Public energy companies necessary for a fair transition

The debacle with the reversing electricity meter [also called “net-metering” in many contexts — a billing mechanism that credits solar capacity owners for electricity they feed into the grid] shows the limits of Flemish energy policy, which places the responsibility for the much-needed energy transition in the hands of the individual as consumer, investor and entrepreneur. For a socially just and democratic energy transition, the necessary efforts of energy cooperatives will not be sufficient. Only the state can regain control of the energy sector on behalf of, and for the benefit of, society as a whole.

Flemish energy policy has recently suffered from a severe heat stroke. The Constitutional Court has put an end to the reversing electricity meter. The decision dealt a heavy blow to those families who, after the (apparently worthless) guarantees of a bunch of liberal energy ministers about the legality of this particular support scheme, decided to install solar panels on their roofs before the deadline of January 1, 2021. Many of them feel cheated and that is certainly understandable. However, a critical inquiry should not stop there. The whole debacle shows the limits of an energy policy that places the responsibility for the much-needed energy transition in the hands of the individual as a consumer, investor and entrepreneur. 

“The sun has become a neoliberal investment product,” stated Dirk Holemans (Oikos). Holemans, together with Dirk Vansintjan (Ecopower & REScoop.EU), is arguing for a shift to a collective model in which citizens pool their resources and capacities in energy cooperatives. There is indeed a lot to be said for that. After all, energy cooperatives have a lot to offer in terms of democratic, social and ecological benefits.

In my opinion, however, the admirable self-organization of thousands of citizens will not be enough to break the dominance of the current for-profit energy model. The market power of the established players is simply too great for that. Only the state has the capacities, resources and potentially democratic legitimacy to regain control of the energy sector on behalf of and for the benefit of society as a whole. 

If we really want to democratize the energy sector in the service of social and ecological objectives, then public energy companies will have to play a major part. This does not have to be at the expense of energy cooperatives, as is sometimes incorrectly claimed. I am convinced that energy cooperatives in a public-driven model of energy democracy will actually have more opportunities to unleash their potential. But in order for that to happen, we must dare to question the liberalization of the energy sector. 

Equitable energy transition will require more than funding and job training, researchers say

Biden’s Climate Pitch Could Hit Turbulence From Some Fossil Fuel-Friendly Unions

President Biden is selling the climate-friendly aspects of his $2 trillion infrastructure plan as a chance to create good-paying union jobs. But at a local branch of one of the country’s oldest unions, there are doubts that dealing with climate change will be good for workers here, in the oil-and-gas state of Pennsylvania. 

Boilermakers Local 154 in Pittsburgh builds and maintains coal, natural gas, and nuclear power plants. During a recent training session, a handful of members practiced welding behind a thick blue safety curtain, part of preparations to repair and rebuild the boiler in a coal-fired power plant.

“That boiler is 100-some feet high,” said Shawn Steffee, the local’s business agent. “And they go up, way up in that boiler, perform that weld, and then come back down.”

It’s highly skilled work that can pay well, sometimes six figures — the “pinnacle” of blue-collar craftwork, Steffee said. And it’s exactly the kind of job he worries will disappear if Biden’s climate policies speed up the decline of fossil fuels in favor of renewable energy.

If he were to go work in the solar industry, for example, Steffee said he’d be essentially starting over in a new trade and risk losing some of his pension and other benefits.

“I’m going to throw everything away to go over here, and maybe start as an electrician?” he said. “I don’t know nothing about electrical. I know how to weld. I know how to build power plants.”

For a decade, Pennsylvania and other states have seen jobs in coal disappear as utilities have turned to cheaper natural gas. Now some in these states worry that ambitious climate goals — and cheaper wind and solar — mean oil and gas jobs will be the next to go. 

72% of surveyed oil and gas workers in Canada want career transition, with many willing to accept wage reduction

A survey of over 2,000 respondents from across Canada who had previously worked in the oil and gas industry found that 72% indicated that their career priority was to make a career transition. Of that 72%, “35% indicated their desired employment situation was in a different role or industry; 14% were seeking a different work arrangement such as self-employment; and 12% planned to seek employment after additional training.” The survey results are summarized in two blogs on March 30, Untapped Talent: Opportunity to Transition, and Untapped Talent, Transitioning Opportunity , from Canada’s oil and gas labour market organization, PetroLMI. The survey was conducted from October 2019 to December 2020.

While a resistance to lower wages is frequently cited as a barrier to Just Transition, the PetroLMI survey showed that: “the wage expectations of respondents were not out of line given their education, experience and skills. When asked about their salary expectations, 61% indicated a salary of less than $100,000, and 28% were willing to take a reduction in their salary for stable employment. In Alberta more than 35% of respondents said they were willing to take a salary reduction.” 42% of respondents were over the age of 55; 77% had over 15 years of experience; 86% had post-secondary education – in Alberta, most held a university, while in the rest of Canada, trade certification was most cited.

From the industry point of view: “While layoffs rarely have a silver lining, these workforce reductions mean there is a robust pool of talent available for hire.” “The layoffs that occurred among respondents were broad and impacted a wide range of job families and occupations from trades, truck drivers, technologists and technicians to geoscientists, engineers and information technologists. The talent pool also included occupations that tended to be transferable across industries including finance, accounting, human resources, health and safety, sales, marketing and business development. They also included field operations and drilling workers with transferable skills such as working in safety-sensitive workplaces, critical thinking and problem-solving. As a result, construction and renewable energy companies have begun hiring from this talent pool.”

Canada’s Petroleum Labour Market Institute (PetroLMI- formerly the Petroleum Human Resources Council of Canada) produces ongoing labour market analysis, recently stating: “The cumulative impacts of a six-year economic downturn, lower demand due to COVID-19 health restrictions, and structural shifts in the oil and gas industry, mean there is a smaller oil and gas workforce in Canada – down 26%, or 58,700 jobs from its peak in 2014.” Their latest detailed labour market data, sourced from Statistics Canada, is here. On that topic, Norwegian consultancy Rystad Energy ranks Canada, U.S. and Australia as hardest hit in “Covid-19 job toll: Top O&G employer China resilient, US takes larger hit than European peers” , a March 9 newsletter. An Energy State No More: As coal vanishes from the grid, so might West Virginia’s status as an energy state

In 10 years, unless West Virginia leapfrogs from its coal-dominated energy system to one driven by clean renewable resources, it will cease to be an energy state:

West Virginia’s status as an energy state — one that produces more energy than it consumes – will almost certainly come to an abrupt end within the next ten years and possibly sooner. That’s because market forces, even more than political ones, are inexorably eradicating coal from the nation’s electricity system.

West Virginia, which generates nearly twice as much electricity as it consumes, relies on coal for 91% of its output. So, as coal goes, so does West Virginia’s status as an energy state, which for many West Virginians is as much an issue of identity as it is of economics. But the economics are the driving force and they are irresistible.

In February, the investment house, Morgan Stanley, concluded that coal will disappear from the nation’s energy grid by the year 2033. Market trends bear that out. As recently as 2008, nearly half of America’s electricity came from coal. But, by 2019, only 12 states continued to generate even 40% of their electricity from coal. And, in those states, average residential monthly bills rose at twice the rate of the nation as a whole.

Fossil Fuel Companies Took Billions in U.S. Coronavirus Relief Funds but Still Cut Nearly 60,000 Jobs

When Congress looked to prop up a tanking economy and stanch its hemorrhaging of employment as the pandemic spread last year, the oil industry was among those that sought relief. Now, a new analysis shows that dozens of fossil fuel companies received billions of dollars in tax benefits in the coronavirus relief package, but slashed tens of thousands of jobs anyway.

While Congress ended up sending billions in direct loans to small and large businesses, a significant portion of CARES Act benefits came in the form of changes to the tax code. At least 77 fossil fuel companies took advantage of those to claim a total of $8.2 billion in benefits last year, even as they cut nearly 60,000 jobs, according to an analysis published Friday by BailoutWatch, a nonprofit supported by Rockefeller Philanthropy Advisors.

Chris Kuveke, a BailoutWatch analyst, said the data shows that the aid to the industry failed to deliver the benefits that Congress had intended.

“These companies did not use that money they received through the CARES Act to maintain payroll,” he said.

As oil prices collapsed last year, some energy companies began lobbying Congress and the federal government for various forms of relief. Occidental Petroleum, for example, enlisted its employees to send letters to members of Congress to ask that they “provide liquidity” to the energy industry, according to Bloomberg News.

Among the various forms of stimulus included in the final relief package were changes to the tax code that proved beneficial to the oil industry.

For example, companies for years were allowed to “carry back” their losses in one year to offset profits from previous years to get a retroactive tax refund. That allowance helped companies with volatile earnings, but it was eliminated by the 2017 tax cuts signed into law by President Donald Trump. The change was one of the few provisions of the tax overhaul that modestly increased the tax burden for corporations, even as the bill overall drastically reduced corporate taxes, said Thornton Matheson, a senior fellow at Urban-Brookings Tax Policy Center.

The CARES Act eliminated that change, and even expanded on the original provision, allowing companies to carry any losses incurred from 2018-2020 back five years, instead of the two years allowed before the 2017 tax bill. Matheson said the oil and gas industry was among a few likely to benefit most from that part of the CARES Act, because its earnings can swing wildly with commodity prices.

Thus the change allowed companies to stretch losses from 2018 back to 2013, when oil prices were above $100 a barrel and profits for some of them were sky high (prices fell sharply in late 2014, and have not fully recovered).

Marathon Petroleum, a major refiner, benefited the most, the analysis found, claiming $2.1 billion in tax benefits, according to the BailoutWatch analysis. The company cut nearly 2,000 jobs last year, not counting those in its retail business.

Marathon disputed the figure, saying that less than 30 percent of its $2.1 billion tax benefit was due to the CARES Act provisions. However, its annual securities filing said that based on the carryback “as provided by the CARES Act, we recorded an income tax receivable of $2.1 billion” to reflect the company’s estimate of the refund it expected to receive in its 2020 tax return.

Marathon spokesman Jamal T. Kheiry said some of the layoffs were associated with the idling of refineries, and added that the company was generous with employees who lost their jobs. “To help affected employees transition, we provided severance, bonus payments, extended healthcare benefits at employee rates, job placement assistance, counseling and other provisions,” he said.

NOV, a drilling company, cut nearly 8,000 workers, more than 20 percent of its employees, despite receiving a $591 million tax benefit. The company did not respond to a request for comment.

Occidental collected $195 million and cut 2,600 jobs.

Eric P. Moses, a spokesman for Occidental, said the job cuts were associated with its 2019 acquisition of Anadarko Petroleum “and completed prior to the COVID pandemic and Congress’ passage of the CARES Act.”

To Save America, Help West Virginia

A Democratic swing vote in an evenly divided Senate, West Virginia Democrat Joe Manchin has already proved to be a significant obstacle to progressive policy. His opposition was a significant reason for Biden’s failure to raise the minimum wage to $15; Manchin also played a key role in shrinking the household stimulus checks, as well as the weekly unemployment checks. He will be a necessary and highly undependable vote as Democrats attempt to address the climate crisis, advance union organizing rights, and counter racist Republican efforts to legislate voter suppression.

However, the infrastructure bill that Biden and the Democrats are preparing to unveil, which is expected to call for $3 trillion in investment in public goods and services, presents an opportunity for West Virginians — and for all of us. Manchin has been championing this legislation, even calling for it to be funded with an increase in taxes on corporations and the wealthy. On this issue, Eric Levitz of New York magazine has convincingly argued, Manchin is actually pulling Biden to the left.

Manchin’s salience puts West Virginia in a powerful position. The state has urgent needs, given the long decline of the coal industry and the double impact of the opioid and coronavirus public health crises. Almost a third of West Virginians filed for unemployment between mid-March 2020 and the end of January 2021.

A report by University of Massachusetts economists with the Political Economy Research Institute (PERI), released in late February, proposed a recovery plan for West Virginia, with good jobs and environmental sustainability at its center. The study showed how compatible these priorities really are. The state’s coal industry has spent years successfully demonizing Democrats and environmentalists as job killers. Under recent regimes of neoliberal austerity, there might been some truth to that, but with more generous investment from the federal government, West Virginia can redevelop its economy and lead the nation in fighting climate change at the same time.

PERI found that the struggling Appalachian state could reduce carbon emissions by 40 percent by 2030 and reach zero emissions by 2050 — the targets the Intergovernmental Panel on Climate Change (IPCC) determined in 2018 were needed in order to avoid irreversible damage to our planet and to human civilizations — while creating jobs and promoting prosperity. The UMass researchers found that $3.6 billion per year in (both public and private) investments in a clean energy program — averaged over the 2021–2030 time period — would generate about 25,000 West Virginian jobs per year. The PERI researchers also analyzed the effect of $1.6 billion a year — also over 2021–2030 — in investments in public infrastructure, manufacturing, land restoration, and agriculture, finding that these efforts would generate about 16,000 jobs per year.

In fighting for such priorities, progressives need resist the pull of what we might call “woke neoliberalism.” Woke neoliberalism functions by using charges of racism and sexism — very real problems! — against initiatives that could help the entire working class. (Remember Hillary Clinton’s, “If we broke up the big banks tomorrow, would that end racism?”) In the debate over the Biden infrastructure bill, some well-meaning people are falling into that trap, already pitting investment in care work and infrastructure against each other.

The Washington Post reported on Monday, “Some people close to the White House say they feel that the emphasis on major physical infrastructure investments reflects a dated nostalgia for a kind of White working-class male worker,” citing SEIU president Mary Kay Henry’s private admonitions to the White House not to overlook the care economy. Henry said, “We’re up against a gender and racial bias that this work is not worth as much as the rubber, steel and auto work of the last century.” Economists Heidi Shierholz, Darrick Hamilton, and Larry Katz reportedly argued to the White House that investing in care work would create more jobs than investing in infrastructure.

Let’s not do this.
