble people of the earth; a pact that we shall strive for peace and justice and that movements for justice must come from below and to the left. We do not speak truth to the powerful. Our shared truth makes us powerful. And this people’s truth includes those excluded from the realms of power and policy-making. 

In the spirit of being good relatives, the Red Deal is a platform that calls for demilitarization; police and prison abolition; abolishing ICE; tearing down all border walls; Indigenous liberation, decolonization, and land restoration; treaty rights; free healthcare; free education; free housing; full citizenship and equal protection to undocumented relatives; a complete moratorium on oil, gas, coal, and carbon extraction and emissions; a transition to an economy that benefits everyone and that ends the exploitation of the Global South and Indigenous nations for resources; safe and free public transportation; restoration of Indigenous agriculture; food sovereignty; restoration of watersheds and waterways; denuclearization; Black self-determination and autonomy; gender and sexual equality; Two-Spirit, trans*, and queer liberation; and the restoration of sacred sites.

Thus the Red Deal is “Red” because it prioritizes Indigenous liberation, on one hand, and a revolutionary left position, on the other. It is simultaneously particular and universal, because Indigenous liberation is for everybody.

Where will we get the resources to achieve these monumental tasks? We call for a divestment away from the police, prisons, and military (two of the largest drains on “public spending”) and fossil fuels and a reinvestment in common humanity for everyone (health, wellbeing, and dignity) and the restoration of Indigenous lands, waters, airs, and nations.

Extinction Rebellion Must Evolve to Tackle Our Systemic Climate Crisis

The movement known as Extinction Rebellion (XR) has pushed climate change firmly into the British consciousness, clearing the political hangover left by the never-ending Brexit fog. But there are constructive critiques to this monumental, London-centred climate activism that bear mentioning. Namely, what does this movement need to do to gather enough popular support and halt the ongoing climate meltdown.

XR takes over London

For 10 days in April, Extinction Rebellion created headline disruption, taking over prominent sites across London, including Parliament Square. They demanded that the UK government "tell the truth" about the scale of the climate crisis; enact legally binding policies to reduce carbon emissions to net zero by 2025; and do both through a Citizens Assembly (more on citizens assemblies here).

People last month participated in the tens of thousands, and many of then were new to activism. Holding these sites created space for public assemblies and direct action. When police arrested activists – more than 1,000 in total – more came forward until jail cells were full. Actions went far beyond London, from road blocks in Brussels to stopping a coal train in Australia, and die-ins as well as other actions from India to South Africa to Seattle.

Pressure from XR made Labour table a motion in Parliament to declare a climate emergency. The Welsh assembly did the same just days before. Now, as XR expands its effective activism globally, it is worth asking: what does this movement need to do to stop the climate catastrophe?

An Open Letter to Extinction Rebellion

This letter was collaboratively written with dozens of aligned groups. As the weeks of action called by Extinction Rebellion were coming to an end, our groups came together to reflect on the narrative, strategies, tactics and demands of a reinvigorated climate movement in the UK. In this letter we articulate a foundational set of principles and demands that are rooted in justice and which we feel are crucial for the whole movement to consider as we continue constructing a response to the ‘climate emergency’.

Dear Extinction Rebellion,

The emergence of a mass movement like Extinction Rebellion (XR) is an encouraging sign that we have reached a moment of opportunity in which there is both a collective consciousness of the immense danger ahead of us and a collective will to fight it. A critical mass agrees with the open letter launching XR when it states “If we continue on our current path, the future for our species is bleak.”

At the same time, in order to construct a different future, or even to imagine it, we have to understand what this “path” is, and how we arrived at the world as we know it now. “The Truth” of the ecological crisis is that we did not get here by a sequence of small missteps, but were thrust here by powerful forces that drove the distribution of resources of the entire planet and the structure of our societies. The economic structures that dominate us were brought about by colonial projects whose sole purpose is the pursuit of domination and profit. For centuries, racism, sexism and classism have been necessary for this system to be upheld, and have shaped the conditions we find ourselves in.

Another truth is that for many, the bleakness is not something of “the future”. For those of us who are indigenous, working class, black, brown, queer, trans or disabled, the experience of structural violence became part of our birthright. Greta Thunberg calls world leaders to act by reminding them that “Our house is on fire”. For many of us, the house has been on fire for a long time: whenever the tide of ecological violence rises, our communities, especially in the Global South are always first hit. We are the first to face poor air quality, hunger, public health crises, drought, floods and displacement.

A new chance for climate justice?

In the past year, concerns of civilizational collapse and unprecedented transformations of society and the economy have gone from being fringe ideas of eco-socialists to populating the mainstream debate in the Global North. The “Green New Deal” is gaining traction both amongst US Democrats and the UK’s Labour Party. There’s a growing desire for positive and visionary ideas, and a growing recognition of the scale and time frame of the challenge.

We can see the same desire in the explosion onto the scene of “Extinction Rebellion” and the phenomenal School Strike for Climate. While these initiatives represent different and internally diverse politics, they all speak to the same tendency: a profound sense of panic among people in the Global North.

There is much to praise and be heartened by in the shifting politics of the North, but there is a danger of missteps which could roll back the modest advances climate justice movements have made in the past few decades, and even contribute to the political forces we oppose. We need to debate the strategic value of the choices being made. We cannot afford to be uncritical, nor nihilistic.

Beyond the Nation State: A Critical Look at Venezuela’s Current Crisis

Venezuela has made headlines in the last few weeks, as Venezuelan opposition leader and National Assembly head Juan Guaidó has declared himself interim President, throwing the country into turmoil. Current President, Nicolás Maduro has called the effort a coup. Meanwhile, thousands of people have taken to the streets on both sides, with a death toll of 26 and rising. The Trump administration, many Western European countries, and the right-leaning bloc of Latin American governments have recognized Guaidó as the legitimate president of Venezuela.  Meanwhile Russia, China and others are backing Maduro. A third bloc, most notably Mexico and Uruguay, are calling for a peaceful transition through new elections.

I recently sat down with my co-worker Mateo Nube, collective member of the Movement Generation Justice & Ecology Project, for more political and economic context to the current crisis. In the interview, Nube unpacks the history and promise of the Bolivarian Revolution in Venezuela and beyond; the roots and early warning signs of the authoritarianism we’re now seeing play out in Venezuela; the lost opportunity for Venezuela to leverage its oil money wealth toward a just transition away from extractivism and toward a regenerative economy; and the dangers of U.S. interventionism in the conflict.

Brooke Anderson: Your family came up under dictatorships in both Venezuela and Bolivia, so this is personal for you. Give us some context to how you come to the question of Venezuela.

Mateo Nube: My family has roots in Venezuela. We originally  fled the Holocaust in the 30’s and 40’s and settled in Caracas [Venezuela] from Berlin. My mom grew up under Marcos Pérez Jiménez, the military dictatorship that really marked and traumatized Venezuelans. In turn, I was born in Bolivia in 1971 and spent the first 10 years of my life under military dictatorship there. So I’m politically steeped in resisting military authoritarianism and building social movements to not only overthrow the military but to redistribute wealth and power. So the Venezuelan context really marked my family and informed my political orientation.

Brooke Anderson: What’s actually happening on the ground in Venezuela right now?

Mateo Nube: The situation in Venezuela right now is dire and painful to witness. It is a mixture of a political, economic, and humanitarian crisis. The man who is controlling the state of Venezuela is Nicolás Maduro. He is the successor of Hugo Chávez, who led the Bolivarian Revolution for the last two decades, prior to his death in 2013. Maduro is currently facing a challenge from Juan Guaidó, the current head of the National Assembly. Guaidó is arguing that Maduro is not a legitimate President and that the constitution dictates that he, Guaidó, is the next in line. This contestation coming from the opposition is largely the right wing.

Neither of these leaders has tremendous legitimacy. There are two men (representing two political factions) who are calling themselves President of Venezuela. They are both claiming power in a way that disrespects the constitutional process of Venezuela. We can definitely call Guaidó’s move an attempted coup and unconstitutional. If we do, we also have to recognize that Maduro won the 2018 elections after banning the main opposition leader, Henrique Capriles, and multiple opposition parties from running and dissolved the opposition-controlled National Assembly in March 2017 through a stacked Supreme Court. If a right-wing political party had made these moves, we would have loudly denounced them.

Counter-power and self-defense in Latin America

In much of Latin America, the state does not protect its citizens. This is particularly true for the popular sectors, indigenous peoples, people of color and mestizos, who are exposed to the onslaught of drugs trafficking, criminal gangs, the private security guards of multinational corporations and, paradoxically, from state security forces such as the police and the army.

There have been several massacres in Mexico, for instance, such as the killing of 43 students in Ayotzinapa in September 2014 — and they are no exception. There continues to be impunity for the 30,000 who have disappeared and 200,000 who have died since Mexico declared its “war on drugs” in 2007. Slight differences aside, the current situation in Mexico is replicated across the region. In Brazil, 60,000 people meet a violent death every year, 70 percent of them of African descent, mostly youths from poor areas.

Against this backdrop of violence that threatens the lives of the poorest, some of the most affected have created self-defence measures and counter-powers. Initially, these are defensive, but ultimately develop power structures in parallel to the state. Since they are anchored in community practices, these self-defense groups are key to forming a form of power that differs from the hegemonic powers centered around state institutions. This essay examines them in more detail in order to understand this new trend in Latin American social movements.

Banking on Climate Change: Fossil Fuel Finance Report 2020

Financial companies are increasingly being recognized — by their clients, shareholders, regulators, and the general public — as climate actors, with a responsibility to mitigate their climate impact. For the banks highlighted in this report, the last year has brought a groundswell of activism demanding banks cut their fossil fuel financing, at the same time that increasingly extreme weather events have further underscored the urgency of the climate crisis.

This report maps out case studies where bank financing for fossil fuels has real impact on communities — from a planned coal mine expansion in Poland, to fracking in Argentina, to LNG terminals proposed for South Texas. Short essays throughout highlight additional key topics, such as the need for banks to measure and phase out their climate impact (not just risk) and what Paris alignment means for banks. Traditional Indigenous knowledge is presented as an alternative paradigm for a world increasingly beset with climate chaos. November’s U.N. climate conference in Glasgow, on the fifth anniversary of the adoption of the landmark Paris climate agreement, will be a crucial deadline for banks to align their policies and practices with a 1.5° Celsius world in which human rights are fully respected. The urgency of that task is underlined by this report’s findings that major global banks’ fossil financing has increased each year since Paris, and that even the best future-facing policies leave huge gaps.
