La Via Campesina and ECVC express their dismay at the authoritarian drift in France

Bagnolet | 28 June 2023: Instead of finding real answers to the environmental, social and democratic crises, the French government is choosing to imprison activists and ban movements critical of the extractivist agro-industrial model.

On 21 June, the French government announced the dissolution of the movement Les Soulèvements de la Terre, which campaigns against land and water grabbing and the destruction of ecosystems. That same week, dozens of activists were arrested by the anti-terrorist police, on the pretext that they had taken part in demonstrations against mega-basins, extractivist industries or agro-industry and its pollution. On June 28th, two peasant trade unionists from the Confédération Paysanne, Nicolas Girod and Benoît Jaunet, along with Julien LeGuet, spokesperson for the collective Bassines non merci, were arrested by the police for their involvement in organizing these collective gatherings as representatives of their respective organizations. They were released later in the day but received court summonses for the month of September. Such acts of repression against legitimate protests are unacceptable and unjust, creating a negative precedent and seeking to intimidate all defenders of fundamental rights. In this context it seems that the FNSEA, a French farmers’ union, has also been calling for the dissolution of La Confédération Paysanne.

We, La Via Campesina and European Coordination Via Campesina, stand together with our member organisation in France, La Confédération Paysanne. We firmly reject these threats and will act decisively in Europe and around the world to ensure that La Confédération Paysanne and its members can continue to defend peasant agriculture and its workers.

We express our support for Les Soulèvements de la Terre (the Uprisings of the Earth ). These tens of thousands of young people mobilising to ensure land and water are shared fairly, which is an expression of the acute sense of responsibility that young people have in the face of social inequalities and the destruction of ecosystems.

We call on the French Government to cease its violations of human rights, and in particular of the rights recognised in the United Nations Declaration on the Rights of Peasants and Other Rural Workers (UNDROP), such as freedom of thought, opinion and expression, freedom of association and the right to participation.

We call on our member organisations and allied organisations to mobilise in support of the
Confédération Paysanne and social movements in France, in particular by sending letters to French embassies and the French government and by organising rallies in front of French embassies.

Unions Furious After Democratic Maine Gov. Vetoes Offshore Wind Bill Over Fair Labor Rules

Democratic Maine Gov. Janet Mills on Monday vetoed an offshore wind development bill because she opposed an amendment requiring collective bargaining agreements for future projects, drawing condemnation from the state's largest federation of unions.

"Maine's climate motto has been 'Maine Won't Wait.' With this veto, Gov. Mills is saying, 'Maine Will Wait'—for thousands of good jobs, for clean energy, and for the build-out of a new industry," Maine AFL-CIO executive director Matt Schlobohm said in a statement. "We will wait because the governor is opposed to fair labor standards which are the industry norm."

"The governor's ideological opposition to strong labor standards," said Schlobohm, "jeopardizes the build-out of this industry and all the climate, economic, and community benefits that come with it."

Mills supported an earlier version of Legislative Document (L.D.) 1847 that originated from her office. Last week, however, the governor made clear that she opposed the addition of an amendment requiring project labor agreements (PLAs)—pre-hire deals negotiated between unions and employers that establish wage floors and other conditions—for the construction of offshore wind ports as well as the manufacturing of turbines and other components needed for wind energy projects.

In a letter to state lawmakers, "Mills argued that mandating a PLA would create a 'chilling effect' for non-union companies, discouraging them from bidding on construction," The American Prospect's Lee Harris reported. "Supporters of the PLA provision say that is a far-fetched objection, since the agreements do not ban non-union contractors from vying for jobs. (In fact, that's one reason some more radical unionists say PLAs do too little to advance labor's cause.)"

The governor vowed to veto the bill unless the Legislature recalled it from her desk and revised it to the initial version or adopted "language that would ensure that union workers, employee-owned businesses, and small businesses could all benefit."

The Impact of Energy Investments on the Financial Value and the Carbon Footprint of Pension Funds

This report presents the results of analyses conducted on a group of pension funds that face popular demands to decarbonize their investment holdings (Climate Safe Pensions Network (CSPN)). A key argument made by advocates is that fossil fuel-free portfolios would have seen superior investment performance during the last decade. The scope of the analyses includes the historical public equity investments of the funds and are based on data provided by either Bloomberg or Capital IQ2. The analyses were conducted between 2013 and 2022 for the funds with publicly accessible data. Data for eight of the funds were available, including:

Employment Creation through Green Locomotive Manufacturing at Wabtec’s Erie, Pennsylvania Facility

On the evening of June 22, members of the United Electrical, Radio and Machine Workers of America (UE) crowded into Iroquois High School to vote on whether they would accept what their boss was offering them. They are employed by Wabtec (an abbreviation of Westinghouse Air Brake Technologies Corporation), at a four-million-square-foot locomotive manufacturing plant in Lawrence Park, on the east side of Erie, Pennsylvania.

Lawrence Park was built by General Electric (GE), which ran the plant for more than a century before the company spun off its $4-billion-a-year transportation arm in 2019, transferring ownership to Wabtec. The area still feels like a company town: the roughly four thousand residents are tied to the plant in countless ways, and UE signs dot Lawrence Park’s Main Street, affixed to telephone poles and stuck in front lawns.

At Iroquois High, the members of UE Local 506 and Local 618 (the latter consists of the plant’s clerical employees whose jobs have not been eliminated by automation, now numbering in the single digits) were voting on Wabtec’s last, best, and final offer for a new four-year contract. They struck for nine days to win that first contract in 2019, defeating some of Wabtec’s most egregious proposals but giving up certain provisions they had enjoyed under GE, some of which they hoped to win back during the current negotiations. The company’s 1,400 workers have now been without a contract since June 10, when that first contract expired.

Months of bargaining failed to produce a tentative agreement, and the company’s actions only increased the workers’ frustration. Hours before the contract expired, Wabtec informed Local 506 president Scott Slawson that it was considering permanently subcontracting out 275 union jobs, which members read as a threat. That interpretation was only confirmed when the company then told Slawson on June 20 that it would rescind that move should the workers accept the offer.

UE Locals 506 and 618 Strike Wabtec Locomotive Plant, Demanding Green Jobs

After rejecting the company’s last, best and final offer today, the 1400 members of UE Locals 506 and 618 are on strike at Wabtec’s locomotive plant in Lawrence Park.

“Building green locomotives is essential to the future of our country, and will benefit the local economy here in Erie,” said UE Local 506 President Scott Slawson. “Unfortunately, Wabtec’s unwillingness to work with us to resolve problems, either through the grievance process or through contract negotiations, is a major impediment to that bright future.”

Slawson also denounced the company’s announcement during bargaining that they are considering moving at least 275 jobs out of the plant.

“While the union is working hard to bring new work into the plant and new jobs to Erie through our Green Locomotive Project, the company is refusing to work with us on this project, and is instead holding the community of Erie hostage with the threat of moving work,” Slawson said. “We will not give in to their blackmail.”

A recent report by the Political Economy Research Institute at the University of Massachusetts-Amherst found that the production of green locomotives at the Erie plant could bring thousands of new, high-quality jobs to northwest Pennsylvania, an area that has been especially hard-hit by de-industrialization. During contract negotiations, the union has proposed language that would guarantee that green locomotive work be done in Erie.

In addition to the green locomotive proposal, the union has proposed returning to the dispute resolution process used for over eight decades prior to the plant’s sale to Wabtec in 2019. Under that process, workers had the right to strike after exhausting the grievance procedure, which gave the company an incentive to settle disputes at the lowest possible level. Since the union’s first contract with Wabtec went into effect in June 2019, the number of grievances reaching the final stage of the grievance procedure has increased tenfold.

Government's poor response on decarbonisation

In March, Parliament's Transport Select Committee produced a report of their recent inquiry Fuelling the Future, which was looking at ways to decarbonise transport.

The committee took evidence from stakeholders across the industry, including ASLEF (click here to read our submission), asking about the viability of future fuels from electrification to batteries and hydrogen.

The report found that the only realistic way to decarbonise the railway is to electrify as much as possible of the network. While there is the potential for hydrogen and batteries to fill gaps, electrification remains the only way to power heavy freight and high-speed passenger services. 

This is not the first report that has come to the conclusion that rail electrification is essential for decarbonising the railway.

ASLEF has repeatedly called for the full electrification of the railway, through a rolling programme which would allow supply chains and project teams to be continually employed and therefore save money and retain institutional knowledge.

After publishing the final report of the inquiry the committee received a response from the UK government. Unfortunately the government did not commit to moving forward with some of the most important recommendations.

There was, for example, no full commitment to rail electrification, let alone a plan to do this. In addition the government stated that it would be running diesel trains on the new 'East-West Rail' line between Oxford and Cambridge. This is a new line which should obviously have been electrified from the beginning.

The Conservative MP who chairs the committee, Iain Stewart, commented:

“My colleagues also urged government to stay committed to electrifying railway lines, or introducing alternative low-carbon motive power where full electrification is not viable, so that we can look forward to the day that vast swathes of the country are free of diesel-guzzling trains. We want to see a long-term strategy with costings, milestones and a credible delivery plan. The Government’s response indicates there is still some way to go before they will be ready to put pen to paper on a detailed plan."

This indictment of the government's inaction from a member of their own party is in line with what ASLEF has been saying for many years. This is a government without a plan, without a strategy, and without the ability to deliver.

Northeast Ohio Protestors Demand Justice for East Palestine

At about one o’clock on Saturday, March 11, at least 40 local residents and activists gathered in Lisbon, Ohio to demand justice for East Palestine. They focused their protest on rail giant Norfolk Southern and its role in the derailing of the train on Feb. 3, 2023.

The seat of Columbiana County, Lisbon is less than 20 miles from the now infamous East Palestine. The afternoon air was cold but not biting – typical March weather here in the Mahoning Valley. But the atmosphere was tense. 

People had joined together to show their anger at Norfolk Southern and determination to make them pay for damages. They held signs and distributed info about community actions to get more people involved. They also gave testimony for the news cameras.

I made my way from my home in Salem, just a 10 minute drive down State Route 45. The derailed train had first passed through our town, already on fire, on its way to its eventual wreckage site. It easily could have been my own family evacuating in February–a thought that has kept me up many nights since.

I parked and shuffled from my spot near Fox’s Pizza Den into the town square. There, protesters had already gathered, holding signs for passing traffic. “Make Norfolk Pay,” read one. “You break it, you buy it,” read another.

Railroad Workers United didn’t attend for fear of company retaliation, but sent a solidarity statement read by a DSA member. “Put power back in the hands of the workers!” cried one speaker. “Workers make the world run.”

Now often called Ohio’s Chernobyl, East Palestine previously led a quiet existence. But the town of 4,800 was thrown into disarray, and then despair, by February 3’s 150-railcar “mega-train” derailment. This industrial catastrophe doused the surrounding area with extremely hazardous chemicals. 20 railcars contained deadly compounds, including one million pounds of vinyl chloride.

Residents around the town testified (and still do) of headaches, nose bleeds, dizzy spells, nausea, rashes, difficulty breathing, sore throats, and more. Norfolk Southern and the government specified a one mile hazard zone, but people 30 to 50 miles out–or more–are being affected. According to testimonies at the solidarity action in Lisbon, Norfolk Southern’s “clinic” staff and state officials have told sick residents that these symptoms are “all in their heads.” (Yet CDC inspectors have also fallen sick with the same symptoms. So much for that!)

Wind turbine ports run by union labor could help Maine be leader in climate, industry

A bill introduced by Gov. Janet Mills that would create visual impact standards for future offshore wind projects has passed the Maine Legislature and is on its way to her desk. 

Advocates are describing the amended version of the bill as “groundbreaking,” as it now includes requirements that any port facilities that are built to support offshore wind energy in Maine include strong labor, community benefit and environmental standards.

Proponents say the changes would put Maine in a strong position to attract federal funding for future ports as President Joe Biden signed an executive order last year prioritizing federal funding for large-scale builds that include project labor agreements (PLAs). PLAs ensure construction is done by union workers making a prevailing wage determined to be livable. 

However, it remains to be seen if Mills will support the final legislation. A conservative Democrat who has sided with business interests over workers on several proposals since taking office in 2019, Mills has so far been non-committal about her position on the proposed labor standards.

“A broad coalition of working people and environmental advocates have come together to support the creation of a new industry in Maine that can help us combat climate change, create good jobs and support coastal communities,” Francis Eanes, director of the Maine Labor Climate Council, said in a statement last week. “We are grateful for the strong support we’ve seen in the Legislature, and we are hopeful that Gov. Mills will support this groundbreaking step forward on one of her most high-profile priorities.”
