Teaching climate change in Canada

Education International, which represents 32.5 million educators in 178 countries, launched a “Teach for the Planet” campaign in April 2021, with a Manifesto for Quality Climate Change Education for All . The Canadian Teachers Federation has endorsed the campaign, raising the profile of climate change amongst Canadian educators. Earlier, in January 2020, the Ontario Institute for Studies in Education (OISE) held its first Climate Action Summit in response to youth global climate strikes, which resulted in the launch of OISE’s Sustainability and Climate Action Plan  in February 2021. Although much of that Plan relates to the operation or governance of OISE as a teaching faculty within the University of Toronto, it also sets out goals and strategies to conduct an inventory of sustainability and environmental content in courses, expand sustainability and environmental content in curriculum, encourage research by faculty, and “consider sustainability expertise as an asset in the hiring of new staff and faculty.”

 “Are Canadian schools raising climate-literate citizens?” (Corporate Knights magazine, Summer 2021), states that at best, K–12 sustainability and climate change content in schools is “uneven,”, and provides an overview of grassroots initiatives amongst educators aiming to improve that situation. Ellen Field, an assistant professor in Lakehead University, is quoted: “We have a responsibility, especially for those who are educators, to be honest with young people about the reality of the urgency we are facing”. Field authored an important survey: Canada, Climate Change and Education: Opportunities for Public and Formal Education (2019), which among many findings, reports that teachers identified the three main barriers to more climate education: lack of time to include during class; lack of classroom resources; lack of professional knowledge.

Other examples of grassroots activism regarding climate education: Learning for a Sustainable Future (LSF), housed at York University in Toronto is a national non-profit that promotes environmental awareness and social responsibility for students and teachers, and hosts Resources for Rethinking, an online collection of lesson plans, books, videos related to environmental, social and economic issues. (The B.C. Teachers Federation also offers a collection of lesson plans ).

Climate Education Reform BC is a student-led coalition which published an Open Letter to the provincial education minister in April 2021, recommending 6 points, including revisions to climate change for K-12 curriculum, and support for teacher training.

The Alberta Council for Environmental Education (ACEE) has operated since 2005, and recently adopted the K-12 Environmental Education Guidelines for Excellence, published by the North American Association for Environmental Education. ACEE also maintains an online resource centre of teaching materials related to climate change, including professional development materials such as the quarterly Green Teacher magazine .

Rutgers Divests!

Members of Rutgers American Association of University Professors – American Federation of Teachers (AAUP-AFT) are joining with student allies in celebrating a vote to divest from fossil fuels by the Rutgers Board of Governors and Board of Trustees.

The decision, set in motion last year by a formal request from a broad student coalition, backed by Rutgers unions, will commit the university to cutting financial connections to any company or investment fund whose primary business is in oil, coal, or natural gas, from exploration and extraction to pipelines and transportation.

Divestment is the culmination of years of efforts by students, faculty, and staff to get Rutgers to take concrete action toward the goal of climate justice, said David Hughes, past president and current treasurer of Rutgers AAUP-AFT, the union representing full-time faculty and graduate workers. “This is seven-and-a-half years in the making,” Hughes said, “and it will give greater strength to the divestment movement at exactly the moment when the new Biden administration is beginning to take up climate change.”

American Federation of Teachers President Randi Weingarten also highlighted the years of organizing. “The university community at Rutgers has shown that when people come together around an issue like climate sustainability, change is possible,” Weingarten said. “Hopefully the work Rutgers is doing on fossil fuel divestment will set a standard for other institutions. For our universities to truly become institutions of climate mitigation and resiliency, we must also invest in solarizing buildings and other measures that generate clean energy.”

The COVID-19 era has confronted workers with unique threats and problems – and they have turned to unique strategies to counter them. The previous commentary, “Striking in the Coronavirus Depression,” described how workers in hundreds of workplaces conducted strikes and other forms of on-the-job action to demand safer working conditions and hazard pay in the pandemic. These were primarily self-organized wildcat strikes with little or no union backing. This commentary describes two “mini-revolts”–the Strike for Black Lives and the recent strikes and strike threats by teachers–that also show new forms of organization and action, often with union support.

How Seven Thousand Quebec Workers Went on Strike against Climate Change

With a crowd of 500,000, Montreal’s march for the climate was the largest in the world during the September 20-27 week of climate action. Yet it was also noteworthy for another reason.

Despite provincial labor laws preventing unions from striking over political issues, 11 locals representing 7,500 workers formally voted to go on strike for a day.

Organizing for the strike began in January with a handful of rank-and-file teachers who were also involved in grassroots ecological movements. François Geoffroy and Frédéric Legault had little experience with unions, but when they saw that the international network Earth Strike was calling for a climate strike on September 27, they decided to dedicate all their energy to organizing a real climate strike.

They linked up with the rank-and-file union network Lutte Commune (Common Struggle) to make connections with union activists on how to push forward.

The strategy they came up with was to get local membership meetings to pass a strike mandate. This mandate would be “conditional”: it would take effect only if a critical mass—at least 10 locals representing 5,000 workers—were participating. That way the locals would not strike alone and be vulnerable to repression and marginalization. It also ensured that locals could coordinate without having to use the formal structures of labor federations for communication and strategizing.

Coordination outside the formal structures was important because the unions that the organizers thought might strike belonged to various federations. They didn’t expect a majority of unions to go on strike in any single federation, and they expected the federations to be reluctant, if not hostile to the project.

Over the past year, a wave of teacher strikes — from Los Angeles to West Virginia — have won major victories for public education, including salary increases and smaller class sizes. Inspired in part by the Chicago teachers strike in 2012, they drew on years of grassroots organizing and strategic planning to build stronger unions and establish clear demands to address the major problems affecting the public education sector today.

According to longtime environmental and labor organizer Jane McAlevey, this recent wave of teacher strikes is also the perfect example of how change happens. It begins by developing a deep understanding of power, which then evolves into building small campaigns within a larger struggle to achieve measurable goals — all the while engaging in deep listening across differences, instead of self-selecting into single-minded silos.

Throughout her prolific writing — including two books, “Raising Expectations (And Raising Hell)” and “No Shortcuts: Organizing for Power in the New Guilded Age” — McAlevey lays out the foundations for what she calls a “credible plan to win.” A vital part of that, she argues, is understanding the mechanics and strategic steps of winning a campaign — something that is best achieved through the training and mentoring of emerging organizers and activists.

After her own period of learning — while being a student activist and living with farm workers in Nicaragua during the Sandanista revolution — McAlevey has dedicated her adult life to building grassroots power for progressive change. And right now, she says that mass strikes are the key to winning progressive victories in the Trump era. Ultimately, as she explained to me in the following conversation, labor strikes carry invaluable lessons for fighting — and winning — strategic grassroots campaigns.

There’s an important lesson to be learned in realizing that strikes do not just happen because people get pissed off. [In Los Angeles,] they had four years of really serious work leading up to the strike in January, with deadlines and backwards planning attached to it. There were eight serious structure tests conducted leading up to that strike — that’s what good planning and analysis looks like.

A crucial element in their understanding of power was knowing that they could not win that strike without the community on their side. They held huge meetings that were open to parents and students, not just teachers, to set the contract demands. Understanding that we can’t win traditional labor fights anymore without bringing the whole community with us is crucial.

The Teacher Strike in West Virginia: Interview with IWW Teacher Michael Mochaidean

The Radical Education Department talks with West Virginia wobbly Michael Mochaidean, who has also spoken with IGD several times, about the recent teachers’ strike.

West Virginia has been rocked by a statewide strike by teachers, bus drivers, and other school employees.  Today, March 2nd, the strike enters its seventh day.

Beginning on February 22nd, workers shut down public schools in all 55 of West Virginia’s counties, rejecting abysmal and declining teacher pay and the state’s attack on public employees’ health insurance.  The Industrial Workers of the World (IWW), one of the unions helping to organize the strikers, reports the following worker demands:

  • A natural gas severance tax that creates a self-sustaining source of revenue for PEIA [Public Employees Insurance Agency] and public employee pay.

  • No regressive taxes, which ultimately affect working-class families more than the wealthy elite.

  • A permanent tabling to any and all legislation pertaining to co-tenancy and joint development, which allow large natural gas industries to engulf local landowners.

  • A pay raise of 5% per year over the next half decade.

  • A permanent tabling to any and all legislation pertaining to charter schools, voucher systems, and any attempts to privatize public schools.

On February 27th, Governor Justice announced an agreement with three of the major teacher unions in the state: a 5% pay increase for teachers as well as a 3% increase for state employees generally. Union officials and the governor alike pleaded for school employees to return to work, despite the fact that key demands remain unmet.

On March 1st, however–defying the governor and official union leaders–teachers refused to return to work, swarming the capitol and chanting “It’s not over.”

Meanwhile, that same day, even the modest pay raise was refused in the state legislature.

The statewide strike of teachers in West Virginia that started on February 22nd is a model for teachers and other working-class people across the US of how we can struggle together for what we need. It is a desperately needed example of mass working-class solidarity in a time when the rich are attempting to fracture us even more. It is also an important model of the kinds of strikes we can wage when we realize that the existing labor laws (the same ones that the rich are trying to destroy anyways) are traps designed by the rich to tie our arms behind our backs and hold us back.

Some teachers and supporters in West Virginia are organizing through the IWW to spread a revolutionary unionist perspective in the current strike, to expand the strike and strengthen the militant mood of the teachers, and to build for long-term organization that is not reliant on politicians or bureaucrats. They will begin by distributing a leaflet to encourage teachers and other members of the working class to extend and expand the current struggle, and they will be looking for openings to expand on that organizing.

The Power of Working Class Solidarity

What Do We Face?

Jim Justice and the Republican-dominated legislature seek to cut state funding to the Public Employees Insurance Agency (PEIA), increasing premiums over the next several years, and eliminating teacher seniority while opening up the possibility of charter schools to privatize public education in areas in most need of quality public servants. The goal for this legislature is to utterly decimate public sector labor, reap obscene profits through private charter school investments which lack accountability measures, and ultimately reduce the quality of education in the state.

We know that both Democrats and Republicans no longer have a need for a highly-educated workforce. Instead, they seek to create a system of obedient workers who can perform the menial tasks asked of them by their corporate masters without questioning the powers that be. Careers that provide meaningful employment with a steady wage and quality health care no longer exist for the many. They have been replaced, over the course of the past few decades, with a series of half-hearted promises by both parties. If we do not act NOW to halt this reactionary legislation, we will ultimately lose our future – our children’s future – to big business and the corporate-controlled parties.

In sum, we face the daunting challenge to confront elitism in our political party system and the legislation they seek to create. BUT, we cannot create a new destiny simply by voting out one party and replacing it with another. For substantive change to occur, we must FIRST organize around our common destiny as workers.

Going on Offense During Challenging Times

Bargaining for the Common Good (BCG) campaigns are expanding and spreading across the country. These campaigns offer important lessons on how unions, racial justice organizations, and other community groups can go on offense and win in these challenging times. The upcoming Janus decision at the Supreme Court, which threatens the membership and financial base of public-sector unions, makes this all the more crucial. In essence, BCG campaigns are when union and community groups together leverage contract negotiations for broader, shared gains.

Far from being new, much of BCG builds on what have been essential elements of building the labor movement from its earliest inception. The “mixed assemblies” of the Knights of Labor (founded in 1869) acted as community of unions working in conjunction with the organization’s trade assemblies. Unions and community groups have been partners in bargaining, budget, and political fights for years. Labor’s greatest battles—from the sit-down strikes of the 1930s to the United Farm Workers strikes in the 1960s, to the Memphis sanitation workers (American Federation of State, County and Municipal Employees [AFSCME]) strikes—all depended on deep community support that also reflected the values and needs of the whole community.

More recently, Jobs with Justice was founded in 1987 with the vision of lifting up workers’ rights struggles as part of a larger campaign for economic and social justice, particularly in the face of growing attacks on the right to organize and bargain. In 1996, the AFL-CIO through its Department of Field Mobilization launched its Union Cities strategy, working with key Central Labor Councils to reimagine labor’s relationship with community groups. This work included mapping corporate power structures, developing and building an infrastructure for political work, increasing diversity in leadership and activists, and supporting organizing of unrepresented workers in local communities.

Digging a little deeper, however, it is clear that the history of too many labor–community alliances were transactional in nature: “Support us on this campaign and we will support or fund you in some way.” When in fact what went unrecognized are the unified values and needs of community and labor, what’s good for a group of workers is generally also what’s good for the community, and, conversely, organized labor can exercise muscle and leverage access to power for broader shared community interests.

BCG aims to avoid transactional relationships between community and labor by building lasting alignments between unions and community groups, not merely temporary alliances of convenience.

How Canadian universities can confront climate change: moving from greenwashing to action

Confronting Climate Change on Campus  is a newly-released guide by the Canadian Association of University Teachers (CAUT/ACPPU), in response to growing awareness and concern amongst the professors and researchers who are members. It presents a three-step plan of practical action to be followed by academic staff associations and researchers across Canada:  To reduce the carbon footprint of campuses by improving building energy conservation and promoting low-carbon transportation;  to expand course offerings dedicated to climate change, and to encourage climate change research through grants and awards; and to advocate for the creation of association or institutional environment committees, or work with established committees, such as collective bargaining or workplace joint health and safety committees, to push climate change concerns.  The French version of the guide is here .

The growing awareness and concern amongst academics can be partly explained by the research efforts of the Sustainability and Education Policy Network (SEPN) at the University of Saskatchewan, which CAUT has highlighted, most recently  in  “The Politics of Climate Change” in the CAUT  Bulletin (June 2017).  The article summarizes results of a survey of Canadian colleges and universities by researchers at SEPN, and calls for exactly the kinds of actions addressed in the new CAUT guide.  The scholarly article on which the CAUT Bulletin article is based is “Climate Change and the Canadian Higher Education System: An Institutional Policy Analysis” , which  appeared in the Canadian Journal of Higher Education in June  2017.  The key findings are: “less than half (44 per cent) have climate change-specific policies in place; those policies focus most often upon the built-campus environment with “underdeveloped secondary responses” to research, curriculum, community outreach and governance policies; and the “overwhelming” response of modifying infrastructure and curbing energy consumption and pollution, while important, risks masking deeper social and cultural dynamics which require addressing.”   A 2-page summary is here ; an infographic is here.

Other relevant SEPN publications include “The State of Fossil Fuel Divestment in Canadian Post-secondary Institutions” (2016) ; “50 Shades of Green: An Examination of Sustainability Policy on Canadian Campuses” (2015) , and the related Research Brief Greenwashing in Education: How Neoliberalism and Policy Mobility May Undermine Environmental Sustainability  (2014),  and “Greening the Ivory Tower: A Review of Educational Research on Sustainability in Post-secondary Education” , which appeared in the journal  Sustainability in 2013.

And elsewhere in the world:  According to The Guardian, on February 5, the University of Edinburgh , which divested from coal and tar sands investments in 2015, announced that it will sell its final £6.3m of fossil fuel holdings.  Edinburgh has a  £1bn endowment fund,  (exceeded in the U.K. only by Cambridge and Oxford). Signalling the change to a more climate-friendly investment strategy, Edinburgh has invested £150m in low carbon technology, climate-related research,  and businesses that directly benefit the environment.
