Good jobs and a Just Transition into wind technology

On 7 June, the International Trade Union Confederation (ITUC), LO Norway and IndustriALL held a second workshop on wind technology as part of the Just Transition and the energy sector initiative. The initiative provides a platform for unions around the world to exchange information on energy transition technologies and the jobs, skills, markets, investments, and emissions related to them.

Workers want good jobs and just transition in the energy sector. This workshop looked at offshore and onshore wind technology, which employers and government see as a potential pathway for oil and gas companies to diversify their assets and bring down emissions. The information is not always easy to get but unions want to see how many jobs there are, when they will come, what kind of jobs they will be, what kinds of skills workers will need for these jobs, and the transition that workers will be faced with.

To get a better view of what the future holds, participants looked at the value chains of oil and gas, and onshore and offshore wind, breaking both value chains down to production, processing, distribution, and end-use (upstream, midstream, downstream).

America’s Biggest Public Pension Fund Is Slow-Walking Corporate Climate Action, Report Charges

CalPERS says it needs to hold onto billions in fossil fuel shares in order to push polluters in the right direction – but a new report details a pattern of voting against climate proposals.

Does engaging with oil and gas giants by remaining invested in them – keeping a “seat at the table” – help in the fight against climate change? 

A new report suggests not very much – at least judging by the record of the California Public Employees’ Retirement System (CalPERS).

The report by environmental group Fossil Free California takes the public pension fund to task for its results to date, highlighting its history of pushing “the importance of corporate engagement on climate change” in public statements, while simultaneously voting against climate measures in shareholder meetings.

The report details dozens of votes against climate measures by CalPERS this year — including votes against greenhouse gas reduction targets at Royal Dutch Shell, against reporting and reducing greenhouse gas emissions at BP, and against pushing big banks to get in line with international “net zero by 2050” strategies.

In fact, CalPERS has voted against every climate resolution at major American and Canadian banks so far this year, the report claims.

The report also casts doubt on one of the biggest accomplishments of CalPERS’ engagement strategy – the election of several new members to ExxonMobil’s board of directors last year, nominated by the activist investment firm Engine No. 1. The report faults Engine No. 1’s directors for voting against two recent proposals to set greenhouse gas targets that would account for the pollution caused by the fossil fuels ExxonMobil sells, and to produce a report on low-carbon business plans.

“Despite their best efforts, CalPERS and [California’s other major pension fund] CalSTRS have failed to persuade fossil fuel companies to reduce their greenhouse gas emissions, increase their renewable energy production, or transition from fossil fuels to renewable energy,” the report concludes. “By opposing climate proposals at the very companies they claim to influence, the funds’ shareholder activism is not only ineffective – it’s undermining climate action.” 

California lawmakers are currently considering a bill that would spur these pension funds, which invest retirement funds for state employees – including many, like the state’s firefighters, who are today on the front lines of the climate crisis – to drop their investments in fossil fuel producers.

The fund has an estimated $7.4 billion worth of fossil fuel investments that the bill would require them to shed. In April, its board voted to oppose that law, arguing that it would lose its “seat at the table,” only to be replaced by investors that “may not have the same interest in long-term sustainability as CalPERS”..

CalPERS declined comment on Fossil Free California’s new report.

IndustriAll policy brief on the energy crisis

In a policy brief, IndustriAll union analyses the causes and effects of the recent energy price increases with a thorough criticism of the response measures being taken at the EU level. The policy brief notes that the observed rise in energy prices in the EU in 2021 was mainly driven by price developments in EU and international commodity markets, while the gas price on wholesale markets has reached unprecedented levels. It also adds that the impact of the commodity price increase on electricity goes beyond the share of the related commodities in the power generation due to the applied price-setting mechanism. This means that an electricity mix made of a majority of decarbonised sources, but requiring fossil-based sources to ensure part of its supply, is also exposed to the price increase of fossil-based electricity. Europe`s structural dependence on energy imports has even increased in the last decades, as in 2019, 61% of its gross energy consumption relied on imported energy products. IndustriAll also points to the investment challenge the EU is facing: beyond the electricity grid investment needs, reaching the EU 2030 emission reduction target would require €438 bn of additional annual investment, equivalent to 2.7-3% of GDP, while current investment commitments are massively falling short of this. The paper also claims that, not least due to market liberalisation, the EU has a fragmented energy supply chain where final consumers bear risk. An overview is provided about the response measures member states have undertaken to alleviate the effect of the price increases on consumers, from the temporary reduction of energy-related taxes and levies to handouts and `energy cheques`. The EU has recently published a toolbox to tackle energy prices. This document lists the initiatives that Member States can implement within the framework of the EU Energy and Single Market rules. Compensation measures and direct support for poor end-users, safeguards against disconnections, tax reductions, reform of the renewable support schemes, and the provision of state aid to companies and industries are among the most important recommendations to Member States.

IndustriAll argues that while reaching climate neutrality must remain the EU’s main objective, the current geopolitical situation and its impact on energy supplies and costs demand the mobilisation of all available means to secure affordable energy for all in the coming months.

IndustriAll Just Transition Manifesto

IndustriAll Europe launched a Just Transition Manifesto as the measures of the Fit for 55 package that implement European Green Deal objectives are taking their final shape. The union stresses that 25 million industrial workers in Europe potentially face restructuring and job losses due to the green transformation - exacerbated by the COVID-19 crisis, digitalisation, trade and market developments and a volatile geopolitical situation.

The manifesto is calling to policymakers Europe to ensure a transition to a green economy that is fair and just to ALL workers, and that does not destroy but preserves and creates good quality jobs. It speaks out for a transition that is anticipated, managed and negotiated with workers for every aspect that concerns them. For achieving this, the union demands a comprehensive Just Transition framework that provides guarantees for adequate resources, is based on effective policy planning, promotes and strengthen workers’ rights, and involves trade unions through intense social dialogue. 

The main demands of the manifesto are:

  • An industrial policy fit for ambitious climate goals and good quality jobs.
  • Adequate resources to fund the transition.
  • Stronger collective bargaining and social dialogue to negotiate the transitions.
  • A toolbox of workers’ rights and companies’ duties to anticipate and shape the change.
  • Tackling new skills needs and a right to quality training and life-long learning for every worker to support the Just Transition.

We won’t give up on justice for the Kingston coal ash workers

On June 1, more than a dozen Kingston coal ash workers and their families showed up at the Tennessee Supreme Court in Nashville. With them was an incredible showing of faith, labor and environmental justice advocates, many of whom had traveled from across the state after participating in solidarity events in advance of the hearing.

The group gathered in the lobby for a prayer led by the Rev. Gordon Myers of Memphis. There in spirit were many other workers’ families who were too sick or otherwise unable to attend. Together, they filled every seat of the Tennessee Supreme Courtroom.

They were there to watch attorneys argue over an appeal that threatens the workers’ ability to seek financial claims for the injuries they sustained while cleaning up toxic coal ash near the Kingston Fossil Plant.

Workers allege that during the six-year cleanup of the Kingston spill, supervisors told them they could eat a pound of coal ash a day without harm. Supervisors even destroyed respirators and masks that their employees brought to the work site. Since the Kingston coal ash spill in 2008, which was the largest industrial disaster in US history, nearly 60 workers have died and hundreds more are sick.

On one side of the courtroom was counsel for Jacobs Engineering, the contractor hired by the Tennessee Valley Authority to lead the years-long cleanup that involved more than 900 workers. Jacobs has already been found guilty by a federal court of failure to exercise reasonable care in keeping the workers safe.

This hearing dealt with one of the contractor’s recent appeals — Jacobs’ claim that the Kingston workers should have to prove silica-specific injuries like pulmonary fibrosis in order to seek damages because of a state law called the Tennessee Silica Claims Priorities Act.

The workers’ counsel argued that because their clients were seeking claims for injuries caused by other harmful coal-ash constituents such as mercury, arsenic and lead, the TSCPA should not apply. Though the five Supreme Court justices asked discerning questions during the hearing, a ruling is not expected for weeks or even months.

Waiting is something the workers and their community allies have become accustomed to, but never has it been done idly.

Egypt can't deliver a just transition at COP27 while workers' rights are on the line

As Egypt prepares to take over the COP27 presidency and countries gather for the Bonn Climate Conference, trade unions are calling for Egypt to end its repression of workers, trade unions and activists.

How is a just transition or safe climate future to be agreed in Sharm El-Sheikh in November while the Egyptian government imprisons thousands of trade unionists, journalists and civil society organisers? 

The TUC is calling on the UK government and specifically the outgoing COP26 President Alok Sharma to use his influence to seek assurances for the freedom and safety of Egyptian trade unionists and human rights activists prior to COP27. This should involve immediate action to secure the release of British-Egyptian writer Alaa Abd el-Fattah, currently on hunger strike

Egypt has regularly ranked in the lowest categories of the ITUC’s Global Rights Index when it comes to trade union rights and freedoms. In the ITUC’s 2021 Global Rights Index Egypt was listed in the worst ten countries for workers.

The media is full of headlines about crises: cost of living, energy prices, health and social care, pandemics - and, less frequently, climate collapse. Mainstream politicians see these as separate crises, while ecosocialists recognise these are interrelated crises of the capitalist system itself.

Insulate Britain activists have been jailed for trying to get the Westminster government to begin a massive programme to insulate homes and Just Stop Oil activists also face jail for their protests outside the Kingsbury oil depot.

Simple measures like insulation and renewable energy would take millions of people out of fuel poverty and would greatly reduce the numbers dying each year because they cannot afford to heat their homes. Britain has the worst record in Europe for this: in 2020, fuel poverty charities estimated such deaths as around 10,000 a year.

Government funded insulation programmes, combined with putting taxpayers' money into renewable energy, would greatly reduce our carbon emissions as well as create thousands of good green jobs.. In addition, our reliance on the profiteering and polluting fossilfuel giants – posting record profits, while continuing to drive the climate and ecological crises – would be massively reduced.

The Tories' record is appalling with millions of working families living below the poverty line. The hike in energy prices will see well over 25% of UK households – 15m people – in fuel poverty. Johnson and Sunak’s subsidies and rebates barely touch the sides.

The British government gives the fossil fuel industry £10 billion a year in tax breaks and subsidies.

The Tories finally bowed to pressure for a windfall tax on dirty fuel producers but we would go much further. All subsidies to oil and gas companies must end now and be switched to renewables. We must take energy companies and road and rail infrastructure into public ownership and rapidly de-carbonise the whole economy. We stand for a rapid ecosocialist transition led by, and in the interests of, working people.

Ecosocialist Alliance is a network of organisations and individuals. We campaign for ecosocialist and ecofeminist solutions to the multiple crises of the system. We are internationalist: the climate crisis will not be solved by any one country, but by collective global action.

We stand firmly with the global south in seeking ecological and social justice.

We reject green capitalist “solutions”, which are unworkable under a capitalist system of infinite growth and accumulation. The planet will only be saved by disposing of this system and replacing it with ecosocialism.

Swedish workers, decarbonisation and the dilemmas of a just transition

As Sweden's trade unions join the green economy, will they be able to manage the tensions between climate policies and party politics?

Ulf Karlström walks into the staff canteen having finished his morning shift. At one of the tables sit the representatives from Karlström’s union, IF Metall (the biggest union for factory and metal workers in Sweden). At another are the white collar workers and blast furnace managers. “Where are you going to sit?” someone asks, loud enough for everyone to hear. Karlström hesitates, only to be beckoned over by one of the managers, “Ulf, sit with us”.

Despite bearing all the hallmarks of a high school popularity contest, this scene took place at the Luleå plant of SSAB – a Swedish multinational and Northern Europe’s largest steel manufacturer – and is indicative of the conflicted loyalties seen in trade unions throughout Swedish industry today.

In 2021, Karlström was elected as trade union chairperson for the Pig Iron Division at SSAB Luleå. At the time, Karlström was serving as a local politician for the Sweden Democrats, an anti-immigration, right-wing populist party opposed to the climate politics of the centre-left Social Democrats. It was the latter who founded the Swedish Trade Union Confederation, or LO (Landsorganisationen), and still recruits members from LO’s ranks for political positions.

SSAB Luleå’s union members, who were fully aware of Karlström’s affiliation with the Sweden Democrats, did not consider this an obstacle to him representing their interests as workers. The leadership of IF Metall, which is part of LO, took a rather different view, leading to Karlström’s expulsion from the union. The issue was one of political loyalty, an issue of particular concern to the union’s ‘boomers’ (those born between 1946 and 1964).

A party for workers or a workers’ party?

Trade union members currently find themselves at the centre of a tug-of-war between the Social Democrats and the Sweden Democrats. This struggle between what has traditionally been viewed as the ‘party for workers’ and the new ‘workers’ party’ became national news in spring 2021 when Mats Fredlund, representative of the Transport Workers’ Union, was expelled for serving as an elected politician for the Sweden Democrats. Similar cases were also reported in the Union of Commercial Employees and the Teacher’s Union. The union leadership stated that the expulsions were driven by the fact that the Sweden Democrats’ värdegrund – a Swedish term alluding to a value system or core principles – was incompatible with that of LO’s Social Democrat trade unions.

This argument conveniently sidesteps the reality that over 60% of LO members now support political parties other than the Social Democrats. The Sweden Democrats have particularly large support among IF Metall members, suggesting affinity, rather than antagonism, between the core principles of Sweden Democrat and Social Democrat workers. It is this overlap that terrifies the LO leadership.

While the Sweden Democrats have been siphoning off Social Democrat voters since the early 2000s, it was not until summer 2020, when Susanna Gideonsson took over as LO’s chairperson, that explicit strategies were launched to bring conservative union members back into the union fold. Driving such initiatives is the overarching question: how can LO become better at listening to, and promoting, Swedish workers and the realities they face?

Labour movement agendas in conflict over decarbonisation pathways

The Just Transition concept has sought to avoid socially unjust means and consequences of a low-carbon transition. Alternatives could provide the basis for a common agenda of the labour movement. Yet trade unions have had divergent perspectives on decarbonisation pathways, especially as regards the potential role of technological solutions. 

Such conflict has focused on Carbon Capture & Storage (CCS). This is favourably called ‘carbon abatement’ or pejoratively called a ‘technofix’. As one reason for US trade-unions supporting CCS and thus the fossil fuel industry, often they have achieved relatively greater job security and wages there; such gains may seem jeopardised by substituting renewable energy.

UK CCS agendas focus on the prospect to decarbonise natural gas into hydrogen. This agenda unites the UK ‘energy unions’ with their members’ employers, as a cross-class alliance for a CCS fix. From a critical perspective, this seeks to accumulate capital by perpetuating natural gas, while undermining or delaying its renewable competitors.

Trade-union divergences have arisen in many ways. For a Just Transition, ITUC has advocated phasing out ‘unabated coal’, implying that coal with CCS could continue indefinitely. In the name of climate justice, the TUC has advocated CCS as a means to continue fossil fuels within a ‘balanced energy’ policy. By contrast, according to the PCS, CCS ‘is not yet a proven technology at scale’, and we don’t have the luxury to wait; it counterposes a strategy of energy democracy.

Such political divergences within the labour movement have arisen around Just Transition proposals at TUC conferences, likewise around agendas for a Green New Deal. In 2019 these were promoted within the US Democratic Party and UK Labour Party. Both underwent internal conflicts over decarbonisation pathways, expressing conflicts within the labour movement.
