What’s Missing from the New IEA Report on Mining and the Renewable Energy Transition?

The International Energy Agency sends a mixed message in its recent reports, urging that we leave fossil fuels in the ground while simultaneously calling for more extraction of metals used in low-carbon technologies. This extractivist push is both problematic and unnecessary: the world can achieve a clean energy transition without the kind of human rights catastrophes and environmental devastation that the mining industry currently considers acceptable. 

The International Energy Agency (IEA) has released two important reports in the past month. The first, Net Zero by 2050, notes that “there is no need for new investment in fossil fuel supply,” a conclusion that many in the climate movement, including Earthworks, have applauded. The second, The Role of Critical Minerals in Clean Energy Transitions, undermines the “keep it in the ground” message of the first report by calling for more extraction in the form of metals mining. 

With the ever-increasing damage and injustices exacerbated by the climate crisis, the renewable energy transition is more urgent than ever. Demand for the “transition” minerals used in renewable energy technologies is in turn projected to increase sharply: according to the IEA, to meet the Paris Agreement goals, demand will rise (over the next 20 years) by more than 40% for copper and rare earth elements (REEs), 60-70% for nickel and cobalt, and more than 89% for lithium. Lithium-ion batteries need lithium, nickel, and cobalt (among other elements), wind turbines use REEs, and copper is used in all electricity-based technologies, due to its high rate of conductivity. 

These aren’t new projections: our own 2019 publication on this issue based on research by the University of Technology, Sydney, pointed to similar trendlines. This steep upward trajectory in minerals demand could be devastating for communities and ecosystems in the regions where these minerals are extracted. Hardrock mining has a long, terrible history as a tool of colonization and imperialism; in the United States alone, mining has accompanied and driven western settlement, which killed untold numbers of Indigenous peoples, breaking multiple treaties with Indigenous peoples, contaminating more than 40% of western watersheds’ headwaters, and directly causing the deaths of many members of mining-affected communities from cancer. Mining is the country’s leading industrial toxic polluter, according to the Environmental Protection Agency, and responsible for 10% of global carbon emissions, according to the UN Environment Programme.

But the social and environmental harm brought on by mining is not a thing of the past: in the Olaroz salt flat in Argentina, Indigenous peoples “that own the land struggle to pay for sewage systems, drinking water and heat for schools” even as Minera Exar anticipates making $250 million per year by mining lithium; in Australia, Rio Tinto blew up the Juukan Gorge, which is sacred to the Puutu Kunti Kuurama and Pinikura peoples and which had evidence of continuous habitation for more than 46,000 years, in pursuit of iron ore. There are hundreds of stories just like these, some of them which are detailed in our recent report, Recharge Responsibly, happening all over the world—and this environmental injustice will continue apace if recycling and reuse, alongside other demand reduction strategies and more responsible primary sourcing, are not prioritized as part of a clean energy transition.

'Fossil Fuel Exit Strategy' Shows Transition to Renewable Future Totally Doable

Ditching fossil fuels in favor of renewable energy in order to keep warming below the 1.5ºC threshold is both "necessary and technically feasible."

That's the conclusion of an analysis released Thursday entitled Fossil Fuel Exit Strategy. Produced by the University of Technology Sydney's Institute for Sustainable Futures in cooperation with the Fossil Fuel Non-Proliferation Treaty Initiative, the report states clearly that "there is no need for more fossil fuels" because the world is overflowing with renewable energy capacity.

Such a pathway, said Sanjay Vashist, director of Climate Action Network South Asia, would avert a "criminal waste of money" that would "have devastating climate and humanitarian consequences."

A key point in the analysis is that simply stopping the industry's planned expansion of fossil fuel projects is insufficient to meet the Paris climate agreement's temperature goal and would actually "push warming well above 1.5ºC."

With this angle, the new analysis goes beyond the International Energy Agency's report last month calling for no oil and gas expansion in order to meet a goal of net zero carbon emissions by 2050. That's because even if there were no expansion, the report's projections show, the world would produce 35% more oil and 69% more coal than is consistent with meeting the 1.5°C target.

As such, Fossil Fuel Exit Strategy lays out a dirty energy phaseout with an annual decline of 9.5% for coal, 8.5% for oil, 3.5% for gas from 2021-2030.

Deep-Sea Mining for Metals: Treading Carefully on the Path Toward Renewables

As the push for renewable energy sources continues as a means to combat climate change, the demand for metals and minerals that make up critical components of clean energy technology will be on the rise. While some of these minerals can be obtained via deep-sea mining, the environmental impacts of such efforts are not well understood. In moving to a clean energy economy, governments and international non-governmental organizations need to research, understand, and mitigate the negative impacts to the environment and communities that can and will result from activities like deep-sea mining before allowing projects to go forward.

The United States Geological Survey has identified 11 metals and minerals as critical commodities in renewable energy technologies: arsenic, gallium, germanium, indium, tellurium, aluminum, cobalt, graphite, lithium, manganese, and rare earth elements. Silver, copper, selenium, silica, nickel, and cadmium are also used in solar panels, wind turbines, and batteries. Several of these critical metals and elements can be obtained via deep-sea mining from three different types of deposits: (i) cobalt-rich crust that contains manganese, iron, cobalt, copper, nickel and platinum; (ii) polymetallic nodules which are rich in manganese, nickel, copper, cobalt, molybdenum and rare earth elements; and (iii) sea-floor massive sulphides which contain copper, gold, zinc, lead, barium and silver.

Whether deep-sea mining is necessary to acquire enough minerals to fuel the renewable energy shift remains an unanswered question. In a May 2021 report on the need for minerals to power energy transition technologies, the International Energy Agency predicted that by 2040, total mineral demand for clean energy will be four times current demand. Electric vehicles and battery storage technology account for about half of this predicted growth in mineral demand. The Institute for Sustainable Futures at the University of Technology Sydney indicated in 2016 that this increased demand for materials can be satisfied without utilizing deep-sea mining even under a target of 100% renewable energy use by 2050. Further, Carbon Brief reported in 2018 that reserves of lithium and cobalt are likely to be sufficient to meet demand, but there are outstanding concerns of supply chain bottleneck causing delays. This is supported by the IEA report, which indicated that problems in supply of minerals is more likely to be a matter of quality rather than quantity. However, a 2018 study supported by the Dutch Ministry of Infrastructure found that the current supply of critical metals is not enough to transition to a fully-renewable energy system in the Netherlands. Additionally, a 2019 projection of demand for cobalt, lithium, and silver looking as far as 2050 found that “reserves” of these materials—a portion of total available resources that can be extracted economically—will not be sufficient to meet demand for cobalt, and demand for lithium can only be met in a “potential recycling scenario” with improved recycling rates over what is being conducted at present.

With the growing demand for metals and materials for use in renewable energy technologies, concerns arise about the environmental impacts and environmental justice implications of mining on land. For example, cobalt mines in the Democratic Republic of Congo have been the site of human rights violations, child labor, and severe environmental pollution. For that reason, deep-sea mining of these materials may present an option with fewer direct human impacts and environmental justice concerns.

Working less is both necessary and desirable from an environmental perspective.

With climate breakdown already at our doorstep, the pressing need to change course from capitalist models of growth has spawned new disciplines and approaches within the field of economics. 

One such approach is referred to as degrowth - a genre of research and activism that has been active for many decades, originally inspired by the political ecology of the French-Austrian  philosopher André Gorz. 

Conviviality

Those who advocate for degrowth define its approach as being- first and foremost- a critique of growth. Economic growth is unsustainable per se, because it is inseparable and cannot be ‘absolutely decoupled’ from greenhouse gas emissions and other negative environmental impacts.

In contrast to accounts that stress the need for ‘green growth’ or ‘socialist growth’, degrowth advocates demand the dethroning of growth as a goal in general and in its place want a political economy focused on using fewer natural resources in order to organise life and work. 

Rather than advancing an economic model destined for austerity, scarcity and recession - which are the socio-economic consequences usually associated with ‘flat’ or ‘non-growing economies’, degrowth and postgrowth advocates argue in favour of economic metrics and objectives that advance alternative modes of living, based on principles of sharing, conviviality, care and the common good. 

Driving Destructive Mining: EU Civil Society Denounces EU Raw Materials Plans in European Green Deal

A global coalition of 180+ community platforms, human rights and environmental organisations, and academics from 36 nations is calling on the EU to abandon its plans to massively expand dirty mining as part of EU Green Deal and Green Recovery plans.

In a statement released in the middle of EU green week, the coalition explains why, if left unchanged, EU policies and plans will drastically increase destructive mining in Europe and in the Global South, which is bad news for the climate, ecosystems, and human rights around the world.

“The EU is embarking on a desperate plunder for raw materials. Instead of delivering a greener economy, the European Commission’s plans will lead to more extraction beyond ecological limits, more exploitation of communities and their land, and new toxic trade deals. Europe is consuming as if we had three planets available”, says Meadhbh Bolger, Resource Justice Campaigner for Friends of the Earth Europe.

Coordinated by the Yes to Life, No to Mining Network’s European Working Group, the statement’s signatories are united in support of an urgent and rapid transition to renewable energy.

However, they argue that relying on expanding mining to meet the material needs of this transition will replicate the injustices, destruction and dangerous assumptions that have caused climate breakdown in the first place:

“The EU growth and Green Deal plans must consider a deep respect of the rights of affected communities in the Global South, that are opposing the destruction of their lands, defending water and even their lives. A strong collective voice is arising from affected communities around the Planet, denouncing hundreds of new mining projects for European consumption. Their urgent message needs to be heard in the North: Yes to Life No to Mining”, says Guadalupe Rodriguez, Latin American Contact Person for the global Yes to Life, No to Mining solidarity network.

“Research shows that a mining-intensive green transition will pose significant new threats to biodiversity that is critical to regulating our shared climate. It is absolutely clear we cannot mine our way out of the climate crisis. Moreover, there is no such thing as ‘green mining’. We need an EU Green Deal that addresses the root causes of climate change, including the role that mining and extractivism play in biodiversity loss ”, adds Yvonne Orengo of Andrew Lees Trust, which is supporting mining affected communities in Madagascar.

The statement sets out a number of actions the EU can take to change course towards climate and environmental justice, including recognising in law communities’ Right to Say No to unwanted extractive projects and respect for Indigenous Peoples’ right to Free, Prior and Informed Consent.

Fighting for Coal Country

Clearly, the UMWA's positions on carbon capture and storage (CCS) and so-called "clean coal" stand in contrast (and, for the most part, opposition) with the entirety of the climate justice movement, ecosocialists, green syndicalists, and a good deal of rank-and-file union members not involved in resource extraction (including the more than 60-70% who support something like the Green New Deal). That said, at least the UMWA finally accepts that coal is a dying industry and a just transition is needed. Therefore, this is presented to show where the UMWA stands, not as an endorsement of their positions.

At the end of 2011, there were nearly 92,000 people working in the American coal industry, the most since 1997. Coal production in the United State topped a billion tons for the 21st consecutive year. Both thermal and metallurgical coal were selling at premium prices and companies were making large profits.

Then the bottom fell out. Over the next 4 years, coal prices cratered, especially in metallurgical coal but also in thermal coal. The global economy slowed, putting pressure on steelmaking and metallurgical coal production. Foreign competition from China, Australia, India and elsewhere cut into met coal production.

Domestically, hydraulic fracturing (fracking) of shale formations opened up previously untapped natural gas fields, caused the price of gas to drop below that of coal for the first time in years. Utilities began switching the fuel they used to generate electricity from coal to gas. Environmental regulations coming from the Obama administration also impacted coal employment. By 2016, just 51,800 people were working in the coal industry. 41,000 jobs had been lost.

Companies went bankrupt. Retirees’ hard-won retiree health care and pensions were threatened. Active miners saw their contracts, including provisions that had been negotiated over decades, thrown out by federal bankruptcy courts. From 2012 to today, more than 60 coal companies have filed for either Chapter 11 reorganization bankruptcy or Chapter 7 liquidation. Almost no company has been immune.

“Just since 2015 we have had companies like Peabody, Arch, Alpha Natural Resources, Walter Energy, Westmoreland and Murray Energy all go bankrupt,” President Roberts said. “Patriot Coal went bankrupt twice. Retirees’ health care was on the brink, but we were successful in preserving that in 2017. The 1974 Pension Fund was on the path to insolvency, but we were able to save that in 2019.

“Even though our contracts were thrown out by bankruptcy judges at company after company, we were successful in preserving union recognition, our members’ jobs and reasonable levels of pay and benefits at every company as they emerged from bankruptcy,” Roberts said. “But in no case has the contract that came out of bankruptcy been the same as the one our members enjoyed when a company went into bankruptcy. This has been extremely painful all the way around.”

Breaking Things at Work: An Interview with Gavin Mueller

[Bright Green] Culture editor Harry Holmes interviews Gavin Mueller, author of the newly released Breaking Things at Work from Verso Books. Gavin Mueller is a lecturer in New Media and Digital Culture at the University of Amsterdam and a member of the editorial collective of Viewpoint Magazine.

So first, for those who won’t have read it yet, can you tell us a bit about the book?

The book is essentially thinking about technology from the perspective of labour struggle. The left was in this accelerationist moment for a few years where there was an idea that technologies, particularly those tied to automation in the workplace, were leading to a ‘post-work’ or ‘post-capitalist’ future based on their own course of development. I was troubled by this discourse, which set me off on the research that led to this book.

From my perspective, and what I argue in the book, is that actually quite a lot of these technologies are not leading to a ‘post-work’ future. They are certainly not leading to a ‘post-capitalist’ future. Instead, they are actually weapons that make it difficult for workers to struggle, to establish autonomy at work, and to move the economy in a more egalitarian direction.

I wrote this book to show there is a different way of thinking about technology, one that I argue is more closely aligned to the political self-activity of workers. It also suggests that for those who care about more egalitarian futures we must start politicising technology and having a critical approach to it, rather than assuming it’s developing in a progressive way on its own.

In actually existing struggles both in our contemporary moment and in history, a critical perspective on technology has been there all along. This is why I start the story with the Luddites, who are famous, in quite a pejorative way, for opposing technology. I think there is quite a lot we can understand once we learn their history a little better and relate it to our present condition.

How much is this Luddite approach a strategic one about being able to be in solidarity with workers currently at the sharp end of technology’s impact, for example in an Amazon warehouse, or do you see it as part of a wider approach to technology in general? Is it an opposition to technology per se or a more qualified position based on current workplace struggles?

My political and intellectual influences are these ‘from below’ histories and thinking about struggle from that perspective, as well as being very alive to when there are tensions within the workers’ movement between rank-and-file struggles and the leadership, whether trade union, political party, or intellectual. It’s important to know this history because we have to learn from it.

So I think that’s where I always start, but politics is a sophisticated thing, I don’t think that all politics is oriented on the shop floor. We have to mediate to different levels, but I want to keep that kernel of struggle in our perspective.

We are seeing a lot of encouraging and exciting things. I don’t consider myself that old, but things that have never happened in my life before are happening – like lots of people identifying as socialist. We see these impressive electoral challenges, but they don’t quite ever get over the finish line. One reason for this is the base is still quite depoliticised and fragmented.

My idea of how you solve that problem is really to recognise the ways in which people are already engaged in struggle, particularly people in these incredibly exploited positions. There’s always resistance. But that resistance doesn’t always get amplified, it doesn’t always get connected or articulated with other forms of resistance. To me, that’s something that has been missing from these left-wing political challenges.

Maybe launching out a lot of policy proposals can be very exciting and interesting, but it doesn’t seem to quite do what we’ve hoped it would do. One reason for this is it still has this top-down perspective of ‘we are going to help you out.’ A lot of people don’t relate to that, they don’t believe in it, or they don’t hear those messages because I don’t think we’ve done the work of really building a base that will then get attached to policies and start actually informing policies. So that’s one reason I really orient the politics of the book in these struggles, because it is important to do at this moment.

My belief is we need to meet people where they are, which for most people is in the everyday struggles they have at work and in their wider life. Technology is a huge part of that, and often something many people already have already a critical approach to. They don’t like the way it is, they want things to be changed. They don’t want to hear a science fiction story about the robots allowing them to stay at home all day. I don’t think that will resonate. So that is a big motivation for the book. It’s an intellectual perspective I have, but I do think there is political value in it as well.

The plan to turn coal country into a rare earth powerhouse

At an abandoned coal mine just outside the city of Gillette, Wyoming, construction crews are getting ready to break ground on a 10,000-square-foot building that will house state-of-the-art laboratories and manufacturing plants. Among the projects at the facility, known as the Wyoming Innovation Center, will be a pilot plant that aims to takes coal ash — the sooty, toxic waste left behind after coal is burned for energy — and use it to extract rare earths, elements that play an essential role in everything from cell phones and LED screens to wind turbines and electric cars. 

The pilot plant in Wyoming is a critical pillar of an emerging effort led by the Department of Energy, or DOE, to convert the toxic legacy of coal mining in the United States into something of value. Similar pilot plants and research projects are also underway in states including West Virginia, North Dakota, Utah, and Kentucky. If these projects are successful, the Biden administration hopes that places like Gillette will go from being the powerhouses of the fossil fuel era to the foundation of a new domestic supply chain that will build tomorrow’s energy systems.

In an April report on revitalizing fossil fuel communities, administration officials wrote that coal country is “well-positioned” to become a leader in harvesting critical materials from the waste left behind by coal mining and coal power generation. Several days later, the DOE awarded a total of $19 million to 13 different research groups that plan to assess exactly how much rare earth material is contained in coal and coal waste, as well as explore ways to extract it. 

“We have these resources that are otherwise a problem,” said Sarma Pisupati, the director of the Center for Critical Minerals at Penn State University and one of the grant recipients. “We can use those resources to extract valuable minerals for our independence.”

Those minerals would come at a critical moment. The rare earth elements neodymium and dysprosium, in particular, are essential to the powerful magnets used in offshore wind turbines and electric vehicle motors. A recent report by the International Energy Agency projected that by 2040, the clean energy sector’s demand for these minerals could be three to seven times greater than it is today. 

We can't mine our way out of climate crisis

A new and thorny environmental debate is breaking into mainstream conversations about climate breakdown.

We are going to need a vast supply of ‘transition minerals' like lithium and nickel - used in everything from wind turbines to solar panels to electric vehicles - if we are to papidly accelerate our switch to renewable energy.

Obtaining enough of these minerals while scaling up supply to meet rapidly growing demand represents a serious potential bottleneck in achieving global climate targets. How will we get these minerals and metals - and can we get them quickly enough?

Colonialism

This discussion has moved from activist and academic meeting rooms to the Washington DC, Beijing and Brussels. And mining corporations, ever-alert for a profit-making opportunity, have begun presenting themselves as our climate saviours.

Clean, green, sustainable, responsible mining, they say, will deliver the materials we need to meet our climate commitments. Policymakers have largely accepted the mining industry’s presentation of itself in these glowing terms.

Critical minerals task forces and industrial alliances are proliferating among wealthy nations. The aim is finding ways to secure supply. Governments around the world - both in the Global South and the North - are competing to attract foreign mining investment, often linked to the economic recovery from the COVID-19 pandemic. 

For anyone who cares about climate justice, this is not good news.

Industrial-scale mining is synonymous with a long history of colonialism, oppression and ecological devastation. The industry has an appalling human rights record to this day where frontline communities and workers are concerned.

American Jobs Plan Can Accelerate Solar Power in West Virginia

As a recent article in Forbes noted, the ‘dam has broken’ in West Virginia for solar power. While solar energy comprises less than 0.2 percent of electricity production in the state today, the market for solar energy is marching forward. Despite not having a renewable energy portfolio standard – which would require that utilities get a certain percentage of the electricity they sell in the state from renewable resources – like 30 other states, West Virginia lawmakers have started opening more doors for solar power. For example, state lawmakers this year legalized purchase power agreements (PPAs) to allow third parties to own and operate solar installations for customers while charging them a fixed rate that is typically lower that what the customer pays for electricity. In 2020, the West Virginia Legislature created a utility solar program that allows the state’s investor-owned utilities (FirstEnergy and American Electric Power) to produce as much as 200 megawatts of solar electricity each.

A flurry of new solar projects is now under development in the state. Toyota announced plans to spend $4.9 million to construct a 2.6-Megawatt solar array at its manufacturing plant in Buffalo, West Virginia. In October 2020, the WV Public Service Commission approved plans for a $90 million investment to build a 90-Megawatt solar farm in Raleigh County. Earlier this year, a 100-Megawatt utility-scale solar project was announced at the former Dupont Potomac River Works manufacturing facility in Berkeley County. And earlier this month, Nitro Construction Services acquired local solar installation company Revolt Energy, with plans to expand operation throughout the state on former coal mine sites. Revolt had recently installed a 487-kilowatt rooftop solar array (1,200 solar panels) at Nitro Construction Services’ headquarters in Putnam County.

According to the Solar Energy Industries Association (SEIA), West Virginia ranks last (50th) in solar production in the nation with just 11.2 megawatts of installed solar power and less than $35 million in total solar investment in the state. Total solar jobs in the state were just 311 in the 4th quarter of 2020, with 18 solar companies operating in the state. Between 2012 and 2020, the number of solar jobs in West Virginia has grown by 241.

An October 2020 report by E2 found that jobs in solar pay close to what jobs in the coal, oil, and gas industries pay, $24.48 an hour (median) compared to $24.37 an hour (median), respectively. Approximately 10 percent of solar industry jobs are unionized, according to the Solar Foundation, which is above the national average and similar to levels found throughout the construction industry. Wage data for solar employment is not available for West Virginia, but it is likely below the national average.

There are a number of policy proposals at the federal level that could lead to significant acceleration in West Virginia’s solar industry. President Biden’s American Jobs Plan includes two key provisions, including a 10-year extension of the federal solar Investment Tax Credit (ITC), which currently offers a 26% tax credit for solar installations, and an expanded direct cash payment in lieu of the ITC that allows solar owners to receive money even if they don’t have taxable income, much like a refundable tax credit. A cash grant option would ensure equitable benefits of the ITC are accessible to low- and moderate-income households, people with low tax liability, and nonprofit institutions such as schools, churches, local governments, and rural electric cooperatives.
