Nationalize the U.S. Fossil Fuel Industry To Save the Planet

Even as Vladimir Putin’s barbaric invasion of Ukraine proceeds and concerns over the subsequent high gas prices proliferate, we cannot forget that the climate crisis remains a dire emergency. The latest report of the U.N.’s Intergovernmental Panel on Climate Change (IPCC)—the most authoritative source on climate change research—could not be more explicit in reaching this conclusion. U.N. Secretary General António Guterres described the report as a “file of shame, cataloguing the empty pledges that put us firmly on track towards an unlivable world.” This follows several equally vehement studies in recent years, as well as those from other credible climate researchers.

If we are finally going to start taking the IPCC’s findings seriously, it follows that we must begin advancing far more aggressive climate stabilization solutions than anything that has been undertaken thus far, both within the U.S. and globally. Within the U.S., such measures should include at least putting on the table the idea of nationalizing the U.S. fossil fuel industry.

Understanding Sunrise, Part 2: Organizing Methods

Sunrise melded mass protest, electoral work, and distributed organizing to great effect, but 2020 upended its plans and forced a reassessment.

Sunrise Movement grew from a labor of love by 12 young people, including the two of us, into the most prominent climate justice organization in the country. We put the Green New Deal on the map, strengthened the Left insurgency in the Democratic Party, and helped drive youth turnout to defeat Trump in 2020. Climate change became a political priority for the Democratic Party, and Sunrise directly influenced Biden’s Build Back Better agenda.

In the last year, though, despite a few impactful protests demanding ambition and urgency from Congress, Sunrise members and observers alike have noted a loss of strategic clarity and organizing power compared to 2017 through 2020. And it’s not just Sunrise: the entire Left has struggled to make the jump from punching upwards in the Trump era to winning material reforms in the Biden era.

In this essay, we’ll pull back the layers of Sunrise’s organizing model: how we actually recruited young people and united them in a structure for collective action. We’ll first discuss the major influences on Sunrise’s organizing and run through how it all played out in practice, the good and the bad.

We share a diagnosis that a central shortcoming in Sunrise’s organizing model was the absence of a sustained method of mass organizing at a local level, which left us nowhere to go once we could no longer rely on the fast-but-shallow growth of distributed organizing methods. We’re proud of the movement’s accomplishments while humble about its shortcomings. We offer our reflection in the practice of learning together in public; we hope our transparency can empower the next generation of movement builders—in Sunrise and across movements—to lead transformative organizing for the next era.

Another Silent Spring: Strategies for the Climate Struggle

After the worst year yet of climate disruption, 2021 closed with another failure of international negotiations at COP26 and the slow death of President Biden’s meager legislative climate agenda.

North America faced heightened levels of drought, heat, fire, flooding, wind, climate-enhanced migration, and crop failures. Yet the climate movement’s support and campaigning for Biden and Democratic Party achieved little. Expectations are even lower for the next three years.

To respond to this impasse the climate movement, particularly the predominant organizations in the U.S., needs to reorient away from the over-emphasis on electoral politics, and toward protest and struggle as the priority strategy.

Fortunately, there are some glimpses at how to expand this potential, but the central question remains, what socialists and the Left, in general, can do now to best catalyze more disruptive, sustained, and mass-based climate action.

Understanding Sunrise, Part 1: Strategy

Sunrise Movement made climate change a key political issue, but new conditions require new theory and strategy.

The state of Sunrise Movement, one of the more successful and visible U.S. Left organizations to emerge in the last five years, reflects trends in the broader Left. We hit a high-water mark with Sen. Bernie Sanders’ February 2020 victory in the Nevada caucus. Shortly after, the revenge of the Democratic establishment and the COVID pandemic halted all momentum and put Sunrise into a rear-guard attempt to salvage what could be won in a Biden administration. The underwhelming first year of that administration has left us floundering.

Today, a private and public reckoning is well underway. A new generation of leaders is taking account of Sunrise’s successes and failures, and working to design the next life of the movement. Early Sunrise leaders—of which I am one—are in the process of moving on, and handing over leadership of this youth organization to a more youthful cohort.

As a leader in Sunrise’s development from its founding in 2017 through early 2021, I feel obliged to offer an evaluation of our strategy and methods. My aim is to offer a detailed account of Sunrise’s aims and influences, in order that the next generation of strategist-organizers both inside and outside Sunrise may learn from what we did well, while overcoming our limitations.

You can consider just about every word of this essay as a self-critique and a practice of learning in public. As ever, I write with deep appreciation for all the climate justice fighters who find a place to place their hope amidst the looming dread of this crisis.

Part 1 of this essay, which you are reading now, focuses on Sunrise’s strategy, including our demands, rhetoric, and relation to the US party system. Part 2 will look at Sunrise’s methods of organizing.

I hope these essays not only illuminate our specific choices and why we made them, but demonstrate how the theoretical concepts on which we build our organizations actually shape their development. Sunrise’s successes owe much to the theories underpinning our strategy and methods, and our failures reveal much about where these theories fall short. I hope my reflections on these recent experiences may aid in developing better theory to face the challenges of the 21st century.

Statement on UN IPCC Climate Report

Climate Justice Alliance Calls on White House, Congress, UN to Center Frontline Wisdom/Solutions & Reject False Techno Fixes Accelerating Climate Change

We must keep fossil fuels in the ground; If we take anything away from Part 2 of the UN’s Intergovernmental Panel on Climate Change (IPCC) Assessment, that should be it. Like so many times before, once again we find ourselves calling on the White House and Congress, and all world leaders to act boldly and courageously to reduce and eliminate greenhouse gas emissions at their source.

As Climate Justice Alliance (CJA) Co-Executive Director, Ozawa Bineshi Albert pointed out after participating in the most recent UN Climate Change Conference (COP26), “we must act with an urgency that is not happening now and we need community leaders experiencing harm to lead with solutions.”

Hans-Otto Pörtner, Co-Chair of the working group that issued the report explains, “The scientific evidence is unequivocal: climate change is a threat to human wellbeing and the health of the planet… Any further delay in concerted global action will miss a brief and rapidly closing window to secure a liveable future.

However, we cannot rely on unproven fossil fuel industry backed, techno-fixes and market schemes that are really just band-aid approaches to solving the climate crisis: practices that do not guarantee a reduction or elimination of emissions at their source, such as geoengineering approaches like carbon capture and storage, solar radiation management, carbon removal and the like. We must safeguard Earth and all her creatures for generations to come. That means stopping the harm that continues to pollute her for future generations. We must center frontline solutions that are grounded in a Just Transition as we move away from the dig, burn, and dump economy to local, community-controlled renewable and regenerative models that reduce emissions while building community wealth and justice at every turn. 

Together with 1,140 organizations and as a part of the Build Back Fossil Free Coalition in a letter issued last week, we called on President Biden to use his Executive powers to immediately 1) ban all new oil and gas contracts on federal areas, 2) stop approving fossil fuel projects, and 3) declare a climate emergency under the National Emergencies Act that will unlock special powers to fast track renewable projects that will benefit us all.

Additionally, as this report rightly points out, the United States must pay its fair share as the major culprit of climate change and heed the traditional knowledge of Indigenous peoples as we craft real solutions and reject false ones that will only serve to accelerate climate chaos in Black, Brown, Indigenous, Asian, and other low-income and vulnerable communities. We must invest in mitigation and adaptation resources for all frontline communities, in the Global South, and all other nations immediately. 

At the same time that the United Nations was preparing to craft this damning report on the fossil fuel industry, the largest delegation of badged participants at the COP26 were fossil fuel lobbyists. Only a few from vulnerable and most impacted communities were allowed in. This is unacceptable – the UN must end rules that restrict and keep out those most impacted by climate change from fully participating in future climate change conferences. Finally, we call on the UN to end its long practice of bowing to pressure from fossil corporations and member nations aligned with them, and reject false solutions that enable polluters to continue business as usual while doing nothing to stop emissions at their source.

This most recent IPCC Assessment focuses on impacts, vulnerability, and adaptation. An upcoming section in April will focus on ways to reduce emissions, and the final part will present lessons to member states during the next Climate Change Conference (COP27) to be held in Egypt. If the nations of the world truly want to solve the climate crisis they will heed the calls of those most impacted and look to them to lead rather than those who created the crisis in the first place; here in the United States that looks like addressing this issue as the emergency that it already is.

Exxon locked workers out of their jobs. Can workers lock Exxon out of a carbon capture deal?

A union is warning Texas officials not to give Exxon money for carbon capture until it fixes its labor problems.

In Beaumont, Texas, working at one of Exxon Mobil’s plants has long been a way to earn steady wages and support a family in this industrial corner of the Gulf Coast. “We take care of more than just our immediate family,” said Darrell Kyle, the president of the local United Steelworkers chapter, the union representing workers at the plants. “We’re the uncles and aunts,” he said, who help “the struggling nieces or nephews who need a couple hundred dollars to get by, to pay a bill.” 

But for the past nine months, about 600 union employees at Exxon’s refinery and other plants have been struggling to pay their own bills: They have been locked out of their jobs because Exxon has been unable to come to an agreement with the union over a new contract. Kyle said that the company is refusing to honor protections for senior workers that have been in place for decades, while the union is demanding that those protections remain in place. At the end of last April, without a contract finalized and with the threat of a union strike pending, the company began escorting employees out of the complex, the Beaumont Enterprise, a local newspaper, reported. The company stated that the provisions the union was asking for were “items that would significantly increase costs and limit the company’s ability to safely and efficiently operate.”

Some workers, willing to take the deal Exxon was offering, began a campaign to decertify the union, which would end union representation at the plants. The United Steelworkers union believes that Exxon illegally assisted the campaign and has filed complaints with the National Labor Review Board. 

But in addition to using this legal channel to try to protect their union, the Steelworkers tried a different tactic. They started their own campaign to pressure Exxon into a deal — by undermining the company’s push for public money to build a $100 billion carbon capture hub in nearby Houston.

Coal Miners Weren’t Happy When Joe Manchin Derailed Build Back Better

The United Mine Workers of America issued a statement criticizing the senator for withdrawing his support from the legislation:

When West Virginia senator Joe Manchin III, a well-known coal baron, withdrew support from the Build Back Better agenda, the Biden administration’s landmark climate and social safety net bill, an influential coal-mining union was quick to respond.

The United Mine Workers of America (UMWA), a labor union formed in 1890 to organize coal miners seeking safe working conditions and fair pay, released a statement by international president Cecil E. Roberts on December 20 characterizing the union’s relationship with Manchin as “long and friendly” but expressing disappointment that the bill didn’t pass. (On the same day, the AFL-CIO, the largest federation of American labor unions, released a similar statement.)

“We urge Senator Manchin to revisit his opposition to the legislation and work with his colleagues to pass something that will help keep coal miners working,” Roberts wrote, “and have a meaningful impact on our members, their families, and their communities.”

Given the UMWA’s history with Manchin—he has been an honorary member since 2020—it was a notable reminder of just how much is at stake for miners and their communities as the president’s signature measure hangs in the balance. The Build Back Better legislation includes important items for the UMWA, like incentives to build manufacturing facilities in post-coal communities, financial penalties for employers who deny workers their rights to unionize, and an extension of the black lung trust fund, a levy paid by coal companies that provides a small monthly payment to miners with pneumoconiosis, a disease caused by coal dust and silica inhalation.

We remain grateful for his hard work to preserve the pensions and health care of our retirees across the nation, including thousands in West Virginia. He has been at our side as we have worked to preserve coal miners’ jobs in a changing energy marketplace, and we appreciate that very much.

“The Build Back Better (BBB) legislation includes several items that we believe are important for our members and their communities – some of which are part of the UMWA’s Principles for Energy Transition we laid out last spring.

“The bill includes language that would extend the current fee paid by coal companies to fund benefits received by victims of coal workers’ pneumoconiosis, or Black Lung. But now that fee will be cut in half, further shifting the burden of paying these benefits away from the coal companies and on to taxpayers.

“The bill includes language that will provide tax incentives to encourage manufacturers to build facilities in the coalfields that would employ thousands of coal miners who have lost their jobs. We support that and are ready to help supply those plants with a trained, professional workforce. But now the potential for those jobs is significantly threatened.

“The bill includes language that would, for the first time, financially penalize outlaw employers that deny workers their rights to form a union on the job. This language is critical to any long-term ability to restore the right to organize in America in the face of ramped-up union-busting by employers. But now there is no path forward for millions of workers to exercise their rights at work.

“For those and other reasons, we are disappointed that the bill will not pass. We urge Senator Manchin to revisit his opposition to this legislation and work with his colleagues to pass something that will help keep coal miners working, and have a meaningful impact on our members, their families, and their communities.

“I also want to reiterate our support for the passage of voting rights legislation as soon as possible, and strongly encourage Senator Manchin and every other Senator to be prepared to do whatever it takes to accomplish that. Anti-democracy legislators and their allies are working every day to roll back the right to vote in America. Failure by the Senate to stand up to that is unacceptable and a dereliction of their duty to the Constitution.”

12 Guilty Fogeys: Big Oil’s $86 billion offshore tax bonanza

Few letter-soup acronyms in Washington bureaucratese are so aptly pronounced as GILTI and FOGEI, two esoteric provisions in the tax code worth tens of billions of dollars to Big Oil’s multinational majors.

Under the Trump Administration’s radical 2017 tax law, companies that extract oil and gas overseas enjoy special exemptions within the Global Intangible Low-Tax (GILTI) regime covering Foreign Oil and Gas Extraction Income (FOGEI).

It is a fitting accident of nomenclature: FOGEI’s GILTI carveout helps prop up the fossil firms most culpable for the climate crisis — to the tune of $84 billion. An additional international tax loophole enjoyed by Big Oil is worth at least another $1.4 billion, for a grand total of over $86 billion in offshore tax giveaways.
