For Farmworkers, Heat Too Often Means Needless Death

Advocates say the case of an undocumented Oregon worker during the record-breaking Pacific Northwest heatwave exposes the deadly toll of failed U.S. immigration law.

People around the Pacific Northwest piled into emergency cooling centers late last month to escape the region’s life-threatening heat wave. Sebastián Francisco Perez, an undocumented farmworker in Oregon who had arrived from Guatemala just two months ago, did not have that luxury. 

No laws required Perez’s employer to provide water, shade or rest breaks—let alone a cooling station—to help workers cope with the punishing heat. On June 26, temperatures approached 105 degrees at the nursery where Perez worked, about 30 miles south of Portland. As the mercury climbed, Perez worked until he collapsed and died. He was 38. 

If Congress passed heat standards like those adopted by California in 2005, farmworker advocates say, Perez might still be alive.

The United Farm Workers and Oregon-based Pineros y Campesinos Unidos del Noroeste (PCUN) urged state officials to issue emergency rules to protect agricultural workers from unsafe conditions during heat waves.

And on Tuesday, Gov. Kate Brown directed Oregon Occupational Safety and Health officials to do just that, temporarily expanding requirements for employers to provide shade, rest periods and cool water during heat waves until permanent rules are put in place.

Wind energy on the Northeast Brazilian coast and the contradictions between ‘clean energy’, injustices and environmental racism

In dominant models of energy production and consumption, the centralization of the energy matrix and the concentration of decision-making power remain, and with all the marks of inequalities, patriarchy and environmental racism, even if the source of energy has changed.

Energy production in the face of demand to sustain, develop and expand predominant urban-industrial-capitalist ways of life in so-called global society, does not take place without high levels of interference on a daily basis in nature and the environment, as well as in multiple societies and peoples, their territories and experiences. Regardless of the source of energy and of the technology used to generate it, in these dominant models, energy ventures produce countless socio-environmental conflicts, risks and damage in contexts of deep-seated inequalities.

It just so happens that in Brazil and Latin America, the dynamics of demand for, access to and use of land, water and territory, as well as the ecological and socio-environmental harm that results from them, carry the inheritance of historical facts. An example of this is the expropriation of others’ territories and the setting up of a political, economic, legal, military and religious power based on the supremacy of the colonizer, white men and women, over indigenous and black people. In these processes, violence, subjugation and violation of bodies, of history and of dignity, were instituted as methods. To this day, despite all the achievements in terms of winning rights, these inheritances are encrusted in the dominant political, economic and socio-cultural powers. In the current socio-environmental conflicts, such inheritances manifest themselves in the naturalization of white privileges over state policies and in the relations of the state and the private sector with each other and with black populations, indigenous peoples, riverine peoples, fisherfolk, quilombola communities and others. These do not necessarily have as a reference the consumerist and energy-intensive models of living and organizing life.

In these circumstances, even if the source for producing energy via the wind industry in Brazil, and particularly in the Northeast Region, is considered technologically and ecologically cleaner, the concrete way in which wind farms are implemented is marked by the productivist/consumerist logic. According to the values of this logic, the provision of human needs is only viable in the form of hyper-exploitation and profits at the expense of the environment, of territories and their peoples. And this does not take place without being cut across by structural racism and its expressions in the environmental reality and in the democratic fragilities involved in ensuring the rights of peoples.

Industrial Consumption: A largely invisible yet decisive underlying cause of the crisis

Industrial consumption is an intrinsic aspect of capitalist’s logic of increasing accumulation. It is also an underlying cause of the current crisis, which is being reinforced by initiatives promoting a ‘green’ label for the same production chains. This article highlights the voices of Justiça Ambiental! in Mozambique and the African ecofeminist alliance WoMIN.

This article highlights the voices of two organizations: Justiça Ambiental! (JA!) in Mozambique, which is accompanying the struggles in Cabo Delgado against the extraction of offshore and inland gas deposits; and WoMIN, an African ecofeminist alliance that works with movements of women and communities impacted by mining activities.

The world is in the midst of a serious and manifold crisis, one that brings together concerns over environmental devastation, climate chaos, loss of biological diversity, large-scale deforestation, social inequality, food insecurity, increasing poverty levels, and the concentration of power and land into fewer hands. And the list could go on and on. Industrial consumption is a vital aspect of what is driving this crisis, that is, an underlying cause. These are causes that operate on a global scale and consist of economic, political and social components that influence each other.

It is important to remark that the term industrial consumption should be understood not as the individual act of consuming, but rather as a consequence of the systemic logic of the capitalist economy of ever increasing accumulation. That means that each company, in order to make more profits, needs to grow and, in many cases, produce more and promote bigger and new markets for expansion; but to produce more, a company also needs to consume more resources (particularly energy, land and water).

Massive amounts of energy, from different sources, are distributed to industries to feed their production chains. Thousands of hectares of fertile land are turned into cash crops for industrial purposes. Mines and industrial plantations around the world siphon off and pollute enormous amounts of already scarce water sources. (1) Land is increasingly under the control of fewer individuals. Each day, enormous quantities of herbicides, insecticides, fungicides and fertilizers are produced and used by tree plantation companies and other agribusiness sectors. Minerals and fossil fuels continue to be extracted and transported across the globe via long and frequently militarized corridors of pipelines, waterways and roads. Ports, airports, highways and storage units are constantly being built and expanded to facilitate faster and cheaper connections between industries and markets. And so on. This systemic logic of ever-increasing production and consumption reinforces, at the same time, models of structural oppression, racism and patriarchy.

Industrial consumption, by and large, is now being reinforced by official and corporate initiatives trying to promote a new ‘green’ label for the same economic model. The targets set by companies and governments to reduce pollution, deforestation and biodiversity loss are mostly presented next to economic packages endorsing economic growth, free trade and globalized capitalism. And what does this mean? Basically, more industrial consumption and production. Likewise, the so-called ‘green’ or ‘low carbon’ economy is being promoted alongside market-based policies that pretend to offset the pollution and destruction that is intrinsic to such an economic model. In a nutshell, the so-called ‘transition’ aims to maintain and allow the same economic model that is actually driving the crisis to continue uninterrupted.

What Might an Ecosocialist Society Look Like?

Why can’t the problems that ecosocialism would solve also be remedied within the current global capitalist system?

Before describing possible features of a future ecosocialism, it is worthwhile to consider why such a system is even needed. Why can’t the problems that ecosocialism would solve also be remedied within the current global capitalist system? Part I of this essay addresses that question by summarizing recent scientific reports on the state of the climate and extent of the ecological crisis; reviewing available methods and technologies that could be used to address the climate and ecological crises; and briefly describing capitalism’s structural inability to provide solutions at the scale of the crises. Part II then takes up the subject of the title, ecosocialism, along with strategies to move in that direction. 

Part I: Context and Background

The threat to life on Earth posed by the climate and ecological crises can hardly be overstated. A 2019 Nature article warned that up to a million species of plants and animals are on the verge of extinction, and a United Nations study the same year identified global warming as a major driver of wildlife decline. Much of the devastation to date was catalogued in the 2020 WWF Living Planet report, which recorded a 68 percent decline in the population of vertebrates around the world, in just the past five decades. More succinctly, scientists report that Earth is experiencing a sixth mass extinction. (The previous mass extinction, 66 million years ago, ended the dinosaurs).

The scale of the environmental crisis is unprecedented in human history. At stake are human civilization and billions of lives. An article last year in Proceedings of the National Academy of Sciences predicted that for every additional 1̊C rise beyond the 2019 global average, a billion people will be forced to abandon their locations or endure insufferable heat. The paper warns that under a scenario of increasing emissions, areas now home to a third of the world’s population could experience the same temperatures as the hottest parts of the Sahara within 50 years. 

Summing up the findings of some 150 scientific studies, a 2021 paper authored by 17 scientists warned that the “scale of the threats to the biosphere and all its life forms –- including humanity –- is in fact so great that it is difficult to grasp even for well-informed experts.” Adding further urgency, 101 Nobel laureates released an open letter in April 2021 in which they wrote, “We are seized by the great moral issue of our time: the climate crisis and commensurate destruction of nature.” The laureates called for a worldwide fossil fuel non-proliferation treaty

Global heating is driven by greenhouse gases in the atmosphere, and yet emissions continue at high levels despite the chorus of promises by “climate leaders” in governments. In 2020 global emissions decreased by a meager 5.8 percent due to Covid-19 lockdowns, but they were already on the rebound by the end of the year. For the current year, 2021, the International Energy Agency (IEA) forecasts the second largest annual increase in history of greenhouse gas emissions, as global economies recover from the Covid-19 recession. In May 2021 a record-breaking monthly average concentration of 419 parts per million (ppm) of CO2 was measured in Mauna Loa, Hawaii, breaking the previous May 2020 record of 417 ppm. 

The drivers of ecocide, more generally, include not only climate change, but also habitat destruction, toxic dumping, plastic pollution in the oceans, radiation poisoning, and other customary byproducts of the global capitalist economy. All of this destruction continues unabated despite the flood of warnings from scientists, lobbying by environmental activists, and even warnings from institutions deeply rooted in the capitalist economy. 

Consider, for example, that in May 2021 the IEA released an unprecedented call to the world to rapidly reach zero emissions in its report, Net Zero by 2050: A Roadmap for the Global Energy Sector. Widespread news coverage and expressions of optimism followed. Yet from February to the end of April 2021, the Biden administration approved nearly 1200 drilling permits on federal lands, along with more than 200 offshore permits, and defended in court the ConocoPhillips Willow project in Alaska, which is expected to emit 260 million metric tons of CO2 during the next 30 years, the equivalent of 66 coal-fired plants. And Biden is far from alone among world leaders in his support of fossil fuel expansions.

Why we need a UK Food Sovereignty Movement

“Food sovereignty” as a term and a movement has become more prominent in the last few decades, but its reception by governments and institutions in wealthier countries, including the UK, has been unenthusiastic, to say the least.

What is food sovereignty?

“Food sovereignty” is a relatively new way of describing and unifying longstanding aims and methods of the work of peasants, indigenous people, and communities as well as that of various food justice campaigns and organisations. Its six unifying principles are providing food for people; valuing food providers; localising food systems; centring local control; building knowledge and skills; and working with nature. By centring these 6 key principles, the food sovereignty movement seeks to guarantee and protect people’s space, ability and right to define their own models of food production, distribution and consumption.

Where has it grown from?

In 2007, more than 500 people gathered at the Nyéléni forum in Mali, so-called after a Malian peasant farmer who developed crops to feed her people. This forum brought together many diverse groups and individuals working on food issues, and united them under the Declaration of Nyeleni. The food sovereignty movement transformed from being disparate and lacking in visibility into being an interconnected movement, with strong underlying principles, coordination and solidarity between countries, communities and activists working together towards a common goal.

Cannabis Agricultural Workers at Tikun Olam CA Vote to Join Teamsters

First Successful Cannabis Agricultural Union Election in Southern California Conducted in Adelanto:

On Monday, cannabis agricultural workers at Tikun Olam California’s Adelanto facility voted overwhelmingly to join Teamsters Local 1932. The results mark the first Agricultural Labor Relations Board election victory for cannabis workers in Southern California. There are 39 workers in the bargaining unit.

“Today is a historic day for workers across the cannabis industry in Southern California,” said Randy Korgan, Secretary-Treasurer of Teamsters Local 1932. “By exercising their rights to unionize, Tikun Olam workers are joining a proud legacy of Teamsters who have come together for more than 100 years to secure stability, dignity and respect at work.”

Tikun Olam California opened its 80,000 square foot cultivation facility in 2019. The workers, organizing with San Bernardino-based Teamsters Local 1932, are the heartbeat of Tikun Olam’s operations, ensuring that the product successfully makes it from seed to trimmed product.

Doug Herring and Kurt Newman of Cultivation are two of the new Teamsters at Tikun Olam California.

“We are anticipating a strong future after joining Local 1932,” says Herring and Newman. “Together, cannabis workers will carve the future for this industry that we are all so proud to be a part of.”

Teamsters Local 1932 was founded in 2015 and is made up of over 14,000 working people in the public and private sectors across the counties of Riverside and San Bernardino.

The path of Peasant and Popular Feminism in La Via Campesina

La Via Campesina, presents the publication “The Path of Peasant and Popular Feminism in La Via Campesina” with the aim of strengthening the training processes of the Movement and to build Peasant and Popular Feminism as a political tool against oppression and violence. This document compiles the historical knowledge accumulated by Peasant and Popular Feminism in identifying the political challenges that exist in the historical moment that we live in, and thus contribute to the analysis and collective reflections to build a plural movement that respects diversities.

The publication is split into four parts: the first one looks back at the conquests of women inside LVC, up to Peasant and Popular Feminism as something to be built collectively. The second chapter highlights the role of women in the Peasants’ Rights Declaration adopted at the UN and highlights the rights achieved with this tool. The third chapter focuses on La Via Campesina’s Global Campaign “End Violence against Women”, the way the campaign is organized and its experience in different territories. Finally, in the last chapter in order to further expand reflections and discussions, we provide a virtual toolbox that will facilitate training and communication processes.

Since its very beginning La Via Campesina has sought to encourage the participation of rural women at all levels of action, power and representation in the building of an international movement that is broad, democratic, politically and socially committed to the defense of peasant agriculture, Food Sovereignty, the struggle for land, justice, equality and to eradicate all forms of gender discrimination and violence.

Recognizing the contribution and participation of women in member organizations has not been an easy task, notably because of patriarchy and the sexism rooted in societies. These have a negative impact even on the practices of comrades and of the organizations that belong to the movement. LVC’s women speak of two revolutions: one that burdens problems with gender relations within the movement, and a broader one aimed at making a revolution inside societies for justice, equity and the emancipation of human beings.

Anti-imperialist Manifesto in Defense of the Environment

Labour on the farm

The first draft of A Small Farm Future had a chapter called ‘Labour on the farm’ which didn’t make the final version. I needed to cut the length, and although there were parts of this chapter I was quite attached to, I felt I hadn’t nailed the issues as well as I’d like, so it was easy to spike. Some passages found their way into other parts of the book, but I’d been hoping to make good on the issue in this blog cycle with parts of the deleted chapter and my own more polished thoughts. Trouble is, I still don’t feel I’ve nailed this issue sufficiently. So instead I offer this post as a placeholder for a more distant day when I hope I can offer something more up to scratch.

What I’ll do here instead is provide a few brief thoughts on the topic prompted by a deeper dive I took recently into Francesca Bray’s fascinating book The Rice Economies (University of California Press, 1986) – an old book, but a very good one. Then I’m hoping I can come back in the future with something a bit more expansive.

A key organizing theme in Bray’s book is her contention that wheat in western countries and dryland cereal crops in general offer economies of scale in production that don’t exist in the case of the wet rice cultivation that dominates much of the populous regions of East, South and Southeast Asia. The combination of relatively scarce labour and relatively abundant land in the west (albeit that the latter was too often a function of colonial dispossession) created a dynamic of labour substitution and mechanization geared to increasing the per worker productivity of farming as an economic sector that’s come to be seen as exemplary of agricultural ‘progress’. In the wet rice regions, on the other hand, relatively abundant labour and relatively scarce land created a dynamic of agricultural development where the focus was using more (skilled) labour to increase the per acre productivity of the land.

From this point of departure, Bray unfurls an enormously detailed and sophisticated discussion of poverty, development, mechanization, landownership, credit, state formation, agrarian organization and much else besides which I hope to draw and elaborate from in future posts. But for now I’ll restrict myself to a couple of main points.

In certain situations of economic growth and capitalist development, there can be a compelling logic to agricultural labour substitution of the western kind. People quit the toilsome agrarian life for better paid jobs in industry or services, helping fuel an accumulation of capital and resources that redounds to the net benefit of all.

This is a pretty idealized vision of how capitalism works in practice, but it has a sufficient grain of historical truth to it in western societies to colour notions of a more labour-intensive agricultural future with a sense of regress and misplaced romanticism. Nevertheless, it matters where the accumulated capital and resources go. If labour substitution helps generate extra income that doesn’t find its way back to labourers, then to them there is no benefit. And this is basically what’s happening in the present phase of the global economy.

Colombia: Is Access to Land Democratized?

Sub-point 1.1 of the Peace Agreement establishes mechanisms for access to land for the benefit of peasants without land or with insufficient land, mainly through land allocation processes and formalization of rights. Thus, it has been planned on the one hand, the formalization of 7 million hectares in 10 years, prioritizing areas such as those related to Development Programs with a territorial approach – PDET, in Spanish, and on the other, the allocation of 3 million hectares in the first 12 years of management of the Fondo de Tierras.

However, the implementation is moving slowly. After the first 4 years of the implementation, the National Land Agency – ANT, the entity responsible for carrying out formalization and allocation processes, reports the formalization of 1,966,691 hectares, however, it should be remembered that 1,055,000 of these lands were handed over and registered before the signing of the Peace Accord. Land formalized before the implementation of the Accord should be excluded, which reduces the deal for formalization to 913,548 hectares; the claim to inflate the figures on the achievement of compromises is obvious. Likewise, it is pointed out that this figure is very low in comparison with the pace of implementation needed to achieve the goal set out in the Accord: nearly 700,000 hectares are expected to be formalized annually.

65.2% of the beneficiaries of formalization processes are men and 31.6% are women. It is also interesting to note that the 93.3% of formalized land corresponds to collective titles of black communities and constitution / expansion of indigenous reserves, similarly, only 14% of formalized hectares are in municipalities focused on the implementation of the Agreement.

Regarding the allocation process, the National Land Agency (ANT) presents the entry of about a million hectares to the Fondo de Tierras, however, if the hectares available to be distributed were strictly counted, in which the allocation condition has no restrictions or they are determined, this figure would be reduced to 90%, given that only 2,253 available plots corresponding to 96,471.1 hectares fulfill this condition1. This accentuates, again, the government’s pretention to inflate the figures for the fulfillment with the Agreement, given that only the entry [in the database] of the available land to be handed over to the peasants without land, in other words, the Fondo de Tierras actually has 96,471.1 hectares.

Likewise, the government is accounting for sources of vacant land and the Fondo Nacional Agrario, the land that is available for distribution, however, these are vacant lands with a previous occupation, which cannot be allocated and on which processes formalization of rights must be executed. In other words, these are cases where the formalization of the property is a must and that can feed the results of the formalization of seven million hectares goal, but this does not represent an accomplishment of the compromise to hand over land.

The Office of the Inspector General reports that 8,143.7 hectares have been allocated. It is important to stress that this figure corresponds to direct purchases and full allocations, that is, there were no allocations without previous occupation. Likewise, the regulatory body indicates that only 6.6% of hectares allocated by direct purchase correspond to municipalities prioritized in the implementation of the Agreement.

However, if we consider the figures presented by the ANT in relation to the Fondo de Tierras – in which the condition of land allocation is not considered – there is a 52.2% of the hectares put into the Fondo where the municipalities prioritized by the Territorially Focused Development Plans – PDET, and the 47.8% in non-priority areas. Likewise, 8 out of 16 PDET sub-regions2 each register less than 1% of the hectares included in the Fondo de Tierras.

As it is seen, the government is inflating the figures of the fulfillment of point 1 of the Agreement and there is no progress in democratizing access to land in the country. Additionally, the actions carried out by the government are not focused on the areas prioritized for its implementation, such as the PDET municipalities, which disregards the principle of prioritization established in the Agreement.
