Fighting fossil fascism for an eco-communist future

The West Coast of North America is, once again, on fire. Last month, Phoenix, Arizona, recorded temperatures of 46 degrees Celcius five days in a row. A new record. Every afternoon, the surface temperature of concrete and tarmac climbed to 82 degrees Celsius — hot enough to cause third-degree burns. In California and Texas, where temperatures were marginally lower, energy grid operators feared a prolonged heat wave would wreak havoc on energy infrastructure, forcing a repeat of last years’ rolling blackouts. For many dependent on air conditioning to stay cool in the sweltering heat, this would cause health complications or even death.

North America’s ongoing heatwave follows months of dry weather across the West Coast that have established the conditions for a summer of unprecedented water shortages, crop failures and wildfires. California and Arizona’s wildfire season started unusually early. One of Arizona’s first fires roared for four days, incinerating 27 square miles of countryside and forcing the evacuation of two townships. As this interview is prepared for publication, more than 60 wildfires are raging across the West Coast, some two times the size of Portland. As has become commonplace in the US, state officials are sending prisoners in to tackle the flames, paying them as little as $1.50 an hour.

Already this year Pakistan and Northern India have been wracked by temperatures reaching 52 degrees Celsius. While the small town of Lytton, 124 miles outside Vancouver, hit 49.6 degrees Celsius, the highest temperature ever recorded in Canada. Meanwhile, Brazil has suffered under its worst drought in 100 years, sending food prices spiraling upwards. At these extremes, life as normal is suspended. People die. Ecosystems collapse. And out of the disarray, reactionary social forces make their move.

Through a toxic combination of long-established anti-immigrant and racializing tropes and a regressive denialist climate agenda, far-right parties and social movements are exercising increased influence across Europe and the Americas. The Zetkin Collective’s White Skin, Black Fuel: The Danger of Fossil Fascism charts the rise of these movements and ideas and, with an eye to the horizon, forecasts the emergence of “fossil fascism.”

Zetkin Collective member Andreas Malm’s most recent individually authored works How to Blow up a Pipeline and Corona, Climate, Chronic Emergency, were rapidly-written conjunctural analyses of our intersecting ecological, epidemiological and political predicaments. Both books sought to drive a red-and-green wedge into conversations about capitalism’s breathless trajectory towards ecological collapse and the limits of prevailing strategies among elements of the capitalist core’s climate movements.

While none of the urgency of these works is lost in White Skin, Black Fuel, it drops into the background as a richly detailed analysis of the interrelations of racial capitalism, fossil fuel extraction, nationalism and climate breakdown takes precedence. The book is an example of engaged scholarly research at its best. A clarion call to movements and a forceful reminder of the reactionary forces that are stacked against us as we fight to realize an eco-communist future.

Build back Better begins with funding to green Algoma Steel

On July 5, the federal government announced that $420 million in federal funding will go to Algoma Steel in Sault Ste. Marie Ontario, to enable the company to retrofit their operations and transform their coal-fired steelmaking processes to Electric-Arc Furnace production. The press release from the Prime Minister’s Office explains that Electric-Arc Furnace production is an electricity-based process, expected to cut greenhouse gas (GHG) emissions by more than 3 million metric tonnes per year by 2030, making Algoma the “greenest” steelmaker in Canada. At the same time, the transformation will create an estimated 500 construction and subcontracting jobs, as well as over 600 new co-op placements for students, and approximately 75 high-tech STEM jobs.

The total cost of Algoma’s transformation is estimated at $703 million over four years – $220 million will come from the federal Infrastructure Bank, and up to $200 million from the Net Zero Accelerator program, under the Strategic Innovation Fund. A major expenditure, but small compared to the $23 billion worth of support the government has provided since 2018 to the Coastal GasLink, Trans Mountain, and Keystone XL pipelines, according to a new report from the International Institute for Sustainable Development .

Algoma’s press release and its Environmental policies offer information about the company. A CBC summary of the funding announcement is here, and the Toronto Star offers an Opinion piece, “Justin Trudeau just gave one of Canada’s biggest polluters hundreds of millions of dollars – why won’t he show us the deal?” (July 5) . In that essay, author Heather Scofield states: “Algoma was first in line to get the federal funding because it was meant to set the tone for building back better. Let’s make sure it sets more than a tone, and actually sets standards of transparency, accountability and weaning our economy off fossil fuels too. ”

Workers at Algoma are represented by United Steelworkers Local 2251. From the national office, an article, “Canada’s Steel Industry Has A Secret Weapon That Could Soon Beat China’s Cheaper Bid” discusses the union’s hope that government green procurement policies will favour Canadian-made, low-carbon steel in future infrastructure projects. A February 2021 report from BlueGreen Canada made the same point about steel, aluminum and lumber products in Buy Clean: How Public Construction Dollars can create jobs and cut pollution . Driving Destructive Mining: EU Civil Society Denounces EU Raw Materials Plans in European Green Deal

A global coalition of 180+ community platforms, human rights and environmental organisations, and academics from 36 nations is calling on the EU to abandon its plans to massively expand dirty mining as part of EU Green Deal and Green Recovery plans.

In a statement released in the middle of EU green week, the coalition explains why, if left unchanged, EU policies and plans will drastically increase destructive mining in Europe and in the Global South, which is bad news for the climate, ecosystems, and human rights around the world.

“The EU is embarking on a desperate plunder for raw materials. Instead of delivering a greener economy, the European Commission’s plans will lead to more extraction beyond ecological limits, more exploitation of communities and their land, and new toxic trade deals. Europe is consuming as if we had three planets available”, says Meadhbh Bolger, Resource Justice Campaigner for Friends of the Earth Europe.

Coordinated by the Yes to Life, No to Mining Network’s European Working Group, the statement’s signatories are united in support of an urgent and rapid transition to renewable energy.

However, they argue that relying on expanding mining to meet the material needs of this transition will replicate the injustices, destruction and dangerous assumptions that have caused climate breakdown in the first place:

“The EU growth and Green Deal plans must consider a deep respect of the rights of affected communities in the Global South, that are opposing the destruction of their lands, defending water and even their lives. A strong collective voice is arising from affected communities around the Planet, denouncing hundreds of new mining projects for European consumption. Their urgent message needs to be heard in the North: Yes to Life No to Mining”, says Guadalupe Rodriguez, Latin American Contact Person for the global Yes to Life, No to Mining solidarity network.

“Research shows that a mining-intensive green transition will pose significant new threats to biodiversity that is critical to regulating our shared climate. It is absolutely clear we cannot mine our way out of the climate crisis. Moreover, there is no such thing as ‘green mining’. We need an EU Green Deal that addresses the root causes of climate change, including the role that mining and extractivism play in biodiversity loss ”, adds Yvonne Orengo of Andrew Lees Trust, which is supporting mining affected communities in Madagascar.

The statement sets out a number of actions the EU can take to change course towards climate and environmental justice, including recognising in law communities’ Right to Say No to unwanted extractive projects and respect for Indigenous Peoples’ right to Free, Prior and Informed Consent.

Fighting for Coal Country

Clearly, the UMWA's positions on carbon capture and storage (CCS) and so-called "clean coal" stand in contrast (and, for the most part, opposition) with the entirety of the climate justice movement, ecosocialists, green syndicalists, and a good deal of rank-and-file union members not involved in resource extraction (including the more than 60-70% who support something like the Green New Deal). That said, at least the UMWA finally accepts that coal is a dying industry and a just transition is needed. Therefore, this is presented to show where the UMWA stands, not as an endorsement of their positions.

At the end of 2011, there were nearly 92,000 people working in the American coal industry, the most since 1997. Coal production in the United State topped a billion tons for the 21st consecutive year. Both thermal and metallurgical coal were selling at premium prices and companies were making large profits.

Then the bottom fell out. Over the next 4 years, coal prices cratered, especially in metallurgical coal but also in thermal coal. The global economy slowed, putting pressure on steelmaking and metallurgical coal production. Foreign competition from China, Australia, India and elsewhere cut into met coal production.

Domestically, hydraulic fracturing (fracking) of shale formations opened up previously untapped natural gas fields, caused the price of gas to drop below that of coal for the first time in years. Utilities began switching the fuel they used to generate electricity from coal to gas. Environmental regulations coming from the Obama administration also impacted coal employment. By 2016, just 51,800 people were working in the coal industry. 41,000 jobs had been lost.

Companies went bankrupt. Retirees’ hard-won retiree health care and pensions were threatened. Active miners saw their contracts, including provisions that had been negotiated over decades, thrown out by federal bankruptcy courts. From 2012 to today, more than 60 coal companies have filed for either Chapter 11 reorganization bankruptcy or Chapter 7 liquidation. Almost no company has been immune.

“Just since 2015 we have had companies like Peabody, Arch, Alpha Natural Resources, Walter Energy, Westmoreland and Murray Energy all go bankrupt,” President Roberts said. “Patriot Coal went bankrupt twice. Retirees’ health care was on the brink, but we were successful in preserving that in 2017. The 1974 Pension Fund was on the path to insolvency, but we were able to save that in 2019.

“Even though our contracts were thrown out by bankruptcy judges at company after company, we were successful in preserving union recognition, our members’ jobs and reasonable levels of pay and benefits at every company as they emerged from bankruptcy,” Roberts said. “But in no case has the contract that came out of bankruptcy been the same as the one our members enjoyed when a company went into bankruptcy. This has been extremely painful all the way around.”

Can Carbon Capture Save Our Climate— and Our Jobs?

As storms, heat waves, fires, floods, and other devastating effects of global warming have grown, more and more people have become convinced of the need to reduce greenhouse gases (GHG) emitted into the atmosphere. The Paris Agreement defined the goal of limiting global average temperature increase to 1.5 degrees Celsius above pre-industrial levels. At the April Climate Summit President Joe Biden announced the U.S. will target reducing emissions by 50-52 percent by 2030 compared to 2005 levels and reaffirmed the U.S. commitment to reach net zero emissions by 2050. These goals indicate what the consensus of climate scientists says is necessary to ward off the most destructive possible effects of climate change. The question remains how to realize them.

There are two well established and proven means to reduce GHG emissions. The first is to replace the burning of fossil fuels with renewable energy from solar, wind, hydropower, and geothermal sources. The other is to reduce the amount of energy we need through a myriad proven means ranging from switching from gasoline to electric vehicles to insulating houses. Numerous studies and thousands of implementations lay out the scientific and economic effectiveness of protecting the climate by reducing fossil fuel emissions.

There is a third means that is being promoted: continue burning fossil fuels but capture carbon–the principal greenhouse gas–either in the smokestack or by sucking it out of the air after it has been released. Various techniques for doing this have been developed with various names–carbon capture and storage (CCS), carbon capture and utilization (CCU), bioenergy with CCS (BECCS), and direct air capture with CCS (DACCS). We will refer to them together as “carbon capture.”

There is a debate in the climate and labor movements about the use of carbon capture as a climate solution. Some maintain that carbon capture is necessary to reduce greenhouse gas emissions. They argue as well that it can be a way to save the jobs of coal miners and fossil-fuel power plant workers and provide power needed for industry while still protecting the climate and that it will create large numbers of jobs. Others say that carbon capture is unproven, costly, problematic for health and the environment, more productive of jobs, and ineffective for climate protection. They argue that renewable energy and energy efficiency are superior both for climate and for workers and communities. They maintain that a transition to fossil-free energy is already underway and that organized labor and the climate movement should take the lead in ensuring that transition benefits rather than harms workers.

Canada’s banks continue to finance oil and gas

A report released at the end of April examines the performance and the links between Canada’s oil companies and the big banks which form Canada’s “comfortable oligopoly”: Royal Bank (RBC), Toronto-Dominion Bank, Bank of Nova Scotia, Bank of Montreal, Canadian Imperial Bank of Commerce, and the National Bank of Canada. Fossilized Finance: How Canada’s banks enable oil and gas production is written by Donald Gutstein and published by by the B.C. Office of the Canadian Centre for Policy Alternatives as part of its Corporate Mapping Project. The report outlines the bank presence in the Canadian energy sector since the collapse of oil prices in 2014 – lending, underwriting, advising and investing. It also examines interlocking directorates, executive transfer, industry conference sponsorships and industry association memberships.This reveals different details than the international report, Banking on Climate Chaos, published by BankTrack in late March.

While acknowledging that the banks have begun to invest in some renewable energy projects, Fossilized Finance shows that this leopard has not changed its spots:

“In contrast to the need to reduce financing of fossil fuels, banks actually increased their lending and commitments to the industry by more than 50 per cent—to $137 billion—between 2014 and 2020. Toronto-Dominion, in particular, upped its lending by 160 per cent over the seven-year period, to nearly $33 billion in 2020. As well, banks have invested tens of billions of dollars in fossil fuel and pipeline company shares. Here, Royal Bank leads the pack with nearly $21 billion invested in the top 15 fossil fuel and pipeline companies as of November 2019. Banks continue to underwrite fossil fuel company stock and bond issues, and they continue to provide key advice on mergers, acquisitions and other corporate moves.”

Many of the researchers involved in the CCPA/Corporate Mapping Project have written chapters in Regime of Obstruction: How Corporate Power blocks Energy Democracy, a book edited by William Carroll and published by Athabasca University Press. Readers of the WCR may be particularly interested in Chapter 15, “From Clean Growth to Climate Justice” by Marc Lee, but all the excellent chapters are available for free download here. The publisher’s summary states: “Anchored in sociological and political theory, this comprehensive volume provides hard data and empirical research that traces the power and influence of the fossil fuel industry through economics, politics, media, and higher education. Contributors demonstrate how corporations secure popular consent, and coopt, disorganize, or marginalize dissenting perspectives to position the fossil fuel industry as a national public good. They also investigate the difficult position of Indigenous communities who, while suffering the worst environmental and health impacts from carbon extraction, must fight for their land or participate in fossil capitalism to secure income and jobs. The volume concludes with a look at emergent forms of activism and resistance, spurred by the fact that a just energy transition is still feasible. This book provides essential context to the climate crisis and will transform discussions of energy democracy.”

If you are outraged by what these researchers reveal, a personal option to switch banks is now made easier through the Bank Green website, launched in April in association with BankTrack. So far, Bank Green covers more than 300 banks globally, including only two “ethical banks” in Canada: Vancity, and Duca Credit Union. The website provides information for customers and encourages them to switch banks and divest from fossil fuels.

Congress Should Enact a Federal Renewable Electricity Standard and Reject Gas and False Solutions

Dear Majority Leader Schumer, Speaker Pelosi, Chairman Manchin, and Chairman Pallone,

On behalf of our millions of members and activists nationwide, we, the undersigned 697 organizations—including climate, environmental and energy justice, democracy, faith, Indigenous, and racial justice groups—urge you to pass a Renewable Electricity Standard (RES) in the infrastructure package and reject gas and other false climate solutions to address the climate emergency.

As Congress prepares to pass a historic infrastructure package and President Biden has globally pledged to slash carbon emissions by 50% below 2005 levels by 2030, we should look to the 28 states, Washington, D.C., and Puerto Rico that have passed Renewable Electricity Standards (also known as renewable portfolio standards), as opposed to only seven states with Clean Electricity Standards (CES). The bold leadership demonstrated in RES-leading states like Hawaii, Vermont, and Washington, D.C. provide a roadmap to building a new renewable energy future. Funding this transition must start with shifting all fossil fuel subsidies to mass renewable energy deployment.

Renewable energy sources are sources that naturally replenish and are most often defined as solar, wind, and geothermal power. In contrast, so-called “clean” energy standards generally encompass these renewable sources but also include other technologies, like gas with or without carbon capture and sequestration, biomass, and nuclear, which are significant sources of pollution and carry a host of health and safety risks. In order to avoid perpetuating the deep racial, social, and ecological injustices of our current fossil-fueled energy system, Congress should ensure that any federal energy standard does not include these dirty energy sources.

Specifically, we write to express our concern that recent Clean Electricity Standard (CES) legislation, including the CLEAN Future Act (H.R. 1512), embed these injustices because they include gas and false solutions. The inclusion of gas and carbon capture and storage as qualifying energies in any CES undermines efforts to end the fossil fuel era and halt the devastating pollution disproportionately experienced by Black, Brown, Indigenous, and other communities of color in this country. Even a partial credit for fossil fuel resources that attempts to factor in lifecycle emissions runs the risk of subsidizing environmental harm for years to come. Allowing dirty energy to be bundled with clean energy under a federal energy standard would prolong the existence of sacrifice zones around dirty energy investments and delay the transition to a system of 100 percent truly clean, renewable energy.

Biden’s Climate Pledge Is a Promise He Cannot Keep

The climate emergency demands a radical and rapid decarbonization of the U.S. economy with numerical goals and timetables to transform all productive sectors, not only power production (27% of carbon emissions), but also transportation (28%), manufacturing (22%), buildings (12%), and agriculture (10%). It also requires that the U.S. pay its “climate debt” as the world’s largest historical carbon emitter and destroyer of carbon-storing forests, wetlands, and soils. Paying that climate debt would not only be reparations to the Global South for deforestation and fossil fuel emissions by the rich capitalist countries, but also an investment in the habitability of the planet for everyone. This emergency transformation can only be met by an ecosocialist approach emphasizing democratic public enterprise and planning.

Instead, Biden’s plan features corporate welfare: subsidies and tax incentives for clean energy that will take uncertain effect at a leisurely pace in the markets. It does nothing to stop more oil and gas fracking and pipelines for more gas-fired power plants, or to shut down coal-fired power plants. Without out directly saying so, it is a plan to burn fossil fuels for decades to come.

The scale of spending falls pathetically short of what is needed to decarbonize the economy. An effective plan would not only reach zero emissions on a fast timeline. It would also move quickly toward negative emissions. We have to draw carbon out of the atmosphere because we are already well past carbon levels that are triggering dangerous climate change.

Biden’s stated goal of a 50% cut in emissions does not actually cut current emissions in half. His proposed 50% cut is from a baseline of 2005 when emissions were at their peak, not what they are today. Emissions were 6 GtC (gigatons of carbon dioxide) in 2005. Due to a leveling of electric power demand, a trend away from coal to wind, solar, and gas for electric power, and more energy-efficient vehicles, U.S. emissions were down 13% from 2005 by 2019 to 5.1 GtC and, due to the covid contraction, down 21% in 2020 to 4.6 GtC, although emissions are now soaring back up as the economy re-opens. Biden’s goal of 50% below 2005 is 3 GtC per year in emissions instead of 2.5 GtC if 2019 were the baseline, or 2.3 GtC if 2020 were the baseline.

Biden provided no explanation for how the U.S. will get to the precisely stated range of “50% to 52%.” 52% seems to be an arbitrary number pulled out of the air so he can say he is aiming for more than 50%. Greta Thunberg’s video prebuttal to the targets that were to be announced by Biden and the other 40 world leaders at his Earth Day Climate Summit saw right through the staged spectacle. “We can keep cheating in order to pretend that these targets are in line with what is needed, but while we can fool others, and even ourselves, we cannot fool nature and physics… Let’s call out their bullshit.”
