Against Noxiousness (1971): The Political Committee of the Porto Marghera Workers

The paper “Against Noxiousness,” signed by the Political Committee of the Porto Marghera Workers, was presented 50 years ago, on February 28, 1971, at the Veneto Workers’ Congress in Mestre (Municipality of Venice, Italy). The Political Committee was an alliance between the local branches of two radical-left extra-parliamentary groups: Potere Operaio and il Manifesto. The paper, however, is best understood as part of the theory and praxis on noxiousness carried out by the Porto Marghera workerist group.

The Porto Marghera workerist group originated in the early 1960s through an encounter between intellectuals and students – mostly based in Padua and Venice – and militant workers disaffected with the line of the Italian Communist Party (PCI) and its associated union, the Italian General Confederation of labor (CGIL).1 While the industrial area of Porto Marghera2 was an important setting for the early activism of theorists such as Antonio Negri, Mariarosa Dalla Costa, and Massimo Cacciari, the theories produced by the workers themselves have been largely forgotten. Yet this experience was remarkable because it involved workers employed by polluting industries denouncing in both words and deeds the environmental degradation caused by their companies from as early as 1968, when the workerists had a key influence in the local factories.

The Italian word nocività refers to the property of causing harm. Through its use by the labor movement, it came to encompass damage to both human and non-human life; hence it can be translated neither as “harm to (human) health” nor as “(non-human) environmental degradation.” It is rendered here literally as “noxiousness.” Struggles against noxiousness at Porto Marghera contradict the widespread belief that what is today known as working-class environmentalism did not have much significance in the labor unrest of Italy’s Long 1968.

The Porto Marghera group’s core was made up of blue-collar workers, although it also featured a significant presence of technicians and clerks, as well as activists external to the factories. Its stronghold was the major integrated petrochemical complex known as Petrolchimico, which employed some of its main leaders, including Franco Bellotto, Armando Penzo, and Italo Sbrogiò. The group’s theorizing around noxiousness was spearheaded by the Petrolchimico technician Augusto Finzi. Born in 1941 from a well-off Jewish family based in insular Venice, Finzi spent part of his early childhood in a refugee camp in Switzerland to escape the Shoah, in which the German chemical industry – the most advanced of the time – had played a key and dreadful role. 

The group’s original contribution was based on the thesis of the inherent noxiousness of capitalist work and an antagonistic-transformative approach to capitalist technology. This led to the proposal of a counterpower able to determine “what, how, and how much to produce”3 on the basis of common needs, pointing to the utopian prospect of struggling for a different, anti-capitalist technology that would be compatible with the sustainable reproduction of life on the planet.

The group linked noxiousness to the workerist “strategy of refusal.” In this perspective, capitalist work is the production of value and thus the reproduction of a society of exploitation. Therefore, class struggle is not an affirmation of work as a positive value, but its negation. As Mario Tronti put it: “a working-class struggle against work, struggle of the worker against himself [sic] as worker, labor-power’s refusal to become labor.”4 The combination of the refusal of work with the dire health and safety conditions they experienced led the Porto Marghera group to the core idea that capitalist work is inherently noxious.

Jack Mundey, who died aged 90 in May 2020, first made his name as the union leader associated with one of the most inspiring moments of class struggle of the last 50 years: Australia’s green ban movement. As a secretary of the New South Wales Builders Labourers’ Federation (BLF) from 1968, Mundey — a member, then president, of the Australian Communist Party (CPA) – was widely credited with coining the term “green ban” to describe a form of strike action undertaken in defense of environmental causes. Members of the NSW BLF also downed tools in defense of the gay community, indigenous Australians, and feminists, at a time when these causes were far from the mainstream of Australian society.

Reviled and vilified at the time, Mundey received a State Memorial Service in March 2021. Attended by the great and the good of Sydney, Mundey was hailed as a savior of the city — a renegade who broke with the base concerns of economistic trade unionism to focus on more refined issues than wages or workplace conditions, while prefiguring a social liberalism the nation would only begin to embrace decades later, and a green politics that it has yet to.

While the perceived content of Mundey’s unionism now sits quite comfortably with liberal — even conservative — values and principles, the form of unionism pursued by the NSW BLF at their peak in the early 1970s would undoubtedly be condemned were it revived today. Militant, democratic and regarded as quasi-syndicalist by critics and supporters alike, the story of the Mundey and the NSW BLF is one of both the power of the rank and file and the limits of leadership, no matter how left-wing.

Black Bans, Green Bans and everything in between

Most historical accounts suggest the green ban movement for which Mundey is best remembered began in 1971 at Kelly’s Bush, an area of parkland in Sydney’s affluent Hunter’s Hill suburb. A group of local women contacted the BLF having exhausted all conventional means of halting the development of the area by construction firm AV Jennings. With luxury houses set to be built on what was the last remaining patch of native bush in the suburb, the BLF called a community meeting attended by over 600 local residents and announced a ban, meaning no work would take place on the site. Unions had been using the term “black ban” to designate disputes aimed at an economic end, for example a wage increase, but since this action was being taken to defend the environment, “green ban” was decided to be more appropriate.

Over forty green bans followed until 1974, when the NSW BLF was deregistered as a union, resulting in billions of dollars worth of development being prevented in Sydney; the tactic was also deployed in other towns and cities across Australia, most notably Melbourne. All green bans were declared in a similar manner as a point of principle: the union did not decide to initiate a ban, local residents did so through a public meeting. If it was decided that a site would not be developed, BLF members would not work on it. In following this tactic, large areas of the historic centre of Sydney were saved from development, and the union joined alliances with an unlikely range of characters: early environmentalists, heritage campaigners, and middle-class homeowners.

The NSW BLF also applied the tactic to other causes and concerns, for example the expulsion of a gay student from Macquarie University, the demolition of houses occupied by indigenous Australians in the Redfern suburb of inner-city Sydney, and the right of two women academics to teach a women’s studies course. In each case, the campaigns were won. More broadly still, the BLF campaigned against apartheid South Africa and the war in Vietnam. As union secretary of the NSW branch during this period, Mundey is now typically remembered as the brainchild of this movement, even earning him a speaking slot at the United Nations Conference on the Built Environment, but it reflected much wider changes occurring both within the Australian left and among rank and file union members.

Remembering Fukushima

We all remember the Fukushima Daiichi disaster that took place in Northern Japan on the 11th of March 2011, the aftereffects of which are still being felt as the Japanese government continues to grapple to deal with the tons of radioactive soil, water and waste they need to store or dispose of. The surrounding communities are still suffering from their radiation exposure and displacement as 36,000 people have not returned to their homes (according to Fukushima prefecture) despite government announcements allowing return, and compensation claims are still being processed.

The Fukushima accident was the second worst nuclear accident in the history of nuclear power generation. It was the result of tsunami waves generated by the powerful earthquake that shook Japan on the same day damaging the backup generators of the plant. Japan is an earthquake prone country and tsunami waves of this size have historical precedents in the country. Despite the reactors shutting down, the power loss caused the cooling systems to fail and the reactors’ cores to melt down, release radiation and create holes in their containment vessels exposing the nuclear materials and resulting in explosions in the following days that released further radioactive materials.

At least 600 square km of land was initially evacuated with 47,000 people leaving their homes surrounded by a wider zone where residents were asked to remain indoors. In the following months radiation was found in the local food and drinking water, and ocean water near the plant was discovered to have been contaminated with high levels of iodine-131. An additional corridor of land covering roughly 207 square km was also designated for evacuation in the months following the disaster raising the number of evacuated people to 150,000.

Apart from the contamination of the soil, plants, animals and groundwater in the surrounding areas, the Fukushima disaster is the single largest accidental (in other words excluding bomb testing) release of radioactivity into the ocean the results of which it is too early to tell.

A Santa Cruz Green New Deal: Yes to Social Justice! No to Green Capitalism!

Proposed as a green jobs and justice program for the next ten years, the Green New Deal is both a social movement to unite diverse social justice struggles and a comprehensive platform for addressing climate change. Alexandria Ocasio-Cortez (D-NY) and Ed Markey (D-MA) introduced it in Congress in 2019, where it failed to gain traction in the Republican-controlled senate. But endorsed by organizations including the Sunrise Movement, the Indigenous Environmental Network, Climate Mobilization, Bernie’s Our Revolution, and DSA, the GND remains a powerful vision to organize around for a world worth living in.

Warning of an unfolding climate holocaust, massive loss of life, suffering, and financial devastation, AOC and Markey’s GND resolution notably joins decarbonization to social justice and equity. It proposes infrastructural renewal, economic investment for the wellbeing of all, and guaranteeing clean air, water, and land, in ways that repair the “historic oppression of indigenous peoples, communities of color, migrant communities, deindustrialized communities, depopulated rural communities, the poor, low-income workers, women, the elderly, the unhoused, people with disabilities, and youth.” In 2019, AOC narrated an amazing short video (brilliantly animated by Molly Crabapple) that pictures what a GND-inspired future might look like.

DSA’s Ecosocialists (national) have added their own priorities, including democratizing control over major energy systems and resources; centering the multiracial working class in the just transition to an economy of societal and ecological care; demilitarizing, decolonizing, and striving for a future of international solidarity and cooperation; and decommodifying survival by guaranteeing living wages, healthcare, and affordable housing for all. As such, they join Indigenous and environmental, and racial justice social movements that stress the need for a bottom-up, inclusive, and democratized approach, rather than top-down governmental policy directives.

Joining the GND to the decolonial Red Deal, as proposed by The Red Nation, also makes compelling sense. As Nick Estes argues in Jacobin, “The GND has the potential to connect every social justice struggle—free housing, free health care, free education, green jobs—to climate change. Likewise, the Red Deal places anti-capitalism and decolonization as central to each social justice struggle as well as climate change. The necessity of such a program is grounded in both the history and future of this land, and it entails the radical transformation of all social relations between humans and the earth.” And while such a program must not only be intersectionalist but also global in scope, it’s less clear what the GND would mean on a local level and how it might offer a useful instrument to connect diverse regional struggles. But it’s on the local scale that we can most meaningfully engage with this all-encompassing struggle, in support of its national and international horizons.

The Ecosocialism vs Degrowth Debate

A piece written by Timothée Parrique and Giorgos Kallis titled Degrowth: Socialism without Growth, which was re-posted on this blog a couple of weeks ago, has led to a debate within the ecosocialist community. The subject was discussed at the most recent Global Ecosocialist Network members meeting, prompting a number of different views from those present. This is my take on degrowth in an ecosocialist context.

In a way, it depends on what you mean by growth. The most widely used measure and definition of growth is that of Gross Domestic Product (GDP). GDP is the total value of goods produced and services provided in a country, usually measured over one year. Value in this sense, is a monetary one, and so excludes many productive activities, many of them unpaid, and provided by women, child care, housework and so on. Like-wise nature is exploited, and not counted in GDP. Without which, we might add, GDP could not grow at the rates it does under capitalism.

More formal types of ‘voluntary’ work too, like the proliferation of foodbanks in the UK over the last decade or so, go unmeasured in the calculation of GDP growth. These activities have an important ‘use value’ which from an ecosocialist perspective is how we see the goal of productive activity in an ecosocialist society.

A Just Transition to a Fair and Sustainable Society or Healthy Green Growth?

The main goal of Norwegian economist Per Espen Stoknes’ new book, Tomorrow's Economy: A Guide to Creating Healthy Green Growth, is to offer the concept of healthy green growth as an alternative to simple GDP growth. Stoknes teaches in a business school, and the economic tools he creates around this concept will probably be very helpful for businesses wanting to measure if, as they create profit, they are also creating environmental and social wellbeing. But for those of us working to shift how we think about the economics of wellbeing, this book is a step backwards in an already rich conversation.

Mainstream economists insist that the way to measure the health of an economy is in growth in Gross Domestic Product (GDP), or how much is bought and sold within an economy. Stoknes by proposing a better form of growth is engaging with the mainstream of Economics, hoping to move it in a direction that takes human and ecological wellbeing into account, while still maintaining the core of its approach.

There are many economists doing work to shift the discipline more significantly away from a focus on growth. They have produced an impressive body of literature that this book would have done well to take more seriously. These economists are developing tools and conceptual frameworks for increasing human wellbeing while maximizing ecological health. Much of that work takes seriously the devastating impacts current trajectory has on the poor in the Global South and on poor and racially marginalized communities in the Global North. In her book Doughnut Economics: Seven Ways to Think Like a 21st-Century Economist, Kate Raworth uses the image of a doughnut to talk about the twin problems of alleviating poverty and staying within the world’s ecological limits to outline the “sweet spot” of what an economy needs to aim at achieving. Raworth is joined by many people doing important work in this area such as Amartya Sen, Juliet Schor, Robert Bullard, Michael Pollan, and Clair Brown.

Texas: grids, blackouts, and green new deals

The failure of the electricity grid in Texas, USA, and the rolling blackouts in the Midwest, are one more consequence of climate breakdown.

The root problem is that the Arctic is growing warmer. As it does so, paradoxically, there is less of a barrier preventing very cold weather in the far north from moving south. This extremely cold weather then blankets cities and downs where people live.

The electricity grid in Texas simply cannot supply enough power for all the extra demands on heating. This is a problem what will grow much worse, and not just in Texas.

Complexity

But Fox News and the Governor of Texas are blaming the failure of the grid on the Green New Deal and renewable energy. That’s silly.

There is no Green New Deal in Texas. There are some wind turbines, that have apparently frozen. But the wind turbines in Canada and Antarctica have not frozen.

This is a problem caused by fossil fuels and privatized energy, not wind trubines.

But environmentalists have to be careful here, and we have to be up to speed on the full complexity of what a Green New Deal will mean for electricity grids.

That’s why The Ecologist is posting here the chapter on supergrids from my new book, Fight the Fire: Green New Deals and Global Climate Jobs.

Power

In what follows, I explain the difficulties in integrating 100 percent renewable energy into the grid, and how it can be done. I also show why that will be impossible if renewable energy and electricity supply are owned by private corporations.

The chapter is about supergrids around the world, but many of the examples come from the United States.

A rewired world does not mean that all energy will come from renewables. But it does mean that most energy will come from electricity, and all that electricity will come from renewables.

That will not be an easy thing to construct. We will need new national and international supergrids to integrate all these new kinds of power into new electrical supply systems. These will be qualitatively new undertakings.

The challenge of mixing together power from renewable energy is different in kind from mixing together energy from fossil fuels – and far more complex.

Ecosocialism is the Horizon, Degrowth is the Way

“Degrowth” means many things to many people. To most, it probably doesn’t mean much beyond an antonym to “growth,” the process of getting larger or more complex. To some detractors, the term represents a scary violation of the imperative to increase GDP annually, what’s now a holy sacrament to policymakers and economic pundits (though less so to actual academic economists, who are more ambivalent). To its less pedantic and more hysterical detractors, it’s a ploy to take away everyone’s Hummers and return to a mushroom-foraging-based economy. 

At its most distilled, “degrowth” refers to a process of reducing the material impact of the economy on the world’s many imperiled ecologies, abandoning GDP as a measurement of well-being, and forging an equitable steady-state economy.

Although the concept of placing limits to economic growth is not very new, having been articulated by environmentalists several decades ago—most famously by the Club of Rome in 1972—the more recent iteration, only just over a decade old, emerges from the French décroissance. Given that the community and scholarship is so young, there’s still a lot of debate around some of the fundamentals of what the term means, and what it should mean. Some who believe in the principles recoil at the term itself: Noam Chomsky has said “when you say ‘degrowth’ it frightens people. It’s like saying you’re going to have to be poorer tomorrow than you are today, and it doesn’t mean that.” But many degrowth defenders, one of the most prominent being ecological economist Giorgos Kallis, stand by it and see value in such a unifying notion. 

Even so, there lurks some danger in all such terms and political communities, like socialism or democracy, as I have warned elsewhere of the perennial risk of being co-opted and ill-defined by bad-faith actors. If the degrowth critique goes only as far as targeting economic growth, or even general anticapitalism, there’s little intrinsic to it to stop a right-wing authoritarian program from co-opting degrowth rhetoric to justify imposing authoritarianism, or giving cover to cynical Global North states to demand degrowth of the Global South while continuing to disproportionately consume and pollute. Degrowth, if it is to get traction and if that traction is to be desirable, needs to be abundantly clear about what it stands for and what it rejects. Luckily, we have just the book to offer this much needed clarity. 

Economic anthropologist Jason Hickel is among the most eloquent advocates of degrowth, and has been intimately involved in the community’s attempt to stake out a useful, clear meaning for the term and pathway to integrating its principles into a coherent program. Hickel’s latest book, Less is More: How Degrowth Will Save the World published in August 2020 (with a paperback edition released this month), offers an abundance of facts, concepts, and research alongside a passionate defense of ecocentric and humanistic values. Hickel has achieved something many writers of popular nonfiction seek in vain: a high density of ideas and data delivered in a light, enjoyable narrative prose. The book makes a very strong case for a topic in need of strong cases. And Less Is More arrives in good company: degrowth advocate Timothée Parrique counted 203 essays, 70 academic articles, and 11 books on degrowth published in 2020. 

Some bad-faith commentators have attempted to paint degrowth as dressed-up primitivist austerity, intrinsically harmful to the Global South, but Hickel does a persuasive job emphasizing that degrowth actually means the opposite. He musters an army of historical and contemporary data, anecdotes, and theory to argue definitively that an equitable degrowth scenario is more likely to increase material abundance and resource access. If the ideology of growthism offers an ethic of constant amoral expansion and exploitation, degrowth(ism) offers a more restrained ethic that values an abundance of time, leisure, love, and equality over concentrated wealth and distributed waste. 

While the book explores the moral imperative for controlled degrowth, Hickel is equally comfortable arguing for degrowth from a standpoint of a purely rational approach to fundamentally shifting an economy that is currently heating the world to death, guaranteeing centuries of mass death and destruction. The only way to slow the rapid race to collapse civilization and accelerate extinctions is to stop the omnicidal political economy that rules the globe. Given the natural limits that thermodynamics and terrestrial ecologies impose on human economies and non-human populations, degrowth is inevitable: it’s just a matter of deciding whether human agency will play a positive, benevolent role in the process, or continue to maximize the chaos and violence involved. I asked Dr. Hickel via email about some of the major challenges to achieving degrowth reforms and some important peripheral issues. Here is our discussion:
