Clean Energy Investments for New York State: An Economic Framework for Promoting Climate Stabilization and Expanding Good Job Opportunities

This study examines the prospects for transformative clean energy investment projects for New York State. Taken as a whole, these investments should be understood as a major initiative within the state to advance the fundamental goal of global climate stabilization. These investments should be undertaken by both the public and private sectors in New York State, supported by a combination of public investments and incentives for private investors.

This study builds from New York State’s existing Reforming the Energy Vision (REV) project and the New York State Energy Plan, which fleshed out a policy agenda based on the REV project. Governor Andrew Cuomo first presented the REV program in April 2014 and reaffirmed New York State’s commitments in June 2017. The primary goals of the REV program, which are targeted to be achieved by 2030 in New York State, include: 1) a 40 percent reduction in all greenhouse gas emissions; 2) generating 50 percent of all electricity from renewable energy sources; and 3) achieving a 23 percent improvement in energy efficiency in buildings relative to the 2012 level.

The REV goals and the State Energy Plan are unquestionably significant starting points for advancing clean energy policies in New York State. But they are not adequate to enable the state to achieve emissions reduction goals that meet the challenges we face with global climate change. As such, this study works from a more ambitious set of goals, both in terms of emissions reductions and in achieving broader positive impacts with respect to expanding job opportunities and raising living standards throughout New York State.

The first specific aim on which we focus in this study is to achieve, by 2030, a 50 percent reduction below the 1990 level in all human-caused CO2 emissions in New York State, along with comparable reductions in methane emissions resulting from natural gas extraction.

The second, equally important, goal is to achieve the 2030 CO2 emission reduction standard while also expanding job opportunities and raising average living standards throughout New York State. The expansion of clean energy investments will need to focus on 1) dramatically improving energy efficiency standards in New York’s stock of buildings, automobiles and public transportation systems, and industrial production processes; and 2) equally dramatically expanding the supply of clean renewable energy sources—primarily wind, solar, and geothermal power—available at competitive prices to all sectors of New York State’s economy.

In addition to these goals for 2030, this study also explores the prospects for achieving the longer-term aim of bringing CO2 emissions in New York State down to zero by 2050, while, again, concurrently expanding job opportunities and raising average living standards throughout the state.

Diversity in California’s Clean Energy Workforce: Access to Jobs for Disadvantaged Workers in Renewable Energy Construction

Executive Summary

Over the past decade California has emerged as a national and international leader in vigorously addressing climate change. Throughout this time one of the state’s key challenges has been to ensure that the “green jobs” being created in the clean energy boom not only have good pay and benefits but also are equitably distributed across the labor force. This report analyzes the degree to which California’s underrepresented and disadvantaged workers have been able to gain access to career-track jobs in the construction of renewable energy power plants. The growth of renewable energy has been and continues to be a key element of California’s climate efforts: policy-makers are now considering SB 100, which sets a goal of procuring 60 percent of the state’s electricity from renewables by 2030 and 100 percent from zero-carbon sources by 2045.

In California, the construction of renewable energy power plants has primarily been carried out under collective bargaining agreements, known as project labor agreements, which entail the utilization of the state-certified apprenticeship system. Apprenticeship allows entry-level, unskilled workers to obtain free training, a job, and a defined path toward a middle-class career. Until now, little information had been available to assess the extent to which disadvantaged communities are able to access this opportunity.

This paper uses two data sources on entry-level workers in renewable energy construction. First, we use data provided by the California Division of Apprenticeship Standards (DAS) on enrollment in the apprenticeship programs of three principal skilled trades unions (Electricians, Ironworkers, and Operating Engineers) that have built renewable power plants in California from 2002 through part of 2017. The second set of data comes from Local 428 of the International Brotherhood of Electrical Workers (IBEW) and concerns workers who built 27 solar farms in Kern County, totaling almost 2,000 megawatts (MW) of capacity between 2013 and 2017, which amounts to about 25 percent of the solar PV power plants installed in the state during this period.

Reversing Inequality, Combatting Climate Change: A Climate Jobs Program for New York State

Economic inequality in New York is rising. Currently, the state has the second highest level of economic inequality in the country. Unequal job growth across the state and stagnant wages in several sectors are two of the main contributors to rising inequality. While the state overall has seen several years of employment growth, there are stronger employment gains in New York City than in other parts of the state still suffering from job losses and stagnant employment levels. Additionally, in many sectors, such as construction and manufacturing, wages are not increasing at the same pace as inflation, leaving many workers with paychecks that fail to cover basic household costs.

At the same time, New York is falling far short of its necessary greenhouse gas pollution reductions. To stop catastrophic climate change, global greenhouse gas emissions must be reduced at least 80 percent below 1990 levels by 2050, which would require four times the current annual emissions reduction rate. By 2050, New York State’s emissions must be only a fraction of what they are now to meet the United Nations’ Intergovernmental Panel on Climate Change’s targets set to prevent irreversible damage. We are far from that target. In the transportation sector, emissions are actually increasing and energy sector emissions may also be increasing given likely underestimation of methane emissions from natural gas.

New York State can take action now to protect New Yorkers from the worst effects of climate change, and do our part in reducing global emissions, while also fighting against growing economic inequality. Extreme weather, such as Hurricanes Irene and Sandy, is predicted to become more the norm, not the exception. These recent extreme weather events highlighted New York’s deep inequality: some could afford to leave the city or move into hotels when their residences flooded while others were left stranded.

Adopting a bold and aggressive plan to invest in climate-addressing infrastructure can be an important step towards simultaneously addressing the crises of inequality and climate change head on and position New York as a national leader in charting the path to a low-carbon, equitable economy. The recommendations presented below aim to create good, high-road jobs that provide familysustaining wages and benefits for communities across the state. These proposals could also result in meaningful emissions reductions and put New York on the path to building an equitable clean-energy economy that can work for all New Yorkers. The authors hope this report helps spark additional research and policy development on how to simultaneously reduce greenhouse gas emissions and reverse inequality by protecting workers and creating good, family-sustaining jobs in new lowcarbon sectors. Future research, in particular, could perform a detailed analysis of the cost of job creation strategies in low-carbon sectors, how to finance these strategies, and a cost-benefit analysis that includes the cost of potential job loss and reduced economic activity in high-carbon sectors.

Building Trades Activists Stand Up to Trump

When they heard President Donald Trump would address the Building Trades national legislative conference, activists from Electrical Workers (IBEW) Local 569 knew they had to do something.

“We couldn’t let him come and speak to us and just sit there,” said William Stedham, a “workaday Joe” and executive board member of the San Diego-based local. “If we hadn’t, everyone would think that the Building Trades was on board with him 100 percent, and we’re not.”

So a few minutes into his speech, six of them stood up with signs that said “Resist” and turned their backs on the billionaire-in-chief. The gesture flew in the face of a directive from Building Trades leadership that attendees should “be on their best behavior.”

Demonstrators included the political director and business manager of Local 569 as well as the president and political director of the San Diego Building Trades.

San Diego activists are hot about Trump’s decision to appoint a top lobbyist from the anti-union Association of Building Contractors to a key role on his incoming Department of Labor team.

They’re also furious that former Heritage Foundation staffer James Sherk is now the White House Domestic Policy Council’s labor and employment adviser. Sherk has written a seemingly infinite number of articles attacking union workers. A sample: frequent pieces attacking minimum wage increases, an argument in favor of requiring unions to be re-certified every two to four years a la Scott Walker’s Wisconsin, and a report titled “Right to Work Increases Jobs and Choices.”

“The things we’ve been fighting hard for—more project labor agreements, more local-hire agreements, and better training and workplace safety—none of them are being supported by the Trump administration,” says Gretchen Newsom, political director of Local 569.

Brothers and Sisters, It’s Time to Fight

The speed of events since Trump’s inauguration has made my head spin. The administration’s absolute onslaught against women, environmentalists, Muslims, immigrants, and the government itself began on day one. So I was a little shocked to see some of the building trades union leadership meet so happily with our nation’s first orange president.

“We have a common bond with the president,” Building Trades President Sean McGarvey said. “We come from the same industry. He understands the value of driving development, moving people to the middle class.” McGarvey also commented that President Obama had never met with the trades.

Some enthusiastic Trump supporters have lit up my Facebook page with stories about how he is going to “Make America Great Again.” One wrote, “I was told Trump was anti-union... Being an informed voter, I knew it was hogwash... here’s the proof.” He left a link to an article about the new president’s meeting with the union leaders.

California’s Clean Energy Revolution: More Than Just Jobs; Study finds Renewables Portfolio Standard brings worker training, living wages, good benefits

California’s leadership on climate policy solutions has brought much attention to the quantity of jobs created in the state’s renewable energy industry. Yet the quality of those jobs has largely remained a mystery, and clean energy jobs aren’t automatically good jobs. A new UC Berkeley report released this morning at a press conference at the IBEW-NECA Sacramento Area Electrical Training Center finds that California’s principal climate policy, the Renewables Portfolio Standard (RPS), has created good jobs with a career path for non-college bound workers. This is a virtuous cycle: the renewable projects create paid training for workers through state-certified apprenticeship programs, and they help fund the training of future workers through joint employer and employee contributions made for every hour worked.

The report finds that the RPS has created a “high road” renewable energy industry, which contrasts markedly with “low road” strategies of states such as Texas in which job training is rare, wages are low and benefits often nonexistent.

What’s more, the high-quality jobs resulting from California’s RPS largely have been created in regions of the state where they are most needed, with high unemployment and low income.

The report, “The Link Between Good Jobs and a Low Carbon Future,” was published by the Donald Vial Center for Employment in the Green Economy, part of the UC Berkeley Labor Center.

“What’s unique about California is that the boom in renewables has created quality jobs that lead to real careers,” said Betony Jones, Associate Chair of the Donald Vial Center and a co-author of the report. “These are not just jobs to get by. Workers on these projects are getting health care, pension contributions, and paid comprehensive training that leads to career stability,” she said.

“This benefit package helps maintain a skilled workforce that benefits not only the construction industry but also the state’s broader economy,” said Dr. Carol Zabin, co-author of the report.

Senator Kevin de León remarked, “This research offers powerful new evidence of the positive economic impact California’s climate policies are having for blue-collar working families across our state, especially in our most disadvantaged communities. California is poised to build on this success over the coming years with even more ambitious goals for clean energy generation established under Senate Bill 350.”

Jose Muñoz, a journeyman electrician and father of three from Calexico, has worked on several commercial-scale solar projects, wind farms and energy storage projects in San Diego and Imperial Counties since 2006. “The benefits and training that come with these jobs are the most important things,” he said. “One job site can have about 600 electricians and lot of those are local guys who come from fast food jobs or working in the fields,” said Muñoz. “They have never had benefits for themselves and their families before.”

Key Findings:
The report calculated the following effects of California’s RPS from 2002-2015:

  • Creation of 25,500 blue-collar job-years (about 53 million hours of blue-collar construction work), with greatest job gains in counties such as Kern, San Bernardino, Riverside and Imperial, where unemployment rates are far above the state average and income is far below average.
  • California’s Inland Empire and San Joaquin Valley together have seen 65% of these jobs.
  • Almost all the large-scale renewable projects are built under project labor agreements, which provide union pay rates, health insurance and pension programs for all workers, whether or not their employers are union.
  • Utility-scale photovoltaic construction projects have funded 1,700 apprentices, providing them with earn-while-you learn classroom and on-the-job training, and putting them on a pathway to mastery of their trade and a middle-class career.
  • This high-road construction industry not only provides full family health care and retirement benefits, but also is the primary funder of the apprenticeship training system, with the state paying only a portion of the classroom training.
  • In contrast, the renewable energy construction industries in other states such as Texas or Arizona are more commonly non-union, provide lower wages, do not participate in apprenticeships, and lack health care and retirement benefits.

Diablo Canyon nuclear plant to be shut down, power replaced by renewables, efficiency, storage

An historic agreement has been reached between Pacific Gas and Electric, Friends of the Earth, and other environmental and labor organizations to replace the Diablo Canyon nuclear reactors with greenhouse-gas-free renewable energy, efficiency and energy storage resources. Friends of the Earth says the agreement provides a clear blueprint for fighting climate change by replacing nuclear and fossil fuel energy with safe, clean, cost-competitive renewable energy. 

The agreement, announced today in California, says that PG&E will renounce plans to seek renewed operating licenses for Diablo Canyon’s two reactors -- the operating licenses for which expire in 2024 and 2025 respectively. In the intervening years, the parties will seek Public Utility Commission approval of the plan which will replace power from the plant with renewable energy, efficiency and energy storage resources. Base load power resources like Diablo Canyon are becoming increasingly burdensome as renewable energy resources ramp up. Flexible generation options and demand-response are the energy systems of the future.

By setting a certain end date for the reactors, the nuclear phase out plan provides for an orderly transition. In the agreement, PG&E commits to renewable energy providing 55 percent of its total retail power sales by 2031, voluntarily exceeding the California standard of 50 percent renewables by 2030.

"This is an historic agreement," said Erich Pica, president of Friends of the Earth. "It sets a date for the certain end of nuclear power in California and assures replacement with clean, safe, cost-competitive, renewable energy, energy efficiency and energy storage. It lays out an effective roadmap for a nuclear phase-out in the world's sixth largest economy, while assuring a green energy replacement plan to make California a global leader in fighting climate change."

A robust technical and economic report commissioned by Friends of the Earth served as a critical underpinning for the negotiations. The report, known as “Plan B,” provided a detailed analysis of how power from the Diablo Canyon reactors could be replaced with renewable, efficiency and energy storage resources which would be both less expensive and greenhouse gas free. With the report in hand, Friends of the Earth’s Damon Moglen and Dave Freeman engaged in discussions with the utility about the phase-out plan for Diablo Canyon. NRDC was quickly invited to join. Subsequently, International Brotherhood of Electrical Workers Local 1245, Coalition of California Utility Employees, Environment California and Alliance for Nuclear Responsibility partnered in reaching the final agreement. The detailed phase out proposal will now go to the California Public Utility Commission for consideration. Friends of the Earth (and other NGO parties to the agreement) reserve the right to continue to monitor Diablo Canyon and, should there be safety concerns, challenge continued operation.

The agreement also contains provisions for the Diablo Canyon workforce and the community of San Luis Obispo. “We are pleased that the parties considered the impact of this agreement on the plant employees and the nearby community,” said Pica. “The agreement provides funding necessary to ease the transition to a clean energy economy.” 

Diablo Canyon is the nuclear plant that catalyzed the formation of Friends of the Earth in 1969. When David Brower founded Friends of the Earth the Diablo Canyon was the first issue on the organization’s agenda and Friends of the Earth has been fighting the plant ever since. This agreement is not only a milestone for renewable energy, but for Friends of the Earth as an organization.

Just Transition: Joint Proposal of PG&E, Friends of the Earth, NRDC, IBEW Local 1245, et. al. to Retire Diablo Canyon Nuclear Power Plant

This document is an example of an actual "Just Transition" agreement hammered out through negotiations after years of organizing by environmental organizations and dialog with unions. While it's no doubt far from perfect, it still represents a starting point for similar campaigns elsewhere, and like a union contract, it's the product of negotiations following struggle. To secure better deals, the unions and ecological movements need to keep organizing and building their collective power.

Labor Rallies Against Fossil Fuel At Climate Rally In Oakland on November 21, 2015

The march and rally was endorsed by the bay area labor councils. IBEW 595 officials also talk about the Zero Carbon building the union has built in San Leandro to train apprentices and their members on technology and energy efficiency.
