Social Justice and Trade Union statements at the PreCOP in Milano

Thank you, my name is Gina Cortes Valderrama and I speak on behalf of five diverse rights-based constituencies- Women and Gender, Trade unions, Indigenous Peoples, Youth, the Climate Action Network, and Demand Climate Justice. We are speaking collectively to demand ambition, justice, and people-powered solutions. Together, we represent over 3000 organizations in more than 160 countries.

Let’s start with reality:

  • In 2020, five years after Paris promised to uphold human rights in all climate actions, a record number of activists were murdered as they worked to protect the environment
    and land rights.
  • The recent UNFCCC NDC synthesis report warns emissions will be 16 percent above the 2010 level by 2030 - even after the latest mitigation pledges -, while science tells us we need to halve emissions until then.
  • In addition, according to the OECD figures, 2019 climate finance remained $20bn below the target for 2020. And it is virtually certain that the $100bn will not be met in 2021.
  • In all circumstances, the connection between climate impacts and inequality are abundantly clear. These inequities are further exacerbated when a few rich nations have yet refused a TRIPS waiver and ensured vaccine equity with adequate support...

Unions and Climate Activists Find Common Cause in Opposing Airport Expansion

“Are you scared you’re going to lose all your jobs ’cause there will be no planes?”

The audience chuckled at MSNBC host Chris Hayes’s first question for Sara Nelson, international president of the Association of Flight Attendants, at a March 2019 special on the Green New Deal. Nelson, an ardent climate advocate, dismissed the notion out of hand: “We still have to get around.” The real threat to flights, she insisted, is an increase in extreme weather events. It is climate inaction, then, that could keep planes from flying, rather than climate action.

Across the Atlantic, the messaging is notably different. Environmentalists across the U.K. and France have campaigned against airport expansions, and the Swedish language now has a word (flygskam) for the climate shame felt by those who fly. In August 2019, Swedish climate change activist Greta Thunberg chose to ride a boat to New York to reduce emissions and draw attention to the crisis.

So, will we have to keep any airplanes on the ground? The answer is complicated, depending on how quickly certain technologies become widespread, how willing we are to tolerate financial and environmental costs of jet fuel alternatives, and whether we aim to eliminate greenhouse gas emissions entirely or merely reach “net-zero” emissions (in which scenario we would continue to emit, but attempt to offset the climate impact through carbon capture and storage).

But there is a growing consensus that even in technologically optimistic scenarios, some constraints on demand will be necessary to curtail the expected growth in flights over the decades to come. Many climate activists argue that because these technologies are uncertain, we should start reducing flights as soon as possible. And some early indications — such as an ongoing union-led fight against an airport expansion in Los Angeles — suggests that the climate movement’s most powerful ally against rampant growth in air travel may be labor.

Few demonstrators at the Los Angeles International Airport (LAX) during a September 14 rally held greenhouse gas emission foremost in their minds as they decried the proposed expansion. The 50 or so protesters — most wearing the shirt of either SEIU United Service Workers West (SEIU-USWW) or Unite Here Local 11 — were more vocal about issues such as health care, wages, and the impact of air pollution and traffic congestion at their jobs and in their neighborhoods. The two unions, representing thousands of food, custodial and passenger service employees at the airport, were joined by Sunrise LA and other community and environmental groups outside a meeting of the Los Angeles Board of Airport Commissioners (BOAC).

An SEIU-USSW press release argues that the current plans to expand LAX “ignore the needs of workers at the airport as well as those who are most impacted by it: nearby neighborhood residents,” but they do not oppose the expansion outright. Instead, the labor groups want to see a community benefits agreement — an enforceable contract between the airport and community groups that allows workers and residents to provide substantive input, ensuring any airport development respects economic and environmental justice. If this demand is not met, SEIU-USWW President David Huerta tells Truthout, the union “could transition into direct opposition.”

Any solution must ensure worker voices are heard, says Sunrise LA spokesperson Josiah Edwards. Airport employees kept LAX running through the pandemic for inadequate pay, and already bear a heavy environmental burden. That they are not invited to the BOAC’s closed-door meetings is “a clear instance of environmental injustice,” Edwards says.

Viewpoint: Climate Justice Must Be a Top Priority for Labor

Today’s existential crisis for humanity is the immediate need to shift from fossil fuels to renewable energy. All of us have to. Everywhere. For workers and for our communities there is no more pressing matter than this.

We need to begin a discussion among co-workers, creating demands and acting on them at the workplace and bargaining table. We need to show up at local union meetings, central labor councils, and town halls supporting demands that move us toward a fossil fuel-free future.

At the same time, we need to protect the incomes and benefits of workers affected by the transition off of fossil fuels and to make sure they have real training opportunities. And we need to restore and elevate those communities that have been sacrificed for fossil fuel extraction, production, and distribution. We should promote candidates for elected office who support legislation which puts those aspirations into practice, such as the Green New Deal.

If the labor movement does not take the lead in pushing for a fair and just transition, one of these futures awaits us: (1) the world will either fail to make the transition to renewable energy and scorch us all, or (2) the working class will once again be forced to make all of the sacrifices in the transition.

The time is long past ripe for U.S. unions and our leaders to step up and use our collective power in our workplaces, in our communities, and in the streets to deal with these crises. That means we need to break out of the false choice between good union jobs and a livable environment.

There are no jobs on a dead planet. Social, economic, and environmental justice movements can provide some pressure to mitigate the crises, but how can we succeed if the labor movement and the environmental movement continue to allow the fossil fuel industry to pit us against each other? Rather than defending industries that need to be transformed, labor needs to insist that the transition to a renewable energy economy include income protection, investment in new jobs in communities that now depend on fossil fuels, retraining for those new jobs, and funds to give older workers a bridge to retirement.

Like any change of technology or work practice in a shop, if the workers affected don’t receive sufficient guarantees of income, benefits, and protections their support for it, regardless of the urgency, will suffer.

Call for a Fossil Fuel Non-Proliferation Treaty

The Fossil Fuel Non-Proliferation Treaty Initiative is spurring international cooperation to end new development of fossil fuels, phase out existing production within the agreed climate limit of 1.5°C and develop plans to support workers, communities and countries dependent on fossil fuels to create secure and healthy livelihoods. Cities such as Vancouver and Barcelona have already endorsed the Treaty with more considering motions to endorse. Hundreds of organizations representing thousands more individuals join the call for world leaders to stop fossil fuel expansion.

Over two thousand academics across disciplines and from 81 countries have delivered a letter demanding a Fossil Fuel Non-Proliferation Treaty to manage a global phase out of coal, oil and gas to governments gathering at the next UN General Assembly (September 14-30, 2021).

In the open letter, the academics recognize that the burning of coal, oil and gas is the greatest contributor to climate change – responsible for almost 80% of carbon dioxide emissions since the industrial revolution. Furthermore, they note that, “air pollution caused by fossil fuels was responsible for almost 1 in 5 deaths worldwide in 2018.”

Despite this, national governments, including the COP26 hosts themselves, plan to expand fossil fuel production at levels that would result in around 120 percent more emissions than what is in keeping with the Paris Agreement target of 1.5ºC of warming.

LA County Board of Supervisors Passes Historic Measure to Begin Phase-Out of Oil Drilling

Los Angeles, CA -- Today, the Los Angeles County Board of Supervisors voted unanimously in support of a measure to begin the process of phasing out oil drilling on unincorporated Los Angeles County land. There are more than 1,600 wells in unincorporated LA County, with the majority located in the Inglewood Oil Field, the largest urban oil field in the country.

Today’s vote puts LA County on the path to being the first in the country to ban and phase out existing drilling. The Board also voted to create a program to ensure that wells are properly closed and cleaned up, and to expand the county's task force focused on a just transition for fossil fuel workers and communities. 

Culver City voted in June to phase out oil production and require the cleanup of well sites in the city’s portion of the Inglewood Oil Field within five years. The City of Los Angeles is also working on developing its own policy to phase out oil drilling.

Environmental justice, climate, faith, labor, and public health groups have long called for an end to neighborhood oil drilling in Los Angeles, citing serious health risks for nearby communities and the need to stop fossil fuel extraction to avert the worst of the climate crisis. Ahead of the vote, groups submitted letters signed by 150 organizations and more than 4,000 petitions and comments to the Board urging them to protect Los Angeles communities by supporting the phase-out of dangerous oil drilling. 

“We have an opportunity and responsibility as the home of the largest urban oil field in the nation to lead by example in creating an equitable path for phasing out oil drilling. Collectively, the motions that passed today center the needs of the communities and workers most impacted by oil drilling and build on Los Angeles County’s momentum in fighting climate change and sunsetting oil and gas operations,” said Supervisor Holly J. Mitchell. “I applaud the Board for continuing to move LA County forward on this critical issue and the countless advocates that have helped get us to this point. Our work is far from done but this is a promising step for environmental justice.”

"Responsibly phasing out oil drilling and cleaning up old wells is critical to ensuring we protect public health as part of a just transition in LA County," said April Verrett, President of SEIU 2015. "We applaud the Board of Supervisors for taking this historic vote, and hope that it can represent a model for the rest of the state to protect both workers and public health."

Defend and Transform: Mobilizing Workers for Climate Justice

Mobilizing the global labour movement for climate justice and just transition is one of the defining challenges of our times. However, for workers in many sectors, it is unclear how climate issues will affect them specifically, and how they should respond. To date, much of the debate around just transition has focused on workers in industries that are facing job losses. These struggles are important. But in order to build a transformational vision that can mobilize workers in all sectors from the ground up, we need to understand a wider array of industry perspectives.

In this essay, I will discuss three issues. First, I will make the case for why climate justice and just transition are fundamental issues for the labour movement. Second, I will review debates around just transition, and particularly the contrast between worker focused and structural transformation approaches. I will argue that we need to build a bridge between the two perspectives, particularly in scenarios where it is important to engage workers about the future of their specific industries. Third, I will analyse three different scenarios from the transport sector that illustrate the various challenges that workers face: public transport as an example of industry expansion, aviation as an example of industry contraction, and shipping as an example of industry adaption.

Their Just Transition and our Just Transition

Up until relatively recently ‘Just Transition’ (JT) was a term used by a relatively narrow group of people in policy circles, unions and environmental campaigners. Over the past few years, the term has become more commonly used, if not always fully understood or understood in the same way. For example, the European Bank for Reconstruction and Development (ECBD) described it as: ‘seek[ing] to ensure that the substantial benefits of a green economy transition are shared widely, while also supporting those who stand to lose economically – be they countries, regions, industries, communities, workers or consumers’. Meantime, the Climate Justice Alliance said it: ‘… is a vision-led, unifying and place-based set of principles, processes, and practices that build economic and political power to shift from an extractive economy to a regenerative economy … The transition itself must be just and equitable; redressing past harms and creating new relationships of power for the future’.

Both understand the impact will have winners and losers, and negative impacts should be mitigated. But they then diverge. The first imagines JT as being delivered by policies through existent and, presumably, unchanged institutions. The second sees JT as a more transformative process requiring a shift in the balance of economic and political power.

The Scottish Just Transition Commission, on which I sat, was conceived by the Just Transition Partnership comprising unions and environmental campaigners and adopted by the Scottish Government. The Commission’s remit, set by the Scottish Government, unsurprisingly was aligned more clearly with the ECBD. In other words, the Commission was essentially asked to consider policy recommendations based on the presumption that pre-existing institutions and political and economic relations would continue largely unchanged. This is not to say that the Commission did not consider the socio-economic elements of the issues like energy, transport, industry and housing. It also made the welcome call for empowering workers and communities in delivering JT and for Fair Work to underpin this. Crucially, it called for sector-wide Just Transition Plans, an important step towards the creation of a Scottish industrial strategy. It also called for action to create jobs in the Scottish renewables supply chain and green manufacturing; for two free bus pilots to be run in Scotland; and for as skills guarantee for workers with direct public funding provided so that retraining costs do not fall solely on those whose livelihoods will be negatively affected by the shift to net zero.

However, what the Commission did not address – and was realistically never going to – was the wider political and economic transformation required. In two of Scotland’s highest emission sectors, transport and heat, we have barely scratched the surface of the greenhouse gas reductions required. Meanwhile, in energy, where progress towards emissions reductions has been more substantial, jobs have not been created to mitigate the loss of employment in extraction and generation. The current approach, combining incentives and grants for the private sector with ‘last resort’ state interventions (as at BiFab and Ferguson Marine) lacks ambition.

Therefore, as we approach COP26, and as the SNP Scottish Government signals its intent to economically transform Scotland, the STUC will be campaigning for an approach to JT that achieves both the policy recommendations of the Just Transition Commission and the wider transformation we need.

‘Our Climate, Our Buses’, ‘Our Climate, Our Homes’, and ‘Our Climate, Our Jobs’ campaigns call for radical intervention by government both fiscally but also democratically. Central to this campaign is the need for public ownership and for re-empowering local authorities and communities to deliver change. Privatisation of our bus services has manifestly failed, in terms of fares and services for less well-connected areas. The pandemic threatens a contraction in public transport use when we need expanded public transport to reduce car use. The SNP and Scottish Greens pact creates a public transport fund that could be used by local authorities to take bus transport back under direct control but we have yet to see the how ambitious that fund will be.
