The Sky’s Limit California: why the Paris Climate Goals demand that California lead in a managed decline of oil extraction

This study examines the implications of the Paris Agreement goals for oil production and climate leadership in California.

California’s leaders, including Governor Jerry Brown, have been vocal supporters of the Paris Agreement. Yet, California presently has no plan to phase out its oil and gas production in line with Paris-compliant carbon budgets. Under the Brown administration, the state has permitted the drilling of more than 20,000 new wells, including extraction and injection wells.

We provide new data findings related to:

  • The climate implications of ongoing permitting of new oil wells in California;
  • The ways that a managed decline of existing wells can prioritize health and equity; and
  • Elements of a just transition for affected workers and communities.

We recommend that the state take the following actions:

  • Cease issuing permits for new oil and gas extraction wells;
  • Implement a 2,500-foot health buffer zone around homes, schools, and hospitals where production must phase out;
  • Develop a plan for the managed decline of California’s entire fossil fuel sector to maximize the effectiveness of the state’s climate policies; and
  • Develop a transition plan that protects people whose livelihoods are affected by the economic shift, including raising dedicated funds via a Just Transition Fee on oil production.

As a wealthy oil producer, California is well positioned to take more ambitious action to proactively phase out its fossil fuel production and has a responsibility to do so in order to fulfill its commitment
to climate leadership. By taking these steps, California would become the first significant oil and gas producer globally to chart a path off fossil fuel production in line with climate limits.

Capitalism Is Killing the Earth: An Anarchist Guide to Ecology

We are in a period of crisis that we in MEDCs cannot yet see. The signs are there if you look hard enough but at the moment the water is still flowing, the crops are still reliable the ski lifts are still running. The first wave of climate refugees are trying to make their way into Europe but they are being dismissed as "economic migrants" or those displaced by war. In all likelihood, MEDCs will not feel the effects of climate change for some time; our relative wealth will push the impacts onto those who haven't the means to adapt or whose local climates were less temperate to begin with. The longer we wait to act, however, the bigger the coming crunch will be.

Collectively, MEDCs are responsible for the overwhelming majority of cumulative carbon emissions and will have to radically change their energy and transport systems if an ecological disaster is to be avoided. Who will bear the brunt of the costs and who will get rich from this process is sadly predictable. The working class in MEDCs and most people in LEDCs will pay for the fossil fuel addiction and growth-at-all-costs model of the capitalist system. We have already begun to see this happen in the black, working-class communities devastated by natural disasters in the USA and flooding killing thousands in Bangladesh.

Capitalism relies on constantly increasing accumulation of profits. This has been achieved historically by appropriations (a polite term for thefts) both internal and external to the nation state. Internally, in Europe from the fifteenth century onwards, this has followed the model of stealing common land from the people to create a proletarian class dependent on wage labour to support itself. Externally, this expansion was tied to a move outside Europe's borders to exploit natural resources and labour in other locations. Thus colonialism and capitalism were, from the beginning, linked to processes of resource extraction and accumulation.

Capitalism is now in crisis; with so few areas beyond its reach, there are no easy sources of growth to appropriate, and the ability of the earth's ecosystems to accommodate further growth is being seriously questioned. How then to continue growth and profit? In MEDCs, we are seeing a fresh attack on workers? rights, with more precarious jobs, lower pay and poorer social care. In LEDCs, the neoliberal development model is pushed with privatisation and financial deregulation extracting the most profit for the capitalists.

We write this pamphlet to discuss the environmental problems that capitalism has created, with a focus on climate change and the false solutions offered up to us. There has been wider understanding of environmental issues since mainstream publications such as Silent Spring, Gaia and An Inconvenient Truth; however, an anti-capitalist critique has been lacking.

Less is More

From the introduction:A win for our economy, consumers, and the climate? It may sound like an elusive unicorn, but energy efficiency checks all of the above. While underreported, measures to help homes, small businesses, and industry save on energy are a win-win for Canada—good for the climate and Canadian competitiveness. The federal government’s Pan-Canadian Framework on Clean Growth and Climate Change has introduced a number of such measures as a way to cut carbon pollution and help Canada meet its Paris Agreement targets. These include improved building codes and energy labelling for buildings, so people can better understand the energy performance of their homes and businesses. But what does a more efficient future mean for Canadians? Clean Energy Canada and Efficiency Canada hired Dunsky Energy Consulting to model the net economic impacts of energy efficiency measures in the pan-Canadian framework. They also modelled what the impacts would be if we went a step further, implementing the most ambitious efficiency goals found in jurisdictions across North America.

Potential Jobs and Wages from Investments in Defensible-Space Approaches to Wildfire Safety

This report provides information rural communities in the forested regions of California might find useful if they want to assess the potential impact on jobs and wages when weighing how to allocate resources between two general strategies for improving their wildfire safety.

One general strategy takes the forest-altering approach, which entails logging/thinning across large areas of the forest to alter the behavior of fires before they come near a community. This approach often is promoted as a source of jobs for local workers, especially when it produces logs and chips for sawmills and biomass-fired power facilities that are highly visible employers.

The other general strategy for improving wildfire safety takes the defensible-space approach. It directly prevents buildings from igniting from wildfires by trimming vegetation within 200 feet of the buildings and modifying the buildings (e.g., replacing shingle roofs with fire-safe materials). The defensible space-approach has been shown to be highly effective in protecting homes from wildfire, but it sometimes receives less attention because its impacts on jobs and wages are spread among diverse employers.

This report begins to fill the current gap in information about potential jobs and wages from defensible-space work. It describes the potential jobs and wages that can result from investments in defensible-space work and compares them with the jobs and wages that can result from forest-altering investments. It draws on research specific to defensible-space activities but, because this research is limited, it also uses data from research on similar activities. Ecosystem-restoration activities provide estimates of potential jobs and wages from vegetation-management activities undertaken to improve defensible-space safety. Home remodeling activities provide estimates for home modifications that reduce the ignitability of homes and other buildings. The data indicate that spending $1 million to enhance the defensible space around buildings by trimming vegetation can create 23 jobs. Of these, 17 jobs are directly tied to the contractors doing the work, and 6 are indirect jobs supported by spending by the contractors and direct employees.

Winds of Change: Public Opinion on Energy Politics in Saskatchewan

Energy politics are controversial in Canada. Debates over pipelines, from the Kinder Morgan Trans Mountain expansion to TransCanada’s Keystone XL, are often splashed across newspaper headlines. In Saskatchewan, however, the Saskatchewan Party government and the official NDP opposition have rarely disagreed about the importance of defending the province’s oil industry from anti-pipeline activists and federal climate change policies. Most recently, the interim leader of the NDP sided with Alberta Premier Rachel Notley in the dispute between Alberta and British Colombia over Kinder Morgan.1 Although Saskatchewan produces no bitumen itself, the NDP joined Premier Notley in condemning BC Premier Horgan’s announcement that British Colombia will place restrictions on the shipment of bitumen through its territory.

Given the seeming political consensus that defending the oil industry is consistent with defending the province’s interests, one might assume that Saskatchewan people are relatively united in their support for fossil fuel extraction. In this report we present some surprising results of public opinion polling that we conducted on issues of oil extraction, environment, and climate change in the province. Our results show that people living in Saskatchewan support a transition away from fossil fuels and agree that the government should invest more in solar and wind power while strengthening environmental regulations.

Women and Climate Change Impacts and Action in Canada: Feminist, Indigenous, and Intersectional Perspectives

Climate change is unequivocally occurring across the globe, impacting the conditions, experiences, and livelihoods of communities in multiple ways.2 Between 1948 and 2007 temperatures in Canada increased at a rate approximately twice the global average.3 Accelerated rates of global warming and dramatically increased temperatures are expected to occur in parts of Canada well into the future.4 Yet, Canada remains one of the world’s biggest per capita carbon polluters5 and is falling far short of meeting climate mitigation goals under the Paris Agreement, an international agreement for meeting climate change mitigation and adaptation targets.

Emerging research on the gendered impacts of climate change in Canada demonstrates how climate change is exacerbating inequalities between women and men. Women’s lower incomes relative to men, their gendered roles and social statuses, and the ways in which these interact with changing environments and related policies and programs affect women’s experiences of climate change. Despite these inequities, gender considerations are remarkably absent in climate plans and policies across the country.

Climate change is largely the result of the tightly interwoven forces of colonialism, patriarchy, and neoliberal forms of development.9 These conditions are constraining women’s knowledge, expertise, and unique agencies in addressing what is probably the most defining issue of our age. Yet women, including Indigenous women, have significant roles to play in the articulation of feminist and Indigenous worldviews, and aligned climate action strategies.

Heat Stress and Adaptation Strategies of Outdoors Workers in the City of Bulawayo, Zimbabwe

Extreme temperatures due to global warming are impacting negatively on the general population in many regions of the world, yet heat-related illnesses remain largely overlooked. Heat-related morbidity and mortality is predicted to increase because of climate change. Environmental heat is emerging as a key public health issue, particularly amongst poor and vulnerable sectors of society in developing countries. This study assessed the exposure of outdoor street vendors in Bulawayo, Zimbabwe, to extreme heat whilst working between seven-and thirteen-hour shifts per day and mostly in direct sunlight during summer months. This group of workers is particularly vulnerable to heat-related and other health problems as they are deemed to be illegal traders and operate without the support of a legislative framework to monitor their health and well-being. With the current political upheaval in Zimbabwe there is an urgent need for government to develop heat prevention policies, heat prevention guidance measures and extensive programs for outdoor workers to increase their knowledge and awareness of the issue. It is also necessary to develop adaptation and coping mechanisms amongst this vulnerable sector of society, while also exploring other preventive measures that could reduce heat exposure more broadly.

Human Rights in Wind Turbine Supply Chains

This briefing paper sheds light on the risks that are brought about by the projected increase in demand for minerals, such as iron ore and chromium, which are needed for the production of new wind turbines. An overview is provided of how the mining of these minerals affects people and the environment in international supply chains.

The paper also describes what is expected of companies supplying the Netherlands with wind turbines in terms of their supply chain responsibility and respecting human rights. The paper then reviews efforts by these companies to undertake due diligence to identify, prevent and mitigate risks of adverse impacts in their metals and minerals supply chain.

Commissioned by ActionAid Netherlands and written by SOMO, the paper is primarily intended to inform the Dutch government and companies in the wind energy sector about the social and environmental risks in renewable energy supply chains. It’s aim is to influence and improve Dutch policy to ensure fair and sustainable mineral supply chains globally and to broaden the scope of the energy transition agenda.

November 2019 Update

This report is a follow-up to the 2018 research ‘Human Rights in Wind Turbine Supply Chains‘. This report assess the extent to which the seven wind turbine manufacturers that were examined in the initial report have acted on previous recommendations and improved their policies related to risk-based due diligence in their wind turbine supply chains. The report takes the different steps of due diligence expected by the UNGPs and the OECD Guidelines as its starting point and normative benchmark.

The research analyses the companies’ general due diligence processes as well as at how the companies approach the specific risks associated with the extraction and processing of minerals that play an important role in the production of wind turbines, such as iron, aluminium and copper. The report also provides recommendations for governments and companies.

East Bay Community Energy Local Development Business Plan (LDBP)

The Local Development Business Plan (LDBP) is intended to develop a comprehensive frame-work for accelerating the development of clean energy assets within Alameda County. The LDBP explores how EBCE can contribute to fostering local economic benefits, such as job creation, customer cost- savings, and community resi-ience. The LDBP also identifies opportunities for development of local clean energy resources, explains how to achieve EBCE’s communit y benefits goals, and provides strategies for local workforce development for adoption by the EBCE Board of Directors.

(Working Paper #11) Trade Unions and Just Transition

In late 2015, after more than a decade of tenacious lobbying of government negotiators, union representatives led by the International Trade Union Confederation (ITUC) succeeded in getting the phrase “Just Transition” into the preamble to the Paris Climate Agreement negotiated at COP21. The text affirmed “the imperatives of a just transition of the workforce and the creation of decent work and quality jobs in accordance with nationally defined development priorities.”

More than two years have passed since COP21, and calls for a Just Transition have emerged from all corners of the global progressive community. Once more or less exclusively a trade union priority, calls for a Just Transition increasingly appear, in varying forms, in the campaigns of major environmental organizations, climate justice and green NGOs, and indigenous and farmers’ movements. However unevenly, Just Transition has begun to feature in discussions around national politics and policy, and unions increasingly refer to the current period as Just Transition’s “implementation phase.”

The Need for an Integrated and Transformative Politics

Unions for the most part understand that they must strive to develop a Just Transition politics that somehow addresses the immediate concerns of workers while keeping the need for a transition of the entire economy in view. A transition that is “just” from the perspective of workers or “the workforce,” but which fails to help achieve the needed socioeconomic transformation, will ultimately accomplish little to address pressing climate-related and broader ecological concerns. Alternatively, policies aimed at driving a socioeconomic transformation that are robust enough to achieve climate and environmental targets, but which ignore the impact on workers in specific locations or industries, risk being unable to secure the support from workers that such a transformation requires in order to be successful.

Social Dialogue” or “Social Power”?

In this eleventh TUED Working Paper, we argue that, in order to effectively achieve this full range of aims, the international trade union movement must collectively formulate and pursue a comprehensive, integrated approach. Doing so requires a sober examination of the origins and current state of debates over Just Transition.

Unions at all levels of the international trade union movement recognize that a broad transformation of our economy and society is urgently necessary. But the insistence on keeping “Social Dialogue” at the center of such discussions holds trade union debates captive to the narrative of the liberal business establishment, and to a very narrow and de-mobilizing interpretation of Just Transition. Anchored in the particular realities of post-war Europe, Social Dialogue has been effectively elevated to the status of an official ideology in recent years–one that is increasingly out of step with both the challenges facing workers and their organizations, and the pressing demands for action posed by the climate and ecological crisis more broadly.

This paper makes the case for a different and more expansive trade union conversation-one that can address worker-focused concerns while advancing deeper socioeconomic transformation. We call this the “Social Power” approach. This approach is guided by the belief that a Just Transition cannot be accomplished without a deep restructuring of the global political economy. Existing power and ownership relations must be challenged and changed. This is, of course, an extremely difficult task. But if this does not occur, then the vast majority of the world’s working people will never see anything vaguely resembling a Just Transition. We can at least begin by openly acknowledging that this needs to be our movement’s long term goal and then organize accordingly.

The paper offers examples from around the world that illustrate how this new approach is cohering within day-to-day trade union struggles, as well as at the level of ideas across the political left.
