Can Postal Vehicles Help Us Fight Climate Change?

The question of whether the Postal Service acts as a business or as a public service is playing out once again—this time in the discussion over fighting climate change.

The Postal Service has more than 200,000 delivery vehicles, many of which are 30 years old and overdue for replacement. They expose workers to exhaust fumes that are a rarity elsewhere in 2021. Hundreds have caught fire, in part due to age. The question of what to replace them with has become a topic of debate.

The Postal Service has a large carbon footprint, starting with its vehicles. While it set ambitious “goals,” such as decreasing petroleum use by 20 percent from 2005 to 2015, in fact it increased petroleum use by nearly 20 percent during that period, and another 10 percent by 2018. Then there’s the contract fleet of over-the-road truckers who haul mail long distances—these trucks used three times as much gas or diesel as the Postal Service’s own fleet did.

The Biden administration’s January Executive Order on the Climate Crisis called for a transition to zero-emission vehicles for all government vehicles, including the postal fleet. But in February the Postal Service made its long-awaited decision to award the contract for replacement vehicles—accepting the proposal of military contractor Oshkosh Truck for a 90 percent gas-powered fleet, rather than the competing all-electric vehicle proposal from Workhorse Group.

The decision to stick with mainly fossil fuel-powered vans would be a missed opportunity to reduce the Postal Service’s output of the greenhouse gases that cause climate change. Thirteen Congressional representatives have called on the Postal Board of Governors to delay implementation of the contract until there is a full review, citing in part Biden’s call for zero-emission vehicles.

The Postal Service’s 10-year plan, released in March, states that it would need $8 billion in Congressional funding to enable the Postal Service to transition to a completely electric fleet by 2035. The Biden administration’s newly released infrastructure proposal does provide funding to electrify government vehicles, but at this point it is unclear whether a divided Congress would approve that proposal, or in what form.

Reducing new mining for electric vehicle battery metals: responsible sourcing through demand reduction strategies and recycling

This research investigates the current status and future potential of strategies to reduce demand for new mining, particularly for lithium-ion battery metals for electric vehicles. This study is focused on four metals which are important to lithium-ion batteries: cobalt, lithium, nickel and copper.

In order to meet the goals of the Paris Climate agreement and prevent the worst effects of catastrophic climate change, it will be essential for economies to swiftly transition to renewable energy and transport systems. At present, the technologies required to produce, store and utilize renewable energy require a significant amount of materials that are found predominantly in environmentally sensitive and often economically marginalized regions of the world. As demand for these materials increase, the pressures on these regions are likely to be amplified. For renewable energy to be socially and ecologically sustainable, industry and government should develop and support responsible management strategies that reduce the adverse impacts along the material and technology supply chains.

There are a range of strategies to minimize the need for new mining for lithium-ion batteries for electric vehicles, including extending product life through improved design and refurbishment for reuse, and recovering metals through recycling at end of life. For example, we found that recycling has the potential to reduce primary demand compared to total demand in 2040, by approximately 25% for lithium, 35% for cobalt and nickel and 55% for copper, based on projected demand. This creates an opportunity to significantly reduce the demand for new mining. However, in the context of growing demand for electric vehicles, it will also be important that other demand reduction strategies with lower overall material and energy costs are pursued in tandem with recycling, including policy to dis-incentivize private car ownership and make forms of active and public transport more accessible. While the potential for these strategies to reduce demand is currently not well understood; this report provides insights into the relative merits, viability, and implications of these demand reduction strategies, and offers recommendations for key areas of policy action.

Just transition needed in transit electrification, labor leaders say

  • As public transit agencies electrify their bus fleets and other vehicles, they must ensure a just transition to protect workers who may be put out of work by the new technologies, transportation labor groups warned Monday.
  • In a joint policy statement, leaders of two unions that represent transportation workers — the Amalgamated Transit Union (ATU) and the Transport Workers Union (TWU), alongside the Transportation Trades Department of the AFL-CIO (TTD) — said transit agencies should be required to show the workforce impacts of buying electric vehicles (EVs), establish a national workforce training center to train current employees on those systems and guarantee that workers will be represented on task forces and committees around climate change and technology.
  • The groups cautioned that if the federal government fails to mandate worker protections as transit agencies electrify their operations, major job losses could result, while a lack of training programs could leave workers unprepared for the next generation of vehicles.

Fully Decelerated Carbon-Neutral Luddism

Gavin Mueller wants us to hit the brakes. Tech companies have amassed enormous financial and ideological power and are driving society towards a future of surveillance and algorithmic management. We are enthralled by a vision of technological progress that has blinded us to the reality that new technology in the workplace is often implemented to control workers, rather than to make our lives easier. In his new book, Breaking Things at Work: The Luddites Are Right About Why You Hate Your Job, Mueller revives the misunderstood legacy of the Luddites in the service of a new decelerationist politics, one which calls bullshit on the promises of automation. Inspired by the history of workers’ struggles against scientific management and factory discipline, the book offers a vision of how we could develop a militant opposition to new technological interventions in the workplace that threaten workers’ autonomy.

The book is part of a growing movement on the Left that is critical of the idea that the ideas and practices of Silicon Valley could simply be adopted for progressive ends. Read alongside Aaron Benanav’s Automation and the Future of Work and Jason E. Smith’s Smart Machines and Service Work, we can see the tide turning on a techno-optimist tendency which sees the glimmers of a communist future in the “sharing” economy and Amazon’s capacity for central planning. Mueller “wants to make Marxists into Luddites” and has this segment of the pro-tech Left squarely in his sights.

Before we invent the future, Mueller calls on us to rethink the past. Marxists, he claims, “have not been critical of technology, even when that technology is deployed in the workplace in ways that seem detrimental for workers.” Technology is too often seen by the Left as a neutral force that could be reclaimed and used for emancipatory purposes. For Mueller, many Marxists – from Karl Kautsky and Rosa Luxemburg to Lenin and the Bolsheviks – fall prey to an economic determinism and fatalism that views the development of capitalist production and organisation as leading inevitably to a socialist society. This view of technology carries on into the twentieth-century’s organised labour movements, and from there to contemporary post-work theorists. In light of these failings, the book turns to previous workers’ struggles and “heretical strains of Marxism” for a profound reconceptualistion of the role of technology in a post-capitalist future.

The Impacts of Zero Emission Buses on the Transportation Workforce

TTD and our affiliated unions recognize the serious impacts from climate change and the severe consequences we face if we fail to respond with responsible measures that reduce our carbon footprint. Like automation, however, discussions about reducing our carbon footprint often focus on the potential benefits from new technologies, without looking at the entire picture and taking intentional steps to ensure that the impacted industries’ workers and the communities they live in benefit from technological change.

Advocates of automation and mobility-on-demand services, for example, often tout the exciting new job opportunities created by the technologies while turning a blind eye to the impacts those technologies have on the incumbent workforce, including job loss and life-long wage suppression. TTD’s views and concerns about the impacts of those technologies are detailed in our past policy statement, Principles for the Transit Workforce in Automated Vehicle Legislation and Regulations; comments on the Trump administration’s ill-advised AV 3.0 and AV 4.0 policies, as well as its so-called Automated Vehicles Comprehensive Plan; our report on the disastrous anti-worker policies and efforts to undermine public transportation by ride-hailing companies; and testimony by former and current TTD presidents Larry Willis and Greg Regan before the House Transportation and Infrastructure Committee.

Federal and local policies have long ensured that expanding public transportation access plays a key role in greenhouse gas reduction strategy. CO2 emissions per passenger mile are significantly lower on the existing fleet of diesel- and natural gas-powered bus transit vehicles than single occupancy vehicle trips. However, as the entire transportation industry seeks ways to continue reducing its carbon footprint, the move to zero-emission vehicles will continue to become a focus of federal, state, and local policies.

While the adoption of zero emission vehicles stands to make the transit sector an even stronger tool for reducing carbon emissions, years of underinvestment in workforce training combined with unfocused and sometimes non-existent policies on workforce support and training place tremendous strain on the incumbent workforce who may soon be asked to maintain complex electric infrastructure and vehicles. By way of example, at one major transit agency it was estimated that only 15% of bus mechanics have been trained to use a voltmeter, a basic diagnostic tool for electric engines. Without investment in worker training programs as a prerequisite for government support, transit agencies are likely to contract out this work leading to a large number of our existing mechanics seeing their jobs outsourced to lower-paying, lower-quality employers.

Furthermore, electric engines require fewer mechanics to maintain than their diesel and natural gas counterparts, which currently make up more than 99 percent of the domestic U.S. bus fleet. Policies that encourage or require a rapid transition to an all-electric fleet without an accompanying increase in transit service (which will serve to further reduce greenhouse gases) paired with strong labor protections will put tens of thousands of workers on the unemployment rolls.

For over 100 years, transportation workers, their unions, and their employers have worked together in the United States, bound by labor protections, to adopt and implement the extraordinary technological changes that have been the hallmark of this sector. Good, middle-class, union jobs must continue to be the focus for policymakers in the context of environmental technology, just as it has been for other innovations.

Labor Principles for Transportation Electrification

As our infrastructure evolves and adapts to new challenges, new technologies, processes, and business models meant to face these challenges must advance these goals. Today, our nation is grappling with the challenge of transitioning to zero-emission transportation vehicles and infrastructure over the next few decades.

We cannot let the Wall Street and multinational corporations alone decide how to move forward on these issues. While we will all continue to advocate for modal and union specific concerns, the undersigned unions have come together to adopt the following principles that will guide our policy advocacy, collective bargaining, and organizing efforts as we all work to reduce greenhouse gas emissions in our industries and advance racial and environmental justice.

Government committee recommends further study for support for workers amid transition to electric vehicle production

The Standing Committee on Environment and Sustainable Development presented their report, The Road Ahead: Encouraging the Production and Purchase Of Zero-Emission Vehicles In Canada to the House of Commons on April 13. The Committee had received eighteen briefs and heard from twenty-one witnesses since the Fall of 2020 – available here. The importance of reducing transportation emissions was accepted, and the topics of discussion included purchase incentives, expanding ev charging infrastructure and the impact on the electricity sector, the potential of hydrogen-powered vehicles, and more. The resulting report makes thirteen recommendations, to which the government is requested to respond. Amongst the recommendations: the existing federal incentive program for EV purchase be continued and expanded to include used EV’s, that the price cap be eliminated, with eligibility geared to income; that the Government of Canada build on existing initiatives, like the Green Mining Innovation program, to improve the environmental performance of Canadian minerals used in battery and hydrogen fuel cell production; and that the federal government work with provincial and territorial governments to develop recycling and end of life management strategies for ZEV batteries.

Recommendation #6 addresses the concerns of workers: “The Committee recommends that the Government of Canada study opportunities to support automotive sector workers while facilities are transitioning to produce ZEVs, and consider dedicated funding to retrain automotive sector workers for ZEV production.”

Most of the input to the Standing Committee was from industry representatives, but the report attributes Recommendation #6 largely to the testimony of Angelo DiCaro, Research Director of Unifor on November 23, 2020. From the report: “Witnesses cautioned that it will be challenging to reorient Canada’s automotive sector to produce ZEVs. It takes time for producers to bring vehicles to market, and to retool facilities and retrain workers to produce ZEVs. Angelo DiCaro suggested that the Government of Canada should ensure that the employment insurance system will support workers during plant retooling. He also noted that the transition to ZEVs could threaten jobs in Canada’s automotive parts sector, especially among businesses that produce parts for the powertrains that propel ICEVs. To compensate, Mr. DiCaro said that Canadian governments should set rules about the afterlife of vehicles that could create jobs in vehicle disassembly and recycling.”

Specifically, when asked later by NDP MP Laurel Collins, “what kind of retraining and income supports do Canadian auto workers need to support a just transition to a zero-emissions future?” DiCaro identified the powertrain segment of the auto parts industry as the most vulnerable, and continued…. “as plants transition, as will happen with Oakville, we have to see how long these transition times will take in our next round of bargaining. I can assure you that, if this is going to be a two-year or a 16-month transition to get that plant retooled, there are going to be questions about income supports for those workers as they retrain and wait for these cars to come online….. This is front and centre. I think the act of collective bargaining gives us an opportunity to explore that. Certainly our employment insurance system and our training systems are going to have to be looked at more carefully.”

Recharge Responsibly: The Environmental and Social Footprint of Mining Cobalt, Lithium, and Nickel for Electric Vehicle Batteries

It is critical that the clean energy economy not repeat the mistakes of the dirty fossil fuel economy that it is seeking to replace. The pivot from internal combustion engines towards electric vehicles provides an unprecedented opportunity to develop a shared commitment to responsible mineral sourcing. We can accelerate the renewable energy transition and drive improvements in the social and environmental performance of the mining industry by reducing overall demand for new minerals, increasing mineral recycling and reuse, and ensuring that mining only takes place if it meets high environmental, human rights and social standards.

This report is designed to inform downstream battery metal users of key environmental, social, and governance issues associated with the extraction and processing of the three battery metals of principal concern for the development of electric vehicles and low-carbon energy infrastructure—lithium, cobalt and nickel—and to offer guidance on responsible minerals sourcing practices. This report reflects and summarizes some of the key concerns of communities impacted by current and proposed mineral extraction in hotspots around the world: Argentina, Chile and the United States for lithium, Papua New Guinea, Indonesia and Russia for nickel, and the Democratic Republic of Congo for cobalt.

“Just” Transitions Are Possible, But They Require State Investment

In spite of overt efforts by some energy executives to convince consumers otherwise, the global economy is already in the throes of a transition away from the drilling, refining and burning of fossil fuels. For certain communities — such as the estimated one-quarter of counties in the U.S. with the greatest potential for wind and solar that are existing fossil fuel employment hubs — a reasonably smooth economic transition to a fossil-free economy may be well within reach.

But for many workers, the idea that an “energy transition” is upon us still sounds the alarm. The “zero emissions” of climate policy proposals bring with it the electrification of everything: ditching combustion engines for electric ones in cars, trucks and busses; and equipping houses with heat pumps to replace natural gas furnaces, for instance. And while an aggressive commitment to electrifying all aspects of the economy could create an estimated 25 million jobs in the U.S. by some estimates, it’s a process often understood as “automation,” the repercussions of which those working in industry are no stranger. In the past, automation in workplaces from oil rigs to rubber plants has meant layoffs, school and municipal budget deficits, and in many cases, the devastation of entire towns.

A new report released today by the Labor Network for Sustainability (LNS) details how working people in the United States have been abandoned by their employers and their elected officials during countless prior economic transitions, and suggests that failing to learn from past catastrophes in the shift away from fossil fuels could lead to significant further social unrest.

“We have rarely done a good job of supporting workers and their communities through these transitions,” Michael Leon Guerrero, executive director of LNS, said in a statement. “If we are to move forward on the climate policies we need — we have to assure to the greatest extent possible that workers and their communities will not get left hanging.”

The report, called the Just Transition Listening Project, draws on qualitative data from 100 “listening sessions” with union and non-union manufacturing and industrial workers, including those in the fossil fuel industry, but also public sector workers, educators and other community members living in areas that have already experienced or anticipate some form of economic transition, like a factory sent overseas or the decommissioning of a power plant.

The research is the most comprehensive to date to gauge U.S. labor and community sentiment around the current energy transition, and offers labor, activist and broader community perspectives on how hyper-local challenges and community-envisioned solutions might be balanced with and supported by federal funds and a big picture policy blueprint.

In addition to labor groups, participants include members of environmental justice and other community organizations and span the U.S. geographically, though the West Coast is slightly overrepresented and the South underrepresented. Across each of these groups, 63 percent of participants identified as white, 19 percent as Latinx, 10 percent as Black and 5 percent as Indigenous. The co-authors identify the underrepresentation of Black participants as a “major weakness” in their data and encourage more research centering the experiences of Black workers and communities.

At its core, the report recognizes that current conversations about our energy transition are still rife with misconceptions. “The idea of the working class that we conjure up is the big burly white guy with a hard hat on who’s whistling at you when you’re 25,” one participant told the researchers. But the identities and commitments of those impacted by the transition from fossil fuels to renewables are much more complex. “To have a just transition in this country, to have it after we come out of the pandemic, to have it when we get off of fossil fuels, people who do all that work, caring for children, teaching children, caring for sick people, delivering food” — many who are women of color, the same participant noted — “those people need to be paid a living wage.”

To bring about a truly “just transition,” the report suggests, policy makers must consider innovating in ways that reach far beyond offering a 60-year-old refinery worker a spot in a coding bootcamp when his most pressing concern might be doing whatever it takes to stay on the job so he can keep his health insurance, for instance.

On the contrary, our responses must consider immediate and long-term needs, be holistic, ambitious and participatory.

A Santa Cruz Green New Deal: Yes to Social Justice! No to Green Capitalism!

Proposed as a green jobs and justice program for the next ten years, the Green New Deal is both a social movement to unite diverse social justice struggles and a comprehensive platform for addressing climate change. Alexandria Ocasio-Cortez (D-NY) and Ed Markey (D-MA) introduced it in Congress in 2019, where it failed to gain traction in the Republican-controlled senate. But endorsed by organizations including the Sunrise Movement, the Indigenous Environmental Network, Climate Mobilization, Bernie’s Our Revolution, and DSA, the GND remains a powerful vision to organize around for a world worth living in.

Warning of an unfolding climate holocaust, massive loss of life, suffering, and financial devastation, AOC and Markey’s GND resolution notably joins decarbonization to social justice and equity. It proposes infrastructural renewal, economic investment for the wellbeing of all, and guaranteeing clean air, water, and land, in ways that repair the “historic oppression of indigenous peoples, communities of color, migrant communities, deindustrialized communities, depopulated rural communities, the poor, low-income workers, women, the elderly, the unhoused, people with disabilities, and youth.” In 2019, AOC narrated an amazing short video (brilliantly animated by Molly Crabapple) that pictures what a GND-inspired future might look like.

DSA’s Ecosocialists (national) have added their own priorities, including democratizing control over major energy systems and resources; centering the multiracial working class in the just transition to an economy of societal and ecological care; demilitarizing, decolonizing, and striving for a future of international solidarity and cooperation; and decommodifying survival by guaranteeing living wages, healthcare, and affordable housing for all. As such, they join Indigenous and environmental, and racial justice social movements that stress the need for a bottom-up, inclusive, and democratized approach, rather than top-down governmental policy directives.

Joining the GND to the decolonial Red Deal, as proposed by The Red Nation, also makes compelling sense. As Nick Estes argues in Jacobin, “The GND has the potential to connect every social justice struggle—free housing, free health care, free education, green jobs—to climate change. Likewise, the Red Deal places anti-capitalism and decolonization as central to each social justice struggle as well as climate change. The necessity of such a program is grounded in both the history and future of this land, and it entails the radical transformation of all social relations between humans and the earth.” And while such a program must not only be intersectionalist but also global in scope, it’s less clear what the GND would mean on a local level and how it might offer a useful instrument to connect diverse regional struggles. But it’s on the local scale that we can most meaningfully engage with this all-encompassing struggle, in support of its national and international horizons.
